지난주 15개 글로벌 금융회사들의 신용등급을 강등했던 무디스가 스페인의 구제금융 신청 이후 이번에 무려 28개 스페인은행에 대해 1~4등급씩 등급을 강등했습니다.

일단 스페인의 부채가 너무 과도하고 경제는 악화되어 있으며 자본시장에서 정상적인 자금조달이 어렵다는 점을 그 이유로 들었는데, 지난 21일 스페인 은행들에 향후 약 600억 유로가 필요할 것이라고 발표한 스페인 정부의 스트레스 테스트결과와는 별개로, 실제 은행들이 가지고 있는 위험 부동산 대출자산은 그 3배에 달하는 것으로 나타나 있어 언제든 상황이 더 악화될 수 있습니다.

아무튼, 현재 Baa3 단계까지 하락한 스페인의 신용등급도 향후 더 하락할 가능성이 높아 은행들의 등급 추가하락도 있을 수 있으며 나라마다 정도의 차이는 있겠지만, 위기의 전 유럽 확산은 이미 정해진 수순입니다.

어쨌든 재미있는 상황은 지난 2008년 금융위기 초와 달리 무디스 등 신용평가 기관들이 적극적으로 위험을 반영하고 있다는 사실인데 한 번만 더 2008년 초처럼 제대로 평가를 못 했다가는 기관의 신뢰도에 치명상을 입을 것을 나름 우려하고 있기 때문입니다.

이럴 때 가뜩이나 금융시장 변동성이 큰 한국과 같은 어정쩡한 포지션을 취하고 있는 국가들은 내부위험을 줄이는 방향으로 몸 사리지 않으면 정말 어려운 일을 당할 수 있습니다.

 


 

Moody’s Downgrades 28 Spanish Banks on Sovereign Risk

 

Banco Santander SA (SAN) and Banco Bilbao Vizcaya Argentaria SA (BBVA) were among 28 Spanish banks downgraded by Moody’s Investors Service, which cited the country’s sovereign debt and rising losses on real estate loans.

The lenders’ long-term debt and deposit ratings were cut by one to four levels, Moody’s said today in a statement. The New York-based rating company also downgraded 16 Spanish banks on May 17.

Moody’s issued a three-step reduction in Spain’s credit grade on June 13, citing the nation’s increased debt burden, weakening economy and limited access to capital markets. Spain was lowered to Baa3, the lowest investment-grade rating, from A3 and remains on review for a further cut after announcing plans to borrow 100 billion euros ($125 billion) from European Union rescue funds to recapitalize banks.

The latest downgrade of banks reflects the government’s reduced creditworthiness, which lessens its ability to support the lenders, as well as Moody’s expectation that osses linked to commercial real estate will keep rising.

Moody’s downgraded 15 global banks last week, saying their capital-markets businesses suffered from volatility and the potential for “outsized losses,” according to a statement. The ratings firm also cited the companies’ exposure to Europe. The ratings on Bank of America Corp. and Citigroup Inc. (C) were cut to two levels above junk.

Banking Rescue

Concern that Spain will struggle to bail out its banks as their loan losses mount has driven up the country’s borrowing costs. The extra yield investors demand to hold Spain’s 10-year bonds rather than German bunds ballooned to 517.4 basis points on June 25 from 479.9 basis points on June 22. A basis point is a hundredth of a percentage point.

Spain formally requested the banking bailout in a letter to Luxembourg’s Jean-Claude Juncker, who leads the group of euro- area finance ministers.

The government of Prime Minister Mariano Rajoy published results of stress tests on June 21 that showed Spain’s banks may need as much as 62 billion euros of capital to withstand a worst-case economic scenario.

Oliver Wyman Ltd. estimated banks would need 51 billion euros to 62 billion euros should Spanish gross domestic product shrink by 6.5 percent over three years and housing prices drop 60 percent from their peak. Roland Berger Strategy Consultants said lenders would need 51.8 billion euros under those conditions.

The ratio of bad loans to total lending at Spain’s banks surged to 8.72 percent in April, the highest since 1994, from less than 1 percent in 2007, according to Bank of Spain data. Lenders have 184 billion euros of what the regulator terms problematic real estate-related assets after taking property onto their books following the collapse of Spain’s property boom in 2008.

무디스는 이들 은행들의 장기부채와 예금의 등급을 한 개에서 최대 네 개 등급까지 강등했다고 밝혔다. 무디스는 이미 지난 5월 17일에도 16개 스페인은행의 등급을 강등했었다.

무디스는 스페인의 과도한 부채와 악화된 경제상황 그리고 자본시장의 접근성 제한을 이유로 6월 13일 스페인의 신용등급을 세 단계 낮추었다. 스페인은 이로써 A3에서 가장 낮은 투자등급인 Baa3까지 등급이 낮아졌는데 금융에 대한 자본공급을 위해 EU로부터 1,000억 유로의 구제금융을 빌릴 것을 발표한 이후 추가등급 하락을 검토하고 있는 상황이다.

이번 은행들의 신용등급 강등은 정부의 신용도 하락과 은행에 대한 지원능력 약화, 그리고 상업부동산시장의 손실이 계속 증가할 것이라는 무디스의 우려가 반영된 것이다.

지난주 무디스는 15개 글로벌 은행들에 대해 신용등급을 강등했는데 관계자에 따르면 장기사업에서 잠재적으로 엄청난 자본손실을 입을 것이라고 보고 있다고 말했다. 무디스는 또한 금융회사들이 유럽의 위험에 노출되어 있다고 말했다. BOA와 시티그룹의 등급은 정크의 위 단계인 2단계 하락했다.

은행들에 510억에서 620억 유로가 필요할 것이라고 평가한 Oliver Wyman Ltd.는 향후 3년 동안 스페인의 GDP가 6.5% 하락하고 주택가격이 최고치기준 60% 하락할 수 있다고 말했다. Roland Berger Strategy Consultants는 은행들이 그런 상황들 하에서 518억 불이 필요할 수 있다고 말했다.

스페인 은행 자료에 따르면 스페인 은행의 총대출중 부실채권비율은 4월 8.72%까지 올라 1994년 이래 가장 높은 수준을 기록했다. 은행들은 2008년 부동산 버블붕괴 이후 그들의 장부에 남아있는 문제되는 부동산 자산규모가 1,840억 유로에 달한다.

