Iran wants to discuss Japan offer to enrich uranium

Iran wants to discuss Japan offer to enrich uranium: report

AFP/Pool – Iran's parliament speaker Ali Larijani (C) shakes hands with Japan's Prime Minister Yukio Hatoyama …

TOKYO (AFP) – Iran will study a Japanese offer to enrich uranium for Tehran to allow it access to nuclear power for peaceful purposes, an Iranian politician was quoted as saying in Tokyo Thursday.

"It has the substance to be worth discussing. We want to deepen the discussion on it," visiting parliamentary speaker Ali Larijani told reporters late Wednesday, according to the Nikkei business daily.

Japan had made the offer, with US backing, in December during a Tokyo visit by Iran's top nuclear negotiator Saeed Jalili, according to an earlier Nikkei report which Japan's government has declined to confirm or deny.

The only country to have been attacked with atomic bombs, Japan has long been a strong proponent of global nuclear non-proliferation efforts, while it also has good ties with Iran, one of its main energy suppliers.

Prime Minister Yukio Hatoyama urged Larijani on Wednesday to prove to the world that its nuclear project is for peaceful purposes and not to make a bomb.

Teheran should implement UN Security Council resolutions and fully cooperate with the International Atomic Energy Agency (IAEA) "to remove all the doubts about Iran's nuclear development", Hatoyama told Larijani.

Larijani denied Iran was seeking weapons of mass destruction, which is the suspicion held by the United States and European powers.

Iran has so far failed to take up an IAEA offer under which Russia would enrich its uranium and France would process it. Tehran this month said it had begun enriching uranium itself to a higher level.

Larijani was on Saturday due to visit the western Japanese city of Nagasaki, which was hit with an American atomic bomb at the end of World War II, three days after a US nuclear attack devastated nearby Hiroshima.

Hatoyama said he hoped Larijani would see the "horror" wrought by nuclear weapons in Nagasaki. The premier added that Japan regards Iran as "an important country" and wishes to further enhance bilateral relations.

Plane With North Korean Weapons Was Bound for Iran, Report Says

A North Korean transport plane and its cargo of arms was on its way to Iran before being confiscated in December in Thailand, according to a newly leaked Thai government report (see
GSN, Jan. 29).

The report was written by the Thai Foreign Ministry and submitted to the United Nations, the New York Times reported. However, the findings are not meant to be definitive, said a Thai government spokesman, as investigations into the Dec. 11 seizure of some 35 tons of North Korean-made weaponry in Bangkok are ongoing (see GSN, Dec. 14, 2009).

Information on the final destination of the transport plane and its cargo of fuses, possible missile components, rockets and rocket-propelled grenades has been scant and sometimes conflicting.

"We don’t know exactly where the plane was going," Thai government spokesman Panitan Wattanayagorn, said yesterday, adding that the aircraft's submitted flight plan contained several destinations in addition to Tehran' Mehrabad Airport. "The cargo could have been offloaded at any of those destinations" (Fuller/Choe, New York Times, Jan. 31).

Questions have been raised as to why Iran's advanced military would be interested in the conventional battlefield weaponry found in the cargo. This has led to speculation that the arms might have been ultimately destined for extremist Middle Eastern organizations with ties to Iran, the Associated Press reported.

The weapons were shipped by Pyongyang in violation of the U.N. Security Council sanctions passed last year in the wake of North Korea's second nuclear test. The Stalinist state is thought to annually export hundreds of millions of dollars worth of missiles and other weaponry to nations such as Iran, Myanmar and Syria (Jane Fugal, Associated Press I/Washington Post, Feb. 1).

Meanwhile, a senior representative for U.N. Secretary General Ban Ki-moon is expected to travel to North Korea next week, the Korea Herald reported.

A statement from Ban's office said Political Affairs Undersecretary General Lynn Pascoe would visit North Korea from Feb. 9 to Feb. 12 as a special envoy of the secretary general.

"Pascoe will discuss with D.P.R.K. officials all issues of mutual interest and concern in a comprehensive manner," the statement read. "He will also meet with the U.N. country team, and members of the diplomatic corps."

