무디스가 이태리의 국채 신용등급을 A3에서 Baa2로 두 단계 강등했으며 스페인과 그리스의 위기가 이태리에 전파되어 시장신뢰를 잃고 그들의 재정목표를 달성하기 어려울 가능성이 높아지고 있음을 그 이유로 설명했습니다.

현재 마리오 몬티 총리가 EU 차원에서 스페인과 이태리 등에 대한 지속적인 채권매입을 요청하고 있으나 유럽 내 3위의 경제국인 이태리까지 위험이 커짐에 따라 나머지 EU 회원국들의 지원은 사실상 더 힘들어지는 게 사실입니다.

그리스 위기 당시 유럽국가 정상들이 매일같이 모여 공염불할 때부터 이야기했지만 이제 유럽 각국이 제 코가 석 자가 되는 상황에 근접한 시기입니다. 그렇게 되면 공동체를 살리겠다고 자기 나라의 정치적 저항을 받으며 국고를 지출할 정치인은 없을 텐데 이미 이런 모습은 2년 전 예상처럼 현실화되고 있습니다.

Italy’s Bond Rating Cut by Moody’s on Contagion, Funding Risks

 

Italy’s bond rating was cut and its negative outlook reiterated by Moody’s Investors Service as the euro area’s third-biggest economy faces higher funding costs and contagion risk from Greece and Spain.

The ratings company lowered Italy’s government bond rating by two steps to Baa2 from A3, citing a greater risk of a Greek exit from the euro and the Spanish banking system experiencing greater credit losses, according to a statement released in Frankfurt today. That makes Italy’s rating the same as those of Kazakhstan, Bulgaria and Brazil, according to data compiled by Bloomberg.

“Italy’s near-term economic outlook has deteriorated, as manifest in both weaker growth and higher unemployment, which creates risk of failure to meet fiscal consolidation targets,” Moody’s said. “Failure to meet fiscal targets in turn could weaken market confidence further, raising the risk of a sudden stop in market funding.”

The euro fell toward a two-year low after the downgrade. The 17-nation currency bought $1.2189 as of 9:06 a.m. in Tokyo, from $1.2203 yesterday in New York, when it touched $1.2167, the least since June 2010.

Italy yesterday sold 7.5 billion euros ($9.1 billion) of Treasury bills.

Moody’s also cited “increasingly fragile market confidence, contagion risk emanating from Greece and Spain and signs of an eroding non-domestic investor base.”

Prime Minister Mario Monti has been lobbying European partners to agree on a plan to give the region’s permanent bailout fund, or ESM, more leeway to buy the bonds of countries meeting their fiscal goals, such as Italy and Spain, in order to lower their borrowing costs.

유럽에서 3번째로 큰 경제국인 이태리가 그리스와 스페인으로부터 위기가 전파되어 자금조달 비용이 상승하고 있어 무디스가 그들의 채권등급을 낮추고 부정적 전망을 내놨습니다.

무디스는 이태리의 국채등급을 2단계 하락한 A3에서 Baa2로 낮췄는데 그리스가 유로 존에서 퇴출될 가능성이 높아지고 스페인의 금융시스템이 대규모 손실을 기록하는 등의 사실을 인용하며 관계자가 프랑크푸르트에서 오늘 말했다. 이로써 이태리의 신용등급은 카자흐스탄, 불가리아, 브라질 등과 같은 수준이 되었다.

무디스는 낮은 성장률과 높은 실업률 등 이태리의 단기경제성과가 악화되고 있어 그들의 재정목표를 달성하지 못할 위험이 높아지고 있으며 이러한 재정악화는 시장 신뢰를 약화시키고 갑작스런 시장에서의 자금조달 실패확률을 높이는 요인이 되고 있다고 말했다.

어제 이태리는 75억 유로(91억 불)의 채권을 팔았다.

무디스는 또한 그리스와 스페인으로부터 위험이 전파되고 해외투자자의 투자가 빠져나가는 등의 시장신뢰 하락의 위험이 증가하고 있다고 말했다.

마리오 몬티 이태리 총리는 유럽 정상들이 이태리나 스페인이 그들의 재정목표를 달성할 수 있도록 낮은 조달비용의 자금을 끌어올 수 있도록 ESM등의 긴급구제자금을 통해 그들의 국채를 지속적으로 매입하는 계획에 동의하도록 로비에 나서고 있다.

지난주 15개 글로벌 금융회사들의 신용등급을 강등했던 무디스가 스페인의 구제금융 신청 이후 이번에 무려 28개 스페인은행에 대해 1~4등급씩 등급을 강등했습니다.

일단 스페인의 부채가 너무 과도하고 경제는 악화되어 있으며 자본시장에서 정상적인 자금조달이 어렵다는 점을 그 이유로 들었는데, 지난 21일 스페인 은행들에 향후 약 600억 유로가 필요할 것이라고 발표한 스페인 정부의 스트레스 테스트결과와는 별개로, 실제 은행들이 가지고 있는 위험 부동산 대출자산은 그 3배에 달하는 것으로 나타나 있어 언제든 상황이 더 악화될 수 있습니다.

