美, 정부부채 한도 2900억불 확충과 재정 디폴트 우려

연말을 맞아 휴가준비에 한창인 미 하원이 미국 정부의 부채 상한선을 2900억 달러 늘어난 12.394조 달러까지 늘리는 법안을 통과시켰습니다. 이 늘어난 예산은 실업수당관련과 인프라스트럭쳐 사업 등으로 구성되어 있으며 상원의 의결을 기다리고 있습니다.
여당인 민주당은 크리스마스 때 사람들의 실업수당이 끊겨서야 되겠냐는 논리고 야당인 공화당은 지금까지 실적으로 봤을 때 효과가 의심될 뿐더러 정부부채를 더 늘리는 건 크리스마스에 흥청거리기 위해 빚지자는 것밖에 안되지 않냐며 대립하고 있는 상황입니다. 이 때문에 상원에서의 승인이 늦어질 것을 염려한 민주당은 국방예산에 이를 슬그머니 끼워 넣어 빠른 처리를 유도하고 있습니다.지금도 상당한 재정적자 부담에 시달리는 미국으로선 경기부양을 위해 재정확대를 지속할 것을 천명한 상태인데 실제 이러한 정부부채 확대 승인이 나지 않으면 연말께 미국정부가 디폴트를 선언해야 한다는 말이 나올 지경입니다.
다른 나라 같았으면 벌써 디폴트를 몇 번은 겪었겠지만 미국은 여전히 시장에서 채권이 잘 팔리고 있으니 빚으로 경제를 흘러가게 하는 상황을 지속할 수 있습니다.
그러나 이런 상황이 장기적으로 미국경제에 결코 유리하지 않기 때문에 PAYGO(재정적자 시 세출을 줄이든지 세입을 늘리는..)등의 규칙을 예산산정 시 적용해야 한다는 목소리가 커지고 있으며, 머지않은 시기에 재정적자를 줄이기 위한 행동을 취할 수 밖에 없을 것으로 보입니다.

Dec. 16 (Bloomberg) -- The House approved a $290 billion increase in the limit on U.S. government borrowing along with a $154 billion economic-aid package as lawmakers raced to wrap up their work for the year.
Lawmakers voted 218-214 to raise the debt ceiling to $12.394 trillion, the fourth such increase in 18 months. Hours later, the House agreed 217-212 on new spending for infrastructure projects, extended unemploymentbenefits and aid to state governments. The chamber also passed a $636 billion defense budget bill. All three measures await Senate action.
While the debt and defense measures are likely to reach President Barack Obama’sdesk by Christmas, the jobs plan faces opposition in the Senate, where lawmakers are wary of its effect on the government’s $1.4 trillion budget deficit. House Democrats said the jobs measure would aid struggling families.
“We’re trying to bail out our people,” said Ways and Means Committee Chairman Charlie Rangel, a New York Democrat. “We’re trying to restore the hope and confidence they had, we’re trying to keep kids in school, we’re trying to put food on their table.”
Republicans scoffed at the plan. “This is nothing short of a taxpayer-funded Christmas shopping spree financed with money borrowed from the Chinese,” said Representative Jerry Lewisof California, the top Republican on the Appropriations Committee. “This legislation adds an additional $150 billion to a budget deficit that has already tripled in the last year.”
Pentagon Spending Measure
The House also voted to extend a stopgap spending measure currently funding the Pentagon until Dec. 23 to give the Senate time to approve the Defense Department bill.
House Democrats had planned to include more job-related provisions in the defense bill because it is likely to be signed into law soon. They had to scale back their ambitions after being unable to work out an agreement with the Senate on what to include.
Instead, the defense bill includes stopgap provisions to ensure that unemployment benefits aren’t cut off over the holidays. It also postpones for two months a scheduled 21 percent cut in Medicare reimbursements to doctors. Expiring provisions of the USA Patriot Act would be extended through Feb. 28.
Another Debt Limit Vote
Democrats abandoned plans for a bigger debt-ceiling boost following conflicting demands among their rank and file over proposals to reduce the government’s budget deficit. Congress will have to vote again early next year to raise the debt ceiling. Without the increase approved today, the Treasury Department would hit the current limit by Dec. 31, lawmakers said, which would force the government to default on its debts.
A number of Senate Democrats balked at a longer-term increase in the debt limit unless lawmakers agree to create a special commission to recommend ways to reduce the deficit. House Democrats said they want instead to carve Congress’s anti- deficit “paygo” budget rules into law. Senate Budget Committee Chairman Kent Conrad, a North Dakota Democrat, said lawmakers would end the impasse by February.
The defense bill, the last of the 12 annual appropriations bills, includes $128.3 billionfor military operations in Iraq and Afghanistan. Lawmakers said it doesn’t include money to pay for Obama’s recently announced troop buildup in Afghanistan. That money will be sought later in an emergency spending bill.
Presidential Helicopter
In a victory for the administration, the bill doesn’t require the Pentagon to continue the Lockheed Martin VH-71 presidential helicopter, which the White House wants to terminate. In a win for Congress, the bill includes $465 million for a backup engine for the F-35 Joint Strike Fighter built by General Electric Co.and Rolls Royce Group Plc. The administration had threatened to veto the entire defense bill if it contained any money for the engine.
The billincludes $2.5 billion to buy 10 additional Boeing Co. C-17 transports. The Pentagon didn’t request any. Boeing also benefited from $1.5 billion for 18 F/A-E/F Super Hornet fighters, including nine above the administration’s request. The bill also continues buying V-22 Osprey tiltrotor aircraft built by Textron Inc.and Boeing, providing $2.7 billion for 35 aircraft as the Pentagon requested.
Democrats said about half of the cost of the economic package could be financed with money left over in the Treasury Department’s Troubled Asset Relief Program. Republicans, noting the bailout program has proven less expensive than initially forecast, said that plan would amount to tapping taxpayer dollars that otherwise wouldn’t have been spent.

