Japan Swings to Trade Deficit as Europe Drags Down Exports

i7OliZxhXAk8Japan reported a wider-than-expected trade deficit in July as Europe’s sovereign debt crisis and a slowdown in China dragged down exports and higher oil prices boosted imports.

The shortfall was 517.4 billion yen ($6.5 billion), after a revised 60.3 billion yen surplus in June, the Finance Ministry said in Tokyo today. The median forecast in a Bloomberg News survey of 28 analysts was for a 270 billion yen deficit. Exports fell 8.1 percent from a year earlier, compared with an estimated 2.9 percent decline. Imports rose 2.1 percent.

Strength in the yen and weakness in global demand threaten to curb exports over the rest of this year, undermining the economy’s recovery after a contraction in 2011. Japan’s ninth deficit in 12 months underscores the country’s reliance on energy imports after atomic plants were shut down following last year’s earthquake and nuclear disaster.

“It’s unavoidable that Japan’s economic growth will lose steam this quarter,” said Kohei Okazaki, an economist at Nomura Securities Co. in Tokyo. “Global demand is looking stagnant as China’s economy is slowing while the advanced nations’ economies remain weak.”

The yen traded at 79.21 per dollar as of 9:02 a.m. in Tokyo, up more than 5 percent since mid-March. A stronger currency erodes export sales and profits. Today’s level compares with a post-World War II high of 75.35 in October.

Shipments to the European Union fell 25 percent in July from a year earlier, the biggest decline since October 2009, while those to China slipped 12 percent, the ministry said.

Struggle for Momentum

Japan’s gross domestic product advanced an annualized 1.4 percent in the three months through June, down from 5.5 percent in the first quarter.

“Japan has been struggling to regain export momentum as the global economy cools,” Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo and a former central bank official, said before the report. “The trade deficit is likely to remain for the time being.”

Sony Corp. (6758), Japan’s biggest consumer electronics exporter, cut its full-year profit forecast on Aug. 2. Sharp Corp., the nation’s largest maker of liquid-crystal display panels, announced the same day it would eliminate 5,000 jobs worldwide in its first job cuts since 1950.

Japan has augmented its energy requirements through increased imports after shutting nuclear reactors for safety tests after last year’s meltdown in Fukushima.

“It’s totally unrealistic to expect a swift recovery in nuclear plant operations,” Masaaki Kanno, chief economist at JPMorgan Securities Japan Co. in Tokyo, said before the report. “We should assume an elevated level of energy imports.”

Japan Swings to Trade Deficit as Europe Drags Down Exports

Struggle for Momentum

Japan’s Economy Shrinks More Than Forecast

Japan’s economy contracted more than economists forecast in the fourth quarter as exports slid on weakness in global demand and strength in the yen.

Gross domestic product shrank an annualized 2.3 percent in the three months ended Dec. 31, following a revised 7 percent expansion in the previous quarter, the Cabinet Office said today in Tokyo. The median forecast of 26 economists surveyed by Bloomberg News was for a 1.3 percent decline.

A pick-up in earthquake reconstruction work may aid a return to growth this quarter even as gains in the currency pare export earnings, worsening losses for companies such as Sony Corp. (6758) The Bank of Japan may refrain from additional easing tomorrow as officials assess a mixed global picture, from improved U.S. employment to weaker Chinese trade and Europe’s progress in taming its debt crisis, according to a Bloomberg News survey of economists.

“The economy may have dipped into a contraction in the fourth quarter, but it would be temporary,” Seiji Adachi, a senior economist at Deutsche Securities Inc. in Tokyo, said before today’s data. “There’s no need to be overly pessimistic about the economic outlook as the overseas economies, such as the U.S., are starting to pick up.”

The nation’s currency climbed to a postwar record of 75.35 per dollar on Oct. 31, making exports less competitive. Manufacturers have also been hurt by flooding in Thailand that disrupted production, while energy imports because of nuclear shutdowns lead to the first annual trade deficit since 1980.

