S&P의 예기치 못한 미국에 대한 신용등급 강등으로 70년 만에 충격이라는 둥 각종 자극적인 수식어들이 난무하면서 시장에서의 심리를 더욱 위축시키고 있습니다.

 

 

오늘은 이에 대한 후속조치로 미국정부의 보증을 받는 모기지 대출 공기업들인 프레디맥, 페니매, 주택대출은행들에 대한 등급하향조치가 이어졌다는 소식이 이어지는 가운데 글로벌 증시가 또다시 폭락세를 맞고 있습니다.

 

 

사실 신용등급 하락으로 인한 직접적인 조달금리상승은 얼마 되지 않기 때문에 이들 기업들이 망할 리는 만무합니다.

 

 

중요한 것은 금융위기 이후 미국을 비롯한 유럽, 한국 등 수많은 나라들이 근본적인 체질 개선은 이루지 못한 채 돈으로 괜찮아지는 척 치장하며 쉬쉬했던 상황이 깨지고 속살이 드러나버린 상황이며 누구 말마따나 판도라의 상자가 열렸다는 표현이 적당해 보입니다.

 

 

글로벌 금융위기 이후 경기부양으로 인한 일부 글로벌 경기개선 신호들에 대해 과잉반응 하는 것을 계속해서 비판을 해 왔었던 게 사실이지만, 이런 심리적 공황상태는 얼마 지나지 않아 안정기에 접어들게 될 겁니다.

 

 

그러나 많은 사람들이 지금이 괜찮은 상황이 아니란 사실을 알아버린 이상 지난 2년보다 추가경기부양으로 경기회복과 소비심리 향상을 이루기가 더 어려워질 것이고 국가간 공조 또한 더 어려워질 가능성이 높고 플랜B에 대한 논의 또한 더욱 활발해질 겁니다.

 

 

 


 

 

 

Fannie Mae, Freddie Mac Ratings Cut by S&P Amid Reliance on U.S. Backing

 

 

dataStandard & Poor’s lowered credit ratings on debt issued by U.S.-backed lenders including mortgage giants Fannie Mae and Freddie Mac, citing its own Aug. 5 downgrade of the federal government’s AAA status.

 

Fannie Mae and Freddie Mac, which own or guarantee more than half of the almost $11 trillion in outstanding U.S. mortgage debt, were lowered one step from AAA to AA+, S&P said in a statement today. The downgrade reflects their “direct reliance on the U.S. government,” the ratings firm said.

 

The two companies have operated under U.S. conservatorship since September 2008, when they were seized amid subprime mortgage losses that pushed them toward insolvency. Since then, the government-sponsored enterprises have drawn almost $170 billion in Treasury Department aid.

 

In cutting the nation’s credit rating on Aug. 5, S&P faulted lawmakers for failing to reduce spending or increase revenue enough to reduce the nation’s budget deficit. Banking regulators including the Federal Deposit Insurance Corp. said that day that government-issued securities would be unaffected by the sovereign downgrade.

 

The Federal Housing Finance Agency, which regulates Fannie Mae, Freddie Mac and the Federal Home Loan Banks, sought to assure investors that the companies’ bonds were sound.

 

The Treasury’s commitment to provide capital to Fannie Mae and Freddie Mac “remains unaffected by the Standard and Poor’s action,” FHFA Acting Director Edward J. DeMarco said today in a written statement.

 

Fannie Mae, in a Securities and Exchange Commission filing, said it “could not predict the ultimate impact” of the downgrade on its operations or financial condition.

 

 

Borrowing Costs

 

Because the U.S. government -- through lenders including Washington-based Fannie Mae, Freddie Mac of McLean, Virginia, and the home loan banks -- is the country’s central source of mortgage funding, the downgrade could lead to higher borrowing costs for homebuyers.

 

More important, analysts say, S&P’s move adds volatility to a market already buffeted by foreclosures, losses at the two GSEs and stagnant home prices. The U.S. Census Bureau reported last month that the nation’s homeownership rate fell to 65.9 percent, the lowest level since 1998.

 

“The issue isn’t necessarily where mortgage rates land, it’s the uncertainty that this kind of thing engenders in the market, and that creates fear and panic selling,” said Clifford Rossi, a former Citigroup Inc. (C) chief risk officer who is now executive-in-residence at the University of Maryland’s Center for Financial Policy. “Until we can get some sort of stability, it’s keeping people on the sidelines,” he said.