지난해에 올해는 사정이 나아지리라 예상하는 일부 전문가들의 의견에 대해 올해는 기업뿐 아니라 가계까지 구조조정이 극심해지는 어려운 한 해가 될 것이란 의견을 몇 차례 밝힌 바 있습니다.

 

오늘 버냉키가 이런저런 수치를 내놓으며 미국 경제가 나아지고 있다고 이야기하고 있지만,

연말 연초의 조용한 분위기가 벌써 끝나고 어제 AMR 등 미국의 여러 기업, 그리고 오늘 영국의 대표 금융기관인 바클레이스가 급여 삭감 및 감원계획을 발표했습니다.

각국의 재정이 악화하여 유동성이 줄면서 글로벌 투자금융시장에서의 버블이 꺼질 수 있다는 이야기를 자주 했었는데 실제 지난해부터 시티, 크레딧스위스, 모건스탠리, 바클레이스 등 이름만 들으면 알만한 투자은행에 강점을 가진 기업들의 실적 부진으로 인한 감원이 줄을 잇고 있습니다.

 

바클레이스는 당장 임원의 5%를 감원하고 직원 보상의 25~30%를 줄이는 한편 부사장급 등 매년 75만 불 이상 받던 보너스를 10만 불까지 줄일 계획을 세우고 있는데 이는 월스트릿의 금융기관들의 보너스 및 임금 삭감 분위기로 실제 이어지고 있습니다.

 

영국 최대 비즈니스로비그룹인 CBI는 지난해 4분기 영국의 은행, 보험사, 자산운용사들이 9,000명을 감원했는데 올 1분기 이내에 11,000명을 추가감원 할 것으로 내다보고 있으며 이러한 분위기는 올해만으로 끝나지 않을 겁니다.

 

글로벌 수요감소와 투기시장 거품이 꺼지면서 글로벌 생산감소 흐름도 지난해부터 감지되고 있는바 감원과 구조조정분위기는 비단 금융부문에만 국한된 사항이 아닙니다.

Barclays Plans 25% to 30% Pay Cut for Bankers

 

idjUU2Odl7iQBarclays Plc (BARC), the British lender run by Robert Diamond, plans to cut compensation for the 24,000 employees at its investment banking unit by as much as 30 percent, two people with knowledge of the talks said.

The lender is preparing to tell employees at Barclays Capital next week that overall pay will be down by 25 percent to 30 percent on average from a year earlier, said the people, who declined to be identified because the plans haven’t yet been made public. The bank will also eliminate about 5 percent of its senior bankers, said the people. Those at risk typically hold titles such as executive directors and managing directors.

The world’s biggest lenders are curbing pay as they grapple with declining revenue. Morgan Stanley, Credit Suisse Group AG and Citigroup Inc. (C) have all reduced senior investment bankers’ pay for last year as revenue slows. Deutsche Bank AG (DBK), Germany’s largest, today said it reduced compensation for employees at its corporate and investment bank by 15 percent.

Barclays also plans to cut remuneration for more junior employees such as vice presidents, associates and analysts, the people said. The London-based bank plans to reduce pay for third-year vice presidents, which can be as much as $750,000 a year, by about $100,000, the people said.

The reduction will trigger similar pay cuts for more junior vice presidents, associates and analysts, the people said. In past years, base pay for junior bankers, who typically comprise three-fourths of a Wall Street firm’s employees, would rise by 15 percent to 20 percent annually, even in lean years, the people said.

 

Shrinking Earnings

Kerrie-Ann Cohen, a Barclays Capital spokeswoman in New York, declined to comment on compensation and firings. The stock, which fell 33 percent in 2011, rose 1.7 percent to 227.9 pence in London today, for a market value of 27.8 billion pounds ($44 billion).

Barclays reports full-year earnings on Feb. 10. Net income for the full year may fall 12 percent to 3.14 billion pounds from 3.56 billion pounds, according to the median estimate of 11 analysts surveyed by Bloomberg.

Investment banking revenue fell 12 percent to 2.25 billion pounds in the third quarter, the lender said in October. The lender said at the time it had eliminated 3,500 jobs in 2011.

Banks, insurers and asset managers in Britain may eliminate 11,000 jobs in the first three months of this year after cutting 9,000 jobs in the fourth quarter, according to estimates by the Confederation of British Industry, Britain’s biggest business lobby group. Financial firms in Britain may have shed almost a tenth of their employees by the end of the first quarter since Lehman Brothers Holdings Inc.’s collapse, the CBI said.

Royal Bank of Scotland Group Plc, Britain’s biggest government-owned bank, said last month it will cut about 4,800 jobs, including 3,500 at its investment bank over the next three years, as the Edinburgh-based lender jettisons unprofitable cash equities and merger-advisory operations.

10월 S&P/케이스실러 주택지수가 발표되었는데 20개 도시의 주택가격이 전년비 3.4% 하락한 것으로 나타나 예상보다 큰 하락세를 보였습니다.

계절적 요인을 반영한 조건으로 10월의 주택가격은 전달에 비해 0.6% 하락했는데 9월에도 전달에 비해 0.7% 하락하는 등 미국의 주택가격이 지속적인 하락을 계속하고 있습니다.

 연간비교로서는 주요 20개 도시 중 18개 도시의 부동산 가격이 하락한 것으로 나오는데 그 중 애틀란타가 12% 하락해 가장 큰 하락세를 보이고 있습니다.

 그 동안 일부 주택주문이나 가격이 크게 하락한 지역을 중심으로 거래가 늘어나는 경우가 있었지만 아직까지 추세적으로 부동산 시장이 살아날만한 여건(실업이나 가계소득 등의 회복)이 조성되지 않고 있으며,

엄청난 양의 주택재고가 쌓여있는 상황에서 경기악화로 압류가 지속되는 이런 상황이라면 언제쯤 시장이 살아날 것이란 예측도 무의미 합니다.

 전문가란 사람들은 또다시 1년쯤 후 정도면 시장이 살아날 것이란 전망을 내놓겠지만 2008년 금융위기 이후 이런 계속된 전망들은 단지 바램에 불과했던 것을 볼 수 있었습니다.  

금융위기 이후 많게는 40~60% 이상 가격이 하락한 미국의 부동산 시장도 향후 안정되겠지만 단지 안정되겠다는 것일 뿐 꽤 오랜 기간 동안은 예전의 활황을 기대하는 것은 불가능한 것이 사실이며 이건 비단 미국만의 일이 아닙니다.