아무튼, 현재 Baa3 단계까지 하락한 스페인의 신용등급도 향후 더 하락할 가능성이 높아 은행들의 등급 추가하락도 있을 수 있으며 나라마다 정도의 차이는 있겠지만, 위기의 전 유럽 확산은 이미 정해진 수순입니다.

어쨌든 재미있는 상황은 지난 2008년 금융위기 초와 달리 무디스 등 신용평가 기관들이 적극적으로 위험을 반영하고 있다는 사실인데 한 번만 더 2008년 초처럼 제대로 평가를 못 했다가는 기관의 신뢰도에 치명상을 입을 것을 나름 우려하고 있기 때문입니다.

이럴 때 가뜩이나 금융시장 변동성이 큰 한국과 같은 어정쩡한 포지션을 취하고 있는 국가들은 내부위험을 줄이는 방향으로 몸 사리지 않으면 정말 어려운 일을 당할 수 있습니다.

 


 

Moody’s Downgrades 28 Spanish Banks on Sovereign Risk

 

Banco Santander SA (SAN) and Banco Bilbao Vizcaya Argentaria SA (BBVA) were among 28 Spanish banks downgraded by Moody’s Investors Service, which cited the country’s sovereign debt and rising losses on real estate loans.

The lenders’ long-term debt and deposit ratings were cut by one to four levels, Moody’s said today in a statement. The New York-based rating company also downgraded 16 Spanish banks on May 17.

Moody’s issued a three-step reduction in Spain’s credit grade on June 13, citing the nation’s increased debt burden, weakening economy and limited access to capital markets. Spain was lowered to Baa3, the lowest investment-grade rating, from A3 and remains on review for a further cut after announcing plans to borrow 100 billion euros ($125 billion) from European Union rescue funds to recapitalize banks.

The latest downgrade of banks reflects the government’s reduced creditworthiness, which lessens its ability to support the lenders, as well as Moody’s expectation that osses linked to commercial real estate will keep rising.

Moody’s downgraded 15 global banks last week, saying their capital-markets businesses suffered from volatility and the potential for “outsized losses,” according to a statement. The ratings firm also cited the companies’ exposure to Europe. The ratings on Bank of America Corp. and Citigroup Inc. (C) were cut to two levels above junk.

Banking Rescue

Concern that Spain will struggle to bail out its banks as their loan losses mount has driven up the country’s borrowing costs. The extra yield investors demand to hold Spain’s 10-year bonds rather than German bunds ballooned to 517.4 basis points on June 25 from 479.9 basis points on June 22. A basis point is a hundredth of a percentage point.

Spain formally requested the banking bailout in a letter to Luxembourg’s Jean-Claude Juncker, who leads the group of euro- area finance ministers.

The government of Prime Minister Mariano Rajoy published results of stress tests on June 21 that showed Spain’s banks may need as much as 62 billion euros of capital to withstand a worst-case economic scenario.

Oliver Wyman Ltd. estimated banks would need 51 billion euros to 62 billion euros should Spanish gross domestic product shrink by 6.5 percent over three years and housing prices drop 60 percent from their peak. Roland Berger Strategy Consultants said lenders would need 51.8 billion euros under those conditions.

The ratio of bad loans to total lending at Spain’s banks surged to 8.72 percent in April, the highest since 1994, from less than 1 percent in 2007, according to Bank of Spain data. Lenders have 184 billion euros of what the regulator terms problematic real estate-related assets after taking property onto their books following the collapse of Spain’s property boom in 2008.

무디스는 스페인의 과도한 부채와 악화된 경제상황 그리고 자본시장의 접근성 제한을 이유로 6월 13일 스페인의 신용등급을 세 단계 낮추었다. 스페인은 이로써 A3에서 가장 낮은 투자등급인 Baa3까지 등급이 낮아졌는데 금융에 대한 자본공급을 위해 EU로부터 1,000억 유로의 구제금융을 빌릴 것을 발표한 이후 추가등급 하락을 검토하고 있는 상황이다.

이번 은행들의 신용등급 강등은 정부의 신용도 하락과 은행에 대한 지원능력 약화, 그리고 상업부동산시장의 손실이 계속 증가할 것이라는 무디스의 우려가 반영된 것이다.

지난주 무디스는 15개 글로벌 은행들에 대해 신용등급을 강등했는데 관계자에 따르면 장기사업에서 잠재적으로 엄청난 자본손실을 입을 것이라고 보고 있다고 말했다. 무디스는 또한 금융회사들이 유럽의 위험에 노출되어 있다고 말했다. BOA와 시티그룹의 등급은 정크의 위 단계인 2단계 하락했다.

은행들에 510억에서 620억 유로가 필요할 것이라고 평가한 Oliver Wyman Ltd.는 향후 3년 동안 스페인의 GDP가 6.5% 하락하고 주택가격이 최고치기준 60% 하락할 수 있다고 말했다. Roland Berger Strategy Consultants는 은행들이 그런 상황들 하에서 518억 불이 필요할 수 있다고 말했다.