 

 

Bond Yields

 

Yields on GSE bonds jumped to their highest relative to U.S. Treasuries in more than two years. The downgrade was only part of the reason for the wider spreads, said Walt Schmidt, a mortgage strategist in Chicago at FTN Financial, in a note to clients. The spreads are “based on uncertainties regarding prepayments and supply, not credit-based downgrade fears,” Schmidt said.

 

S&P, a unit of New York-based McGraw-Hill Cos., today also downgraded the long-term senior debt of 10 of the 12 home loan banks, from AAA to AA+. Home loan banks sell bonds and provide liquidity to banks and mortgage investors. The banks’ debt has an implied government guarantee.

 

“The FHLB system is classified as being almost certain to receive government support if necessary,” S&P said.

 

 

Chicago, Seattle

 

The ratings firm didn’t downgrade the home-loan banks of Chicago and Seattle, which were already rated AA+. The home loan bank system had more than $809 billion in assets and $551 billion in outstanding bonds at the end of June.

 

S&P also lowered, by a notch, senior debt issued by the Farm Credit System, which guarantees agriculture-related loans, 126 securities guaranteed by the FDIC and four securities from a National Credit Union Association, which guarantees credit union deposits.

 

Moody’s Investors Service, an S&P competitor, reiterated its Aaa bond rating of U.S. sovereign and related debt on Aug. 3, after lawmakers and the White House agreed to raise the nation’s $14.3 trillion debt ceiling.

imagesizer지난 8월 5일 미국 연방정부의 신용등급을 AAA에서 낮춘 S&P는 모기지 거대 기업인 페니매와 프레디맥을 포함한 정부소유 은행들의 채권발행 등급을 낮추었다.

 

약 11조 달러에 달하는 미국의 모기지 채권의 약 절반이상을 소유하고 있거나 보증하고 있는 페니매와 프레디맥의 등급을 AAA에서 AA+등급으로 한 단계 낮춘다고 S&P가 오늘 말했다. 이번 하락은 미국정부와 직접적으로 연계된 점을 반영한 것이라고 회사는 말했다.

 

이 두 회사는 서브프라임 모기지 사태로 파산위기에 몰렸던 지난 2008년 9월 이래 미국의 국영기업이 되었다. 그때 이후 정부가 보증하는 이들 기업들은 거의 1,700억불에 달하는 재무부 지원을 받았다.

애널리스트들은 S&P의 행동으로 인해 압류나 이들 두 회사의 손실, 주택가격하락으로 인해 어려움을 겪고 있는 시장에 더욱 큰 어려움을 주었다는 것을 더 중요한 사실로서 말하고 있다. 미국 인구조사국의 지난달 보고서에서는 미국의 주택소유율이 65.9%로 1998년이래 가장 낮은 수준이라고 발표했다.

 

전 시티그룹의 CRO였던 클리포드 로시는 핵심은 주택담보대출금리가 상승할 수 있다는 것이 아니라 시장에 새로운 불확실성을 만들고 공포를 키우며 투매를 일으킬 수 있다는 것이라고 말했다. 또 우리가 안정을 찾을 때 까지 사람들은 시장에 참여하지 않을 것이라고 말했다.

 

 

Bond Yields

 

GSE 채권수익률은 지난 2년래 미국채에 비해 상대적으로 가장 큰 폭의 상승을 기록했다. 등급하향은 넓은 스프레이드의 이유 중 단지 한가지원인만을 제공했을 뿐이라고 모기지 전략가인 월트 스미트가 말했다. 이러한 스프레드는 불확실이 원인이며 등급하락으로 인한 공포에만 기인한 것은 아니라고 말했다.

 

S&P는 오늘 12개 주택대출은행 중 10개 은행의 장기 선순위채의 등급 또한 AAA에서 AA+등급으로 하향 조정했다. 주택대출은행은 채권을 판매해 은행과 모기지 투자자들에게 유동성을 공급하고 있다. 이 은행의 부채는 정부보증을 받고 있다.

 

S&P는 FHLB시스템은 만약 필요하다면 거의 확실하게 정부지원을 받을 수 있을 것이라고 말했다.

신용등급회사들은 이미 AA+를 받고 있는 시카고와 시애틀의 주택대출은행들의 등급은 추가하향 하지 않았다. 주택대출은행 시스템은 6월 말 기준 8090억불이상의 자산과 5510억불의 채권을 가지고 있다.

