지난주 중국 중앙은행인 인민은행이 은행간 금리의 기준이 되는 3개월 채권의 금리를 4베이시스 포인트 올려 발행해 현지 전문가들은 이를 본격적인 출구전략으로 받아들이고 있다는 소식을 전한 적이 있습니다.

이에 이은 후속조치로 오늘 1년 만기 채권금리도 8베이시스 포인트 올려 발행할 것이라 밝혀 생각보다 빠르게 대출억제정책이 시행될 것임을 암시하고 있으며, 심지어 3월내에 지준율에 대한 상향이 뒤따를 것이라고 보는 현지 전문가도 존재하는 실정입니다.

중국에서 버블붕괴 등 여러 위험을 무릅쓰고 큰 규모의 금리상승을 계속 하긴 어렵다 하더라도 인플레이션과 버블붕괴위험을 조금씩 덜어내기 위한 조심스런 출구전략은 지속적으로 시행될 가능성이 큽니다.

개인적으로 봤을 때는 결코 먼 산 바라보듯 할 문제는 아닙니다만 우리의 시각은 여전히 옆집 불구경에서 벗어나질 못하는 것 같습니다.

China Guides 1-Year Bill Yield Higher to Curb Lending (Update1)

Jan. 12 (Bloomberg) -- China’s central bank guided its benchmark one-year bill yield higher for the first time in 20 weeks to curb lending, causing banking stocks to decline.

The People’s Bank of Chinasold one-year bills at a yield of 1.8434 percent in open-market operations, according to traders at Industrial & Commercial Bank of China Ltd. and BOC International Holdings Ltd. The yield rose eight basis points, or 0.08 percentage point, said the traders, who asked not to be identified.

“The central bank may be seeking a stronger tightening policy than expected,” said Jiang Chao, a fixed-income analyst in Shanghai at Guotai Junan Securities Co., the nation’s largest brokerage by revenue. “We expect the central bank will raise the reserve-requirement ratio one time in March.”

The central bank has kept the rate on one-year bills steady since Aug. 11 in line with its “appropriately loose” monetary policy to help revive the economy. China’s exports grew 17.7 percent last month from a year earlier, the first increase in more than a year, adding to the supply of cash in the economy that the central bank needs to mop up to curb accelerating inflation.

Shares in Industrial & Commercial Bank of China Ltd., the nation’s biggest lender, lost 2.2 percent in Hong Kong. Nine out of 15 traders and analysts surveyed by Bloomberg News forecast an increase of four basis points for today’s sale.

Consumer pricesprobably rose 1.7 percent in December from a year earlier, following a 0.6 percent in November, and inflation may reach 3 percent by February, Hu Hangyu, an analyst at Citic Securities Co. in Beijing estimated.

The monetary authority offered 20 billion yuan ($2.9 billion) of the one-year securities at the auction today, according to a statement on its Web site. It guided the yield on its three-month bills higher in a sale last week, allowing the rate to climb four basis points to 1.3684 percent.

중국의 중앙은행이 대출억제를 위해 20주 만에 처음으로 1년 만기 채권의 벤치마크 금리를 올렸고 이로 인해 은행주식이 하락했다.

중국의 공상은행과 BOC International Holdings Ltd.에 따르면 공개시장조절차원에서 인민은행이 1년 만기채권을 1.8434%의 금리로 판매했으며 이것은 8베이시스 포인트가 상승한 것이라고 트레이더 들은 말했다.

중국최대 브로커리지 회사인 Guotai Junan Securities Co.의 애널리스트인  Jiang Chao는 중앙은행이 기대보다 더욱 강력하게 긴축정책을 시행할 것으로 보이며 우리는 3월내에 중앙은행이 지준율을 한차례 인상할 것이라고 보고 있다고 말했다.

중앙은행은 경제회생을 위한 통화완화 정책에 따라 8월 11일 이래 1년 만기 채권금리를 그대로 유지해왔었다. 중국의 지난달 수출은 연초대비 17.7%증가하여 1년여 만에 처음으로 상승했고 이로 인한 경제현금공급의 증가로 인플레이션 가속을 막기 위한 수단이 필요했다. 중국의 최대 은행인 공상은행의 주가는 홍콩시장에서 2.2%하락했다.

지난 12월 소비자물가는 11월 0.6%상승에 이어 작년 초보다 약 1.7% 상승했고, 인플레이션은 2월까지 3%대에 이를 것이로 Citic Securities Co.의 애널리스트인 Hu Hangyu는 예측했다.

웹사이트에 의하면 통화당국은 오늘 1년 만기 채권 200억 위안(29억불)을 경매에 붙일 예정인데 지난주에 판매했던 3개월 물도 4베이시스 포인트 높은 1.3684%로 설정되었다.