스페인 은행 자료에 따르면 스페인 은행의 총대출중 부실채권비율은 4월 8.72%까지 올라 1994년 이래 가장 높은 수준을 기록했다. 은행들은 2008년 부동산 버블붕괴 이후 그들의 장부에 남아있는 문제되는 부동산 자산규모가 1,840억 유로에 달한다.

최근 금융사들의 트레이드 부분을 중심으로 한 글로벌 감원 열풍이 불고 있는 가운데 무디스가 우리가 알고 있는 대부분의 글로벌 은행 및 증권, 투자은행들에 대해 1~3단계까지 신용등급 하락을 경고하고 나섰습니다.

이러한 신용등급 하락은 은행들의 외부자금 차입 비용을 증가시키게 될 텐데, 큰 수익을 내기 어려운 침체한 현재 시장 환경상 결과적으로 그만큼 글로벌 투자자금 및 유동성이 줄어들 것으로 볼 수 있습니다.

최근 3개월간 은행채에 대한 수익률이 2009년 이래 가장 높은 수준으로 올라갔다는 사실은 시장 상황 악화와 함께 투자자들의 신뢰가 그만큼 하락하고 있다는 뜻으로 자금을 조달하는데 더 많은 이자를 지급해야 함을 말합니다.

UBS AG (UBSN), Credit Suisse Group AG (CSGN) and Morgan Stanley (MS)’s ratings may be lowered by as many as three levels by Moody’s Investors Service, which is reviewing banks and securities firms with global capital markets operations.

Goldman Sachs Group Inc. (GS), Deutsche Bank AG (DBK), JPMorgan Chase & Co. (JPM) and Citigroup Inc. (C) are among companies that may be downgraded by two grades, Moody’s said in a statement, adding that the “guidance is indicative only.”

Credit-rating downgrades can raise a company’s borrowing costs, and for securities firms they can also affect business by obliging them to provide more collateral on trades. Banks worldwide are facing risks stemming from higher funding costs, investor confidence roiled by Europe’s sovereign debt woes, and increased regulation following the 2008 global financial crisis.

“Capital markets firms are confronting evolving challenges, such as more fragile funding conditions, wider credit spreads, increased regulatory burdens and more difficult operating conditions,” Moody’s said. “These difficulties, together with inherent vulnerabilities such as confidence- sensitivity, interconnectedness, and opacity of risk, have diminished the longer term profitability and growth prospects of these firms.”

Bank bonds from the U.S. to Europe and Asia have returned 5.8 percent from the end of November through Feb. 13, poised for the biggest three-month gain since the period ended September 2009, according to Bank of America Merrill Lynch index data. Traders are pushing the debt higher even as Moody’s says that banks may suffer as financial reform crimps profits and funding costs are increasingly sensitive to investor confidence.

Barclays Plc (BARC), BNP Paribas (BNP) SA, Credit Agricole SA, HSBC Holdings Plc, Macquarie Group Ltd. and Royal Bank of Canada may also be downgraded by two levels, Moody’s said.

Bank of America Corp. (BAC), Nomura Holdings Inc. Royal Bank of Scotland Group Plc and Societe Generale SA may be lowered by one grade, it said.

이번엔 무디스가 프랑스와 오스트리아를 포함한 6개 유럽국가의 채권등급을 한 단계 이상씩 강등했습니다. 특히 이번엔 그간 강세를 보이던 영국 국채에 대해 부정적 전망을 제시함으로써 안전자산으로써의 위치가 흔들릴 수 있다는 위기감도 보이고 있습니다.

 

유럽 위기가 계속 진행형인 가운데 이런 등급 강등이 지속되면 결국 영국, 독일 등 비교적 양호한 국가들과 그렇지 못한 국가들 간의 경제 양극화는 더욱 커질 수밖에 없습니다.

 

 


 

 

Moody’s Cuts European Sovereigns

 

Moody’s Investors Service cut the debt ratings of six European countries including Italy, Spain and Portugal and revised its outlook on the U.K.’s and France’s top Aaa ratings to “negative,” citing Europe’s debt crisis.

Spain was downgraded to A3 from A1 with a negative outlook, Italy was downgraded to A3 from A2 with a negative outlook and Portugal was downgraded to Ba3 from Ba2 with a negative outlook, Moody’s said. It also reduced the ratings of Slovakia, Slovenia and Malta.

“The uncertainty over the euro area’s prospects for institutional reform of its fiscal and economic framework” and the resources that will be made available to deal with the crisis, are among the main drivers of Moody’s action, the ratings company said.

The euro slipped 0.2 percent to $1.3154, and the pound weakened 0.3 percent to $1.5723.

Standard & Poor’s took away France’s and Austria’s top credit ratings last month in a string of downgrades. Investors poured money into the government bonds of nations such as France and Austria even after the countries lost their AAA ratings at Standard & Poor’s last month.

Moody’s also lowered its outlook on Austria’s Aaa rating today to negative outlook. Malta’s rating was downgraded to A3 from A2 and given a negative outlook, and Slovakia and Slovenia were both downgraded to A2 from A1 and given negative outlooks.

