무디스가 이태리의 국채 신용등급을 A3에서 Baa2로 두 단계 강등했으며 스페인과 그리스의 위기가 이태리에 전파되어 시장신뢰를 잃고 그들의 재정목표를 달성하기 어려울 가능성이 높아지고 있음을 그 이유로 설명했습니다.

현재 마리오 몬티 총리가 EU 차원에서 스페인과 이태리 등에 대한 지속적인 채권매입을 요청하고 있으나 유럽 내 3위의 경제국인 이태리까지 위험이 커짐에 따라 나머지 EU 회원국들의 지원은 사실상 더 힘들어지는 게 사실입니다.

Italy’s bond rating was cut and its negative outlook reiterated by Moody’s Investors Service as the euro area’s third-biggest economy faces higher funding costs and contagion risk from Greece and Spain.

The ratings company lowered Italy’s government bond rating by two steps to Baa2 from A3, citing a greater risk of a Greek exit from the euro and the Spanish banking system experiencing greater credit losses, according to a statement released in Frankfurt today. That makes Italy’s rating the same as those of Kazakhstan, Bulgaria and Brazil, according to data compiled by Bloomberg.

“Italy’s near-term economic outlook has deteriorated, as manifest in both weaker growth and higher unemployment, which creates risk of failure to meet fiscal consolidation targets,” Moody’s said. “Failure to meet fiscal targets in turn could weaken market confidence further, raising the risk of a sudden stop in market funding.”

The euro fell toward a two-year low after the downgrade. The 17-nation currency bought $1.2189 as of 9:06 a.m. in Tokyo, from $1.2203 yesterday in New York, when it touched $1.2167, the least since June 2010.

Italy yesterday sold 7.5 billion euros ($9.1 billion) of Treasury bills.

Moody’s also cited “increasingly fragile market confidence, contagion risk emanating from Greece and Spain and signs of an eroding non-domestic investor base.”

Prime Minister Mario Monti has been lobbying European partners to agree on a plan to give the region’s permanent bailout fund, or ESM, more leeway to buy the bonds of countries meeting their fiscal goals, such as Italy and Spain, in order to lower their borrowing costs.

유럽에서 3번째로 큰 경제국인 이태리가 그리스와 스페인으로부터 위기가 전파되어 자금조달 비용이 상승하고 있어 무디스가 그들의 채권등급을 낮추고 부정적 전망을 내놨습니다.

무디스는 이태리의 국채등급을 2단계 하락한 A3에서 Baa2로 낮췄는데 그리스가 유로 존에서 퇴출될 가능성이 높아지고 스페인의 금융시스템이 대규모 손실을 기록하는 등의 사실을 인용하며 관계자가 프랑크푸르트에서 오늘 말했다. 이로써 이태리의 신용등급은 카자흐스탄, 불가리아, 브라질 등과 같은 수준이 되었다.

무디스는 낮은 성장률과 높은 실업률 등 이태리의 단기경제성과가 악화되고 있어 그들의 재정목표를 달성하지 못할 위험이 높아지고 있으며 이러한 재정악화는 시장 신뢰를 약화시키고 갑작스런 시장에서의 자금조달 실패확률을 높이는 요인이 되고 있다고 말했다.

무디스는 또한 그리스와 스페인으로부터 위험이 전파되고 해외투자자의 투자가 빠져나가는 등의 시장신뢰 하락의 위험이 증가하고 있다고 말했다.

지난번 ECB가 유로지역 은행에 대한 지원역할로 입장을 정리한 이후 지난 23일까지 약 2,140억 유로를 공급하고 지난 석 달간 5,530억 불 이상을 각국기관에 공급한 결과 BS 규모가 크게 증가하자 이러다 유로국가가 어려워지면 ECB도 덩달아 어려워지는 게 아니냐는 우려가 커지면서 주식시장과 유로화 가치가 하락했습니다.

전문가들은 유동성을 공급하게 되면 당연히 BS규모가 커지게 되며 대출이 대부분 담보를 갖고 있기 때문에 문제될게 없다는 입장이지만,

이런 객관적 분석과는 상관없이 현 시장에 대한 불안과 취약성을 고스란히 보여준 사례라 하겠습니다.