Quake Reconstruction

Parliament last week passed Prime Minister Yoshihiko Noda’s 2.5 trillion yen ($32 billion) recovery package from the earthquake and tsunami, the fourth supplementary budget since the disaster. The government will allocate 300 billion yen for the eco-friendly car subsidies as part of its fourth extra budget.

Public investment in reconstruction works, which was delayed mainly by administrative limitations, will start to kick in, said Masayuki Kichikawa at Merrill Lynch Japan Securities Co.

“If exports stop falling as the impact of the flooding in Thailand winds down, overall GDP is likely to return to growth,” Kichikawa said before the report.

Bank of Japan Governor Masaaki Shirakawa said last week that the economy is in a “severe” condition because of deflation and gains in the yen.

‘In a Lull’

“Japan’s economy is in a lull,” Kiichi Murashima, chief economist at Citigroup Global Markets Japan Inc. in Tokyo, said before the report. “Japan’s economy will likely remain vulnerable to a slowdown in global demand and the yen’s appreciation.’

Panasonic, the world’s largest maker of plasma televisions, said on Feb. 3 that it almost doubled its annual loss forecast to a record 780 billion yen because of Thailand floods and slowing demand for TVs.

Sony, Japan’s largest consumer-electronics exporter, said on Feb. 2 that it widened its full-year net loss forecast to 220 billion yen from the 90 billion-yen loss predicted in November.

The International Monetary Fund estimates that Japan’s economy will grow 1.7 percent in 2012, compared with a likely 1.8 percent expansion for the U.S. and an estimated 0.5 percent contraction for the euro area.

Citigroup Global Markets Japan Inc.

Sony’s Hirai Must Face $2.3B Losses of TV Unit

iNa0__OMiaf8Incoming Sony Corp. Chief Executive Officer Kazuo Hirai’s biggest challenge will be to solve a puzzle that bedeviled Howard Stringer for eight years: how to make money selling televisions.

Japan’s largest electronics exporter said yesterday that Hirai, 51, will succeed Stringer, 69, in April. Sony’s TV business may lose 175 billion yen ($2.3 billion) this fiscal year, adding to the 480 billion yen in losses since 2004.

Sony has lost ground to South Korea’s Samsung Electronics Co. (005930) and LG Electronics Inc. (066570), both of which sell TVs profitably. The Tokyo-based company and fellow Japanese television makers Sharp Corp. and Panasonic Corp. have been crippled by the strength of the yen, which forced Sharp to predict a record $3.8 billion loss yesterday.

“The most pressing issue is to turn around the TV business,” said Ryosuke Katsura, analyst at Mizuho Securities Co. “Then he can prove to investors that he can make a change, but investors are skeptical how much he can do.”

Hirai, who worked in the company’s music and entertainment divisions, established his reputation by turning around Sony’s PlayStation unit and edged out three other candidates with engineering backgrounds for the top job.

Born in Tokyo on Dec. 22, 1960, Hirai grew up in Japan and the U.S., graduating from the International Christian University in Tokyo in 1984 with a bachelor’s degree in liberal arts.

Cycling, Driving

After graduation, he joined a joint venture set up in Tokyo by Sony and CBS Inc. The business later became Sony Music Entertainment Inc., Sony’s main music unit.

Hirai, whose hobbies include cycling, driving, as well as collecting cameras, watches, model railroads and telescopes, moved to Sony Computer Entertainment (6758) America in 1995 and became president of the U.S. unit in 1999. He was promoted to president of Sony Computer Entertainment Inc. in 2006, replacing Ken Kutaragi, developer of the PlayStation.

“The path we must take is clear: to drive the growth of our core electronics businesses - primarily digital imaging, smart mobile and game; to turn around the television business and to accelerate the innovation that enables us to create new business domains,” Hirai said in a statement.

The Japanese company is revamping the main TV business that is forecast to lose 262.5 billion yen in the two years to March 2013 because of a strengthening yen against the dollar and euro, and competition with rivals including Samsung.