Pascoe's visit comes as the international community seeks to persuade Pyongyang to return to paralyzed nuclear disarmament talks. The North has demanded the immediate lifting of U.N. sanctions and peace treaty talks with the United States as its price for returning -- conditions that have been rejected by Washington and Seoul.

The special envoy is also expected to travel to China, Japan and South Korea -- three of the nations participating in the six-party talks on North Korea's nuclear program. The others are North Korea, Russia and the United States (Korea Herald I, Feb. 1).

Pascoe hopes to re-establish senior-level, direct contacts between the United Nations and Pyongyang, and to address the nuclear standoff, Agence France-Presse reported (Agence France-Presse/Spacewar.com, Jan. 31).

Elsewhere, U.S. Assistant Secretary of State Kurt Campbell was expected in Seoul this week for three days of bilateral discussions focused on urgent topics that include Pyongyang's nuclear weapons program, South Korean Foreign Ministry officials told the Herald.

Campbell is set to meet with the South's top nuclear negotiator, Wi Sung-lac. The two men are expected to talk about strategies for restarting the six-nation talks as quickly as possible. The talks were last held more than a year ago (Kim Ji-hyun, Korea Herald II, Feb. 2).

North and South Korea today held talks at the North Korean border city of Kaesong on their shared industrial development project, only days after swapping gunfire near a contested sea boundary line, the Associated Press reported.

North Korea initiated last week's exchange when it fired dozens of rounds in the direction of its disputed western border. The Stalinist regime said it was only carrying out routine military training operations. Seoul reported sustaining no damages or injuries (Associated Press II/New York Times, Feb. 1).

Ahmadinejad hints Iran resolved to make 20 pct nuclear fuel

By Jay Deshmukh (AFP)

TEHRAN — President Mahmoud Ahmadinejad hinted on Sunday that Tehran would itself pursue uranium enrichment to higher levels if the West spurns its offer of a phased fuel swap, promising Iranians "sweet" news soon.

Ahmadinejad said Iran will make an announcement regarding the enrichment of uranium to 20 percent purity when the nation next month marks the 31st anniversary of the Islamic revolution which toppled the US-backed shah.

"Iran has given a chance to Western countries," he was quoted as saying by Fars news agency when asked by reporters about Iran's deadline to world powers over the controversial nuclear fuel deal.

"Therefore, during the 10 days of dawn (February 1 to 11) we will announce good news regarding the production of 20 percent enriched fuel in our country," he said of the period marking the 1979 Islamic revolution.

"This news is so sweet that it will make any Iranian and any freedom-loving person in the world happy. This news is about Iran's scientific advancement," Fars quoted Ahmadinejad as saying.

The UN atomic watchdog has offered a proposal which sees the bulk of Iran's low-enriched uranium of 3.5 percent purity being sent to Russia and France in one batch for further enrichment to 20 percent and then returned as fuel for a Tehran research reactor.

Enriched uranium of 20 percent purity is used as fuel to power nuclear reactors and Iran needs it for its internationally monitored Tehran facility.

Iranian officials, however, have offered a counter-proposal of a phased fuel swap and Foreign Minister Manouchehr Mottaki gave the West an end-January deadline to accept the Iranian plan.

World powers led by Washington are against Iran enriching uranium as it can also used to make the fissile core of a nuclear bomb.

The West suspect Iran wants enriched uranium -- despite three sets of UN sanctions -- so that it can make atomic weapons. Tehran says its nuclear programme is aimed solely at generating electricity.

Western powers have indicated that Iran has effectively rejected the UN-brokered proposal put forward in Vienna talks hosted by the International Atomic Energy Agency, the UN's nuclear watchdog.

But Mottaki insists Iran has not rejected "the principle" of the nuclear fuel deal.

US Secretary of State Hillary Clinton, amid increasing international frustration with Tehran, has vowed Washington "will not be waited out" and "not back down" in the face of Iranian defiance.

Iran's chief nuclear negotiator Saeed Jalili, meanwhile, will travel to Moscow on Tuesday for talks with Russian President Dmitry Medvedev and Prime Minister Vladimir Putin, according to ISNA news agency.

