美 의회 수퍼위원회 활동 시작, 정부예산 낭비사례들 지적

미 예산절감 위원회인 일명 congressional supercommittee가 활동을 시작했습니다.
첫 사례로 미 법무부에서 각종 컨퍼런스 시 낭비된 사례를 꼬집은 보고서를 인용하고 있는데 2007년부터 09년까지 10건의 법무부의 각종 컨퍼런스에서 제공된 개당 16불짜리 머핀, 7.32불짜리 애피타이저, 개당 5불짜리 밋볼, 휴식시간에 제공된 인당 32불짜리 캔디바 등 주전부리 거리 등이 대표적인 낭비사례로 지적되었습니다.
이미 사전에 만들어놓은 컨퍼런스 비용절감 가이드라인을 교묘히 비켜나가는 방법을 만들어 놓고 예산을 낭비해온 사례에 대해 법무부가 이를 인정하며 고쳐나가겠다는 의지를 표명하고 있습니다.
재미있는 에피소드 같지만, 미국에도 감사원이 있음에도 의회가 직접 부처의 예산을 감시해 11월 23일까지 1.5조 달러의 예산삭감을 위해 결정된 위원회가 각 부처의 예산낭비사례를 꼼꼼히 들여다볼 상황이어서 각 부처가 긴장할 만한 내용입니다.
각종 예산낭비가 발생하고 있다고 생각되는 굵직굵직한 국책 사업들에 대한 국회의원들의 예산사용 자료요청에도 각 부처 및 공기업 등의 자료제출이 제대로 안 되고 있는 한국의 모습을 보면,
미국보다 우리에게 이런 제도가 더 심각하게 필요하다는 생각을 지울 수 없습니다.
그나마 스스로 잘못을 인정하고 자정능력을 발휘하고 있다는 사실은 안타깝지만,
미국의 정치수준이 우리보단 크게 우위에 있다는 증거입니다.

U.S. Justice Department agencies spent too much for food at conferences, in one case serving $16 muffins and in another dishing out beef Wellington appetizers that cost $7.32 per serving, an audit found.
“Some conferences featured costly meals, refreshments, and themed breaks that we believe were indicative of wasteful or extravagant spending,” the Justice Department’s inspector general wrote in a report released today.
The inspector general reviewed a sample of 10 Justic머핀e Department conferences held between October 2007 and September 2009 at a cost of $4.4 million, a period that included the administrations of Republican George W. Bush and Democrat Barack Obama. The Justice Department spent $73.3 million on conferences in fiscal 2009, compared with $47.8 million a year earlier, according to the report.
The muffins were served at an August 2009 conference of the Executive Office for Immigration Review and the beef Wellington was offered at a February 2008 meeting hosted by the Executive Office for U.S. Attorneys. A March 2009 conference of the Office on Violence Against Women served Cracker Jack, popcorn and candy bars at a single break, costing $32 per person, according to the report.
$5 Swedish Meatball
The report is a follow-up to one from 2007 that found the Justice Department had few controls to limit the costs of conference planning, food and beverages. That audit cited a reception that included Swedish meatballs costing $5 apiece.
In April 2008 the Justice Department issued policies and procedures designed to control conference spending.
The new report found that agencies were able to “circumvent meal and refreshment cost limits” when conferences were planned under cooperative agreements, a type of funding awarded by a Justice Department agency.
Justice Department agencies “did not adequately attempt to minimize conference costs as required by federal and DOJ guidelines,” the report said.
Gina Talamona, a Justice Department spokeswoman, said, “We agree that excessive spending of the types identified in the OIG report should not occur.”
Department agencies “have taken steps since 2009 and prior to the OIG report to ensure that these problems do not occur again,” Talamona said.
Senator Charles Grassley of Iowa, the top Republican on the Judiciary Committee, said in a statement that the Justice Department “appears to be blind to the economic realities our country is facing. People are outraged, and rightly so.”
The spending described in the report provides a “blueprint for the first cuts” that the congressional supercommittee should make, Grassley said. The panel was created in August as part of the agreement to raise the national debt limit and faces a Nov. 23 deadline to come up with recommendations for $1.5 trillion in budget savings.

법무부를 조사한 감독관은 오늘 감사보고서를 발표했는데 일부 컨퍼런스의 경우 식사와 휴식 등에 대해 비용을 많이 들인 것으로 나타났으며 우리는 이것이 과도한 예산낭비라고 보고 있다고 말했다.
2007년 10월부터 2009년 9월까지 10건의 법무부 컨퍼런스를 검토한 결과 사용된 돈은 440만 불 이었으며 이 기간은 조지 부시 대통령과 버락 오바마 대통령의 기간이 포함되어 있다. 법무부는 2009년 회계년도에 전년도 4,780만 불보다 많은 7,330만 불을 사용한 것으로 나타났다.
16불짜리 머핀은 2009년 8월 Executive Office for Immigration Review의 컨퍼런스에서 제공되었으며 7불짜리 beef Wellington은 Executive Office for U.S. Attorneys이 주최한 2008년 2월 행사에서 제공되었다. Violence Against Women 부처에서 2009년 3월에 개최한 컨퍼런스에서는 한번의 휴식시간에 크래커잭과 팝콘, 캔디바 등이 인당 32불에 제공된 것으로 나타났다.

이 보고서는 법무부가 컨퍼런스에 대한 계획을 세울 때 음식료에 대한 제한을 거의 두지 않는다는 것을 발견한 2007년 이후 처음 검토한 것이다. 이 감사에서는 개당 5불짜리 스웨덴 식 밋볼을 포함한 리셉션을 예로 들고 있다.
2008년 4월 법무부는 컨퍼런스에 대한 예산통제를 위해 이에 대한 진행 절차에 대한 부분을 발간했었다.
새로운 보고서에서는 각 부처가 법무부의 자금지원을 받는 공동협력 형태의 컨퍼런스 계획을 세울 경우 음식과 휴식시간에 쓸 수 있는 비용제한을 피할 수 있도록 되어 있다.
보고서에서는 법무부 부처들은 연방과 DOJ가이드라인에서 요구하는 컨퍼런스 비용 최소화를 시도하지 않았다고 말했다.
법무부 대변인인 Gina Talamona는 우리도 OIG보고서가 말한 형태의 초과지출이 발생하지 않았을 수 있었음에 동의한다고 말했다. 또 법무부 각 부처들이 OIG보고서가 나오기 이전인 2009년 이래 이러한 문제가 다시 발생하지 않도록 차근차근 절차를 진행 중이라고 말했다.

상원 법사위원회의 공화당 최고위원인 아이오와의 찰스 그래슬리 상원의원은 법무부가 우리나라가 직면하고 있는 경제현실을 외면한 것으로 나타났으며 국민들이 격노하고 있다고 말했다.
그로슬리는 이 보고서의 지출사례는 congressional supercommittee의 첫 번째 예산삭감을 위한 단초를 제공했다고 말했다. 이 패널은 국가부채한도를 높이면서 11월 23일까지 1.5조 달러의 예산을 절감하기 위한 조치로 설립되었다.