 

비교적 유동성이 풍부해지는 연말이라는 계절적 이점이 사라지고 내년부터 줄줄이 각국의 채권만기가 도래하면 리스크가 계속 높아질 가능성이 매우 높습니다.

글로벌 시장참가자들의 불안이 높아지고 있다는 시그널은 국내 언론이 전하는 것 보다 이미 너무나 많은 상황이며 이는 조선, 건설 등 각종 발주의 취소로 한국에도 영향을 줄 겁니다.

 

안팎의 불안이 점점 높아지는 시기에 국가의 정책당국자들이 제발 지금까지와는 좀 다른 모습을 보였으면 하는 바람입니다.

The European Central Bank’s balance sheet soared to a record 2.73 trillion euros ($3.55 trillion) after it lent financial institutions more money last week to keep credit flowing to the economy during the debt crisis.

Lending to euro-area banks jumped 214 billion euros to 879 billion euros in the week ended Dec. 23, the Frankfurt-based ECB said in a statement today. The balance sheet increased by 239 billion euros in the week and was 553 billion euros higher than three months ago.

The euro weakened and stocks fell, halting a five-day advance in the Standard & Poor’s 500 Index, as the announcement highlighted risks from Europe’s debt crisis.

“The market reaction is slightly incomprehensible,” said Jens Kramer, an economist NordLB in Hanover. “After that record liquidity injection it would follow that the balance sheet would swell. Seeing the figure in black and white, and the fear of what would happen to the ECB if a country defaulted, may have spooked the market.”

The ECB last week awarded 523 banks three-year loans totaling a record 489 billion euros to encourage lending to companies and households and prevent a credit shortage. Barclays Capital estimates the loans injected 193 billion euros of new money into the system, with 296 billion euros accounted for by maturing loans. So far, banks are parking the money back at the ECB. Overnight deposits at the central bank increased to an all- time high of 452 billion euros yesterday.

 

Stocks Decline

The S&P 500 declined 0.8 percent to 1,255.01 at 10:30 a.m. in New York and the Stoxx Europe 600 Index fell 0.5 percent, reversing a 0.6 percent advance. The euro slid more than a cent $1.2952 at 3:41 p.m. in London and reached an almost 10-year low versus the yen.

If the balance sheet release was the reason for the euro’s decline, “it shows you how thin the market is at the moment,” said Eric Wand, a fixed-income strategist at Lloyds Bank Corporate Markets in London. “Nobody who’s following the ECB should be surprised that the balance sheet is at that level as it has been continuously adding liquidity. Almost three trillion is a relatively elevated level, but it is collateralized lending, so it’s not a huge concern at the moment.”

 

Policy Response

The ECB this month cut its benchmark interest rate to 1 percent, matching a record low, as the debt crisis threatened to engulf Italy and Spain, the euro area’s third- and fourth- largest economies. Growth in the 17-nation euro region will slow to just 0.3 percent next year from about 1.6 percent this year, the ECB forecast this month.

In addition to offering longer-term funds, the ECB has also widened the pool of collateral banks can use to obtain the cash. The central bank will offer a second three-year loan on Feb. 28.

Italy today sold 9 billion euros of six-month Treasury bills, meeting its target, and its borrowing costs plunged in a sign that banks may channel some of the ECB’s money into debt markets.

The Rome-based Treasury sold the 179-day bills at a rate of 3.251 percent, down from a 14-year-high of 6.504 percent at the last auction of similar-maturity securities on Nov. 25. Investors bid for 1.7 times the amount offered, up from 1.5 times last month.

ECB관계자는 오늘 지난 주말 12월 23일 기준 유로지역은행들에 대한 대출금이 2,140억 유로 증가한 8,790억 불로 증가했다고 말했다. BS는 지난주 2,390억 유로가 증가했고 3개월전에 비해서는 5,530억 유로가 높아졌다.