 

‘Weak’ Prospects

“Europe’s increasingly weak macroeconomic prospects, which threaten the implementation of domestic austerity programs and the structural reforms that are needed to promote competitiveness,” are also factors, Moody’s said in a statement. These factors will continue to affect market confidence, “which is likely to remain fragile, with a high potential for further shocks to funding conditions for stressed sovereigns and banks.”

French and Austrian securities beat AAA rated company debt since the two nations were deprived of the highest ranking at S&P on Jan. 13. U.S. Treasuries returned three times as much as AAA corporate bonds since the world’s biggest economy was cut by one rank in August.

프랑스와 오스트리아 채권은 지난 1월 13일 S&P가 두 국가에 대해 최고 등급을 강등한 이후에도 AAA등급의 회사채를 넘어섰으며 지난 8월 신용등급이 한 단계 하락한 최대 경제국인 미국채권수익률도 AAA등급의 회사채보다 3배나 더 많았다.

미 의회에서 재정적자 축소를 주장하는 공화당과 민주당의 미 국채 한도 상한을 위한 협의가 실패하는 모습으로 전개되자 미국의 위기를 막아보자며 의회(특히 꾸준히 재정지출 삭감계획이 우선시 되어야 한다고 주장했던 공화당)와 신용평가사, 연준이 일치 단결하는 재미있는 상황이 연출되고 있습니다.

 

 

공화당 리더인 미치 맥코넬 상원의원은 국채 상한 한도증액을 위해 쉽게 말해 의회 구성원의 1/3 이상만 찬성하면 대통령이 부채 상한을 올릴 수 있도록 제안했고,

합의를 빨리 이루게 하기 위한 지원사격으로 무디스를 비롯한 신평사들이 빨리 합의하지 않으면 미국의 신용등급을 낮추겠다고 의회에 압력을 가하는 한편,

연준 버냉키 의장은 때마침 경기침체를 이야기하며 3차 경기부양책의 필요에 대한 이야기를 꺼내고 있죠.

부채상한이 늘어나지 않으면 3차 부양은 어렵습니다.

 

 

이미 지난 번 신평사들이 미국 신용등급 하락 가능성을 이야기 할 때 어떤 식으로든 부채상한은 늘어날 것이라 예측한 바 있는데 상황이 이 정도면 부채상한 증가는 이미 실현된 거나 다름이 없습니다.

 

 

원칙에 충실한 척 하지만 뻔한 전개로 가고 있습니다. 어쩔 수 없는 상황이겠죠.

Moody’s Places U.S. on Review for Downgrade As Debt Talks Stall

 

 

daqqMoody’s Investors Service put the U.S. under review for a credit rating downgrade as talks to raise the government’s $14.3 trillion debt limit stall, adding to concern that political gridlock will lead to a default.

 

The Aaa ratings of financial institutions directly linked to the U.S. government, including Fannie Mae, Freddie Mac, the Federal Home Loan Banks, and the Federal Farm Credit Banks, were also put on review for cuts, Moody’s said in a statement today.

 

The U.S., rated Aaa since 1917, was put on review for the first time since 1995 on concern the debt limit will not be raised in time to prevent a missed payment of interest or principal on outstanding bonds and notes even though the risk remains low, Moody’s said. The rating would likely be reduced to the Aa range and there is no assurance that Moody’s would return its top rating even if a default is quickly cured.

 

“It certainly underscores the importance of passing the debt ceiling and not putting us in default status, and making sure there’s a longer term fiscal plan to contain spending and the deficit we’ve been running up over the last few years,” said Anthony Cronin, a Treasury bond trader at Societe General SA in New York, one of the 20 primary dealers that trade with the Federal Reserve. “Maybe it’s the impetus to say we’ll need more of a concession.”

 

 

Dollar, Bonds

 

The dollar weakened and Treasuries were little changed after the Moody’s statement. IntercontinentalExchange Inc.’s Dollar Index, which tracks the greenback against the currencies of six U.S. trading partners, including the euro, yen and pound, slid for a second day, shedding 1.1 percent.

 

The 10-year note yield was little changed at 2.88 percent at 5:31 p.m. in New York, according to Bloomberg Bond Trader prices, after increasing earlier as much as eight basis points to 2.96 percent. The yield dropped to 2.81 percent yesterday, the lowest since Dec. 1. The price of the 3.125 percent security due in May 2021 declined 1/32, or 31 cents per $1,000 face amount, to 102 2/32.

 

Treasury Secretary Timothy F. Geithner said he has taken steps to prevent a federal default until Aug. 2, using accounting measures that involve two retirement funds. The U.S. reached its borrowing limit on May 16.

 

The Moody’s announcement is a “timely reminder” and that Congress must “move quickly” to avoid default, the Treasury said in a statement today.

 

 

Debt Talks

 

“What we’re looking for is a raising of the limit. It doesn’t matter the process that they get there,” Steven Hess, the senior credit officer at Moody’s in New York, said in a telephone interview. “The rating outlook will be determined by the longer-term debt trajectory.”