Appreciating Yen

An appreciating yen that damps the repatriated value of Sony’s overseas sales -- while a weakening won inflates Samsung and LG’s -- and weakening consumer demand has prompted Sony to forecast an unprecedented fourth consecutive annual loss in the year to March. The company will discuss the health of its TV business while reporting its third-quarter earnings today.

“Japanese TV makers are facing too many troubles; the stronger yen, falling prices, sluggish demand and sliding market share due to competition,” said Yoshihiro Okumura, who helps manage the equivalent of $365 million at Chiba-Gin Asset Management Co. in Tokyo. “If they can introduce a hit product or a next generation product, then the situation may change.”

The maker of Bravia televisions, Vaio computers and PlayStation game consoles may project a wider loss than predicted three months ago, according to analysts’ estimates compiled by Bloomberg. Sony in November said it may have a 90 billion yen loss in the year to March. That compares with the 147 billion yen average loss projected by 18 analysts. Sony hasn’t had four consecutive years of losses since it was listed in 1958.

Sony’s Slide

Sony, which slid by more than 60 percent since Stringer took the helm in June 2005, fell 1.9 percent to 1,364 yen in Tokyo trading yesterday before the announcement. The stock slumped 53 percent last year, lagging behind a 26 percent jump for Apple Inc. (AAPL) and an 11 percent gain for Suwon, South Korea- based Samsung.

“It was my honor to recommend him to the board for the positions of president and CEO, because he is ready to lead, and the time to make this change is now,” Stringer said in the statement.

Sony, which exited a display-panel venture with Samsung and bought out partner Ericsson AB’s stake in their mobile-phone partnership, has introduced new tablet computers and game devices to take on Apple and try to revive profit.

Sony’s rating was cut by Moody’s Investors Service last month and Fitch Ratings in December, with both citing the difficulty of turning around the unprofitable TV business. Moody’s, which assigned a negative outlook to Sony, also downgraded Panasonic Corp. (6752)’s rating.

Losing Value

Sony has been hobbled by a yen that reached a postwar high, waning sales, a Japan earthquake that crippled factories and Thailand flooding that cut production. Worth $100 billion in September 2000, Sony is now valued at $18 billion, compared with Cupertino, California-based Apple at $425 billion.

The world’s No. 3 TV maker lowered its annual sales projection to 20 million sets from 22 million in November and said it was taking a 50 billion yen charge for streamlining the TV operation.

The company is countering with plans to write down the value of some facilities, reduce the number of models and cut expenses at its marketing units.

“There was such a huge expectation when Sony announced its first foreign CEO,” said Koji Toda, chief fund manager at Resona Bank Ltd. in Tokyo, which oversees the equivalent of $68 billion. “Hirai needs to rebuild Sony so that the company can produce something that cannot be copied by others. Sony was once such a company.”

Sony’s Hirai Must Face $2.3B Losses of TV Unit

i9CYHRcbJS5wIncoming Sony Corp. Chief Executive Officer Kazuo Hirai

Cycling, Driving

Appreciating Yen

Sony’s Slide

Japan Pledges to Take Bold Action on Yen If Abrupt Gains Threaten Outlook

data

Japan Pledges to Take Bold Action on Yen If Abrupt Gains Threaten Outlook

dataCAR6AGXBJapanese authorities said they stand ready to take action on the yen should the nation’s currency appreciate, signaling their readiness to intervene again in the foreign-exchange market.

“While the yen’s abrupt movements appear to receding, an excessive strengthening of the currency can’t be tolerated because of the adverse effects it may have on the economy and financial markets over the long term,” the government said in an economic policy paper released in Tokyo today. “We will continue to take bold action when necessary.”

The government intervened in currency markets for the first time in six years on Sept. 15 to stem the yen’s advance toward a 15-year high. The currency’s 8 percent appreciation against the dollar in the past year has prompted companies including Toyota Motor Corp. to consider moving more production overseas to protect profits.

The government reiterated that it will continue to work with the Bank of Japan to beat deflation and called on the bank to pursue “appropriate and flexible” monetary policy to support the economy in today’s position paper on the economic outlook for the year starting April 1 and its fiscal policy management.