 

S&P는 또한 농업과 연계된 부채를 보증한 FCS에 의해 발행된 선순위 채권과 연방예금보험공사가 보증하고 있는 126개의 채권들, NCUA로부터의 4개 등에 대한 등급을 낮추었다.

 

S&P의 경쟁사인 무디스 IS는 의회와 백악관이 미국의 부채한도를 14.3조 달러로 높이기로 합의한 이후 8월 3일 미국국채등급과 채권의 AAA등급에 대해 다시 언급했다.

미 의회에서 재정적자 축소를 주장하는 공화당과 민주당의 미 국채 한도 상한을 위한 협의가 실패하는 모습으로 전개되자 미국의 위기를 막아보자며 의회(특히 꾸준히 재정지출 삭감계획이 우선시 되어야 한다고 주장했던 공화당)와 신용평가사, 연준이 일치 단결하는 재미있는 상황이 연출되고 있습니다.

 

 

공화당 리더인 미치 맥코넬 상원의원은 국채 상한 한도증액을 위해 쉽게 말해 의회 구성원의 1/3 이상만 찬성하면 대통령이 부채 상한을 올릴 수 있도록 제안했고,

합의를 빨리 이루게 하기 위한 지원사격으로 무디스를 비롯한 신평사들이 빨리 합의하지 않으면 미국의 신용등급을 낮추겠다고 의회에 압력을 가하는 한편,

연준 버냉키 의장은 때마침 경기침체를 이야기하며 3차 경기부양책의 필요에 대한 이야기를 꺼내고 있죠.

부채상한이 늘어나지 않으면 3차 부양은 어렵습니다.

 

 

이미 지난 번 신평사들이 미국 신용등급 하락 가능성을 이야기 할 때 어떤 식으로든 부채상한은 늘어날 것이라 예측한 바 있는데 상황이 이 정도면 부채상한 증가는 이미 실현된 거나 다름이 없습니다.

 

 

원칙에 충실한 척 하지만 뻔한 전개로 가고 있습니다. 어쩔 수 없는 상황이겠죠.

Moody’s Places U.S. on Review for Downgrade As Debt Talks Stall

 

 

daqqMoody’s Investors Service put the U.S. under review for a credit rating downgrade as talks to raise the government’s $14.3 trillion debt limit stall, adding to concern that political gridlock will lead to a default.

 

The Aaa ratings of financial institutions directly linked to the U.S. government, including Fannie Mae, Freddie Mac, the Federal Home Loan Banks, and the Federal Farm Credit Banks, were also put on review for cuts, Moody’s said in a statement today.

 

The U.S., rated Aaa since 1917, was put on review for the first time since 1995 on concern the debt limit will not be raised in time to prevent a missed payment of interest or principal on outstanding bonds and notes even though the risk remains low, Moody’s said. The rating would likely be reduced to the Aa range and there is no assurance that Moody’s would return its top rating even if a default is quickly cured.

 

“It certainly underscores the importance of passing the debt ceiling and not putting us in default status, and making sure there’s a longer term fiscal plan to contain spending and the deficit we’ve been running up over the last few years,” said Anthony Cronin, a Treasury bond trader at Societe General SA in New York, one of the 20 primary dealers that trade with the Federal Reserve. “Maybe it’s the impetus to say we’ll need more of a concession.”

 

 

Dollar, Bonds

 

The dollar weakened and Treasuries were little changed after the Moody’s statement. IntercontinentalExchange Inc.’s Dollar Index, which tracks the greenback against the currencies of six U.S. trading partners, including the euro, yen and pound, slid for a second day, shedding 1.1 percent.

 

The 10-year note yield was little changed at 2.88 percent at 5:31 p.m. in New York, according to Bloomberg Bond Trader prices, after increasing earlier as much as eight basis points to 2.96 percent. The yield dropped to 2.81 percent yesterday, the lowest since Dec. 1. The price of the 3.125 percent security due in May 2021 declined 1/32, or 31 cents per $1,000 face amount, to 102 2/32.

 

Treasury Secretary Timothy F. Geithner said he has taken steps to prevent a federal default until Aug. 2, using accounting measures that involve two retirement funds. The U.S. reached its borrowing limit on May 16.