 


 

U.S. Home Prices Fell More Than Forecast

 

Residential real estate prices dropped more than forecast in the year ended October, showing a broad-based decline that indicates the U.S. housing market continues to be weighed down by foreclosures.

The S&P/Case-Shiller index of property values in 20 cities dropped 3.4 percent from October 2010 after decreasing 3.5 percent in the year ended September, the New York-based group said today. The median forecast of 27 economists in a Bloomberg News survey projected a 3.2 percent decrease.

The real-estate market is bracing for another wave of foreclosures that may keep pressure on home prices, indicating any housing recovery will take time to develop. Nonetheless, rising builder confidence, a pickup in construction and fewer unsold new properties for sale are among signs the industry that triggered the last recession is steadying.

“It’s a picture of a market that’s trying to get back to equilibrium,” Karl Case, co-creator of the index, said today in an interview on Bloomberg Radio. “Different things are happening in different markets. It’s very segmented. You’ve got these huge inventories that we’ve never really had before.”

Stock-index futures held earlier losses after the report. The contract on the Standard & Poor’s 500 Index maturing in March fell 0.3 percent to 1,256.7 at 9:27 a.m. in New York.

 

 

Survey Results

Estimates in the Bloomberg survey for the price change ranged from declines of 2.4 percent to 3.6 percent. The Case- Shiller index is based on a three-month average, which means the October data were influenced by transactions in August and September.

Home prices adjusted for seasonal variations fell 0.6 percent in October from the prior month after dropping 0.7 percent in September. Unadjusted prices decreased 1.2 percent from September as 19 of 20 cities showed declines. Eleven of the cities slumped by 1 percent or more. Only Phoenix posted a gain.

Atlanta and Las Vegas posted new post-peak lows in October, the report showed.

“Atlanta and the Midwest are regions that really stand out in terms of recent relative weakness,” David Blitzer, chairman of the S&P index committee, said in a statement. “These markets were some of the strongest during the spring/summer buying season.”

The year-over-year gauge provides better indications of trends in prices, according to the S&P/Case-Shiller group. The panel includes Case and Robert Shiller, the economists who created the index.

 

 

Broad-Based Drop

Eighteen of the 20 cities in the index showed a year-over- year decline, led by a 12 percent drop in Atlanta.

Detroit showed the biggest year-over-year increase, with prices rising 2.5 percent in the 12 months to October. Property values in Washington were up 1.3 percent.

The overall decline in prices is hurting earnings at some homebuilders. Los Angeles-based KB Home (KBH), which targets first- time buyers, last week reported a decline in quarterly profit and gross margins weaker than the company forecast earlier.

At the same time, the company said net orders increased 38 percent in the fourth quarter from the same three months last year.

Policy makers are pushing programs aimed at reviving the U.S. housing market. The Obama administration this month started a new version of the federal Home Affordable Refinance Program, or HARP, after the original plan helped less than a quarter of the people targeted to lock in lower mortgage rates.

Federal Reserve officials reiterated at a meeting this month that they will keep their benchmark interest rate near zero until at least mid-2013. The central bank in September decided to reinvest maturing housing debt into new mortgage- backed securities instead of Treasuries.

10월말기준 주거용부동산 가격이 예상보다 더 하락한 것으로 나타났으며 주택압류의 부담으로 인해 미국의 주택시장이 지속적으로 하락하고 있는 것으로 나타났다.

20개 도시의 부동산 가치를 나타내는 S&P/케이스실러 지수는 2010년 이후 3.4% 하락했고 9월 기준으로 3.5% 하락했었다고 오늘 밝혔다. 블룸버그 뉴스가 27명의 이코노미스트를 상대로 조사한 중앙예측 값은 3.2% 하락이었다.

부동산시장은 주택시장회복에 시간이 걸릴 것으로 보임에 따라 가격하락압력이 계속되면서 주택압류의 또 다른 물결이 닥치고 있는 중이다. 그렇지만 건설이 증가하고 신규주택의 재고가 줄면서 건설업자들의 만족도가 증가하고 있고 지난 경기침체의 원인을 제공했던 시장이 안정되어 가는 모습도 나타나고 있다.

케이스실러 지수의 공동창시자인 칼 케이스는 오늘 블룸버그 라디오와의 인터뷰에서 시장은 균형을 찾으려 돌아가려는 모습이며 다른 시장에서는 다른 일들일 발생하고 있지만 이것은 매우 부분적으로 구분되어 나타나고 있으며 아직까지 우리는 이전에 한번도 가져보지 못한 엄청난 양의 주택재고를 가지고 있는 상황이라고 말했다.

Survey Results

블룸버그 조사에 따른 가격변동폭예측 치는 2.4~3.6% 하락이었다. 3개월 평균인 케이스실러 지수의 10월치는 8월과 9월 거래까지 반영되어 있다.

계절적 변수가 적용된 주택가격은 지난 10월 전달에 비해 0.6% 하락했는데 지난 9월엔 0.7% 하락했다. 계절적 요인을 뺀 가격은 9월부터 10월까지 1.2% 하락했으며 20개 도시 중 19개 도시에서 가격이 하락했다. 전체도시 중 11개 도시는 1% 이상 가격이 하락했고 피닉스만 유일하게 상승했다.

이 보고서에는 지난 10월 애틀란타와 라스베가스가 새로운 하한가를 기록했다.

전반적인 가격하락은 일부 건설업자들의 수익에 타격을 주고 있다. 생애 첫 주택구매자를 대상으로 하는 KBH는 지난주 보고서를 통해 분기수익이 감소했으며 총 마진도 앞서 예상했던 것보다 줄어들었다고 말했다.

또한 그 기업은 지난해 같은 기간에 비해 올 4분기에 순 주문이 38% 증가했다고 말했다.

당국자들은 주택시장활성화를 위한 정책을 밀고 있다. 이달 오바마 행정부는 주택제공을 위한 연방 리파이낸스 프로그램(HARP)의 새로운 버전을 시작했는데 기존 버전으로는 낮은 모기지 금리의 적용을 받으려는 사람들의 1/4이하밖에 도움을 줄 수 없었기 때문이다.

연중당국자들은 이달 미팅을 실시해 기준금리를 적어도 2013년 중반까지 0%로 유지하기로 재확인했다. 지난 9월 중앙은행은 채권대신에 부동산 대출을 위한 신규모기지보증증권에 재투자하기로 결정했었다.

