공화당 상원의원들로 인해 민주당의 실업급여 연장 등의 법안이 부결됨에 따라 당장 이번 주부터 1백만 명의 실업급여가 중단되고 향후 30만 명의 근로자가 해고될 것이란 전망이 나오고 있습니다.

매우 흥미로운 상황인데 지난 1월, 중국의 경기과열 소식을 전하며 미국도 민주당 상원의원수가 감소하면서 부양책들이 예전처럼 쉽사리 통과되기 어려울 것이란 예상을 전했는데 결국 재정적자를 심화시킬 부양책들의 통과가 난항을 겪고 있습니다.

이번 법안 통과가 부결됨으로 해서 실업은 더욱 늘게 될 공산이 크고 현재 다시 악화되는 모습을 보이는 미국의 부동산 시장 등 소비시장이 더 얼어붙을 가능성도 높습니다.

재정을 악화시킬 수 밖에  없는 지원의 한계를 여실히 보여주는 상황이 미국 등 여러 국가에서 보여지고 있는데, 앞뒤 안 맞는 무리한 성장계획에 재정을 투입하기 보다는 가계의 부담을 줄이고 잠재성장률을 높이는 방향으로 정책방향을 잡아야 하는데 늦은 감이 있습니다.

Republicans Block Unemployment Aid Extension, Buyout Tax Boost

Senate Republicans killed legislation to extend unemployment benefits, provide aid to state governments and increase taxes on buyout fund managers, saying it would add too much to the federal deficit.

The vote was 57-41 in favor of the measure with 60 needed to advance it. Democrats had repeatedly trimmed the bill in an effort to gain votes. The version voted on today would have added $33 billion to the deficit, a fraction of previous proposals, though Republicans said the cost-cutting didn’t go far enough.

Senate Majority Leader Harry Reid, a Nevada Democrat, said earlier today that if the legislation failed, lawmakers would move on to other matters. He said the chamber could revisit the matter later if Republican support emerged.

“We can’t pass it unless we get some Republicans,” Reid said. “It’s up to them.”

Senate Minority Leader Mitch McConnell, a Kentucky Republican, said “the only thing Democrats are insisting on in this debate is that we add to the debt.”

The impasse means unemployment benefits will be cut off to more than 1 million Americans by the end of this week, according to the Labor Department.

The House plans to vote today on a separate Senate-passed measure postponing a 21 percent cut in Medicare payments to doctors until December. The postponement was included in the jobs bill and lawmakers decided to act separately as that measure remained stalled in the Senate.

Republicans Needed

Lawmakers have been working on the jobs plan for more than a month. An initial draft would have added more than $130 billion to the deficit.

Democrats, who control the Senate with 59 votes, needed support from at least one Republican to bring the bill to the floor for a final vote. Democrats focused on winning over Maine Republican Senators Olympia Snowe and Susan Collinsafter Nebraska Democrat Ben Nelsondemanded that any legislation not add to the deficit.

The legislation would provide $16 billion in aid to states, raise taxes on the share of profits paid to executives of buyout firms and extend unemployment benefits through November. It also would revive a group of expiring business tax cuts, extend municipal bond subsidies and extend a deadline to close home purchases under the government’s first-time homebuyer tax credit plan.

Economist Mark Zandihas projected that, without additional aid, states will likely have to fire 300,000 employees.

공화당 상원의원들이 실업자에 대한 급여지급 연장 안을 부결시킨 것에 대해 연방적자가 너무 커질 수 있었다고 말했다.

통과되기 위해 60표가 필요한 상황에서 57-41로 투표가 결정되었다. 민주당원들은 표를 얻기 위해 예산을 삭감했으며 오늘 투표한 안건의 버전은 330억불의 재정적자가 추가되는 것으로서 지난번 제안의 일부에 불과했지만 공화당의원들은 비용삭감이 충분치 못했다고 말했다.

상원 대표인 해리리드 네바다 주 민주당상원의원은 오늘 아침 만약 법안이 부결되면 다른 방법을 찾을 거라고 말하며 공화당원 중 일부는 우리 편이었지만 법안이 통과될 수 는 없었다고 말했다.

노동성에 따르면 이번 실업급여가 이번 주로 끝남에 따라 백만 명 이상의 미국인의 수혜가 끊길 것이라고 말했다.

의원들은 이번 일자리 계획에 대해 1달이상 작업을 했으며 초기 안은 재정에 1300억불이상을 더하는 안이었다.

상원의 59표를 조정하는 민주당원들은 최종 투표를 위해서는 적어도 1표 이상의 공화당 지원이 필요했다. 네브라스카의 민주당의원인 벤 넬슨이 어떤 법안도 재정적자를 증가시켜서는 안 된다고 요구한 이후 민주당은 메인 주의 공화당상원의원인 올림피아 스노우와 수잔 콜린스를 설득하는데 집중해왔다.

이 법안은 11월까지 실업급여를 연장하고 바이아웃 기업의 최고경영자에게 이익의 일부로 내는 세금을 올리는 것으로 각주에 약 160억불을 지원하게 된다. 또한 비즈니스 세금감면 만료되는 그룹을 다시 재개하고 지자체 채권에 대한 보조를 연장하고 정부의 첫 주택구매자에 대한 세금감면에서의 주택구매 만료시기를 연장하는 것들이 포함되어 있다.

이코노미스트인 Mark Zandi는 새로운 자금의 추가 없이는 30만 명의 근로자가 해고될 것이라고 말했다.