 

The Moody’s announcement is a “timely reminder” and that Congress must “move quickly” to avoid default, the Treasury said in a statement today.

 

 

Debt Talks

 

“What we’re looking for is a raising of the limit. It doesn’t matter the process that they get there,” Steven Hess, the senior credit officer at Moody’s in New York, said in a telephone interview. “The rating outlook will be determined by the longer-term debt trajectory.”

 

Senate Republican Leader Mitch McConnell proposed a “last choice option” yesterday that effectively would grant President Barack Obama power to raise the debt limit in installments. McConnell’s plan would let the president raise the limit in three stages unless Congress disapproves by a two-thirds majority, while Obama would also be required to propose offsetting spending cuts. The spending reductions would be advisory, and the debt-ceiling increase would occur regardless of whether lawmakers enact the cuts.

 

“I think it reflects what we all know -- that this is a serious time and serious discussions and we can’t continue to have people not contribute to solving this problem,” said Senator Patty Murray of Washington, the No. 4 Democratic leader in the chamber.

 

 

Boehner Reaction

 

“As Speaker Boehner has warned for months, if the White House does not take action soon to address our nation’s debt crisis by reining in spending, the markets may do it for us,” said Michael Steel, spokesman for House Speaker John Boehner, Republican of Ohio. “This action by Moody’s today reinforces the Speaker’s warning.”

 

Standard & Poor’s put the U.S. government on notice on April 18 that it risks losing its AAA credit rating unless policy makers agree on a plan by 2013 to reduce budget deficits and the national debt. The firm said at the time that there’s a one-in-three chance that the rating might be cut within two years and that its “baseline assumption” is that Congress and the Obama administration will come to terms on a plan to reduce record deficits.

 

S&P would lower its sovereign top-level AAA ranking to D, the last rung on its scale if the U.S. can’t pay its payments because of a failure to raise the debt ceiling, John Chambers, chairman of the company’s sovereign rating committee, said June 30. Moody’s said it would probably assign a position in the Aa range, or within three steps of its highest level.

 

The U.S. is among 17 countries, from Australia to Canada to Switzerland, rated Aaa by Moody’s. S&P gives 18 countries its top ranking.

무디스 IS는 정치권의 합의도출 실패로 미국의 파산에 대한 우려가 커짐에 따라 미국의 신용등급하락을 재검토 하고 있다.

 

패니매, 프레디맥, 연방주택대출은행, 연방농업신용은행 등 을 포함해 미국정부에 직접적으로 관련 있는 금융이관들의 Aaa신용등급도 낮아질 수 있다고 무디스가 말했다.

 

1917년이래 미국은 Aaa등급을 유지하고 있으며 1995년 이해 처음으로 이러한 등급에 대한 논의가 이루어지고 있다. 등급은 Aa등급수준으로 하락 할 수 있으며 확신할 순 없지만 이런 디폴트 위기가 빠르게 해소된다면 무디스는 다시 최고 등급으로 상승시킬 것이다.

 

소시에떼 제네랄 SA의 국채트레이더인 앤소니 크로닌은 부채상한의 통과중요성이 간과되고 있는데

디폴트 상황에 놓일 수 있다는 생각 없이 여전히 장기 지출계획을 세우면서 지난 수년간 재정적자를 만들어 왔으며, 아마 이번 상황을 계기로 서로간의 양보가 더 많이 필요하다는 것을 알게 될 것이라고 말했다.

 

 

Dollar, Bonds

 

약 달러와 국채는 이번 무디스의 발언 이후에도 거의 변화가 없었다. 미국과 거래하는 주요 6개 국가의 달러의 흐름을 추적하는 IntercontinentalExchange 의 달러인덱스는 이틀째 하락해 1.1%가 빠졌다.

 

오후 5:31현재 10년 만기 채권수익률은 2.88%로 거의 변화가 없었다. 이 수익률은 어제 2.91%로 하락해 12월1일 이후 가장 낮은 수준을 모였다. 2021년 5월 만기인 채권가격은 3.125%하락해 액면가 1,000불당 31센트 하락한 102 2/32를 기록했다.

 

티모시가이스너 재무장관은 8월 2일까지 관련된 두 개의 은퇴펀드를 활용해 파산을 막을 준비를 하고 있다고 말했다. 미국의 부채한도는 5월 16일에 도달했다.