Moscow has long been a nuclear partner of Tehran and has built Iran's first nuclear power plant in the southern port city of Bushehr but it is still to be operational.

On Thursday Russian atomic energy chief Sergei Kiriyenko said the Bushehr plant would start up this year.

"All the work is going as scheduled. The tests are a success. This year will be the year of the launch of Bushehr," he was quoted as saying by the Interfax news agency.

In recent months Medvedev has indicated that Moscow could back fresh sanctions against Iran over its controversial nuclear programme.

Earlier this week Russian Foreign Minister Sergei Lavrov said Moscow does "regret" Iran's refusal to accept the UN-brokered fuel plan.

He noted that the UN Security Council had the capacity to "study further measures on Iran" but did not come out explicitly in support of further sanctions.

"Acting with a logic of punishing Iran... is not a sober approach," he said.

Gholam Ali Haddad Adel, an influential Iranian lawmaker with close ties to supreme leader Ayatollah Ali Khamenei, reiterated on Sunday that Tehran will not give up its right to nuclear technology.

"There is no reason for Westerners to pressurise us... and if they want to impose new sanctions, then the Iranian nation will not give up its (nuclear) right," Haddad Adel was quoted by state television website as saying.

Iran Threatens to Produce Own Nuclear Fuel

Edward Yeranian | Cairo 24 January 2010

Iran's president says his country is resolved to produce its own highly enriched uranium if the West is unwilling to accept Iran's counter-proposal to a U.N. deal worked out last November.

After presenting his his budget proposals to parliament, Iran President Mahmud Ahmadinejad spoke to journalists about Tehran's nuclear ambitions.

The Fars News Agency reported President Ahmadinejad said he would have "good news", next month, about Iran's domestic production of 20-percent high-grade nuclear fuel, a long-standing bone of contention between Tehran and the West:

He says that on the anniversary of the Iranian revolution we will inform people of this scientific development in order to give pride to the Iranian nation as well as free people across the world.

Iran analyst Mehrdad Khonsari of the London-based Center for Arab and Iranian Studies thinks Mr. Ahmadinejad is trying to appeal to Iranian's sense of nationalism in portraying the alleged successes of Tehran's nuclear program and is trying to divert domestic attention away from Iran's economic and political woes:

"Ahmadinejad tries to put a spin that the Iranian people are unified in their support for the nuclear program, but I do not believe that is the case, because the Iranian people do not know what it entails," he said.  "And now that domestic troubles have spread, the cost of the nuclear program and the potential imposition of more sanctions on an already desperate economic situation puts everything in a different light. Ahmadinejad's aim is diversion, but how successful that ploy is, is another matter," he added.

The West offered Iran a draft nuclear deal under the International Atomic Energy Agency last November.  It calls for Iran to trade about 80 percent of its domestically produced low-grade uranium for more highly enriched nuclear fuel from France and Russia.

Iran presented a counter-proposal late last year under which it would trade its low-grade uranium for the more highly enriched variety, but only on its soil, and not all at one time.  Iran has given Western powers until the end of January to accept its counter-proposal.

Iranian officials have repeatedly insisted their nuclear program is for peaceful, civilian purposes, but the West suspects Tehran is working to produce atomic weapons.

Secretary of State Hilary Clinton recently warned Tehran the international community will "not back down" in the face of its defiant refusal to accept the IAEA draft nuclear deal.  Western powers are discussing possible new economic sanctions on Tehran.

(National Council of Resistance of Iran)의 이와 같은 주장은 논쟁의 여지가 있다.

China Rejects Call for More U.N. Sanctions on Iran

China yesterday brushed off pressure within the U.N. Security Council to adopt a fourth sanctions resolution aimed at pressuring Iran to halt its disputed nuclear activities, the Associated Press reported (see
GSN, Jan. 5).

U.S. analysts said Iran has constructed a network of tunnels in the mountains surrounding its Isfahan uranium conversion facility, shown in 2005 (Getty Images).

The United States and other Western powers represented on the Security Council contend that Iran's uranium enrichment program is likely to be targeted toward producing nuclear-weapon material. However, Beijing has typically been more accepting of Tehran's assertions that its atomic ambitions are strictly peaceful.

