중-일간 다오위다오(센카쿠열도)에 대한 분쟁이 오늘 베이징 에서의 양국 외무당국자 미팅을 통해 한숨을 돌리는 양상인데 어떠한 합의점을 찾을 수 있을지 알 수 없습니다.
대개 이런 분쟁의 경우 양측의 체면을 살려줄 수 있는 선에서 마무리하는 게 보통이지만 영토문제에 대해 매우 강경한 중국과 이미 일본 정부차원에서 매입을 승인한 일본은 서로 양보하기가 사실상 어려운 상황입니다.
수십 년 전 잘못된 한일간 협정을 통해 독도 근해 200해리를 주장하지 못하고 겨우 근방만 가지고 있는 역사적 사실 등으로 봤을 때 한번 정해진 영해는 그 해안선을 바꾸기가 쉽지 않기 때문에 양측의 합의는 매우 어려울 것으로 보입니다.
이어도 등 최소한 한국의 영토를 지키기 위한 정부의 지원은 꾸준히 지속되어야 할 것으로 보입니다.
Ministers Meet as China, Taiwan Boats Approach Disputed Islands
Diplomats from China and Japan are meeting today amid rising tensions over a territorial dispute, as dozens of Chinese and Taiwanese vessels approached the islands at the center of the spat.
Japanese Vice Foreign Minister Chikao Kawai meets with Chinese counterpart Zhang Zhijun in Beijing in a sign the two countries are attempting to ease tensions over the islands, known as Senkaku in Japanese and Diaoyu in Chinese. The meeting began this morning, the official Xinhua News Agency said.
As many as 50 Taiwanese fishing boats and 10 patrol vessels as well as five Chinese government boats are in or near what Japan calls its “contiguous zone,” the Japanese Coast Guard said in a statement. Six Taiwanese patrol boats entered waters claimed by Japan this morning, the Coast Guard said.
Today’s meeting is the first since protests in China last week damaged operations for Japanese companies such as Toyota Motor Corp. (7203) and Aeon Co. Japan’s purchase of the islands this month exacerbated the worst diplomatic crisis since 2005, which has threatened a $340 billion trade relationship between Asia’s two biggest economies.
Separately, Japan’s de facto envoy to Taiwan will visit Taipei today to discuss the dispute over the East China Sea islands claimed by all three governments. Tadashi Imai is president of Japan’s Interchange Association, which represents the Japanese government in Taiwan in the absence of formal diplomatic relations.
Taiwanese Vessels
Japan’s Coast Guard is using hoses against 48 Taiwanese vessels that entered the Japanese-administered waters, Chief Cabinet Secretary Osamu Fujimura told reporters today in Tokyo. He said the situation should be dealt with “calmly” to ensure good Japan-Taiwan ties. Fujimura said yesterday the government protested “at a high diplomatic level” after Chinese vessels entered the waters.
The last time senior Japanese and Chinese officials met was Sept. 9, when Japanese Prime Minister Yoshihiko Noda discussed the island issue briefly with Chinese President Hu Jintao on the sidelines of the Asia Pacific Economic Cooperation Summit in Vladivostok, Russia. Hu told Noda that any Japanese move to buy the islands would be considered “illegal and invalid,” according to a statement on the Chinese Foreign Ministry website.
Noda’s government reached a deal to purchase the islands from a private Japanese owner on Sept. 11.

양국간 영토분쟁으로 인한 긴장감이 높아지고 있는 가운데 중국과 일본의 외교관들이 오늘 만난다. 수십 척의 중국과 대만의 배들이 다오위다오로 근접한 상태다.
일본의 외무성차관인 치카오 카와이는 베이징에서 중국 내 카운터파트인 장 지준과 만나 일본명 센카쿠 중국 명 다오위다오에 대한 긴장완화를 시도한다. 이 미팅은 아침부터 시작되었다고 신화통신이 보도했다.
50척 이상의 대만 어선과 10척의 순시선, 5척의 중국정부의 배들까지 섬의 근해까지 진출해 있다고 일본 해안경비대가 오늘 말했다. 6척의 대만 순시선 오늘아침 일본의 경계선 안으로 들어왔다고 해안경비대가 말했다.
오늘 미팅은 지난주 시위로 중국 내 토요타와 에온 같은 기업들의 영업에 피해를 입은 이래 처음 만남이며 일본의 센카쿠의 구매로 인해 악화된 시위는 2005년이래 최악의 외교관계를 만들었다. 이러한 사태는 연 3,400억 불의 교역을 자랑하는 아시아 최대의 두 국가의 관계를 위협하고 있다.
이와 별개로 일본의 외교관이 오늘 대만의 타이페이를 방문해 세 개의 국가간 동중국해 섬들에 대한 분쟁에 관해 논의할 예정이다.
Taiwanese Vessels
일본해안경비대는 소방호수를 사용해 48척의 일본영토로 넘어온 타이완 배들에 대항하고 있다고 오사무 후지무라 내각 관방장관이 오늘 말했다. 그는 지금은 일본과 대만의 좋은 관계로 조용히 마무리되도록 노력하고 있다고 말했다. 후지무라는 어제 중국의 배들이 영해를 넘어온 것에 대해 외교적으로 엄중히 항의했다고 말했었다.
지난번 일본과 중국의 고위급 관료회의는 9월 9일에 열렸는데 이때 일본의 노다 총리는 중국의 후진타오와 이들 섬들에 대해 간단히 논의한 바 있다. 후진타오는 노다 총리에게 어떤 일본인이라도 이들 섬들을 구매하려고 하는 것은 불법적인 침략행위임을 말했다고 중국 외부성 홈페이지에 나와있다.
노다 정부는 9월 11일 일본 민간소유의 섬을 구매하기로 했었다.