 

재무부는 오늘 무디스의 발표는 의회가 파산을 피하기 위해 좀 더 빠르게 움직일 시간을 벌어준 것이라고 말했다.

무디스의 스티븐 헤스는 우리는 한도를 늘리길 바라고 있고 과정에 상관없이 그렇게 될 것이며 등급은 장기 채의 방향성에 의해 결정될 것이라고 말했다.

Boehner Reaction

 

공화당의 John Boehner의 대변인인 마이클 스틸은 Boehner는 이달 내내 만약 백악관이 지출을 줄이며 미국의 부채위기에 대해 빠른 행동을 취하지 않는다면 시장이 우리를 위해 그렇게 할 것이라고 경고했었으며 무디스의 이번 행동은 Boehner의 경고에 힘을 실어주고 있다고 말했다.

 

S&P는 4월 18일 미국정부에 당국자들이 2013년까지 재정적자 축소와 국채를 줄이는데 동의하지 않으면 AAA의 신용등급을 잃을 수 있음을 알렸었다. S&P는 향후 2년 이내에 등급이 하락할 가능성이 30%이며 이것은 의회와 오바마 정부가 향후 기록적인 적자를 줄이는 계획을 시행할 것이란 가정을 기반으로 한 것이라고 말했다.

 

S&P 국채위원회의 의장인 존 챔버스는 미국이 부채한도 증액실패로 더 이상 상환하지 못할 경우 S&P가 미국 채 등급을 AAA에서 D로 낮출 수 있다고 지난 6월 30일에 말했다. 무디스는 아마도 Aa범위 정도를 고려할 수 있다고 말했다.

 

미국은 호주, 캐나다, 스위스 등과 함께 무디스에 의해 Aaa를 받은 17개국 중 하나이며 S&P는 18개 국가에 최고등급을 주고 있다.

세계적인 네트웍 장비업체인 시스코 시스템즈에 대해 애널리스트들이 수익률 하락으로 적어도 5,000명 이상을 해고할 것이란 소식을 전해 드렸는데,

오늘 회사의 관계자들이 약 1만 명 이상을 감원할 것이며 약 3천 명에게 1년간의 급여와 의료혜택이 포함된 조기 퇴직프로그램을 지원할 것이라고 밝혔습니다.

 

 

관계자의 정확한 신원은 알 수 없지만 8월까지 7천 명을 포함 전체 근로자의 약 14%에 해당하는 1만 명 가량이 일자리를 잃을 것이 거의 확실해 보입니다.

 

 

지난번 다뤘던 내용의 후속기사다 보니 아래 기사 중간부터는 내용이 똑같아 해석하지 않았는데 지난 기사를 참고하시면 될 것 같습니다.

주요외신으로 아일랜드의 신용도가 더블B이하 정크본드 수준으로 하락했다고 나오던데 이미 충분히 예상 가능했던 내용이었음에도 EU 책임자들이 신평사들에 대해 분개했다는데 이미 별 의미 없는 일이고 더 많은 국가로 위험은 확산될 겁니다.

 

 

처음부터 경제체질을 바꾸지 않고 급한 불 끄자는 쉬운 방식으로 접근한 플랜A의 효과는 제한적일 수 밖에 없습니다.

이런 이유로 플랜 B에 대해 심각하게 받아들여야 한다는 취지의 주장을 2년 정도 한바 있습니다.

 

 

이후 글로벌 경기부양이 기대했던 만큼의 효과를 내지 못하고 사그러져 가자 플랜B에 대한 논의가 활발해 지고 있으나 아직까지 제대로 시행하는 나라는 별로 없어 보입니다.

Cisco Said to Plan Cutting Up to 10,000 Jobs to Buoy Profit

 

 

Cisco Systems Inc. (CSCO), the largest networking-equipment company, may cut as many as 10,000 jobs, or about 14 percent of its workforce, to revive profit growth, according to two people familiar with the plans.

 

The cuts include as many as 7,000 jobs that would be eliminated by the end of August, said the people, who asked not to be identified because the plans aren’t final. Cisco is also providing early-retirement packages to about 3,000 workers who accepted buyouts, the people said.

 

Cisco Chief Executive Officer John Chambers is slashing jobs and exiting less-profitable businesses as competitors such as Juniper Networks Inc. (JNPR) and Hewlett-Packard Co. (HPQ) take market share in Cisco’s main businesses with lower-priced, simpler products. Sales of Cisco’s switches and routers, which made up more than half of revenue last year, will continue to slip, said Brian Marshall, an analyst at Gleacher & Co.