China heads the council this month and -- like all permanent members -- has veto authority over its decisions.

"A peaceful settlement of the Iranian nuclear issue through diplomatic means will be the best option, and is also in the common interest of the international community because sanctions itself is not an end," said Zhang Yesui, China's ambassador to the United Nations (Edith Lederer, Associated Press I/Taiwan News, Jan. 6).

"This is not the right time or right moment for sanctions because the diplomatic efforts are still going on," Reuters quoted Zhang as saying.

"The efforts aimed at diplomatic negotiations on the Iranian nuclear issue still need some time and patience," he said, noting that representatives from the five permanent Security Council member nations and Germany would convene in January to address Iran's nuclear work.

"Trying to bridge differences and finding a settlement through diplomatic efforts -- there's still space for such efforts," Zhang said.

The United States expressed hope that China would alter its stance on new Iran sanctions.

"This is not a static situation," said State Department spokesman P.J. Crowley. "Views can change" (Andrew Quinn, Reuters I, Jan. 5).

"It's no secret that China and the United States look at the utility of sanctions differently," Agence France-Presse quoted him as saying.

"Nonetheless, we will continue to work on this," he said, adding that diplomatic engagement was "ongoing" (Agence France-Presse I/Google News, Jan. 5).

The Security Council would probably pass no new sanctions against Iran before March at the earliest, one Western diplomat told Reuters. Other diplomats involved in the U.N. body suggested that veto holders Russia and China might not endorse a new sanctions resolution before June.

"Zhang's remarks confirm what we'd already suspected was the case -- that it's going to take a long time to convince the Chinese," a Western diplomat said (Quinn, Reuters I).

Meanwhile, U.S. officials and independent analysts said Iran has increasingly relied on systems of underground passages to help hide its nuclear infrastructure and protect it from possible attack, the New York Times reported yesterday.

The Middle Eastern nation's disclosure in September of an unfinished underground uranium enrichment site at Qum prompted international concern, but it remains uncertain how much of its nuclear program Iran has succeeded in hiding from Washington and its allies. Iran has constructed a network of passages within the mountains surrounding its Isfahan uranium conversion facility, government experts noted.

Three years after it brought Iran's nuclear activities to light in 2002, a group of Iran exiles alleged that Tehran was constructing 14 separate underground sites to carry out nuclear and missile activities. Claims by the National Council of Resistance of Iran, though, have been open to dispute.

“We followed whatever they came up with. ... A lot of it was bogus," said former International Atomic Energy Agency chief Mohamed ElBaradei.

Another expert countered that the group's assertions are "right 90 percent of the time."

“That doesn’t mean they’re perfect, but 90 percent is a pretty good record," said Frank Pabian, a high-level nonproliferation adviser at the Los Alamos National Laboratory in New Mexico.

Iran's construction of underground sites "complicates your targeting" for a potential attack, said former CIA analyst Richard Russell. “We’re used to facilities being above ground. Underground, it becomes literally a black hole. You can’t be sure what’s taking place.”

While Israel has "limited intelligence for targeting," the United States is more capable of hitting Iran's underground facilities in a military strike, said David Kay, a former lead inspector for the International Atomic Energy Agency.

The U.S. Defense Department is preparing a new bunker-buster bomb that could be used against such underground sites (see GSN, Dec. 22, 2009; William Broad, New York Times, Jan. 5).

Elsewhere, Taiwan yesterday announced it had wrapped up an investigation into allegations that Taiwanese companies sold sensitive dual-use equipment to Iran, Reuters reported.

The probe concluded that no illicit trade took place, said a Taiwanese Foreign Trade Bureau official.

"Unless we get a more reliable tip, from an investigation point of view, the case is closed," the official said (Ralph Jennings, Reuters II, Jan. 6).

Still, the island's government has required that one firm to seek permission for future exports after it transferred 108 pressure sensors to Iran in 2008, AFP reported.

The devices can measure aircraft and rocket altitude, but they cannot aid in nuclear weapons development and were not subject to any special trade restrictions, a Foreign Trade Bureau official contended (Agence France-Presse II/Google News, Jan. 6).