유로화약세와 지난 5일간 상승했던 S&P500지수의 하락은 유로부채위기의 높아진 위기에 대한 발표 때문이다.

하노버의 NordLB의 이코노미스트인 젠스 크래머는 시장의 반응은 조금은 이해하기 어려운 상황이며 유동성주입 이후에는 당연히 BS가 규모가 늘어나는데 만약 유럽국가에 디폴트가 난다면 ECB에 무슨 일이 일어날 수 있다는 공포로 인한 것으로 보이며 그로 인해 시장이 겁을 먹은 것으로 보인다고 말했다.

ECB는 기업과 가계에 대한 신용축소위험을 방지하고 대출을 늘리기 위해 지난주에 523개 은행에 3년짜리 대출 4,890억 유로를 공급했다고 밝혔다. 바클레이스캐피탈은 이러한 시스템에 기존대출 2,960억 불과 함께 신규자금을 1,930억 유로를 대출했다. 중앙은행의 오버나잇 예금은 어제 4,520억 유로로 크게 증가했다.

 

Stocks Decline

뉴욕시장에서 오전 10:30 현재 S&P500지수는 0.8% 하락한 1,255.01로 하락했고 Stoxx Europe600지수는 0.5% 하락했다. 런던외환시장에서 오후 3:41현재 유로화는 유로당 1.2952불까지 하락했으며 엔화대비로는 10년 내 가장 낮은 수준에 도달했다.

런던의 Lloyds Bank Corporate Markets의 에릭 원드는 만약 중앙은행의 BS공가가 유로화 가치하락의 원인이라면 이것은 시장이 얼마나 취약한지 보여주는 사례이며 누구도 이런 수준의 추가 유동성공급이 지속되어도 ECB가 잘못될 것이라고 보는 사람은 없다. 거의 3조 유로가 이와 관계되어 증가된 것이지만 담보가 있는 대출이기 때문에 큰 위험이 있지는 않다고 말했다.

 

Policy Response

이달 ECB는 기준금리를 1%로 낮춰 역대 최저수준에 맞추었는데 이는 이태리와 스페인 등 유럽 3, 4위 경제국가의 부채위기 때문이다. 17개 유로국가의 성장률은 올해 1.6%를 기록한 이후 내년 0.3%로 줄어들 것이라고 ECB가 이달 예측했다.

장기대출을 제공하면서 추가로 ECB는 또한 현금을 얻어 사용할 수 있는 담보를 가진 은행의 풀을 넓히고 있다. 중앙은행은 2월 28에 두 번째 3년대출을 제공할 것이다.

오늘 이태리는 90억 유로 규모의 6개월 만기 채권을 판매하기 위해 협의 중이라 말했고 부채시장에 ECB의 자금이 투입되면 조달비용이 줄어든다고 말했다.

이태리는 3.251%의 금리를 가진 179일짜리 채권을 판매했는데 비슷한 만기의 채권을 판매한 지난 11월 25일에는 14년 만에 가장 높은 6.504%의 금리를 제공했었다가 낮아진 것이다. 투자자들은 판매량의 1.7배만큼 입찰했는데 지난달 1.5배에 비해 늘어난 것이다.

이태리의 10년 만기 채권 수익률이 다시 7%로 올라갔다는 소식이 들리는 가운데 새로 총리에 지명된 전 European Union Competition Commissioner였던 마리오 몬티 총리가 그의 새 내각을 선임과 지지를 위해 베를루스코니의 국민자유당, 민주당 등 정당들과 Confindustria같은 사용자단체, 노조 지도자들을 부지런히 만나고 있습니다.

 

Confindustria의 수장인 엠마 마르체가글리아 같은 경우 전폭적 지지를 보이고 있지만,

긴축에 대한 정치적 부담을 떠안아야 하는 정치권의 반응은 전폭적이진 않은 양상입니다.

 

몬티는 투자자들을 안심시키기 위해 10년 넘게 유로존 평균성장률에도 못 미치는 이태리의 성장률을 높이고 부채를 줄일 수 있다고 말하고 있지만,

아직 구체적으로 보여준 게 없기 때문에 시장에 큰 신뢰를 주기에는 아직 역부족입니다.