 

Senate Republican Leader Mitch McConnell proposed a “last choice option” yesterday that effectively would grant President Barack Obama power to raise the debt limit in installments. McConnell’s plan would let the president raise the limit in three stages unless Congress disapproves by a two-thirds majority, while Obama would also be required to propose offsetting spending cuts. The spending reductions would be advisory, and the debt-ceiling increase would occur regardless of whether lawmakers enact the cuts.

 

“I think it reflects what we all know -- that this is a serious time and serious discussions and we can’t continue to have people not contribute to solving this problem,” said Senator Patty Murray of Washington, the No. 4 Democratic leader in the chamber.

 

 

Boehner Reaction

 

“As Speaker Boehner has warned for months, if the White House does not take action soon to address our nation’s debt crisis by reining in spending, the markets may do it for us,” said Michael Steel, spokesman for House Speaker John Boehner, Republican of Ohio. “This action by Moody’s today reinforces the Speaker’s warning.”

 

Standard & Poor’s put the U.S. government on notice on April 18 that it risks losing its AAA credit rating unless policy makers agree on a plan by 2013 to reduce budget deficits and the national debt. The firm said at the time that there’s a one-in-three chance that the rating might be cut within two years and that its “baseline assumption” is that Congress and the Obama administration will come to terms on a plan to reduce record deficits.

 

S&P would lower its sovereign top-level AAA ranking to D, the last rung on its scale if the U.S. can’t pay its payments because of a failure to raise the debt ceiling, John Chambers, chairman of the company’s sovereign rating committee, said June 30. Moody’s said it would probably assign a position in the Aa range, or within three steps of its highest level.

 

The U.S. is among 17 countries, from Australia to Canada to Switzerland, rated Aaa by Moody’s. S&P gives 18 countries its top ranking.

무디스 IS는 정치권의 합의도출 실패로 미국의 파산에 대한 우려가 커짐에 따라 미국의 신용등급하락을 재검토 하고 있다.

 

패니매, 프레디맥, 연방주택대출은행, 연방농업신용은행 등 을 포함해 미국정부에 직접적으로 관련 있는 금융이관들의 Aaa신용등급도 낮아질 수 있다고 무디스가 말했다.

 

1917년이래 미국은 Aaa등급을 유지하고 있으며 1995년 이해 처음으로 이러한 등급에 대한 논의가 이루어지고 있다. 등급은 Aa등급수준으로 하락 할 수 있으며 확신할 순 없지만 이런 디폴트 위기가 빠르게 해소된다면 무디스는 다시 최고 등급으로 상승시킬 것이다.

 

소시에떼 제네랄 SA의 국채트레이더인 앤소니 크로닌은 부채상한의 통과중요성이 간과되고 있는데

디폴트 상황에 놓일 수 있다는 생각 없이 여전히 장기 지출계획을 세우면서 지난 수년간 재정적자를 만들어 왔으며, 아마 이번 상황을 계기로 서로간의 양보가 더 많이 필요하다는 것을 알게 될 것이라고 말했다.

약 달러와 국채는 이번 무디스의 발언 이후에도 거의 변화가 없었다. 미국과 거래하는 주요 6개 국가의 달러의 흐름을 추적하는 IntercontinentalExchange 의 달러인덱스는 이틀째 하락해 1.1%가 빠졌다.

 

오후 5:31현재 10년 만기 채권수익률은 2.88%로 거의 변화가 없었다. 이 수익률은 어제 2.91%로 하락해 12월1일 이후 가장 낮은 수준을 모였다. 2021년 5월 만기인 채권가격은 3.125%하락해 액면가 1,000불당 31센트 하락한 102 2/32를 기록했다.

Boehner Reaction

 

공화당의 John Boehner의 대변인인 마이클 스틸은 Boehner는 이달 내내 만약 백악관이 지출을 줄이며 미국의 부채위기에 대해 빠른 행동을 취하지 않는다면 시장이 우리를 위해 그렇게 할 것이라고 경고했었으며 무디스의 이번 행동은 Boehner의 경고에 힘을 실어주고 있다고 말했다.

 

S&P는 4월 18일 미국정부에 당국자들이 2013년까지 재정적자 축소와 국채를 줄이는데 동의하지 않으면 AAA의 신용등급을 잃을 수 있음을 알렸었다. S&P는 향후 2년 이내에 등급이 하락할 가능성이 30%이며 이것은 의회와 오바마 정부가 향후 기록적인 적자를 줄이는 계획을 시행할 것이란 가정을 기반으로 한 것이라고 말했다.

 

S&P 국채위원회의 의장인 존 챔버스는 미국이 부채한도 증액실패로 더 이상 상환하지 못할 경우 S&P가 미국 채 등급을 AAA에서 D로 낮출 수 있다고 지난 6월 30일에 말했다. 무디스는 아마도 Aa범위 정도를 고려할 수 있다고 말했다.

중국의 부실채권 위험이 나날이 커지고 있습니다.