 

Eliminating jobs will help Cisco wring $1 billion in savings in fiscal 2012, the company said in May. Cisco expects costs of $500 million to $1.1 billion in the fiscal fourth quarter as a result of the voluntary early retirement program, it said in a quarterly filing.

 

“We will provide additional detail on the cost reductions, including layoffs, on our next earnings call,” Karen Tillman, a spokeswoman for San Jose, California-based Cisco, said in reference to an earnings call scheduled for early August. She declined to discuss job-cut figures.

 

 

‘Too Many Employees’

 

The voluntary retirement packages included one year’s pay and medical benefits, and were offered to about 5,800 employees, two people said.

 

“The revenue trajectory hasn’t been where it should be,” Marshall, who has a “neutral” rating on the stock with a target price of $17, said in an interview. “The company is not staffed on an appropriate level. They simply have too many employees.”

 

Cisco gained 17 cents, or 1.1 percent, to $15.60 as of 4 p.m. New York time. It has dropped 23 percent this year on the Nasdaq Stock Market, while the Standard & Poor’s 500 Index has risen 4.5 percent.

 

Analysts at Gleacher and Miller Tabak & Co. said yesterday that the company would cut at least 5,000 jobs as part of a turnaround effort.

 

Cisco’s share of worldwide switching revenue dropped 5.8 percentage points to 68.5 percent in the first quarter of 2011 from a year earlier, according to a May report from Dell’Oro Group, a Redwood City, California-based researcher. Hewlett- Packard gained switching share in that period.

 

 

Router Losses

 

In global router sales, Cisco lost 6.4 percentage points to 54.2 percent of the market, while Juniper gained, Dell’Oro said.

 

The company aims to reinvigorate demand with an updated version of its flagship Catalyst 6500 switches, announced today at the Cisco Live conference in Las Vegas. The new switches are designed to be faster and more secure, and accommodate as many as 10,000 mobile devices from a single machine.

 

Cisco’s revenue is projected to rise 7 percent this year to $43 billion, less than the 11 percent growth posted in 2010, according to the average estimate of analysts in a Bloomberg survey. Analysts have an average stock target price of $20.62, Bloomberg data show.

 

 

Flip Video

 

Cisco said in May that it shuttered the Flip video-camera unit and cut 550 jobs. The company may eliminate more positions in the consumer-product unit, which makes Linksys home- networking equipment, Marshall said. Some investors have said the company should exit consumer products entirely to focus on traditional enterprise offerings such as routers and switches. Cisco’s equipment is used by corporate networks and telephone and Internet service providers to direct Web traffic.

 

Trimming about 5,000 jobs would reduce operating expenses by about $1 billion annually and boost 2012 earnings by about 8 percent, Marshall said.

 

The company is also reorganizing management to streamline its business and focus on areas of growth, Cisco said in May. To speed decision making, the company organized field operations into three geographic regions and reformed a council-style management structure.

 

“You will see us leaner and more focused,” Chambers said today at the Cisco Live conference. “We have got to be more focused and prioritize in terms of where we are going to go.”

시스코의 CEO인 존 챔버스는 JNPR과 HPQ같은 경쟁사들이 시스코의 주 경영에서 낮은 가격과 단순한 제품을 무기로 해 점유율을 차지해 감에 따라 기존의 낮은 수익모델과 인건비를 줄이고 있다. 시스코 스위치와 라우터의 판매는 계속 하락하고 있다고 Gleacher & Co.의 애널리스트인 브라이언 마샬이 말했다.

어제 S&P가 그리스의 신용등급을 CCC로 강등했다는 소식을 전해 드리면서 유럽 각국이 살아남기 위한 고민에 빠질 것이란 말씀을 드렸는데 역시 지원논의일정을 앞당기는 등 각국의 행보가 빨라지고 있습니다.

유럽지역위기에 대해 최대 부국인 독일이 예상과 달리 소극적인 모습을 보이면서 정치적으로 앙겔라 메르켈 총리가 유럽에서 홀대당하는 모습을 자주 보이고 있는데,

어쨌든 두 번째 재정지원에 대해서도 ECB+프랑스, 독일이 편이 갈린 주장을 하고 있습니다.