The yen has fallen 3 percent since touching 80.22 per dollar on Nov. 1, the highest since April 1995. It traded at 82.60 as of 8:58 a.m. in Tokyo today.

Japan’s economy is showing signs of picking up after contracting a projected 0.75 percent annual pace in the fourth quarter. The government raised its evaluation of the economy for the first time in seven months last week after industrial production advanced for the first time since May in November.

Japan Pledges to Take Bold Action on Yen If Abrupt Gains Threaten Outlook

1

Japan's Tankan Sentiment Index Climbs Least in Six Quarters

Japan's Tankan Sentiment Index Climbs Least in Six Quarters

Confidence among large Japanese manufacturers rose the least since early 2009 in September, and companies forecast that pessimists will outnumber optimists by year-end, as a rising yen threatens the nation’s recovery.

The Tankan index of sentiment climbed 7 points in September to 8, the Bank of Japan said in Tokyo today. The figure compares with a 15-point increase in June. Confidence is expected to fall to minus 1 in December, the report said.

Stagnating sentiment adds to the case for the Bank of Japan to ease monetary policy as Prime Minister Naoto Kan compiles a stimulus plan to counter the effect of the yen’s 10 percent surge against the dollar this year. The gains forced Murata Manufacturing Co., an electronics components maker, to announce it will cut most temporary jobs and move production abroad.

“The BOJ may have little choice but to take some action at its next meeting” on Oct. 4-5, said Norio Miyagawa, senior economist at Mizuho Securities Research and Consulting Co. in Tokyo. “The yen is still on the rise even though the government intervened in currency markets and pledged an extra budget.”

Prospects for additional BOJ liquidity injections helped bolster stocks, with the Nikkei 225 Stock Average up 0.3 percent at 10:43 a.m. The yen traded at 83.91 per dollar, from 83.89 before the report was published. Big manufacturers see the currency trading at 89.66 this fiscal year.

‘Never Thought’

“We have to reduce the number of temporary workers in Japan,” Murata President Tsuneo Murata said yesterday in an interview at the company’s headquarters in Kyoto. “We never thought the yen would become this strong.”

Confidence among large manufacturers was forecast to climb to 7, according to the median estimate of 19 economists surveyed by Bloomberg News.

Politicians have already indicated the BOJ could do more, with Economy Minister Banri Kaieda saying on Sept. 27 that additional liquidity injections by the Bank of Japan may be effective in influencing the yen. Vice Finance Minister Mitsuru Sakurai also said on the same day that increasing government bond purchases is one policy option for the central bank.

Authorities intervened in currency markets for the first time since 2004 this month as the stronger yen threatens profits of exporters from Nissan Motor Co. to Canon Inc.

Governor Masaaki Shirakawa and his board will deliberate policy at a meeting next week. He reiterated this week that the bank stands ready to take action when necessary. They last eased policy by expanding a credit lending program to 30 trillion yen ($357 billion) on Aug. 30.

Growth Cooling

Recent data point to a tempering rebound in the economy, with growth last quarter decelerating to a 1.5 percent annual pace, compared with 5 percent in the first three months of the year. Exports grew at the slowest pace this year in August.

“There’s a lot of uncertainty about where the economy is headed,” said Yoshiki Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo. “With companies this cautious, they’re likely to be careful about spending and hiring.”

Canon, the world’s largest camera maker, estimates that operating profit will shrink by 4.7 billion yen for every 1 yen the currency strengthens beyond 90 per dollar in the second half of 2010.

Even a yen level of 90 to the dollar may not be enough to prevent production draining out of Japan, Toshiyuki Shiga, chairman of the Japan Automobile Manufacturers Association, said Sept. 16. Shiga is also the chief operating officer of Yokohama- based Nissan, Japan’s third-biggest carmaker.

Automakers appear to be especially concerned about the outlook and expect the sentiment index to decline 38 points in three months’ time, the biggest drop for the industry since the central bank started tracking confidence by sector in 1992.

