영국의 젊은 제임스 카메론 총리의 정부지출 축소 정책에 대해 공공부분을 중심으로 한 노동조합들이 세를 모으면서 과격한 시위와 불복종 캠패인을 포함한 저항운동을 벌일 조짐을 벌이고 있습니다.
각국이 재정악화에 시달리면서 정부지출을 줄이고 있는데 특히나 공공부문의 예산을 감축하면서 이로 인해 일자리를 잃을 위기에 처한 공무원들의 저항이 예상되고 있습니다. 공공부문이 맡고 있는 일자리 비중이 상대적으로 큰 미국과 영국 등 유럽각국의 노조들이 시위에 돌입했다는 소식을 심심치 않게 듣고 있는데 각국의 재정상황을 생각하면 사실 방법이 없습니다.
우리 정부발표에 따르면 부채가 비교적 적다(?)고 발표하지만 LH처럼 통계에 잡히지 않은 공공부채들이 세금에 손을 벌릴 가능성이 많아지고 있어 주의가 요구됩니다.

U.K. trade union leaders asked the public to join millions of workers in a campaign to halt Prime Minister
David Cameron’sbudget cuts, the most vocal opposition yet to what the government says will be the biggest squeeze in spending since World War II.
Union chiefs including Mark Serwotkaof the Public and Commercial Services Union and Dave Prentisof Unison, which together represent about 1.7 million mostly public-sector workers, said they have begun work to coordinate action and build support for public demonstrations. The unions want to be ready to act as soon as cuts are announced next month.
“We’re deadly serious about making alliances with all the unions at the congress for a campaign of resistance the like of which we have not seen in this country for decades,” Serwotka, PCS general secretary, told reporters in Manchester, England, where the Trades Union Congress’s annual convention starts today. “We do not accept the argument that the country’s about to go down the pan unless public-sector workers lose their jobs.”
Widespread public support for the unions’ campaign would threaten to derail Chancellor of the Exchequer George Osborne’s program that has so far won the backing of bond investors and ratings agencies. Unions want the government to clamp down on tax evasion by the rich, scrap the nation’s nuclear weapons and invest in programs that boost economic growth instead of making cuts to services.
‘Progressive Alliance’
“We want to form a progressive alliance to make the case for an alternative,” said Brendan Barber, general secretary of the TUC umbrella group that represents almost 6 million workers. “I don’t think people have woken up to it. When the cuts start to bite starting in April 2011, there will be a real search for an alternative to the government’s strategy.”
Barber said opposition to the government’s academy schools program, which saw unions, parents and school governors working together at a local level to limit the take-up of the plans, was a model for how unions could work with the users of public services to oppose cuts. The unions will use grass-roots campaigning to make the case for maintaining public spending and investment, Serwotka said.
Osborne is due to map out cuts to government departments of as much as a quarter in the Comprehensive Spending Review on Oct. 20. In June, he outlined proposals to cut spending and raise taxes by as much as 40 billion pounds ($61 billion) a year. Together with plans set out by Labour Party predecessors, the measures will suck 113 billion pounds out of the economy by 2015.
‘Most Stimulating’
Osborne has embarked on his own campaign to win support for the cuts and yesterday said the budget consolidation plan has already delivered lower real interest rates, improving the ability of businesses and households to borrow.
“Having low interest rates is the most stimulating thing you can do for the economy in a situation like this,” said Osborne, speaking in an interview on “Charlie Rose,” scheduled to be broadcast today on Bloomberg Television.
Union leaders said the government should seek to boost growth rather than cut spending and pointed to evidence that Osborne’s plans may already be affecting confidence in the economy.
An index of business confidence compiled by BDO LLP fell to 93.1 in August from 95.5 in July, the lowest in more than a year.
“Businesses seem to be convincing themselves that things are going to get really tough in 2011, and are deferring new hires and investment decisions as a result,” said Peter Hemington, Partner at BDO. “Much of this comes from the hype around the government’s spending cuts.”
Batman and Spiderman
Bob Crow, general secretary of the RMT rail union, called for a return to the type of street protests that led to the abandoning of the poll tax and contributed to the ousting of Margaret Thatcheras prime minister in 1990. Those protests, which peaked with a riot in central London, included hundreds of local protests in Conservative Party supporting districts, Crow said.
“We need a campaign of civil disobedience to stop these cutbacks taking place,” Crow said. “It could be anything from Batman climbing up Number 10 to Spiderman going up Buckingham Palace.”

노조들의 이러한 저항이 공공지원부문으로 넓게 확대되는 것은 재무부장관인 조지 오스본의 프로그램에 상당한 위협이 될 것이다. 노조들은 정부가 부자들의 탈세를 단속하고 국가의 핵무기를 폐기하며 서비스에 대한 예산을 줄이는 대신 경제성장을 위한 프로그램에 투자하길 원하고 있다.
‘Progressive Alliance’
거의 6백만 명에 달하는 노동자를 대표하는 TUC엄브렐라 그룹의 수장인 Brendan Barber는 우리는 가능한 한 공격적인 연합을 구성하길 원하며 2011년 4월 예산삭감이 적용될 때까지 정부전략이 나아질 수 있도록 탐색되어야 한다고 말했다.
Barber는 정부의 academy schools 프로그램에 대해 반대하며 Serwotka는 노조들이 밑으로부터의 캠패인을 통해 공공지출과 투자를 유지하기 위한 사례를 만들 것이라고 말했다.
오스본은 10월 20일 CSR에서 1/4이상의 정부부처의 예산을 삭감할 예정이며 지난 6월 그는 지출삭감과 연 400억 파운드(610억불)이상의 세금을 더 걷을 것이라고 말한 바 있다. 노동당전임자들에 의해 계획된 이번 계획을 통해 2015년까지 1130억 파운드를 절감할 수 있다.
‘Most Stimulating’
오스본은 어제 이러한 삭감조치에 대한 지원을 구하기 위해 사업과 가계의 대출능력을 개선하기 위해 실질금리를 더욱 낮출 계획이라고 말했다.
오늘 블룸버그tv에서 계획된 Charlie Rose에서 진행된 인터뷰에서 오스본은 낮은 금리는 지금과 같은 상황에서 할 수 있는 최고의 부양책이라고 말했다.
노조 지도자들은 지출삭감보다는 차라리 성장률을 높이는 방법을 찾아야 하며 오스본의 계획은 이미 경제만족도에 영향을 주고 있다고 말했다.
BDO LLP에 의해 조사된 8월 사업만족도 지수는 7월 95.5를 기록한 이후 93.1로 하락했는데 지난 1년 남짓 여 중에 가장 낮은 수치이다.
BDO의 파트너인 피터 헤밍턴은 기업가들은 2011년까지 매우 어려울 것이며 이러한 결과가 신규고용과 투자결정으로 이어질지 스스로 확신하지 못하고 있으며 정부지출삭감으로 인한 내용이 과장된 경우가 많다고 말했다.

철도 노조인 RMT의 대표인 Bob Crow는 1990년 수상인 마가렛 대처를 물러나게 한 인두세의 포기를 이끈 가두시위의 형태로 돌아갈 것을 요청하고 있다. 그는 보수당지역인 수백 개의 지역을 포함한 런던 중심에서의 폭동의 형태를 말한다고 말했다.
그는 이러한 예산삭감조치를 멈추기 위해 시민 불복종 캠패인이 필요하다고 말했다.