 

 

이번 1차 그리스 지원에서 1,100억 유로라는 막대한 지원 이후 십 수개월이 지나는 동안 유럽지역 내 위기가 확산되는 것을 막지 못한 것은 물론 그리스 위기조차 진화되지 못하는 모습을 본 유럽국가들의 스트레스는 더 할 겁니다.

 

 

그래서 서두르는 모습을 보이긴 하지만 결과적으로 이것저것 고려할 게 더욱 많아진 유럽 각국이 그리스에 대한 신규지원방안도출을 6월 말에서 7월로 미루게 된 겁니다.

 

 

오늘도 로버트 루빈이 유럽 위기가 장기화될 것이란 이야기도 했지만 이미 금융위기 이후 예상되었던 내용이고 결국 문제는 재정지원에도 효과가 없을 시 사용할 플랜B에 대한 논의가 없었다는 사실입니다.

 

 

국제정치는 정의보다는 결국 현실이기 때문에 그로 인해 각국이 몸 사리기에 들어갈 위험이 더욱 커질 수 있다는 결론은 변함없습니다.

 

 

최근 들어서야 총알 다 떨어지고 부작용에 애먹고 있는 각국이 플랜B에 대한 논의를 시작하고 있는 상황인데 우리 정부의 모습은 어떤지도 볼 필요가 있습니다.

The finance ministers failed to reconcile a German-led push for bondholders to shoulder part of the cost of a new Greek aid package with European Central Bank warnings that such a move might constitute a default. With consensus elusive before the target date of a June 23-24 leaders’ summit, finance ministers will convene again on June 19 in Luxembourg, a day earlier than planned.

 

“We have to proceed very cautiously,” Luxembourg Finance Minister Luc Frieden told reporters after an emergency meeting in Brussels today, adding that “very clearly we have to go into that direction” of a delay to next month on a new aid package from the European Union and the International Monetary Fund. “Several options -- from the IMF, as well as from the European Central Bank and from the European Commission -- still have to be studied.”

 

Pressure on euro-area governments to craft a rescue plan before their end-of-June goal intensified yesterday after Standard & Poor’s slapped Greece with the world’s lowest credit rating. The focus on averting the euro area’s first sovereign default now shifts to German Chancellor Angela Merkel and French President Nicolas Sarkozy to resolve their differences at a June 17 meeting in Berlin.

 

 

`No Plan B’

 

“They’ll find a way to make it safe, which is what the ECB and French want, and make it irrevocable and grant more time, which is what Germany wants,” said Gilles Moec, co-chief European economist at Deutsche Bank AG. “There’s no plan B. We have to come up with a solution.”

 

Yields on 10-year Greek bonds touched 17.46 percent today, a record in the 17-nation euro area’s history. The slump pushed the extra yield that investors demand to hold the country’s 10- year bonds instead of similar maturity German bunds to a record.

 

Thirteen months after Greece was granted a 110 billion-euro ($159 billion) bailout that failed to halt the spread of the debt crisis to Ireland and Portugal, politicians are at odds over fulfilling a pledge to make creditors pick up some of the cost of a second rescue.

 

 

Seven Years

 

ECB policy makers have warned against German proposals that maturities on Greek debt be extended for seven years, an outcome rating companies have said would be considered a default. ECB President Jean-Claude Trichet, who attended today’s meeting, said on June 9 that governments were flirting with what could be a “enormous mistake.”

 

Finance ministers including Elena Salgado of Spain and Didier Reynders of Belgium stressed that any decision must satisfy the ECB’s concerns. Luxembourg’s Jean-Claude Juncker, who leads the group of euro-area finance ministers, said before the meeting that “all options” will be considered regarding Greece.

재무장관들은 그리스의 디폴트 위험이 높아지자 ECB와 함께 독일주도로 채권자들이 비용을 부담하도록 하는 새로운 그리스 지원패키지를 조율하는데 실패했다. 이러한 합의에 실패하자 6월 23-24일 리더스 서밋을 목표로 진행하던 일정을 6월 19일 룩셈부르크에서 일정을 당겨 재개하기로 재무장관들이 계획을 세웠다.

2년여 전 금융위기가 발발하고 각국이 막대한 부양자금을 쏟아낼 즈음 만약 이렇게 해도 효과가 없을 경우 플랜B가 있느냐에 대한 논의가 있었습니다.