 

또 긴축에 대한 법안을 통과시킨다 해도 경제가 나아지는 것은 시간이 걸리고 국민의 고통은 바로 발생하기 때문에 각종 역풍을 맞을 위험도 큽니다.

이태리의 경제구조가 그리스보다 훨씬 나은 것은 두말할 필요 없지만 국민이 겪어야 하는 충격과 고통은 덜하지 않을 것으로 보입니다.

 

 


 

 

Monti Confident Italy Can Overcome Crisis

 

Mario Monti, Italy’s prime minister designate, said he is “convinced” the country can overcome the current crisis as he prepares to meet with President Giorgio Napolitano tomorrow to present his new government.

Two days of talks seeking support from political parties, unions and employers were “intense and useful,” Monti said at a briefing in Rome today. All parties involved in the talks offered their contributions to “possible sacrifices” to obtain a “positive result,” he said.

The former European Union Competition Commissioner has been under pressure to announce his new team, with the yield on Italy’s 10-year bond exceeding the 7 percent threshold today. That level had prompted Greece, Ireland and Portugal to seek EU bailouts. Monti said he will conclude the process with Napolitano tomorrow.

Europe’s inability to contain a regional debt crisis that started in Greece more than two years ago led to a surge in Italian borrowing costs. Monti, an economist and former adviser to Goldman Sachs Group Inc., will try to reassure investors that Italy can cut a 1.9 trillion-euro ($2.6 trillion) debt and spur economic growth that has lagged behind the euro-region average for more than a decade.

 

New Cabinet

Monti tried to persuade Italy’s two largest parties to nominate members to his new Cabinet as he tries to form as board as parliamentary base as possible for his new government. So far neither Silvio Berlusconi’s People of Liberty party nor the Democratic Party, the second-largest group, have committed to supporting any politicians in the Cabinet.

Monti said he “was confident” he’d have enough political support, Emma Marcegaglia, head of Confindustria, the nation’s employers lobby, said after the talks. The leaders of the main parties weren’t that explicit. Speaking after their meetings, Democratic Party leader Pier Luigi Bersani said he supported a Monti government with “a strong technical character”.

“A government without any parliamentarians in it will have problems,” Massimo D’Alema, a former premier and member of the Democratic Party, said in an interview last night on state-run Rai3 television. “This will require that we give him some help in parliament.”

Napolitano offered Monti the post of premier on Nov. 13, a day after Berlusconi resigned. Berlusconi’s government had unraveled after defections ended his parliamentary majority an the country’s 10-year bond yield surged to euro-era records.

정당들과 노조 그리고 기업가들로부터의 지지를 끌어내기 위해 이틀째 로마에서 활동하고 있는 몬티는 매우 필요한 부분이라고 말했다. 긍정적인 결과를 얻기 위해 그는 모든 정당들이 일부 희생할 수 있는 부분에 역할을 할 준비를 하고 있다고 말했다.

전 EUCC였던 그는 오늘 이태리의 10년 만기 채권 수익률이 7%문턱을 넘자 그의 새로운 경제팀에 요구하는 압력이 높아지고 있다. 이러한 수준은 그리스와 아일랜드, 포르투갈이 EU에 긴급구제를 요구했던 수준이다. 몬티는 내일 나폴리타노 대통령과 함께 이 부분에 대한 결론을 내릴 예정이다.

신용평가기관인 S&P가 이태리의 신용등급을 A+에서 A로 낮추면서 향후 전망도 부정적 견해로 바꿨습니다.

유럽에서 올해 스페인, 아일랜드, 포르투갈, 사이프러스, 그리스에 이어 이루어진 이번 등급 강등으로 위기가 다시 확산되는 것이 아니냐는 우려가 커지고 있습니다.

 

 

S&P가 밝힌 이태리의 신용등급 강등 이유는 정치적 불안으로 이태리가 재정적자 감축 목표를 달성하지 못할 가능성과 유럽의 경제성장률에 못 미치는 저조한 성장률 입니다.