의원들이 연말을 맞아 업무를 정리하고 휴가를 준비하고 있는 가운데 미국정부의 부채한도액을 경기부양패키지 1540억 달러를 포함해 2900억 달러 증가시키는 안을 승인했다.
218대 214로 통과된 안으로 인해 정부부채 상한은 12.394조 달러로 증액하는 것으로서 지난18개월 사이에 벌써 4번째 이루어진 것이다. 몇 시간 후 의원들은 217대 212로 실업수당확대와 주정부지원 및 인프라스트럭처 프로젝트 등을 위한 신규 재정지출을 통과시켰다. 의원들은 또한 6360억 달러의 국방예산을 통과시켰으며 이들 3가지 법안은 상원의결을 기다리고 있다.

민주당에서는 이에 대한 논쟁 속에서 정부의 재정적자를 감소시키기 위해 부채상한을 높이는 계획을 포기했었다. 국회는 내년 초에 다시 부채상한을 올리는 안에 투표해야 한다. 부채상한이 높아지지 않을 경우 현재상태로는 12월 31일까지 한계에 도달하며 부채로 인해 정부는 디폴트 상황에 직면할 것이라 의원은 말했다.
많은 수의 민주당 상원의원들은 하원의원들이 재정적자를 줄이기 위한 최적의 방법을 제시해줄 특별 위원회를 만드는데 대한 동의 없이는 장기적인 부채 상한을 증가시키는 것에 대해 망설이고 있다. 상원 예산위원회 의장이며 노스다코다의 민주당 의원인 켄트 컨라드는 민주당의원들은 예산법안에 적자를 줄이기 위한 paygo원칙을 포함하길 원한다고 말하며 의원들이 내년 2월이면 막다른 골목에 몰릴 것이라 말했다.
지난 12년간 승인되었던 것 중 마지막인 이 방위 예산은 이라크와 아프카니스탄에서의 군사운영에 대한 1283억 달러의 예산이 포함되어 있다. 의원들은 거기에는 오바마가 최근 아프카니스탄에 증원하기로 한 군사에 대한 비용은 포함되지 않았다고 이야기 했다. 그 예산은 추후에 긴급지출예산으로 구하게 될 것이다.

민주당이 정권을 잡은 이후 팬타곤은 계속해서 록히드 마틴사의 VH-71대통령헬기 도입을 요구할 수 없었는데 그 헬기는 백악관이 없애길 원했던 것이다. 예산에 포함되어 있던 GE와 롤스로이스 그룹에서 만든 F-35 JSF의 백업엔진을 위한 4.65억 달러가 포함되었다. 정부는 만약 엔진을 위한 어떠한 금액이라도 국방예산에 포함되어 있다면 전체 국방예산을 거부할 것이라 위협하고 있다.
예산에는 보잉사의 C-17수송기를 추가로 10대 구매하는 25억 달러가 포함되어 있는데 팬타곤은 어떤 요구도 하지 않은 상황이다. 정부의 요청으로 9대 이상의 18 F/A-E/F Super Hornet 전투기로부터 15억 달러의 수익을 올리고 있다. 또한 텍스트론과 보잉사가 만든 V-22 Osprey tiltrotor 등 팬타곤으로부터 35대의 항공기를 요청 받아 27억 달러에 공급하고 있다.
민주당의원들은 경기부양 패키지 비용의 약 절반을 차지하는 이 예산을 TARP중 남은 예산을 가져와 사용할 수 있다고 말했다. 긴급구제 프로그램이 초기 예상보다 덜 비싼 비용이 든 것으로 증명되었다고 보고 있는 공화당 의원들은 그 예산이 세금이 다른 곳에 사용되지 않도록 예산을 줄여야 한다고 보고 있다.