Incentives Ending

In addition to the currency, growth may be affected by the ending of incentives for purchases of energy-efficient cars this month. Kan asked his ministers to compile additional measures to supplement a stimulus package he unveiled on Sept. 10. The extra budget for the fiscal year ending March 2011 may be as much as 4.6 trillion yen, a government official said on condition of anonymity earlier this week.

Large companies plan to boost spending by 2.4 percent in the year ending March 31, today’s report showed. Economists forecast a 3 percent increase. The figures are based on the new accounting standard for lease transactions. Based on the previous accounting rule, companies planned to increase spending by 4.4 percent in June.

Weak Momentum

“Capital spending is increasing, but the momentum of these gains has been weak,” Dai-Ichi’s Shinke said. “Capital spending isn’t strong enough to make up for the slowdown in exports and fading of stimulus measures.”

The Tankan was conducted from Aug. 23 to Sept. 28 and surveyed 11,283 businesses. About 70 percent to 80 percent of the responses were collected by Sept. 7, more than a week before the government intervened in currency markets.

“Japan’s economy may experience a severe pullback in the fourth quarter and the first quarter of the next year after last-minute buying of cars boosts consumer spending in the July- September period,” said Seiji Adachi, a senior economist at Deutsche Securities Inc. in Tokyo.

“There’s a chance that Japan will dip into a recession.”

Japan's Tankan Sentiment Index Climbs Least in Six Quarters

‘Never Thought’

Growth Cooling

Incentives Ending

Weak Momentum

Japan Machinery Orders Rise for Second Month in July

Japan Machinery Orders Rise for Second Month in July

By Keiko Ujikane

Japanese machinery orders rose for a second month in July as overseas demand encouraged investment by companies.

Orders, an indicator of business investment in three to six months, rose 8.8 percent from June, when they increased 1.6 percent, the Cabinet Office said today in Tokyo. The median forecast of 25 economists surveyed by Bloomberg News was for a 2 percent gain.

The growth in corporate outlays spurred by growing profits and sales may come under threat by the yen’s advance to a 15- year high against the dollar. Bank of Japan Governor Masaaki Shirakawa said yesterday he is “well aware” that the currency is affecting exports and signaled policy makers are ready to implement further stimulus if needed.

“Capital spending is gradually recovering on the back of improvements corporate profits,” Yoshiki Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo, said before the report. “But the recovery pace in business investment remains dull, lacking enough power to become the driving force of the economy.”

About half of Japan’s manufacturers say the recent strengthening of the yen is hurting their sales, a survey by Teikoku Data Ltd. released last week showed. Some 47.4 percent of manufacturers and 36.7 percent of all companies are seeing lower sales because of currency movements, the report said.

‘Increasing Risk’

“We see an increasing risk of firms becoming more cautious about new investment because of uncertainties about global demand, as well as due to adverse impacts from yen appreciation and stagnant stock prices,” said Takehiro Sato, Japan economist at Morgan Stanley MUFG Securities Co. in Tokyo.

Sony Corp. Chief Executive Officer Howard Stringer said last week that the currency’s appreciation is a “huge handicap for us.” The Bank of Japan last week bolstered a credit program and Prime Minister Naoto Kan pledged fresh stimulus to help protect the economy.

A stronger yen makes Japan’s exported goods more expensive for foreign buyers, which is prompting some manufacturers to move production abroad to reduce currency risk.

Nissan Motor Co., Japan’s third-largest automaker, began selling a Thai-made March compact car in July to counter the rising yen. Panasonic Corp., the maker of Viera televisions, said Aug. 20 it will move part of its plasma display panel production to Shanghai.

Economists predicted that the government will likely revise up its estimate of the second-quarter economic growth on Sept. 10, after a report last week showed that companies cut spending at the slowest pace since 2007.

Gross domestic product expanded 1.5 percent on an annualized basis last quarter, compared with a preliminary reading of 0.4 percent, according to the median forecast of 20 economists surveyed by Bloomberg News.

