가이스너, `각국의 통화가치 하락 경고'

가이스너가 각국이 자국의 경제성장을 위한 통화가치 하락을 유도해선 안되며 미국은 기축통화로서의 가치를 잃지 않기 위해 강한 달러를 유지할 것이라고 일갈했습니다.
겉으로는 굉장히 공정성을 요구하는 것처럼 보이지만 한마디로 우린 할 테니 너흰 하지 말라는 국제적 힘의 논리가 그대로 적용되는 미국의 입장입니다. 사실 국제경제에서 어느 국가도 지금까지 미국과 대등한 지위로 적용 받은 적은 거의 없었으니 새로울 것도 없습니다.

Geithner Says Countries Can't Devalue Currencies to Boost Economic Growth
Treasury Secretary Timothy F. Geithnersaid countries can’t devalue their currencies to achieve economic growth, and the U.S. envisions the dollar will remain the global reserve currency.
“The United States of America and no country around the world can devalue its way to prosperity, to competitiveness,” Geithner said today in a panel discussion in Palo Alto, California. “It is not a viable, feasible strategy and we will not engage in it.” He also said the U.S. will “work very hard to make sure that we preserve confidence in a strong dollar.”
China’s exchange-rate policy is unfair to trading partners, Geithner said. The yuan is “significantly undervalued, more so than is true of any major significant emerging-market currency,” he said in the discussion held by the Commonwealth Club, a nonpartisan public affairs forum.
The dollar rose after Geithner’s remarks. The U.S. currency traded at $1.3945 per euro at 5:19 p.m. in New York, compared with $1.3977 on Oct. 15, when it reached $1.4159, the weakest level since Jan. 26.
Geithner will travel to South Korea this week to meet with Group of 20 finance ministers and central bankers to discuss currencies, government stimulus efforts and other economic policies. The group’s political leaders, including heads of state, will hold a summit Nov. 11-12 in Seoul.
“We recognize that the U.S. plays a particularly important, special role in the international financial system because the dollar serves as the principal reserve asset of the global financial system,” Geithner said. The dollar will “not in our lifetime” cease to be the global reserve currency, he said.
Unfair to Partners
Geithner said the value of the yuan is “unfair to all of China’s trading partners, Americans and others, because it just creates a playing field that’s unbalanced” and gives Chinese companies a “huge” short-term advantage, he said.
The yuan has strengthened 2.7 percent against the U.S. dollar in the last four months. China’s central bank said June 19 it would allow greater flexibility in the yuan rate with reference to a currency basket, ending a two-year dollar peg.
Yuan forwards strengthened today on speculation China’s central bank will allow its currency to rise to help reduce the economy’s dependence on exports.
China should keep a gradual and controlled pace in re- valuing its currency, Li Daokui, an adviser to China’s central bank, said at a forum in Beijing over the weekend.

미국은 물론 어떤 나라도 경쟁을 위해 통화가치를 하락시켜서는 안 된다고 가이스너가 오늘 팔로알토에서 열린 토론에서 말했다. 또 그는 그것이 가능한 전략이 아닐뿐더러 여기에 합류하지도 않을 것이며 강한 달러를 유지하기 위해 힘든 일을 할 것이라고 말했다.
가이스너는 중국의 위안화 환율정책은 무역파트너로서 공정치 못하며 위안화는 어떤 이머징마켓의 통화보다도 더 심각하게 평가절하되어 있다고 커먼웰스 클럽 주최로 열린 토론에서 말했다.
가이스너의 발언 이후 달러는 올랐다. 달러는 오후 5:19현재 미국시장에서 유로당 1.3945불에 거래되고 있는데 10월 15일 1.3977에 비해 올랐다. 달러는 지난 6월 26일 가장 낮은 수준이었던 1.4159를 기록했었다.
가이스너는 이번 주 G20 재무장관회의와 환율 및 각국 정부의 경제부양노력에 대한 논쟁을 위해 중앙은행장들과 미팅에 참여를 위해 한국을 방문할 예정이다. G20의 정치적 리더들은 11월 11~12일에 서울에서 서밋을 진행할 예정이다.
가이스너는 우리는 글로벌 금융시스템의 기본적인 안전자산으로서의 달러의 가치로 인한 국제적인 역할의 중요성을 심각하게 생각하고 있으며 달러화는 글로벌 기축통화로서의 우리 일생 동안 잃지 않을 것이라고 말했다.

Unfair to Partners
가이스너는 위안화 가치가 무역상대국인 미국과 다른 나라들에 대해 불공정하며 이는 단기간에 거대한 이익을 중국기업들에 주기 때문에 불공정한 게임이 되기 때문이라 말했다.
지난 4개월간 위안화는 달러대비 2.7%가치가 증가했다. 중국의 중앙은행은 2년간의 달러 페그제를 끝내고 통화바스켓을 운영해 6월 19일 위안화 환율의 변동성을 높일 것이라고 말했다.
위안화 선물은 중국의 중앙은행이 중국경제의 수출의존을 줄이기 위해 환율을 높일 것이라는 기대로 강세를 띄었다.
중국중앙은행의 자문위원인 리 다오구이는 베이징에서의 포럼에서 중국은 조정 가능한 수준으로 환율의 가치조정을 진행할 것이라고 말했다.