그간 끊임없는 버블논란에도 쉼 없이 오르던 중국의 부동산 가격이 주춤하고 있으며 통계국 조사에 따르면 지난 11월은 70개 대도시중 절반이상이 하락해 올 들어 최악의 실적을 나타내고 있으며 신규주택의 경우 49개 도시가 하락해 지난달 33개에 비해 하락하는 지역이 전국으로 확산되고 있는 모습을 보여주고 있습니다.

상해, 베이징 등 대도시 주택가격은 한달 전에 비해 0.5~0.7% 하락했으며, 많은 전문가들이 내년 중국의 주택가격이 5~10% 가량 추가 하락할 것임을 예상하고 있습니다.

헌데 사실 이런 모습은 중국정부가 추구해 왔던 모습이기도 합니다. 최근 발표에서도 중국은 이러한 부동산 긴축정책에서 물러서지 않을 것임을 시사했는데 한 전문가는 내년까지 중국의 주택가격이 20% 이상 하락하면 부동산정책을 완화할 것이란 예상을 내놓고 있습니다.

dataChina’s home prices posted their worst performance this year with more than half of the 70 biggest cities monitored in November recording declines after the government reiterated plans to maintain property curbs.

New home prices dropped from the previous month in 49 of the cities monitored by the government, compared with 33 posting decreases in October, the national statistics bureau said in a statement on its website yesterday. Only five cities had gains in home prices, according to the statement.

“Home prices will fall further as the government’s tightening continues,” said Jinsong Du, a Hong Kong-based property analyst for Credit Suisse Group AG. “We’ll see more small developers file for bankruptcy or sell off their assets next year.”

The government said last week it won’t back away from real- estate industry curbs that are damping home sales and pulling down prices. China intensified measures this year by raising down payment and mortgage requirements and also imposed home purchase restrictions in 40 cities.

New home prices in China’s four major cities of Shanghai, Beijing, Shenzhen and Guangzhou each retreated 0.3 percent from October, the biggest monthly falls for these metropolitan areas this year, according to data from the statistics bureau.

The eastern port city of Ningbo and Shenyang in the north close to the North Korean border posted the biggest month-on- month declines of 0.6 percent, while Guiyang in the southwest rose 0.2 percent, the most among the 70 cities.

 

‘Critical Stage’

The figures came after private data also showed further signs of cooling. China’s home prices fell for a third month in November, SouFun Holdings Ltd. (SFUN), the country’s biggest real estate website, said earlier this month based on its survey of 100 cities.

“It’s more and more clear that home prices are falling around the country,” said Shen Jian-guang, a Hong Kong-based economist at Mizuho Securities Asia Ltd. “It’s still the critical stage of China’s property curbs, so the government doesn’t want to send any signals of easing of those policies too early as it may reverse the trend.”

Chinese developers will face challenges over the next 12 to 18 months including slowing sales, tight bank credit and downward pressure on prices and profit margins, Moody’s Investors Services said in a Dec. 15 report.

November contract sales of China Vanke Co., the country’s biggest developer, dropped 36 percent from last year, while those by Poly Real Estate Group Co., the second largest, fell 28 percent. Developers typically sell homes before they are built.

 

‘More Vulnerable’

Existing home prices in Beijing slid 0.7 percent from October, while those in Shanghai retreated 0.5 percent, according to the statistics bureau.

China faces slower growth in home sales and construction next year, Fitch Ratings said in a report on Dec. 13, adding that smaller builders will be “more vulnerable” as the government maintains its property curbs.

The government may ease its measures in the second half of next year if home prices in major cities include Beijing and Shanghai fall 20 percent from their 2011 peaks, according to Mizuho’s Shen. Shanghai’s new home prices gained 2.4 percent from a year earlier in November, and those in the capital city added 1.3 percent, according to the statistics bureau.

Residential property investments accounted for 6.1 percent of the country’s gross domestic product last year, according to Citigroup Inc.

Falling home prices helped drive sales last month. Housing transactions rose 12 percent in November to 416.4 billion yuan ($65.7 billion), rebounding from a decline the previous month, the statistics bureau said earlier this month.

China’s home prices may fall between 5 percent and 10 percent next year, Kenny Wu, a Hong Kong-based analyst at JI- Asia Research Ltd., said before the release of yesterday’s data.

미즈호 증권의 이코노미스트인 센은 주택가격하락세가 전국으로 퍼져나가는 징후가 점점 더 뚜렷해지고 있으며 중국의 부동산 위축은 아직은 심각한 상황이 아니라서 중국정부는 추세를 반전시킬 수 있는 이런 부동산 완화사인을 조기에 보내는 것을 원하지 않고 있다고 말했다.

중국 개발업자들은 향후 12~18개월 사이에 판매부진을 비롯한 은행대출축소, 주택가격하락으로 인한 수익감소 등 어려움에 직면하게 될 것이라고 무디스의 IS가 지난 15일 보고서를 통해 밝혔다.

중국의 주택가격은 내년 5~10% 사이로 하락할 것이라고 JI- Asia Research Ltd의 애널리스트인 케니 우가 어제 통계국의 데이터 발표 전에 말했다.

최근 뉴스에 상해의 주택가격이 하락하자 집주인들이 몰려가 난동을 피웠다는 소식이 들립니다.

 

 

금융위기 이후 양적 완화와 이로 인해 급격히 상승한 자산 버블과 물가상승으로 인해 중국정부는 꾸준히 규제에 나서왔는데,

근래 유럽과 미국 등의 수요가 급감해 수출액이 크게 감소하고 버블붕괴 전조가 보이면서 경착륙 위험이 커지고 있습니다.

 

 

수출이 줄고 인력과 자원에 대한 수요가 줄면서 최근 인플레이션이 다소 안정화되고 있다고 하긴 하지만 중국에 관련해 여러 차례 이야기했던 것처럼 국민의 수요가 늘어나는 것 이상으로 빠르게 성장해야 하는 중국에 저성장과 양극화가 심해지면 사회안정이 깨지는 것은 시간문제입니다.

 

 

때문에 중국정부가 각국의 무역보복과 비난에도 불구하고 성장과 사회안정이라는 두 마리 토끼를 잡기 위해 노력하는 겁니다. 헌데 상황이 점점 나빠지고 있다는 게 문제입니다.