Companies’ sales rose 20.3 percent in the second quarter, the biggest increase since 1980, a finance ministry report showed last week. Profits climbed 83.4 percent, moderating from a record 163.8 percent gain in the first quarter.

Japan Machinery Orders Rise for Second Month in July

‘Increasing Risk’

Japan Consumer Prices Fall 1.1% as Deflation Persists in Slowing Economy

Japan Consumer Prices Fall 1.1% as Deflation Persists in
Slowing Economy

Japan’s consumer prices fell for a 17th month as economic growth cooled and the yen’s advance lowered import costs.

Pricesexcluding fresh food slid 1.1 percent in July from a year earlier, the statistics bureau said today in Tokyo, matching the median estimate of 24 economists surveyed by Bloomberg.

Japan’s economy barely grew in the second quarter as consumption stagnated and exports slowed, prompting companies from Barclays Capital to Nomura Securities Co. to cut their growth projections. Combined with weakening demand, the yen’s advance is also entrenching deflation by making imports cheaper.

Price pressures will ease, “but the climb out of deflation will be extremely slow,” Hiroshi Miyazaki, chief economist at Shinkin Asset Management Co. in Tokyo, said before the report.

The yen’s gain drove stock prices to a 16-month low this week, putting pressure on the Bank of Japan and government to implement measures to safeguard the export-dependent recovery.

The Japanese currency has advanced 6 percent against the dollar in the past three months, prompting heads of Japan’s three largest business lobbies to call for policy actions to stabilize foreign-exchange rates.

Finance Minister Yoshihiko Noda this week said Japan stands ready to take “appropriate action” to stem the yen’s gain, his strongest comment on the yen to date. The central bank will probably ease monetary policy to help shelter the economy from the damage of a stronger yen, said economist Junko Nishioka.

Projection Downgrade

“The bank is highly likely to downgrade its projections for both growth and prices” in its semi-annual economic outlook in October, said Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “It wouldn’t come as a surprise if it decides to take some form of action in anticipation of that.”

The central bank’s policy-setting board will next meet on Sept. 6-7. BOJ policy makers predicted in July core prices will increase 0.1 percent in the year ending March 2012 after falling 0.4 percent.

Japan’s growthslowed to an annual 0.4 percent pace in the three months ended June 30, the weakest expansion in three quarters.

Retailers are offering discounts of imported food and household items to encourage consumers to loosen purse strings.

McDonald’s Holdings Company (Japan) Ltd., the Japanese unit of the world’s biggest restaurant chain, this month cut the price of its Big Mac after Japan’s three biggest beef-bowl restaurant chain?--?Yoshinoya Holdings Co., Matsuya Foods Co. and Zensho Co.?--?slashed prices.

Offer Discounts

Supermarket chains Aeon Co. and Ito-Yokado Co. this month offered discounts on dozens of imported food and household goods, including U.S.-grown avocados, Chilean-salmon and Australian beef.

Core price declines have steadily moderated after peaking in September, except in April,

when the government started waiving high school tuition fees to support households.

“Though price declines have gradually eased, their declines are still large,” said Yoshiki Shinke, a senior economist at Dai-Ichi Life Research Institute in Tokyo. “Downward pressure resulting from the deteriorating output gap is persistent.”

Japan Consumer Prices Fall 1.1% as Deflation Persists in
Slowing Economy

Projection Downgrade

Offer Discounts

Japan Tankan Business Sentiment Rises at Slower Pace

Japan Tankan Business Sentiment Rises at Slower Pace
(Update3)

By Keiko Ujikane

Dec. 14 (Bloomberg) -- Confidence among Japan’s largest manufacturers rose the least since the economy emerged from its worst postwar recession as companies become more concerned the yen’s gains will erode profits.

The Tankan index of sentiment among big makers of products including cars and electronics climbed nine points to minus 24 in December, the Bank of Japan said in Tokyo today. The median forecast of 19 economists surveyedby Bloomberg News was minus 27. A negative number means pessimists outnumber optimists.

