일본은 지난 15일 외환시장개입이후 곧바로 다음날 추가개입을 단행했습니다.
이러한 일본의 조치에 대해 노다 재무장관은 그 불가피성을 이야기하며 외국달래기에 나서려 하고 있지만,
경기침체로 인해 민감해질 대로 민감해진 유럽과 미국을 비롯한 전세계 국가의 공분을 사고 있는 게 사실입니다.

앞선 글에서도 이야기 했지만 일본의 외환시장 개입은 우리가 외환시장에 개입하는 것과는 비교가 안될 만큼 민감하기 때문에 여러 나라의 견제를 받는 상황이지만,
이미 개입을 시작한 이상 효과를 보기 위해 수 차례 더 시장개입이 이루어질 가능성도 있습니다.
그렇게 되면 이미 암암리에 저 환율 정책을 써오고 있는 미국과 중국을 비롯한 세계 각국이 이를 구체화할 가능성이 높아지고 통화(환율)전쟁으로 이어질 수 있다는 시나리오가 나올 수 있습니다.
금융위기 이후 자국이익을 위한 각국의 보호무역주의와 반덤핑 부과 확산 하에서도 외환시장 직접개입에 대해서는 조심스러웠던 상황이 이를 계기로 상당히 완화될 가능성이 높아진겁니다.

Noda Defends Yen Intervention After Move Spurs Criticism From U.S., Europe
Japanese Finance Minister Yoshihiko Noda defended his decision to intervene in currency markets for the first time since 2004 after the move spurred criticism from policy makers in the U.S. and Europe.
“I’m aware of the various comments, but with deflation, our economy is in a severe situation and it’s undesirable that the strong yen be prolonged,” Noda told reporters in Tokyo today. “I think it’s important to explain that persistently to other nations.”
The yen has lost more than 3 percent of its value since the Finance Ministry sold its currency to stem its advance against the dollar on Sept. 15, a move U.S. congressman Sander Levin called “deeply disturbing.” Noda also acknowledged that weakening the yen alone would not help solve the nation’s deflation and called on the central bank to do its part to support the slowing expansion.
“I understand that the basic stance of the Bank of Japan is that it will continue to ease policies persistently while providing ample cash” to the market, Noda said when he was asked whether unsterilized intervention is desirable.
The yen traded at 85.72 per dollar at 11:01 a.m. in Tokyo and headed for a weekly loss against all of its 16 major counterparts. Against the euro, it was at 112.09, close to a five-week low.
The international community has voiced concern about Japan’s currency intervention, with Luxembourg Prime Minister Jean-Claude Juncker, who chairs meetings of euro-region finance ministers, saying in an interview in Brussels yesterday the group was “insisting” Japanese authorities “step back from unilateral interventions.”
Breaking Accords
U.S. House Ways and Means Committee Chairman Levin called Japan’s move “deeply disturbing,” and Senate Banking Committee Chairman Christopher Dodd said it broke international accords.
“We saw Japan the other day begin to manipulate its currency,” Dodd, a Democrat from Connecticut, said yesterday in an interview on Bloomberg Television. “This is a complete violation, of course, of the agreements that have been in place” on exchange-rate policies, he said.
The comments came as U.S. and European policy makers also criticized China’s currency policies. U.S. Treasury Secretary Timothy F. Geithner said China needs to allow a “significant, sustained” rise in its currency.

일본 재무장관인 요시히코 노다는 2004년 이후 처음 실시한 외환시장개입결정에 대한 미국과 유럽 당국자들의 비판의 움직임이 커짐에 따라 이에 대한 방어에 나섰다.
노다 장관은 오늘 인터뷰를 통해 여러 가지 코멘트에 대해 알고 있으나 우리경제는 심각한 상태이며 엔화강세는 바람직하지 않다. 또한 이러한 상황을 다른 나라들에게 지속적으로 설명하는 게 매우 중요하다고 생각한다고 말했다.
9월 15일 재무장관이 엔화를 판 이후 엔화가치는 3%이상 하락했는데 이러한 움직임에 대해 미국의회의 샌더레빈은 이를 상당한 충격이라고 불렀다. 노다는 또한 엔화약세가 일본정부의 디플레이션을 해결하는데 도움이 되지 않는다는 사실을 알고 있으며 성장위축에 대한 지원을 중앙은행에 요청했다.
노다는 태화 개입방식이 과연 바람직했는지에 대해 나는 중앙은행이 지속적으로 시장에 통화를 공급하고 있는 기본방향을 알고 있다고 말했다.
오전 11:01현재 도쿄시장에서 엔화는 달러당 85.72엔에 거래되고 있으며 16개 주요통화대상으로 주간 하락폭의 수위를 달리고 있다. 유로대비는 112.09엔이고 5주 만에 가장 낮은 상황에서 장을 마감했다.
국제사회는 일본의 외환시장 개입에 대해 우려의 목소리를 내고 있는데 룩셈부르크 총리 겸 EU재무장관 의장인 장클로드 융커는 어제 인터뷰를 통해 일본의 당국자들의 이기주의적인 개입에서 벗어나야 한다고 주장했다.
Breaking Accords
미국의회의 조세무역위원회의 의장인 레빈은 일본의 움직임이 매우 심각한 위협이라고 말했다. 상원금융위원회의장인 크리스토퍼 도드 의원은 국제적 공조를 깬 것이라고 말했다.
코네티컷의 민주당의원인 도드는 어제 인터뷰를 통해 우리는 일본의 환율조작을 보았으며 이것은 외환정책에 대한 합의에 대한 명백한 반칙이라고 말했다.