In the Gulf, Iran's Revolutionary Guard is expected to conduct war games on the Strait of Hormuz in late January or early February, AP reported yesterday. Iran has previously said it would cut off the strategic waterway in response to a military strike (Associated Press II/Jerusalem Post, Jan. 5).

In Tehran, Iranian leaders are seeking permission from the country's lawmakers to stockpile additional gasoline, the Christian Science Monitor reported yesterday.

“They are bracing themselves for new sanctions,” said one analyst in Tehran.

Iran holds enough gasoline to last about two months if it is faced with a gasoline embargo. U.S. lawmakers are considering legislation that could enable the Obama administration to impose independent sanctions on firms that supply Iran with gasoline or insure gas shipments to the Middle Eastern state (Roshanak Taghavi, Christian Science Monitor, Jan. 5).

2010 to be key year in fight against nuclear arms

Louis Charbonneau– Analysis UNITED NATIONS

Tue Dec 22, 2009 4:01pm EST

UNITED NATIONS (Reuters) - Next year will be crucial for global nuclear non-proliferation efforts and all eyes will be on the United States and Russia to see if the two top atomic powers can reach a deal to reduce their arsenals.

In April, U.S. President Barack Obama declared in a speech in Prague that the United States was committed "to seek the peace and security of a world without nuclear weapons." In September he chaired a meeting of the U.N. Security Council that unanimously supported this vision.

Analysts and Western government officials say Obama's ability to begin delivering on his promise will be tested next year when Moscow and Washington resume haggling on an arms reduction pact and again at a key U.N. nuclear arms conference in May.

They say success of a month-long review of the troubled 1970 nuclear Non-Proliferation Treaty (NPT) will depend largely on whether U.S. and Russian negotiators can first agree on a successor pact to replace the Strategic Arms Reduction Treaty

(START I).

START I, signed in 1991 by President George H.W. Bush and Soviet leader Mikhail Gorbachev, officially expired on December 5. Obama and Russian President Dmitry Medvedev said last week in Copenhagen that they would keep working for a deal in 2010.

"The START follow-on agreement, which appears to be nearing a conclusion, won't dramatically reduce arsenals on either side, but it will be an important demonstration of the will to move toward disarmament," said Mark Fitzpatrick of the London-based International Institute For Strategic Studies.

Fitzpatrick added that the "absolute deadline" for a new agreement was May, when the NPT review conference opens in New York. Otherwise it will "start off in a deep hole," he said.

The last NPT review conference in May 2005 ended in failure. Many delegates blamed the collapse on the United States, Iran and Egypt, accusing them of forming an unholy alliance that divided delegations and wasted time bickering over procedure.

They said the administration of former U.S. President George W. Bush focused too much on the perceived atomic threats posed by Iran and North Korea while Tehran and other developing nations accused Washington and the other four nuclear powers of reneging on disarmament commitments.

CONCERNS ABOUT IRAN AND NORTH KOREA

If Russia and the United States can send the world a clear signal that they are serious about nuclear disarmament by getting a new pact to shrink their Cold War stockpiles, the NPT may get a new lease on life when its 189 signatories gather to discuss ways of closing what some see as dangerous loopholes.

The United States, Britain, France, Russia and China all have a special status under the NPT. They were allowed to keep their weapons but pledged to launch disarmament negotiations, a promise some non-nuclear weapons states say they have ignored.

Western powers would like next year's NPT review to agree on a plan of action for beefing up the treaty to make it harder for states like Iran and North Korea to acquire sensitive technology and the capability to produce nuclear weapons.

But rich and poor nations have been at loggerheads for years. Poor states accuse the big powers of keeping a monopoly on nuclear technology and want that to end.

Wealthy states worry about the threat of nuclear arms races in Asia and in the Middle East, where Israel is widely believed to have a nuclear arsenal although it has not acknowledged it. They fear that a renaissance of atomic energy worldwide will increase nuclear proliferation risks.

Many NPT signatories would also like the review conference to call for universality of the treaty -- meaning that Israel, Pakistan and India should be pressured to sign and get rid of any warheads they have. North Korea withdrew from the NPT in 2003 and tested nuclear devices in 2006 and earlier this year.