이런 부양의 효과로 작년 한해 일부 경기가 개선된 것처럼 보이자 이런 논의가 줄어들다가 최근 들어 다시 플랜 B에 대한 논의가 부상하고 있습니다.

 

 

우리의 예를 들어 쉽게 말하자면 경기 살린다고 각종 개발사업과 부실기업을 지원하는데 막대한 돈을 풀었는데 결과적으로 실업은 나아지지 않고 유동자금으로 인해 버블위험이 확대되고 있으며 고물가가 창궐하는 가운데 악화되는 재정을 충당하기 위해 월급쟁이를 대상으로 증세에 나서는 부작용이 나타났습니다.

 

 

이런 대책 없는 부양책의 후유증을 줄이면서 무작정 돈 풀기 말고 다른 근본적인 계획을 세워야 한다는 게 플랜 B입니다. 

 

 

미국의 경우 재정위기가 심각한 캘리포니아 주를 비롯 수십 개의 주가 금융위기 이후 연방정부로부터 실업급여지출자금 등 부족한 재정을 메우기 위해 매번 수백억 불의 지원을 받고 있는데 최근 무조건적인 지원보다는 주정부도 파산을 허용하는 방향하고 긴급지원을 받을 경우 세금을 올리도록 하는 방안이 논의되고 있습니다.

 

 

논란이 팽팽한데 표를 의식해야 하는 주지사들 입장에서야 지원받았다고 증세한다는 내용에 거의 찬성하는 사람이 없는 상황입니다.

 

 

기대했던 효과가 없을 경우 쓸 수 있는 차선책에 대한 준비가 사전에 있어야 하는데 우리정부의 경우 사전에 계획하기보다는 매번 현실을 부정하다가 항상 닥쳐서 허둥지둥 하는 모습을 보이고 있어 스스로 신뢰를 까먹고 있습니다.

20110219_usd001“THE era of the bail-out is over,” Patrick McHenry, a Republican congressman, declared on February 9th. His subject was not carmakers or banks, but states. For the past two years the stimulus bill has propped up state governments. This year the states are still in trouble: as the stimulus runs out, they face a collective $125 billion in deficits. But the federal government will not send another infusion of cash and most states require their budgets to be balanced. So politicians in Washington are mulling over new ways to help. Two recent plans present different forms of aid. On February 14th Barack Obama’s budget offered states some short-term relief. That afternoon, congressmen considered letting states go bankrupt.

 

Mr Obama’s plan addresses an imminent problem. As joblessness rose, states borrowed money from the federal government to pay for unemployment benefits. As of this week 30 states between them owed $42.6 billion, according to the Department of Labour. Now they must start to pay off their debts. Under current law, federal taxes on employers will rise automatically in three states—Indiana, Michigan and South Carolina—and more will join them next year. Mr Obama’s plan would let states defer interest and debt payments until 2014, so taxes would not necessarily have to rise when the economy was still weak. In 2014 the federal tax rate would fall, but the tax base would widen.

 

Mr Obama’s proposal would give immediate relief. A state bankruptcy law, on the other hand, would prepare for a possible future calamity: the inability of some states to pay for workers’ pensions and health care. A band of prominent conservatives cheerfully argue that states should be allowed to go bankrupt, so they can restructure such liabilities. Newt Gingrich, a putative Republican candidate next year, has thrown his weight behind the idea. Jeb Bush, Florida’s respected former governor, has added his support.

 

It is unclear whether either plan is welcome—on the Hill or in state capitols. Mr Obama’s offer should appeal to cash-strapped governors, but has rattled some Republicans. Conservative governors must either accept the president’s help or see taxes rise, hardly an attractive choice. In Indiana federal unemployment taxes are due to climb this year, yet Mitch Daniels, the governor and a possible presidential contender, rejects Mr Obama’s plan. Eric Cantor, the House majority leader, rejects the possibility of either bail-outs or bankruptcies “States can deal with this and have the ability to do so on their own,” he said recently.

 

Bankruptcy is even more controversial. The National Governors Association (NGA) opposes the idea fervently. Bankruptcy raises thorny issues about state sovereignty. Bankruptcy is also unnecessary, argues Raymond Scheppach, the NGA’s director, as states are not in danger of default. Last month analysts at Standard & Poor’s, a rating agency, explained that states would be unlikely to declare bankruptcy even if they could. The main impact of such a law, therefore, might merely be to make borrowing more costly.
