내년부터 각국의 보호무역이 더욱 확대되리란 예상이 나오는 가운데 미국이 중국산 철강제품에 대해 14.4%에서 145%에 이르는 반덤핑 관세부과를 예고했습니다.

사실 이달 초 중국도 미국산 철강제품에 투자보조 등을 이유로 반덤핑 관세를 부과하겠다고 선언한 적이 있으며, 이미 중국과 EU, 중국과 미국간 무역분쟁이 끊이지 않고 일어나고 있습니다.

이는 위안화 약세로 많은 수출이익을 얻고 있는 중국을 견제하기 위한 것과 무관하지 않습니다.

최근 우리나라에서도 최대 무역흑자를 기록한 것을 자랑하고 있지만 환율효과로 얻은 이러한 흑자로 인해 오히려 상대국들의 타겟이 될 수 있는 위험도 있어 주의가 요구되는 상황입니다.

Dec. 29 (Bloomberg) -- The U.S. Commerce Department said it would impose anti-dumping duties of as much as 145 percent on Chinese steel-grating imports under a preliminary finding that companies sold the product at prices below fair value.

Imports of the steel grating were valued at $90.7 million in 2008, the agency said in a statementtoday. Chinese shipments of grating to the U.S. jumped more than 500 percent by volume and more than 900 percent by value from 2006 to 2008, the department said.

Duties ranged from 14.4 percent for four companies including Ningbo Jiulong Machinery Manufacturing Co., to 145 percent for Shanghai DAHE Grating Co. and other exporters or producers. The move backs petitions from Alabama Metal Industries Corp.,based in Birmingham, Alabama, and Fisher & Ludlow,a unit of Charlotte, North Carolina-based Nucor Corp.

The decision announced today is preliminary, and the Commerce Department and U.S. International Trade Commission will need to make final rulings before the tariffs are decided. While those decisions are pending, importers must deposit the preliminary duty with U.S. Customs.

The Commerce Department expects to make a final determination as soon as April 17.

The U.S. International Trade Commissionplans a vote tomorrow in a separate case in which U.S. companies are seeking duties on Chinese imports of steel oil-drilling products valued at $2.8 billion in 2008.

미국상무부는 공저가치 이하로 팔고 있는 중국산 철강제품에 대해 145%이상의 반덤핑관세를 부과할 것이라고 말했다.

오늘 관계자에 따르면 중국으로부터 2008년에만 9070만 불의 철강이 수입되었는데 2006년부터 2008년까지 가치는 9배 이상, 양은 5배 이상 증가한 것이다.

부과되는 반덤핑 관세의 범위는 14.4%를 받는 Ningbo Jiulong Machinery Manufacturing Co.부터 145%를 받는 Shanghai DAHE Grating Co.까지 이며 이들을 포함한 수출업자들과 생산업자들이 대상이다. 이러한 움직임은 Alabama Metal Industries Corp.과 Fisher & Ludlow 그리고 Nucor Corp.의 진정에 의한 것이다.

오늘 선언은 예고적인 것으로서 앞으로 상무부와 미국 국제무역위원회가 관세에 대해 최종결정을 하게 된다. 이러한 결정이 지연되고 있는 상황이지만 수입업체들은 미국 세관에 예비관세를 납입해야만 한다.

미국 상무부는 이 결정이 4월 17일 이전에 최종결정 날 것으로 보고 있다.

미국 국제무역위원회는 내일 다른 케이스인 미국 기업들이 요청한 중국산 강철 오일드릴링 제품(2008년에 28억불어치가 수입됨)에 대한 관세부가에 대해 투표할 예정이다.