NUCLEAR TEST-BAN TREATY

Some analysts say it would be helpful for the Obama administration to resubmit the Comprehensive Test Ban Treaty (CTBT), a pact that would ban all nuclear testing, to the Senate for ratification before the NPT review begins.

Joe Cirincione, president of the Ploughshares Fund, a U.S.-based peace and security foundation, said ratification of the treaty was viewed by most nations as "the litmus test of U.S. commitment to stopping the spread of nuclear weapons."

The CTBT was rejected by a Republican-dominated Senate in 1999. The Bush administration never resubmitted it because it did not want to subscribe to a treaty that would limit its future testing options, a position Obama has reversed.

A U.S. official told Reuters Obama was already sounding out Senators to gauge support for the test-ban treaty and believed a bipartisan consensus was emerging in favor of ratifying it.

The head of the CTBT organization in Vienna, Tibor Toth, told Reuters U.S. ratification would send a strong signal to the other eight countries that need to ratify the treaty for it to come into force -- China, Egypt, India, Indonesia, Iran, Israel, North Korea and Pakistan.

"The U.S. ratification will be a game-changer," Toth said.

Western Powers Warn of New Sanctions on Iran

The United States, France and the United Kingdom today indicated they would pursue new economic penalties against Iran should that state continue its disputed nuclear work, Reuters reported (see
GSN, Dec. 9).

(Dec. 10) - U.S. Ambassador to the United Nations Susan Rice, shown in October, today joined her British and French counterparts in threatening Iran with new sanctions over its disputed nuclear program (Gali Tibbon/Getty Images).

The three Western powers suspect that Iran's nuclear program is secretly aimed at weapons development; Tehran has steadfastly denied such allegations.

"If [Iran] continues to refuse the slightest confidence measures, to refuse dialogue, transparency ... we must draw all of the necessary conclusions and that means that we must move on to a new resolution involving sanctions," said French Ambassador to the United Nations Gerard Araud.

"There is no longer any reason to wait," Araud said at a U.N. Security Council meeting. "We make a last call to the Islamic Republic of Iran to respond to our offer of negotiation. If Iran doesn't do it on the short term, France will propose a new resolution of sanctions."

"Should Iran continue to fail to meet its obligations, the international community will have to consider further actions," U.S. Ambassador Susan Rice added during the council meeting.

Officials from the three nations -- along with China, Germany and Russia -- appear set to hold talks on the nuclear standoff next week, diplomats said.

The powers intend to decide whether to pursue new punitive measures against Iran by early 2010, said British Ambassador Mark Lyall Grant. The governments would base their decision on the status of Iran's nuclear work and Tehran's position on suspension of uranium enrichment. Tehran has said repeatedly that it would not consider such a suspension (Louis Charbonneau, Reuters I, Dec. 10).

Iran plans to continue seeking fuel for a medical reactor in Tehran through the International Atomic Energy Agency, Iranian Atomic Energy Organization chief Ali Akbar Salehi said yesterday.

The deal, which is aimed at eliminating immediate concerns that Iran could build a bomb with its current cache of nuclear material and at giving the sides time to negotiate a resolution to the nuclear dispute, has appeared dead in recent weeks.

"Cooperation with the IAEA and supplying fuel from abroad is Iran's priority," Iranian state media quoted Salehi as saying, according to RIA Novosti (RIA Novosti I, Dec. 9).

Meanwhile, Iran yesterday reaffirmed a threat to launch strikes on Israeli nuclear sites if Tehran's own nuclear facilities come under attack, Reuters reported.

"The Islamic Republic of Iran's armed forces are fully prepared" for an attack, state media quoted Iranian Defense Minister Ahmad Vahidi as saying (Reza Derakhshi, Reuters II, Dec. 9).

If Israeli leaders took military action against Iran, Tehran's "first response would be to attack centers where they make chemical (or) biological (weapons), dirty bombs and nuclear weapons," Vahidi said, according to Agence France-Presse. Israel is widely believed to possess nuclear weapons, but Jerusalem has never publicly confirmed the existence of its arsenal.