 

 

올해 순정부 부채가 GDP에 120%에 달해 그리스에 이어 두 번째로 큰 부채를 가진 이태리의 위험은 이미 유럽의 돼지(PIGS)이야기가 나올 때부터 계속되어 새로운 이야기는 아닙니다.

 

 

사실 계속 이야기한 것처럼 이러한 위기가 진행형이었다는 걸 생각해 보면 새로울 건 전혀 없지만 이러한 위기확산으로 EU가 더 이상 개별국가의 위험을 나눠 짊어지지 못하는 상황의 전개는 자세히 지켜볼 필요가 있습니다.

Italy Rating Lowered by S&P, Outlook ‘Negative’

 

 

data1Italy’s credit rating was cut by Standard & Poor’s on concern that weakening economic growth and a “fragile” government mean the nation won’t be able to reduce the euro-region’s second-largest debt burden.

The rating was lowered to A from A+, with a negative outlook, S&P said in a statement. The company said Italy’s net general government debt is the highest among A-rated sovereigns, and now expects it to peak later and at a higher level than it previously anticipated.

S&P also said it lowered its outlook for Italy’s annual average growth to 0.7 percent for 2011 to 2014, from a prior projection of 1.3 percent. “We believe the reduced pace of Italy’s economic activity to date will make the government’s revised fiscal targets difficult to achieve,” it said.

“Italy’s economic growth prospects are weakening and we expect that Italy’s fragile governing coalition and policy differences within parliament will continue to limit the government’s ability to respond decisively to domestic and external macroeconomic challenges,” S&P said.

Italy follows Spain, Ireland, Portugal, Cyprus and Greece as euro-region countries having their credit rating cut this year. Prime Minister Silvio Berlusconi passed a 54 billion-euro ($73 billion) austerity package this month that convinced the European Central Bank to buy its bonds after borrowing costs surged to euro-era records in August. The plan to balance the budget in 2013 wasn’t enough to sway S&P.

 

 

U.S. Downgrade

The decision comes just weeks after S&P stripped the U.S. of its AAA credit rating for the first time. While the Aug. 5 move roiled global markets, bond investors ignored S&P’s warnings about U.S. creditworthiness and piled into Treasuries. The yield on the benchmark U.S. government bond fell to a record 1.8770 on Sept. 12.

Italy’s downgrade may aggravate a volatile political situation -- Berlusconi faces four trials -- after a decade with virtually no economic growth that has undermined debt reduction. Its government debt was 119 percent of gross domestic product last year, more than any euro country after Greece.

Unlike Ireland and Portugal, which followed Greece in seeking bailouts from the European Union and the International Monetary Fund, Italy until July had managed to skirt the worst of the fallout from the debt crisis.

While its budget gap was 4.6 percent of GDP in 2010, lower than France and Germany, debt will reach 120 percent this year.

 

 

Growth Outlook

Italy’s economy expanded an average 0.2 percent annually from 2001 to 2010, compared with 1.1 percent in the euro area. GDP rose 0.3 percent in the second quarter from the three months through March, when it grew 0.1 percent, national statistics institute on Sept. 9.

With austerity in the pipeline, “we now expect the economy to contract in 2012 and 2013,” Ben May, an economist at Capital Economics Ltd. in London, said in a Sept. 9 note.

Berlusconi pushed through two packages of deficit cuts since mid-July totaling about 100 billion euros. Measures included raising the value-added tax by one percentage point to 21 percent and a levy on incomes of more than 300,000 euros to balance the budget by 2013. The second, announced on Aug. 5, was a condition of ECB support.

While ECB purchases knocked more than 100 basis points off the yield in a week, borrowing costs began rising again as the government diluted the package. That prompted Berlusconi to revise the plan, introducing the increase in the value-added tax, raising the levy on high earners and lifting the retirement age for women.