China’s economy is set to suffer hardship but not the hard landing that many fear

 

 

20111022_LDC818PERHAPS the only thing growing faster than China’s economy is worry about the country’s economy. Figures released this week showed China’s GDP still expanding briskly by anyone’s standards except its own: it grew by 9.1% in the third quarter, compared with a year earlier. But fears for China also boomed, judging by the dismal performance of Chinese stocks listed in Hong Kong, the rising price of insurance against a Chinese sovereign default, and rare, downward pressure on its currency.

Some of this worry reflects problems beyond China’s borders or the government’s control. Chinese sales to the European Union, for example, plunged by 7.5% last month, their worst September drop since 1995. But in recent weeks China has become a net exporter of anxiety. Inflation is falling, but it has remained higher for longer than the authorities expected. The property market is also slowing. Sales have fallen sharply, as developers wait in vain for demand to pick up rather than flogging their properties at a discount.

 

 

Kerbing Chinese enthusiasm

Their wait is all the more painful because credit is, belatedly, tightening. In China’s underground lending market, the most sensitive indicator of credit conditions, kerbside rates have reached extortionate levels of as much as 6% a month (see our report from Wenzhou). Some indebted businessmen have done a runner, abandoning their homes and firms rather than parting with their pound of flesh.

Much of this informal finance is either secured against property or invested in it. The fear is that overstretched borrowers will now dump their nouveau-classical villas and vulgar condominiums, upending the property market and inflicting wider damage on the economy. Land, for example, will fall in value, hurting the fragile finances of local governments, which raise revenue by selling turf.

Some analysts argue that informal finance is “the canary in the coal-mine”, an early sign of a broader debt crisis that will afflict the whole economy. Others contend that it is a “time-bomb”, big enough on its own to blow things up. But neither of these metaphors is quite right. Tighter credit is necessary to quell inflation. High kerbside rates are a sign that the government’s lending restrictions have at last begun to bite, even on the furthest fringes of finance.

China’s government will be reluctant to ease monetary or fiscal policy while inflation remains high. That limits its scope to respond to a sharp slowdown in exports, if Europe and America continue to falter. But weakness in foreign sales will itself ease inflationary pressure, reducing the competition for men and materials. After exports fell off a cliff in 2008, Chinese prices began to drop.

What about the bad debts left behind by past excesses? Although some homebuilders are heavily indebted, households are not. Even if the price of their home falls below what they paid for it, it will be worth more than the mortgage they took out on it. Since the central government’s explicit debt is low (about 20% of GDP) it can afford to bail out lower tiers of government and the banks they borrowed from. Because the banks have ample deposits, and savers have few other options, banks can also earn their way out of a hole by underpaying their depositors. And since the banking system is still dominated by the government, the banks will not refuse to offer new loans, even if old loans sour.

China’s chronic problems need not, then, develop into an acute crisis any time soon. For the moment, its government can keep a lid on the financial system, albeit by virtue of financial controls and skewed incentives that were partly to blame for a lot of bad investments in the first place. That sort of response—alleviating the symptoms without tackling the fundamental causes—can’t go on for ever without a painful reckoning eventually. But it can go on longer in China’s closed system than it would elsewhere.

영국의 소매 판매 물가 인상폭이 줄어들었다는 소식입니다.

그럼 이제 본격적으로 글로벌 인플레이션이 해소되는 거냐.

그게 아니라 우리가 일본과 최근 미국에서 많이 보아온 것처럼 가계의 소득이 줄고 수요가 감소하면서 소매업체들이 적극적인 상품가격인하에 나서고 있기 때문입니다.

U.K. shop-price inflation slowed in May to its weakest pace this year as retailers offered more discounts to tempt shoppers, the British Retail Consortium said.

 

Prices charged by retailers rose 2.3 percent from a year ago after advancing 2.5 percent in April, the BRC said in an e- mailed statement in London today. On the month, prices rose 0.1 percent after increasing 0.3 percent in April.

 

U.K. retail sales fell in May from a year earlier as rising prices and concern about their finances unnerved consumers, the BRC said yesterday, while a separate report today showed employment growth slowed. The Bank of England will keep its benchmark interest rate at a record low of 0.5 percent tomorrow to support the recovery, according to all 55 economists in a Bloomberg News survey.

 

“Inflation and other rising household bills are still top of the mind for shoppers so retailers are offering more promotions and deeper price cuts,” said Mike Watkins, senior manager of retailer services at Nielsen, which compiles the price gauge with the BRC. “This continues to be an important driver of sales for retailers and a coping strategy for shoppers but should not be seen as the long term answer to any weakening of consumer demand.”

 

Annual food-price inflation quickened to 4.9 percent in May, the most since June 2009, from 4.7 percent the previous month, while non-food price gains slowed to 0.8 percent from 1.2 percent, the BRC said.

 

KPMG LLP and the Recruitment and Employment Confederation said an index of hiring fell to a seven-month low in May. Hiring of both permanent and temporary staff eased, while growth in job vacancies increased at the slowest pace in five months.

 

The gauge of permanent job placements reported by employment consultancies fell to 55.1 from 60.6 in April, the groups said. Readings above 50 indicate an increase in hiring.

U.K. Shop-Price Inflation Eases as Stores Cut Prices to Attract Consumers

영국 소비자물가 인플레이션이 지난 5월 둔화되어 올 들어 가장 약화된 모습을 보였는데 이는 고객을 끌어들이기 위해 매장들이 더 많은 할인을 제시한 때문이라고 영국 소매컨소시엄(BRC)이 말했다.

 

물가는 지난 4월 2.5%상승한 이후 5월엔 전년비 2.3%증가했다고 BRC는 이메일을 통해 말했다. 이달 들어 물가는 지난 4월 전달 비 0.3%증가한 이후 0.1%증가했다.

 

BCR은 어제 영국의 5월 소매판매는 고용증가율이 둔화된 다른 보고서에서 보듯 소비자들의 재정상황에 대한 불안과 물가인상으로 인해 연초대비 하락했다. 블룸버그가 55명의 이코노미스트를 상대로 조사한 바에 따르면 이들 모두는 영국은행이 경제회복을 위해 기록적으로 낮은 0.5%의 금리를 그대로 유지할 것이라고 예상했다.