금융위기 이후 경기부양을 위해 풀렸던 자금의 많은 부분이 흘러간 부동산 시장이 위축되면서 발생할 부실은 둘째치고,

당장 지방정부가 중국 내 대형은행으로부터 빌린 대출이 무디스의 측정결과 중국감독 당국이 발견한 10.7조 위안보다 3.5조 위안가량 더 많을 것으로 예상되면서 감독 당국의 신뢰 하락이 부실위험상승과 함께 도마 위에 오르고 있습니다.

 

 

무디스는 이중 약 12% 이상이 부실채권이 될 것으로 예상하고 있으며 지난 4월 중국의 장기전망을 AA-로 낮춘 피치는 향후 지방정부 대출 중 30%가 부실화될 것으로 예측하고 있습니다.

높은 성장률에 가려져 있었을 뿐 이 수치에 상관없이 향후 부실채권확대 가능성은 매우 높습니다.

 

 

Sanford C. Bernstein & Co은 중국의 대형은행들이 지방정부에 대출한 금액 중 27%가 부실해지더라도 은행들이 이를 감당할 수 있을 것이라 보고 있지만,

여기에 심리적 공황까지 고려하면 결코 안심할 상황은 아니라고 생각됩니다.

 

 

중국지방정부의 현재 대출 액은 약 50.8조 위안에 달한다고 하는데 부실한 대출관리와 감독당국의 부실한 관리로 실제 이 금액이 맞는지도 검증이 안됩니다.

 

 

중국의 높은 성장에 가려져 있는 부실채권문제는 언젠가 한번은 터질 폭탄이며 이미 새로운 이야기가 아닙니다.

중국이 물가안정을 통해 사회불안 확산을 막으려 애쓰고 있지만 부실채권문제가 불거지면 또 다른 사회적 불안이 중국을 어렵게 할 가능성도 큽니다.

China Banks’ Outlook May Be Souring on Loans

 

 

Chinese banks’ loans to local governments are about 3.5 trillion yuan ($540 billion) more than the national auditor’s estimate, and the industry’s credit outlook could decline, Moody’s Investors Service said.

 

“The Chinese audit agency could be understating banks’ exposure to local governments,” Yvonne Zhang, a Moody’s analyst in Beijing, said in the report today. The “apparent absence of a clear master plan to deal with this issue” is likely to exacerbate problems and lenders may be left to manage a portion of the souring loans on their own, it said.

 

Bank shares fell and bond risk rose on concern that the banks will be unable to absorb losses on defaults should property prices drop. Moody’s estimates that local governments’ debt is about a third more than the audit office’s findings last week of 10.7 trillion yuan. Non-performing loans could reach as much as 12 percent of total credit, it said.

 

“This type of negative news will dampen sentiment on the outlook of Chinese banks, particularly on small and mid-sized Chinese banks,” said Banny Lam, an associate director at CCB International Securities in Hong Kong. “The pressure may ease when the Chinese government unveils more details on how these loans could be treated.”

 

China’s three biggest banks dropped in Hong Kong trading. Industrial & Commercial Bank of China (601398) Ltd., the world’s most profitable lender, fell 0.5 percent to HK$5.93, reversing earlier gains of as much as 0.7 percent. China Construction Bank Corp. (939) shed 1.2 percent while Bank of China Ltd. (3988) lost 0.3 percent.

 

 

Risk of Defaults

 

The nation’s first assessment of local government debt showed that 79 percent of the liabilities are bank loans and 8 billion yuan is overdue, Auditor General Liu Jiayi said June 27.

 

The audit office’s estimates are similar to those of the China Banking Regulatory Commission, Wan Li, a Shanghai-based banking analyst at BoCom International Holdings Co., said by telephone today. Loans that weren’t accounted for by the audit office would be those extended at the county level, which pose a limited burden for the banks, he said.

 

“There shouldn’t be a serious understatement from the NAO figures,” Li said. “They should more or less reflect the real situation.”

 

 

‘Stress Case’

 

The additional 3.5 trillion yuan of loans, which account for about 7 percent of China’s 50.8 trillion yuan in outstanding local-currency loans, aren’t considered by the audit office as real claims on local governments, Moody’s said. That indicates the debt may be poorly documented and at greater risk for defaults, it said.

 

Non-performing loans may be higher than a “base case” estimate of 5 percent to 8 percent, and closer to the “stress case” scenario of 10 percent to 18 percent, the ratings company estimated following an assessment of the new data.

 

The cost of insuring debt of Bank of China, the nation’s third-largest lender, from default rose 8 basis points to 168, near a two-year high of 175 set last week, according to data provider CMA, which compiles prices quoted by dealers in the privately negotiated market. An advance suggests deteriorating perceptions of creditworthiness.

 

Fitch Ratings lowered its outlook on China’s AA- long-term, local-currency rating to negative from stable on April 12 because of the risk the government would have to bail out banks. As much as 30 percent of loans to local government entities may go bad, accounting for the biggest source of banks’ non- performing assets, Standard & Poor’s said that month.

 

China’s largest publicly traded banks will be able to absorb credit losses even if 27 percent of their loans to local governments go bad, Sanford C. Bernstein & Co. estimated this week. The central government is also unlikely to let its unlisted policy banks, which are state-owned lenders set up to fund government projects, default on the debt, it said.