 

 

Yield Premium

The yield on 10-year notes was at 5.6 percent yesterday, pushing the difference investors demand to hold Italian bonds instead of benchmark German bunds to 379 basis points. The cost of insuring Italian debt against default was 488 basis points compared with 240 on Dec. 31, 2010.

S&P in May and Moody’s Investors Service in June first warned that they may downgrade Italy, saying the government may miss its revenue and deficit targets amid chronically sluggish growth and possible political instability.

The government’s first budget package approved in May wasn’t enough to convince S&P that Italy will be able to reduce its debt. The rating company said on July 1 that even with the budget cuts, there’s a “one-in-three likelihood that the ratings could be lowered within the next” two years because anemic economic growth would undermine fiscal goals.

Italy Rating Lowered by S&P, Outlook ‘Negative’

이태리의 신용등급이 낮은 경제성장률과 유럽에서 두 번째로 큰 부채를 짊어지고 있는 이태리의 부채가 줄어들기 어렵다는 우려로 인해 S&P에 의해 강등되었다.

S&P는 부정적 전망과 함께 이태리의 신용등급을 A+에서 A등급으로 하향 조정했다고 말했다. 또 이 회사는 이태리의 순정부 부채는 A등급을 갖고 있는 국가 사이에서 가장 높은 상황이며 이전에 예상보다 더 커질 수 있을 것으로 보고 있다고 말했다.

S&P는 또한 2011년부터 2014년까지 이태리의 연평균 예상 성장치를 1.3%에서 0.7%로 하향 조정하며 우리는 이태리의 경제활동성이 하향추세에 있다고 보고 있으며 이로 인해 낮아진 성장 목표치도 달성하기 매우 어려울 것으로 보고 있다고 말했다.

S&P는 이태리 경제성장률은 악화되고 있으며 우리는 이태리의 복잡한 정치형태가 외부 거시경제의 변화나 국내문제에 대해 정확히 판단하고 집행할 수 있는 능력이 계속해서 제한될 것으로 보고 있다고 말했다.

이태리의 신용등급 강등은 올해 스페인, 아일랜드, 포르투갈, 사이프러스, 그리스에 이어 발생한 것이다. 실비오 베를루스코니 총리는 8월 유럽지역의 조달금리가 상승하자 ECB로 하여금 채권을 구매할 수 있도록 540억 유로(730억 불)의 패키지를 이달 통과시켰다. 그러나 이 계획은 2013년 예산에 반영될 것으로 S&P를 충분히 설득하지 못했다.

 

 

U.S. Downgrade

이러한 결정은 S&P가 미국의 AAA등급을 처음으로 낮춘 후 단 몇 주 만에 행해진 조치이다. 채권투자자들은 미국 신용에 대한 S&P의 경고를 무시했고 8월 5일 글로벌 시장은 흔들렸다. 미국정부채권의 벤치마크 수익률은 9월 12일 현재 1.8770으로 기록적으로 하락했다.

이태리의 강등은 혼란스런 정치상황에 기반하고 있는다. 베를루스코니는 4개의 소송에 휘말려 있는데 지난해 이태리의 정부부채는 GDP의 119%였으며 그리스 다음으로 다른 어떤 유럽 국가보다도 많은 수준이다.

EU와 IMF로부터의 긴급자금을 구한 그리스 이후 발생한 아일랜드와 포르투갈과는 다르게 이태리는 7월까지 부채위기의 최악의 상황을 관리하고 있었다.

2010년 재정 갭은 GDP의 4.6%로서 프랑스와 독일보다 낮은 수준이며 부채는 올해 120%까지 늘어날 것으로 예상된다.

 

 

Growth Outlook

이태리 경제는 2001년부터 2010년까지 연평균 0.2% 성장했는데 유럽지역은 평균 1.1% 성장했다. GDP는 9월 9일 국립통계국이 0.1% 성장했다고 밝힌 1분기부터 2분기까지 0.3% 상승했다.

캐피털 이코노믹스의 이코노미스트인 벤 메이는 긴축의 기조 안에서 우리는 지금 2012년과 2013년에 이태리 경제가 위축될 것으로 기대하고 있다고 9일 말했다.