연간 식료품물가는 4월 4.7%에서 지난 5월 4.9%로 급격히 올랐는데 이는 2009년 6월 이래 가장 큰 폭이었다. 식료품을 제외한 물가는 1.2%에서 0.8%로 상승폭이 둔화되었다.

 

KPMG LLP와 the Recruitment and Employment Confederation은 고용지수가 지난 5월 7개월 만에 가장 낮은 수치를 보였다고 말했다. 정규직과 임시직 일자리 모두 고용이 하락했는데 구인증가율은 지난 5개월 만에 가장 낮은 수치를 보였다.

 

보고서에 따르면 정규직일자리지수는 지난 4월 60.6에서 55.1로 하락했다고 이 기관은 말했다. 이 수치가 50이상이면 고용이 증가하는 것이다.

중국의 주식시장이 부동산 버블붕괴위험과 이로 인한 은행의 부실채권확산 우려로 하락을 기록한 가운데 자동차와 네비게이션 분야 등 일부 부분의 주가는 계속 상승하고 있습니다.

 

 

 

중국 내에서 부동산 경기가 좀처럼 수그러들지 않는 가운데 다주택자에 대한 계약금 상향, 모기지 중지 등 정부가 직접 부동산 시장을 규제하고 있는 반면 버블붕괴에 대한 우려와는 반대로 이런저런 인센티브와 부양책으로 자동차와 여타 산업들은 상대적인 호황을 누리는 어지러운 상황입니다.

 

 

 

이에 따라 부동산 개발업체들의 주가와 일반적인 부실채권의 위 단계인 요주의 채권이 늘어나고 있는 공상은행 등 대형 금융기관들의 주가는 하락하고, 출처가 불분명한 정부투자 소식에 네비게이션 업체들의 주가는 고공행진을 계속한다는 소식이네요.

China’s stocks fell, paring a weekly advance, on concern banks’ bad loans may increase amid speculation the government will introduce additional measures to curb property speculation.

 

Poly Real Estate Group Co. and Gemdale Corp. dropped at least 1.2 percent after BNP Paribas said home prices will decline from this month and StarRock Investment Management said the real-estate property has a “very big bubble.” Industrial & Commercial Bank of China Ltd. and China Construction Bank Corp. paced declines for lenders on concern falling property prices will increase bad loans. SAIC Motor Corp. rose to an eight-month high on speculation domestic auto sales will pick up.

 

“Unless the government relaxes the tightening measures, stocks that are dependent on investment spending won’t become that attractive,” said Wang Zheng, chief investment officer at Jingxi Investment Management Co. in Shanghai.

 

The Shanghai Composite Index, which tracks the bigger of China’s stock exchanges, slipped 12.27, or 0.5 percent, to 2,643.50 at the 11:30 a.m. local-time break. It has added 1.3 percent this week after domestic manufacturing growth picked up last month and the Federal Reserve pledged to safeguard the recovery. The CSI 300 Index fell 0.5 percent to 2,907.31.

 

The Shanghai gauge has rebounded 12 percent from this year’s low on July 5 as investors speculated the government would ease monetary policy to spur growth. That’s trimmed this year’s loss to 19 percent, after the government increased down- payment requirements on home sales and ordered banks to set aside more deposits as reserves to curb asset bubbles.

 

A gauge of developers fell 1.3 percent in the Shanghai Composite, the most among the five industry groups.

 

 

Developers Retreat

 

Poly Real Estate, China’s second-largest developer by market value, dropped 1.4 percent to 11.66 yuan. Gemdale, the fourth largest, lost 1.2 percent to 6.48 yuan. China Vanke Co., the biggest, slipped 0.2 percent to 8.55 yuan even after saying August sales rose 149 percent from a year earlier.

 

The nation’s home prices will decline from September as the government maintains its lending curbs and increases the supply of public housing, forcing property developers to cut prices to stimulate sales, BNP Paribas said. Property prices rose at the slowest pace in six months in July as the value of sales fell 19.3 percent from a year earlier, according to government data.

 

The property market is in a “very big bubble” that may last until the government increases interest rates and introduces a real-estate tax, Jiang Hui, investment director at StarRock Investment Management, said at a conference in Shanghai yesterday. Policy makers in April intensified a crackdown on speculation by enforcing higher down-payment for loans to buy second homes and telling banks to halt mortgages for third homes in areas with “excessive price gains.”

 

 

Bank Loans

 

China’s four state-owned banks reported an increase in special-mention loans in the second quarter, the China Securities Journal reported today, citing unidentified statistics.

 

Special-mention loans, one level above non-performing debt, rose from the previous quarter by combine 61.6 billion yuan at the four banks including ICBC, according to the newspaper.

 

Special-mention loans had declined in the first quarter, it said.

 

ICBC, the nation’s biggest listed lender, dropped 0.2 percent to 4.09 yuan. Construction Bank, the second largest, retreated 0.6 percent to 4.65 yuan.

 

China doesn’t face the risk of inflation this year, as it did in 2006 and 2008, because the consumer price index is likely to be 3 percent to 4 percent, said Fan Gang, a former central bank adviser, at a forum in Beijing yesterday. The government should “gradually” adjust money supply and slow the rate of growth in the issue of money, he said.

 

SAIC Motor, China’s largest carmaker, led a second day of gains for auto stocks after domestic car sales surged last month.

 

The stock extended yesterday’s 8.9 percent gain, advancing 2.5 percent to 17.93 yuan, the highest since Jan. 7.

 

Chongqing Changan Automobile Co., the Chinese partner of Ford Motor Co. and Mazda Motor Corp., added 2.3 percent to 11.23 yuan. Sales increased 38 percent in the first eight months, the company said yesterday.

 

 

Car Sales

 

China’s passenger-car sales grew 59 percent in August, more than three times July’s pace, the China Automotive Technology & Research Center said on Sept. 1.

 

China Dongfanghong Spacesat Co. rose to a record, leading gains among satellite navigation stocks, after the Shanghai Securities News reported the government will boost industry spending as part of the next 5-year plan. The shares jumped 5.3 percent to 22.80 yuan, heading for the highest since its debut in September 1997.

 

Chengdu GoldTel Electronical Technology Co. advanced 6.1 percent to 77.50 yuan. Beijing BDStar Navigation Co. surged the maximum 10 percent daily cap to 47.87 yuan.

 

China plans to include the development of the satellite navigation industry in the nation’s next five-year plan, the Shanghai Securities News reported today, without saying where it got the information. The industry will likely grow more than 50 percent a year to a market of more than 400 billion yuan by 2020, it said.