Last summer, an Iranian general threatened military retribution against Israeli nuclear facilities if Iran were targeted in an attack (see GSN, July 27; Agence France-Presse/Spacewar.com, Dec. 9).

In letters to the IAEA governing board's 35 member nations, Iranian Foreign Minister Manouchehr Mottaki urged the body to behave more flexibly toward his nation's nuclear activities, the Xinhua News Agency reported yesterday.

Last month, the board approved a resolution demanding Iran's "full cooperation" with an investigation into its nuclear ambitions and a halt to construction of a new uranium enrichment site at Qum.

"The illogical measure taken by those countries that voted for the resolution against Iran will undoubtedly make Iran more determined to continue its path of developing its peaceful nuclear program," Mottaki said yesterday, according to state media.

"Western countries made a political move against Iran by passing the resolution, instead of hailing Iran's constructive cooperation," he added (Xinhua News Agency/China View, Dec. 9).

One Iranian lawmaker yesterday warned that his country would "greatly reduce" its work with the agency if the Security Council enacted any new resolution targeting Iran, the Tehran Times reported.

Iran would not be committed to fully cooperate with the agency if the Security Council's policies were "purely politically motivated," said Kazem Jalili, a member of the legislature's national security and foreign policy committee.

The lawmaker alleged that Western powers pressured other IAEA board members into supporting the body's new resolution against Iran, which condemned Tehran's delay in disclosing work on the Qum facility (Tehran Times, Dec. 10).

Still, Iran's government played down threats that the country could withdraw from the Nuclear Nonproliferation Treaty, RIA Novosti reported.

"We have no intention of breaking relations with the IAEA," said Iranian Foreign Ministry spokesmen Ramin Mehmanparast. "We want to build 10 new plants under the monitoring of the agency. And this is our right, as we have already pointed out" (RIA Novosti I).

Defense Minister Vahidi, though, said the 10 planned enrichment sites were forced by the U.N. nuclear watchdog's failure to meet its commitments.

"Given the fact that the agency has not fulfilled its obligations and the West is not honest in its talks and rather pursues other objectives, the (domestic) supply of fuel and construction of (uranium) enrichment centers have now turned into an obligation of vital importance," Iranian media quoted him as saying (RIA Novosti II, Dec. 9).

Former IAEA chief Mohamed ElBaradei warned against new sanctions on Iran in remarks set for publication today, Xinhua reported.

World powers "should have patience. Iran is not an immediate threat," according to ElBaradei said, who left his position at the end of November.

"Some people want to show that Iran will have a nuclear bomb tomorrow. It will not, we have not seen, at least," he said, adding that "there is no reason for hasty decisions."

Efforts to punish Tehran, he said, "will lead to more conflicts" (Xinhua News Agency II/China View, Dec. 9).

Iran: 'No hurry' to produce nuclear fuel

TEHRAN, Dec. 19 (UPI) -- Iran is in no hurry to produce enriched nuclear fuel, the country's top nuclear official says.

Iran Atomic EnergyOrganization chief Ali Akbar Salehi, speaking in Tehran Friday after his country launched a modified version of its Sajjil-2 medium-range missile capable of hitting Israel, tried to reassure nervous Westerners eyeing further sanctions, the Los Angeles Times reported.

He told the semi-official Fars News Agency Iran won't have a new generation of more efficient centrifuges for the production of nuclear fuel until 2011. It will be "three or four years" before Tehran's heavy-water plant in Arak becomes operational, he added.

"The new generations of our centrifuges are undergoing the necessary tests in view of enriching uranium," he told Fars. "We are not hurrying at all for entering the phase of industrial-scale production of fuel."

The Times said Salehi indicated about 6,000 of Iran's centrifuges were operational, and noted the International Atomic Energy Agency -- the United Nations' nuclear watchdog -- in its last report said about half of Iran's 8,000 centrifuges were enriching uranium.

Leaked 'memo' suggests Iran's nuclear secrets

    By Jonathan Marcus

    BBC diplomatic correspondent

The Arak plant in 2002 (image: DigitalGlobe)

A leaked Iranian memo published by The Times newspaper suggests that Iran was actively working on the components of a nuclear bomb as recently as 2007.