Stocks fell as the report showed large companies planned deeper spending cuts to protect earnings that are under threat from a currency that climbed to a 14-year high against the dollar last month. Sony Corp., forecasting a second straight annual loss, said last month that it will eliminate jobs, close a factory and transfer some touch-panel production to China.

“For companies to keep high profit margins, they have no choice but to keep cutting costs,” said Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “The economy has reached its bottom, but it will stay at more or less the same level for some time.”

The index improved 15 points in September and 10 points in June, when it climbed from a record low of minus 58. It was last positive in June 2008. The economy grew for the first time in five quarters in the April to June period.

Service Companies

Confidence among large service companiesgained to minus 22 from minus 24, today’s report showed. The central bank surveyed 10,116 companies between Nov. 9 and Dec. 11.

The Nikkei 225 Stock Averagefell 0.8 percent to 10,030.88 at the lunch break in Tokyo. The gauge has dropped more than 4 percent since the end of August.

The yen traded at 88.60 per dollar from 89.31 before the report was published and a 14-year high of 84.83 on Nov. 27. Large manufacturers expect the Japanese currency to trade at 92.93 in the year ending March 2010, today’s report showed, stronger than their previous forecast of 94.50.

Prime Minister Yukio Hatoyamaand central bank Governor Masaaki Shirakawa, fresh from unveiling emergency measures to fight deflation, will look at the report for hints of corporate optimism at a time when global emergency spending is running out.

Hatoyama unveiled a 7.2 trillion yen stimulus package on Dec. 8, his first since coming to power in September. The plan includes employment subsidies, loan guarantees and incentives to buy energy-efficient products.

Slowdown Begun

“The Tankan shows that Japan’s slowdown has already begun, although it will avoid a double-dip recession,” said Kyohei Morita, chief economist at Barclays Capital in Tokyo. “The effects of stimulus measures undertaken by the previous administration are wearing off and the current government’s measures will do little to spur the economy.”

The survey showed a gulf between large and small companies. Large manufacturers and service companies expect to be less pessimistic in three months, while their smaller counterpartssaid the outlook will worsen.

Shirakawa said this month the yen’s advance and falling stock prices may have “adverse effects” on corporate sentiment. The central bank released a 10 trillion yen ($113 billion) credit program on Dec. 1, a move that Deputy Prime Minister Naoto Kansaid helped weaken the yen.

Spending Cuts

Large enterprises plan to cut capital spendingby 13.8 percent this fiscal year, the worst reading for a December survey, compared with the 10.8 percent decline the Tankan showed three months ago.

Even amid a resurgence in export demand thanks to some $2 trillion in global stimulus spending, more than a third of the country’s factory capacity is sitting idle, giving firms less reason to expand purchases of plant and equipment.

Recent reports have also pointed to slower growth. Gross domestic productrose an annualized 1.3 percent last quarter, a third lower than the government’s initial report and consumer confidence fell for the first time this year in November.

Falling prices have been squeezing profit at home, prompting the government to declare last month that the country is back in deflation and push the Bank of Japan to do more to spur the economy.

Asian Demand

Not all analysts say the outlook is dim for companies, as demand from Asia helps exports and production. Reports last week showed the recovery in China, Japan’s biggest market, gathered pace: Factory output grew more than economists estimated in November and exports fell the least in more than a year.

Elpida Memory Inc.Chief Executive Officer Yukio Sakamoto said last week the chipmaker may return to profit for the first time in three years thanks to higher demand. Tokyo Electron Ltd.Chairman Tetsuro Higashisaid on Dec. 3. orders at the world’s second-largest maker of chip-manufacturing equipment will exceed the company’s forecast this quarter.

“The Tankan survey indicated companies are seeing little chance for a slide back into recession,” said Susumu Kato, chief economist at Calyon Securities in Tokyo. “The economic recovery is resilient, helped by strong Asian demand.”

Japan Tankan Business Sentiment Rises at Slower Pace

RBS Securities Japan Ltd.

Service Companies

Slowdown Begun

Barclays Capital

Spending Cuts

Asian Demand

Calyon Securities