중국의 3대 은행은 홍콩시장에서 하락했다. 세계에서 가장 대출을 많이 한 은행인 공상은행은 0.5%하락한 5.93홍콩달러에 거래되고 있으며 중국건설은행은 1.2%하락했고 중국은행은 0.3%하락했다.

Risk of Defaults

Moody’s warned on June 2 that it will put the U.S. rating under review for a downgrade unless there’s progress on increasing the debt limit by mid-July.

 

Standard & Poor’s said today that it would cut the U.S. sovereign rating to D, the lowest on its scale, in the event of a default after a failure to raise the debt limit, according to John Chambers, chairman of the sovereign rating committee.

 

Derivatives traders are demanding higher prices to insure Treasuries against default as the standoff between Congress and the Obama administration drags on.

 

The costs for insuring against default for one year have risen to 51 basis points as of June 28 from 24 basis points on May 16, when the U.S. reached its borrowing limit, according to index administrator Markit Group Ltd. Credit-default swaps pay the buyer face value if a borrower fails to meet its obligations, less the value of the defaulted debt.

A default stemming from “the debt limit and the political configuration would indicate that, well, this might happen again,” according to Moody’s Steve Hess. “That risk is perhaps not compatible with Aaa,” Hess said at Bloomberg headquarters in New York on June 21.

 

S&P put the U.S. government on notice in April that it risks losing its top AAA rating unless policy makers agree on and implement a plan by 2013 to reduce budget deficits and the national debt.

Moody’s Sees U.S. Rating Cut to Aa On Default

무디스의 IS는 만약 의회에서 미국 채의 한도를 상향하지 않는다면 미국의 신용등급을 Aa로 낮출 수 있음을 이야기 했다.

이 등급은 Aaa등급인 미국정부의 등급과도 직접 연관되어 있으며 일부 주와 지방정부의 Aaa의 등급에도 영향을 미칠 수 있다고 무디스가 오늘 보고서를 통해 말했다. 6월 2일 무디스는 7월 중순까지 부채한도를 늘리지 못할 경우 미국의 등급하향을 검토할 것이라고 말한 바 있다.

미국의 국채등급위원회의 의장인 존 챔버스에 따르면 부채한도 증액에 실패하면 S&P는 미국의 국채등급을 파산위험이 있다는 가장 낮은 등급인 D까지 낮출 수 있음을 오늘 말했다

파생상품 트레이더들은 미 국채를 보증하는데 더 많은 비용을 요구하고 있다.

Markit Group Ltd에 따르면 1년간 디폴트 위험에 대해 보증하는 비용은 미 국채가 한도에 도달했던 5월 16일 24베이시스 포인트에서 6월 28일 51베이시스 포인트로 올랐다.

Moody’s View

 

무디스의 SCO는 이달 인터뷰를 통해 미국의 부채한도로 인해 단기 디폴트 상황이 발생된다면 Aaa등급이라는 위치를 되찾기가 쉽지 않을 것이라고 말했었다.

 

무디스의 Steve Hess에 다르면 부채한도와 이에 대한 정치적 협의 난항 등이 디폴트의 근간인데 이런 일이 반복될 수 있으며 이런 위험은 Aaa등급과는 어울리지 않는다고 말했다.

 

S&P는 지난 4월에 미 정부에게 당국자들이 2013년까지 재정적자와 국가부채를 줄이기 위한 방안을 도출해 내지 못하면 AAA의 등급을 잃을 수 있다고 말한 바 있다.

무디스가 지난 6월 1일 그리스의 신용등급을 Caa1으로 낮춘 이후 이번엔 S&P가 기존 B에서 CCC 등급으로 낮추어 아일랜드와 포르투갈 등의 디폴트 위기가 높아지는 게 아니냐는 긴장감이 고조되며 크레딧 스왑이 급등하고 있습니다.

S&P는 또한 그리스채권의 recovery rating(회수가능성 등급)이 4로서 회수가능성이 30~50% 수준이라고 판단하고 향후 한두 가지 채무조정이 발생하면 신용등급을 더 낮은 `SD'(잠재적 디폴트 등급)로 낮출 수 있다는 말도 하고 있습니다.

 

 

그리스 입장에서야 지금 한창 추가지원을 위해 ECB와 IMF의 지원프로그램이 진행 중이고 정전불안으로 충분하진 않지만,

정부에서도 이런저런 대책을 내놓고 있는 상황에서 재무장관이 S&P가 이러한 자기들의 노력을 무시했다고 흥분하는 건 당연한 일입니다.

 

 

ECB는 유럽중앙은행으로서 그리스를 안고 가고 싶어하지만 향후 이렇게 채권등급이 하락한 그리스채권을 사줘야 할 독일을 비롯한 유럽각국의 부담은 더욱 커졌습니다.

 

 

월가에 말로만 떠돌던 우려가 현실적인 신용등급하락으로 나타나자 유럽 각국이 긴장하는 모습이 역력합니다.

Greece Receives Lowest Credit Rating by S&P

 

 

dataGreece was branded with the world’s lowest credit rating by Standard & Poor’s, which said the nation is “increasingly likely” to face a debt restructuring and the first sovereign default in the euro area’s history.