Iran has always insisted its nuclear programme is for peaceful purposes.

The BBC is unable to verify the authenticity of the document itself but, if is genuine, it reveals some uncomfortable issues for the Iranians.

The timing could not have been worse, raising questions about if a diplomatic solution to the standoff is possible.

The Times newspaper of London has obtained what appears to be an internal Iranian technical document, that refers to a neutron source - uranium deuteride or UD3 - which experts say has no place in a peaceful nuclear programme and could only be related to weapons research.

    Benefit of doubt

Uranium deuteride could be used as what is called a neutron initiator to trigger the chain reaction that gives a nuclear weapon its devastating power.

Both Pakistan and China have explored the use of uranium deuteride in this role.

Though the BBC is unable to verify the authenticity of the document, experts are in agreement that if it is what the newspaper says it is, then Iran has some explaining to do.

Western governments have always believed that Iran had carried out research related to the design of a nuclear weapon but they differ as to whether this research effort was abandoned and if so when.

If this research is continuing then it raises serious questions as to whether there can be any diplomatic solution to rolling back Iran's nuclear programme.

The timing of this leak is also significant - Iran is seen to have rejected a new plan to increase confidence in its nuclear activities that would have involved outside countries helping it with the enrichment of nuclear material for a reactor making medical isotopes.

Western governments are now trying to press Russia and China to go along with tougher economic sanctions.

If these documents are genuine, then even Moscow and Beijing may be far less willing to give Teheran the benefit of the doubt.

Iran to Delay Declaration of New Enrichment Sites

Iran indicated it would not provide the International Atomic Energy Agency with information on 10 planned uranium enrichment facilities until 180 days before each site begins operations, Reuters reported today (see GSN, Dec. 3).

Iran's Natanz uranium enrichment complex, shown in 2007. Tehran has said it will not inform international monitors of future enrichment sites until 180 days prior to their launch (Majid Saeedi/Getty Images).

The announcement heightened concern among experts that Iran could seek to secretly produce nuclear-weapon material. Washington and other Western governments suspect that Iran's nuclear program is aimed at weapons development, but Tehran has steadfastly denied such assertions.

"According to the safeguards, after installation of equipment (centrifuges) and only 180 days ahead of injecting gas into the centrifuges ... we should inform the IAEA," Abolfazl Zohrehvand, a high-level Iranian nuclear negotiator, told state media. "We will act within the framework of the safeguard," he said.

"Since 2007, Iran officially has stopped implementation of amendments to Code 3.1, obliging countries to inform the IAEA when they plan to build a facility," the official added.

The U.N. nuclear watchdog has argued that Iran failed to meet its safeguards commitments when it delayed disclosure of its uranium enrichment facility under construction at Qum. Iran notified the agency of the site in September (see GSN, Sept. 25; Parisa Hafezi, Reuters I, Dec. 4).

The United States yesterday renewed its call for Iran to accept a U.N. proposal by the end of 2009 for enriching the Middle Eastern state's uranium in other countries. Tehran has balked at key elements of the plan, which is aimed partly at assuaging immediate concerns that Iran's uranium enrichment program could produce nuclear-weapon material.

"Our patience is being sorely tested," German Chancellor Angela Merkel added, warning that new punitive measures could be taken against Tehran if it failed to accept the uranium plan (Colvin/Derakhshi, Reuters II, Dec. 3).

Russian Prime Minister Vladimir Putin, though, said his country has "no information" indicating that Iran is pursuing nuclear weapons, RIA Novosti reported (RIA Novosti, Dec. 3).

Meanwhile, Iran is building up its navy to improve its ability to seize control over the Strait of Hormuz, the U.S. Office of Naval Intelligence said in a recent report. The nation has threatened to cut off oil supplies moving the waterway if its nuclear facilities came under attack United Press International reported (United Press International, Dec. 3).

Elsewhere, the Comprehensive Nuclear Test Ban Treaty Organization has built a new station near the Iranian border to monitor for seismic activity from potential nuclear tests, Bloomberg reported (Jonathan Tirone, Bloomberg, Dec. 3).