BNP파리바스는 주택가격이 이달부터 하락할 것이라고 말했고 SRIM은 부동산에 매우 큰 버블이 끼어있다고 말했는데 그 이후  Poly Real Estate Group Co.과 Gemdale Corp.의 주가가 적어도 1.2%이상 하락했다. 중국공상은행과 건설은행은 주택가격 하락으로 인한 부채실권증가우려로 대출을 줄이고 있는 추세다.

 

JIM의 CIO인  Wang Zheng은 정부가 긴축정책을 완화하지 않는 이상 투자지출에 의존하고 있는 주식들은 매력이 없다고 말했다.

 

SCI는 오전 11:30분 현재 12.27(0.5%)하락한 2,643.5이다. 지난달 국내제조업성장률이 증가하고 연준이 경제회복을 위해 노력하겠다고 천명한 이후 이번 주 1.3%증가한 상황이었다. CSI 300지수는 0.5%하락한 2,907.31이다.

중국증권저널은 오늘 중국의 4개 정부소유은행들의 2분기 요주의 채권이 증가하고 있다는 소식을 확인되지 않은 통계를 인용해 밝혔다.

 

이 신문에 따르면 일반적인 부실채권보다 한 단계 더 심각한 요주의 채권은 지난 분기부터 공상은행을 포함한 4개 은행에서 616억 위안 이상 증가했다고 밝혔는데 요주의채권은 1분기에는 감소했었다고 말했다.

 

상장된 은행 중 중국최대 은행인 공상은행의 주가는 0.2%하락한 4.09위안이며 두 번째로 큰 은행인 건설은행은 0.6%하락해 4.65위안이다.

 

전 중앙은행 고문인 팡강은 어제 베이징에서의 포럼을 통해 올해 소비자물가는 3~4%를 기록할 것으로 보여 올해 인플레이션위험에 직면하지는 않을 것이라 말했다.

 

중국최대 자동차 메이커인 SAIC Motor의 지난달 자동차 매출증가 이후 자동차 주가의 상승이 이틀째 이어지고 있다.

 

주가는 2.5%가 증가한 17.93위안을 기록해 지난 1월 7일 이후 가장 높은 수준이다.

 

마쯔다 자동차와 포드자동차의 중국파트너인 Chongqing Changan Automobile Co.의 주가는 2.3%증가한 11.23위안이다. 이 회사는 어제 지난 8개월간 자동차 매출이 38%증가했다고 말했다.

 

 

Car Sales

 

8월 중국 내 승용차 판매는 지난 7월에 비해 3배 이상 늘어난 59%상승했다고 China Automotive Technology & Research Center 가 9월 1일 말했다.

 

위성 네비게이션 시스템 주식 중 상승을 이끌고 있는 China Dongfanghong Spacesat Co.는 중국정부가 향후 5년 계획의 일부로 산업지출을 늘리겠다고 발표했다는 상하이 증권뉴스의 보고서 이후 주가가 기록적으로 상승했다. 주가는 5.4%증가한 22.8위안까지 올랐는데 1997년 9월 상장 이후 가장 높은 수준이 되었다.

 

Chengdu GoldTel Electronical Technology Co.의 주가는 6.1%상승한 77.5위안이다. Beijing BDStar Navigation Co.는 일일 최대치인 10%까지 올라 47.87위안을 기록해 상한가를 기록했다.

 

상하이 증권뉴스에 따르면 중국은 향후 5년간 위성 네비게이션 산업의 발전을 포함한 발전계획을 계획하고 있다고 말했으며 출처를 밝히지는 않았다. 신문은 또 이로 인해 관련산업에 2020년까지 4000억 위안 이상이 투자되어 50%이상 성장할 것이라고 말했다.

A bartender at my neighborhood pub recently asked me how the Shanghai stock marketwas performing. I said it was at about 2,600 points. He jumped and said, “No! The Communist Party wouldn’t let that happen.”

He spent the next 10 minutes trying to convince me that the Communist Party would make the market rise to 8,000 in the next three to five years.

“Look, the Hong Kong marketis at 20,000,” he said. “Shanghai at 8,000 would be very reasonable.”

China’s stock market involves more investors than any other market in the world. There are 124 million brokerage accounts. From what I can gather, the collective enthusiasm of the investing community is still quite strong. The market capitalization is small at 53 percent of gross domestic product and 31 percent of money supply. Prices are at a historical low of 2.5 times book value. Why is the market still going down?

When the central government introduced tightening measures for the real-estate market, many were hopeful the money would flow out of property into the stock market. A popular yo-yo theory says money travels only between property and the stock market, never anywhere else. The property market hasn’t dropped much, while the stock market is down 20 percent.



Soft Landing


Politics and liquidity drive China’s stock market. Neither is favorable. Though the government desires a soft landing, the bubble debate over the property market is over: Tightening is the consensus. The question is speed. When the government squeezes liquidity in the property market, it inevitably decreases it for the stock market. Both markets lose.

The stock-market pain isn’t just collateral damage. Real-estate price appreciation is the biggest source of profit for businesses, especially in the financial industry. The total stock of properties, work-in-progress, and land banks may exceed three times GDP in value. When the price rises 20 percent, the gain is 60 percent of GDP.

In a normal economy, corporate profit is about 10 percent of GDP. When capital appreciation is six times that, businesses try to play financial games to turn appreciation into accounting profit. When property prices stop rising, or even fall, very profitable companies suddenly become unprofitable.

The state-owned banks are lining up for mega fund-raising of as much as 500 billion yuan ($73 billion) in the stock market. While two-thirds is supposed to be raised in Hong Kong, one-third is still a lot for the A-share market on the mainland to bear. About 456 billion yuan was raised in all of 2009.



Bank Shares


Banks are normally profit machines. But in one day they can lose it all. A good moment to buy bank stocks is right after a banking crisis. But when lenders are trying to raise so much capital to prepare for a property-market correction, it may not be the best moment to purchase shares in banks.

Valuations have never presented a strong case to enter China’s stock market. They are now getting there. The current price-to-book ratio isn’t cheap, but it’s reasonable by international standards. I advise you not to pay too much attention to price-earnings ratios. Asset bubbles can distort them so much. The decline in valuation, however, may just be part of a normalization process.