베를루스코니 총리는 7월 중반 이후 약 1,000억 유로에 달하는 재정적자를 삭감하기 위한 두 개의 패키지를 통과시키려 했다. 이 법안에는 2013년까지 재정 밸런스를 이루기 위해 부가가치세를 1% 올려 21%로 높이는 것을 포함해 30만 유로 이상의 소득세 부과를 높이는 것이 포함되어 있다.

10년 만기 채권의 수익률은 어제 5.6%였는데 독일채권대신 이태리 채권을 보유하는데 투자자들이 379베이시스포인트 만큼을 더 요구한다.

지난 5월엔 S&P, 6월엔 무디스가 처음으로 이태리의 신용등급 하락가능성을 경고했으며 이태리 정부가 성장률 하락과 정치불안정으로 재정목표를 이루기 어려울 수 있다고 말했다.

지난 5월 이태리정부는 첫 번째 예산패키지를 승인했지만 S&P에게 이태리가 부채를 줄일 수 있을 것이란 확신을 주지 못했다. 7월 1일 S&P는 이태리의 예산삭감에도 불구하고 재정목표 미달과 성장저하 때문에 향후 2년 내 등급이 더 낮아질 수 있다고 말했었다.

그리스와 아일랜드, 이태리, 스페인, 포르투갈 등 유럽 국가들의 국가부채위기에 대해 다룬 KAL의 카툰입니다.

 

 

의사가 그리스에 엄청난 고통을 수반하는 긴축이란 주사를 놓고 있는데 이태리, 스페인 등 환자들이 그리스가 맞는 것보다 더 큰 주사기들을 보고 서로 다음 차례를 미루고 있는 모습입니다.

포르투갈이 7%이하의 금리로 5.99억 유로의 채권발행에 성공하면서 또 다른 지원에 손을 내밀지 않게 되었다는 안도로 전세계 주식시장이 들썩이고 있는 모습이지만 잠시 동안의 호재에 불과할 것 같습니다.

줄줄이 이어진 스페인과 이태리의 채권발행은 차치하고 포르투갈의 경우만 놓고 봐도 거의 1~2달에 한 번 꼴로 발생하는 채권발행이 앞으로도 계속 성공하리란 보장이 없는데다 채권발행이 성공했다고 해서 당장 포르투갈의 재정위기가 해결될 만큼 문제가 단순하지 않다는 게 문제입니다.

또 이번 채권발행 성공의 뒤에는 위기 확산을 우려한 유럽중앙은행과 중국, 일본의 공격적 매입이 있었는데 언제까지 비 유럽국가들이 이번과 같이 공격적으로 채권매입에 나설 수 있을 지도 지켜봐야 할 대목입니다.

어쨌든 이번 채권발행 성공으로 급한 불을 끈 건 사실입니다. 이후 포르투갈은 재정안정을 위해 증세와 재정지출 축소에 더욱 매진하게 될 것이고 이 같은 모습이 투자자들에게 확신을 줄지 아니면 내분만 일으킬지 지켜보는 것도 재미있을 듯 합니다.

Portugal should not be forced into a European-led financial rescue, which a bond auction today showed may not be needed, German Deputy Foreign Minister Werner Hoyer said.

Portugal’s falling borrowing costs and rising demand at the nation’s sale of 10-year bonds today “is good news” and will give the country breathing space to continue “serious efforts” in improving its public finances, Hoyer said in an interview today with Bloomberg News in Washington.

“I think it does not make sense, number one, to force them into some protection scheme which they do not want and which they do not consider necessary,” he said. “And number two, it doesn’t make sense to talk down an economy.”

Portugal is raising taxes and lowering wages to show investors it can narrow its budget gap after the Greek debt crisis led to a surge in borrowing costs for the most-indebted euro nations. Today’s auction prompted a surge in European stocks and a decline by the safest assets.

“The sale was supported by a number of factors that happened earlier in the week,” said Mohit Kumar, a fixed-income strategist at Deutsche Bank AG in London. “The European Central Bank reportedly bought aggressively. Japan and China expressed their support. But Portugal’s funding challenges are still there.”