 

The move to CCC from B reflects “our view that there is a significantly higher likelihood of one or more defaults,” S&P said in a statement yesterday. “Risks for the implementation of Greece’s EU/IMF borrowing program are rising, given Greece’s increased financing needs and ongoing internal political disagreements surrounding the policy conditions required.”

 

Greece’s government, which plans to sell 1.25 billion euros ($1.8 billion) of 26-week Treasury bills today, said that the downgrade overlooked “intense” talks between European officials to address the nation’s financing needs. Credit- default swaps on Greece, Ireland and Portugal surged to records yesterday on concern governments’ struggles to resolve the turmoil will threaten their ability to pay their debts.

 

“Greece will default -- it’s a question of when, rather than if,” said Vincent Truglia, Managing Director at New York- based Granite Springs Asset Management LLP in New York and a former head of the sovereign risk unit at Moody’s. “It’s a basic solvency issue rather than a liquidity issue. Only a debt writedown will do.”

 

Swaps on Greece jumped 47 basis points to an all-time high of 1,610 as of 5:30 p.m. yesterday in London after the S&P downgrade, according to CMA. Contracts on Ireland soared 27 basis points to 740, Portugal climbed 22 to 764 and the Markit iTraxx SovX Western Europe Index of swaps on 15 governments jumped 7 basis points to 218, approaching the record 221.75 set Jan. 10.

 

 

Greek Bonds

 

The yield difference, or spread, between 10-year German bunds and Greek securities of a similar maturity was at 1,402 basis points yesterday, close to a record.

 

No other sovereign nation is graded as low as CCC by S&P, a spokesman said by e-mail. Moody’s cut its rating on Greece to Caa1 on June 1, leaving only Ecuador as a worse sovereign risk.

 

“The ratings agencies are now playing catch-up with the market,” said Gianluca Salford, a fixed-income strategist at JP Morgan in London. “The market is pricing in a very high probability that there will be a credit event around Greece. The agencies are just catching up to the negativity that’s already priced in by the market, not the other way around.”

 

The downgrade comes as the European Central Bank and Germany battle over how to bail out Greece again and whether officials should push creditors to share some of the costs. ECB President Jean-Claude Trichet said yesterday that his advice to European governments is to “avoid what would be a compulsory concept” and “avoid whatever would trigger” a default.

 

 

ECB’s Hope

 

“The ECB wants governments to come to the aid of Greece and at the moment that doesn’t seem to be the case,” said Orlando Green, a fixed income strategist at Credit Agricole Corporate & Investment Bank in London. “We do think there’s a chance Greece will see some sort of adjustment of its debt profile. That’s what the politicians are looking to do, effectively adjust their debt situation without wrecking havoc, which could easily have a contagion effect.”

 

S&P said it has a negative outlook on Greece’s debt.

 

“Our negative outlook indicates that a downgrade to ‘SD’ could occur if Greece undertakes one or more debt restructurings or maturity extensions on terms that constitute distressed debt exchanges as defined by our criteria,” S&P said. SD is a “selective default.” A restructuring would likely “result in one or more defaults under our criteria,” it said.

 

 

Recovery Rating

 

S&P said that its recovery rating on Greece’s debt is ‘4,’ indicating it estimates bondholders would recover 30 percent to 50 percent of their investment.

 

A “financing gap has emerged in part because Greece’s access to market financing in 2012 and possibly beyond, as envisaged in the current official EU/IMF program, is unlikely to materialize,” the report said.

 

Greece’s finance ministry said in a statement that S&P’s decision “ignores” the “intense consultations” to resolve the nation’s crisis taking place between officials at the European Commission, European Central Bank and International Monetary Fund.

 

“The decision by Standard and Poor’s also neglects the determined efforts of the Greek government to avoid at any costs any possible violation of Greece’s contractual obligations, and the strong desire of the Greek people to plan for their future within the euro zone,” the statement said.

 

Granite Springs’s Truglia said that European officials should prepare for the fallout from a Greek default.

 

“What Europe’s governments should do now is look at the knock-on effects that will have for other markets and pressure that will exert on banking system,” he said. “But the problem is that governments always leave it too late.”

Credit Agricole Corporate & Investment Bank의 올란도 그린은 ECB는 각국정부들이 그리스를 지원하길 원하고 있으며 우리도 그리스가 일부 부채에 대해 도움을 받을 수 있을 것으로 생각한다. 정치인들은 이러한 위기가 다른 곳으로 전파되는 위험 없이 효과적으로 대처할 수 있는 방안을 찾고 있다고 말했다.

 

S&P는 그리스 부채에 대해 부정적인 전망을 갖고 있다.

 

S&P는 우리의 부정적인 견해는 하나 또는 그 이상의 재무 조정이나 만기연장 등이 발생한다면 SD등급으로 낮추는 상황도 발생할 수 있다. SD는 selective default의 약자이다. 이러한 조정은 우리의 비관적인 견해 속에서 한 개 이상의 디폴트의 결과로 나타날 수 있다고 말했다.