For a long time, China’s stock market behaved like an Internet stockwith a small free float. The recent reforms have made all the shares liquid. Maybe China’s valuations are becoming normal because stocks aren’t valued by off-market trading at a discount anymore. It is a sign of progress. The conclusion: The Shanghai market won’t head back to its record of almost 6,000 pointsanytime soon. That will disappoint many.



Market Crash


Rich people aren’t in the stock market anymore. They are in the property market. An overwhelming majority believe real- estate pricesonly go up, not down. The people in the market today have no recollection of the market crash of 1997.

The stock market, on the other hand, experienced a crash in 2007-08 -- from 6,000 points to less than 1,700 in one year. Those who can afford to play the property market find the stock market a bad place to be. This is why real estate has kept booming since 2007, while equities have been struggling. Of course, when the property market drops like shares did in 2007, the stock market will be treated more fairly.

Stock-market investors in China often can’t afford to enter the real-estate market in big cities. They wish to get lucky, make enough money, and move on to the property market. This force caps the market upside, but not the downside.

My bartender finally asked me to recommend a stock. He said he had 70,000 yuan and wanted to make enough money to buy a car.

“I can’t buy a car with my wage income,” he said. “Look at how hard my job is. But, if I make 200,000 yuan in the stock market, I can buy a nice car.”

As long as property prices don’t collapse, ordinary investors can forget about getting free lunches and new cars from the Chinese stock market.

중앙정부가 부동산시장에 대한 규제강화정책을 소개했을 때 많은 사람들이 이러한 자금이 주식시장으로 몰려들 것이라는 희망을 가졌었다. 일반적인 요요 이론은 이러한 자금이 부동산과 주식시장에서만 움직이며 또 다른 곳으로는 절대 가지 않는다고 말한다. 주식시장이 20%하락하는 동안 부동산시장은 많이 하락하지 않았다.


Soft Landing


정치와 유동성은 중국주식시장을 움직이는데 어떤 것도 만족스럽지 않다. 중국정부가 연착륙을 원하지만 부동산 시장에 대한 버블논쟁은 이미 끝난 상황이며 긴축으로 방향을 정했다. 정부가 부동산시장의 유동성을 옥죄기 시작했을 때 주식시장의 위축은 불가피했으며 양 시장은 침체국면에 들어갔다.

주식시장의 고통이 부수적인 피해에 그치는 건 아니다. 부동산시장가격의 상승은 특히 금융산업의 이익의 거대한 원천이다. 건설중인 부동산을 포함한 재고와 토지은행의 총 재고는 GDP가치의 세배를 넘어섰다. 이 가격이 20%오르면 GDP의 60%가 증가한다.

일반적인 경제에서는 기업의 이익이 GDP의 약 10%정도인데 자본가치가 6개가 되면 기업은 회계적 이익을 증가시키기 위한 파이낸셜 게임을 하려고 하는데 부동산가격 상승이 멈추거나 하락하면 매우 큰 이익이 나던 기업들이 갑자기 손실을 기록하게 된다.


정부소유 은행들은 주식시장에서 5000억 위안(730억불)짜리 펀드를 조성하여 배치하려고 하고 있다. 이중 2/3가량이 홍콩에서 가격이 상승한 것으로 예상되고 또 본토 A주식으로 구성된 1/3은 어려움을 겪었다. 2009년 한 해 동안 약 4560억 위안이 상승했었다.


Bank Shares

은행들은 보통 기계적으로 수익을 내지만 언젠가 그들은 모든 것을 잃을 수 있다. 은행주를 사기 위한 가장 좋은 순간은 금융위기 이후이다. 그러나 은행들은 부동산 시장의 변동에 대비해 많은 자금을 확보해 놓으려고 시도하면 은행주를 구매할 최적의 순간이 아닐 수 있다.


밸류에이션은 중국주식시장의 강력한 사례를 결코 설명하지 못한다. 주가장부가치비율은 결코 싸지 않지만 국제기준으로 보면 합리적이다. 나는 주당이익률에 너무 많이 현혹되어 돈을 지불하지 말 것을 당신에 조언한다. 자산버블은 그것들을 매우 크게 왜곡할 수 있기 때문이며 가치하락은 정상화 과정의 한 부분이 될 것이다.

오랜 기간 동안 중국의 주식시장은 인터넷관련주식처럼 소규모로 자유롭게 움직여 왔지만 최근의 변화는 모든 주식의 유동성을 만들어 주었다. 더 이상 디스카운트가 되지 않으면서 off-market trading으로 주식이 가치를 높이지 못하고 있기 때문에 중국의 주식가치가 정상화 될 것이다.  결과적으로 상하이 주식시장은 당분간 6,000가까이 기록했던 그때로 돌아가긴 어려울 것이며 많은 사람들은 실망할 것이다.


Market Crash


부유층은 더 이상 주식시장에 참여하지 않는다. 그들은 부동산 시장에 있다. 압도적으로 많은 사람들이 부동산가격은 오를 것이고 하락하지 않을 것이라 믿는다. 오늘날 시장에 있는 사람들은 1997년에 시장붕괴의 기억을 잊어버렸다.

반면에 주식시장은 2007~8년 어려움을 겪으면서 1년 만에 6,000포인트에서 1,700포인트까지 낮아졌다. 부동산시장에 투자하는 사람들은 주식시장의 나쁜 점을 찾는데 주식시장이 어렵던 2007년 이래 부동산시장은 계속 활황이었다. 물론 부동산시장도 2007년에 주식처럼 하락했지만 주식시장은 좀 더 치료가 필요하다.

중국의 주식시장 투자자들은 대도시 부동산시장에 들어가기 위한 시도를 자주 할 수 없다. 그들은 돈을 많이 벌어 부동산시장으로 진출하기 위한 행운을 기원한다.

바텐더는 결국 나에게 추천주식을 요청했다. 그는 7만 위안을 투자하고 있으며 돈을 벌어 차를 사고 싶다고 말했다.

그는 '나의 수입으로는 차를 살수가 없어요. 나의 직업으로는 어려워요. 만약에 주식시장에서 20만 위안을 벌 수 있으면 나는 좋은 차를 살 수 있을 거에요'라고 말했다.

부동산가격이 붕괴하지 않은 만큼 일반적인 투자자들은 중국의 주식시장으로부터 새 차를 얻으려 하는 등 공짜점심은 없다는 사실을 잊을 수 있다.