Portugal sold 599 million euros ($786.8 million) of bonds due in 2020 at a yield of 6.716 percent, the nation’s debt management agency said today. That compares with 6.806 percent at the previous auction on Nov. 10.

Yield Not ‘Successful’

“Portugal did sell a 10-year at slightly under 7 percent, but that to me is not a successful yield,” Bill Gross, manager of the world’s biggest bond fund at Pacific Investment Management Co. in Newport Beach, California, said in an interview today with Margaret Brennan on Bloomberg Television’s “InBusiness.”

Hoyer’s comments come as European governments are considering aid for Portugal, debt buybacks, lower interest rates on rescue loans and guarantees against excessive debt as part of a package to quell the financial crisis, according to two people with direct knowledge of the talks.

“We should not take decisions in a spirit of preventive resignation by deciding about new firewalls before we have an idea where a fire might break out,” Hoyer said when asked about the need for a comprehensive plan to stem contagion in the region.

While the euro should be made “storm-proof,” Germany is not going to be dragged into “unwise, premature decisions,” the deputy foreign minister said.

European Debt

Insuring European sovereign debt has risen to a record cost after the crisis last year led to a 178-billion euro aid package to Greece and Ireland from the EU and International Monetary Fund and threatened Portugal.

독일 외무부 차관인 호이어는 오늘 포르투갈의 채권발행 성공을 통해 포르투갈에 유럽의 금융구제를 이용할 필요가 없을 것이라고 말했다.

포르투갈의 10년 만기 채권의 수요는 늘고 조달비용은 하락하고 있다는 것은 오늘의 좋은 뉴스이며 포르투갈에 숨쉴 수 있는 여유를 줄 것이다. 앞으로도 재정건전성 개선을 위한 큰 노력이 필요하다고 호이어는 오늘 블룸버그와의 인터뷰에서 말했다.

그는 그들이 진정 원하지 않으며 필요로 하지 않는 보호를 강요하거나 경제가 더욱 나빠질 것이라고 말하는 것은 좋지 않다고 말했다.

포르투갈이 세금을 높이고 임금을 줄이는 모습은 그리스부채위기이후 부채를 가지고 있는 대부분의 국가의 조달비용이 높아진 상황에서 투자자들에게 재정적자를 줄일 수 있다는 모습을 보여준다. 오늘 채권발행 성공은 유럽의 주가를 높이고 안전자산의 하락을 가져왔다.

도이치뱅크의 모힛 쿠마르는 이번 채권발행은 수많은 부분의 지원을 받았는데 특히 유럽중앙은행이 공격적으로 구매했고 일본과 중국이 빠른 지원을 했지만 포르투갈의 자금조달문제가 해결된 게 아니라고 말했다.

포르투갈의 부채관리당국은 오늘 포르투갈이 5.99억 유로(7.868억불)의 2020년 만기 채권을 6.716%의 수익률로 판매했다고 밝혔다. 지난 11월 10일 판매한 6.806%와 비교된다.

세계최대 채권펀드인 PIMCO의 대표인 빌 그로스는 포르투갈은 7%이하로 채권을 발행했지만 성공적인 수익률은 아니라고 블룸버그의 텔레비젼 프로그램인 Inbusiness에 출연해 마가렛 브레넌과의 인터뷰에서 이같이 말했다.

두 명의 전문가에 따르면 호이어의 발언은 유럽정부가 채무환매, 구제금융의 대출금리 인하, 초과부채에 대한 보증 등 포르투갈에 대한 지원을 고심하고 있는 상황에서 나온 것이라고 말했다.

유로화가 위기에 대한 보호막역할을 하고 있는 동안에 독일이 어리석게 시기상조 격인 결정을 내리는 일은 없을 것이라고 호이어는 말했다.

European Debt

유럽 국채에 대한 보험료는 지난해 그리스와 아일랜드에 대한 EU와 IMF의 1780억 유로의 지원 이후 크게 높아져 포르투갈을 위협하고 있다.
