Sales of U.S. New Homes Unexpectedly Decline in December

Sales of new U.S. homes unexpectedly declined in December for the first time in four months, capping the slowest year on record for builders.

Purchases (NHSLTOT) of single-family properties decreased 2.2 percent to a 307,000 annual pace, figures from the Commerce Department showed today in Washington. The median forecast in a Bloomberg News survey of economists called for a rate of 321,000 home sales. Last year marked the worst year for the industry in records going back to 1963.

The threat of further price declines may be dissuading some Americans from buying a new home even with mortgage rates near all-time lows and more people finding work. Following a lull in 2011, a wave of foreclosures may hamper the recovery in real estate as more distressed properties are put on the market.

“Builders continue to contend with a number of existing homes that are deeply discounted,” said Anika Khan, an economist at Wells Fargo Securities LLC in Charlotte, North Carolina. “We’re expecting a bit of a pickup in 2012, but we won’t see a meaningful increase as long as new homes are competing with those existing homes.”

Today’s figures underscore the Federal Reserve’s view that the housing market is holding back the U.S. expansion. In 2011, builders sold 302,000 homes, down 6.2 percent from 2010. Sales in the Northeast and West were also the lowest on record, while purchases in the South were the weakest since 1966.

Stocks reversed gains after the figures. The Standard & Poor’s 500 Index fell 0.1 percent to 1,324.92 at 10:46 a.m. in New York after climbing as much as 0.6 percent earlier. The yield on the benchmark 10-year Treasury note dropped to 1.95 percent from 2 percent late yesterday.

Economists’ Projections

Projections from the 75 economists in the Bloomberg survey ranged from 309,000 to 350,000. The government revised November sales to a 314,000 rate from a previously reported 315,000.

The December decrease in new-home purchases was led by a 10.1 percent drop in the South, the biggest decline since May 2010. Sales also fell in the Midwest. Demand increased 46.7 percent in the Northeast, a rebound from the 16.7 percent decrease the previous month.

The median price of a new house purchased last month declined 12.8 percent, the biggest drop since February 2009, from December 2010 to $210,300, today’s report showed.

The supply of homes at the current sales rate increased to 6.1 months’ worth from 6 months in November. There were 157,000 new houses on the market at the end of last month, the fewest on record.

Fannie Mae

Home sales and construction will improve in 2012, contributing “modestly” to economic expansion after acting as a drag on growth since 2006, according to a Fannie Mae forecast earlier this month. Sales of new and existing homes will probably increase 3.5 percent and housing starts are projected to rise 16 percent, the group’s chief economist said Jan. 13.

Builders are becoming more optimistic. The National Association of Home Builders/Wells Fargo sentiment index rose this month to the highest level since June 2007 as sales and buyer traffic improved. Last month, they broke ground on 470,000 single-family houses at an annual rate, the most since April 2010, Commerce Department figures show.

“The economy is beginning to firm up,” Douglas Yearley Jr., chief executive officer of Toll Brothers Inc. (TOL), said in a Jan. 11 interview with Bloomberg Television. “We see more people coming out to buy. Affordability has never been better.”

New Construction

A sustained decline in the number of existing homes for sale will also support new construction. The number of properties on the market in December dropped to 2.38 million, the fewest since March 2005, the National Association of Realtors said last week. At the current sales pace, it would take 6.2 months to sell those houses, down from 7.2 months at the end of November. A range of seven months to eight months supply is consistent with stable home prices, the group has said.

There is a chance that inventory could rise, hindering more progress for new home sales. Banks may seize more than 1 million U.S. homes in 2012 after legal scrutiny of foreclosure practices slowed actions against delinquent property owners in 2011, RealtyTrac Inc., an Irvine, California-based data seller, said Jan. 12.

Sales of U.S. New Homes Unexpectedly Decline in December

bloomberg_com_20120127_165042

Economists’ Projections

Fannie Mae

New Construction

Housing sales

Grinding to a halt

Loss of a credit collapses the market

Aug 26th 2010 | Washington, dc

THERE was always some concern that the Obama administration’s attempts to prop up the housing market with a generous housing-tax credit could end badly. Opponents of the policy—worth up to $8,000 for first-time buyers—argued that it would merely move sales around, from after the deadline to before, and could produce a slump when the deadline passed. Such fears helped clear the way for an extension of the programme from its first 2009 deadline to April of this year.

Despite some effort, Congress in the end decided against a second extension. With the support of the credit gone, a period of housing-market weakness was inevitable, but the actual decline has been distressingly bad.

On August 24th the National Association of Realtors reported that sales of existing houses for the month of July—the first in which most sales were started after the deadline—fell 27% from the previous month.

Single-family houses sold at the slowest rate since 1995.

Those grim figures may not be a one-month fluke. New home sales are counted when contracts are signed, which means that July was the third month of data after the credit had expired. It was also the worst on record (the previous low came in 1981). Sales of new houses were down 32% year-on-year and down 80% from July 2005.

These rock-bottom sales figures indicate that housing markets in some cities have all but ground to a halt—despite extraordinarily low mortgage-interest rates. They may also presage a new period of declining prices. Falling prices could drive more homeowners into foreclosure, which is the last thing most markets need. At current low sales rates, it may take a decade to clear the backlog of houses owned by the banks.

If there is a bright side, it is that these numbers may force policymakers to reconsider a housing-policy approach that has clearly come up short. In the meantime, any hope that housing construction and employment may begin contributing to growth has been soundly squashed.

Loss of a credit collapses the market

U.S. Economy: Spending Increases, New-Home Sales Drop

U.S. Economy: Spending Increases, New-Home Sales Drop
(Update1)

By Timothy R. Homan and Bob Willis

Dec. 23 (Bloomberg) -- American consumers’ spending and incomes climbed in November, indicating the biggest part of the economy is poised to strengthen as the labor market recovers.

Purchases rose 0.5 percent as households took advantage of discounts on autos and electronics, figures from the Commerce Department showed today in Washington. The gain was smaller than anticipated as unseasonably warm weather depressed utility use. Another report showed new-home salesunexpectedly fell as potential buyers were discouraged by the scheduled expiration of a tax credit. The tax break was later extended.

The biggest income gain in six months helped maintain savings even as purchases improved, showing growing wages are giving consumers the wherewithal to shop at retailers such as Best Buy Co.The looming end of the tax credit and competition from mounting foreclosures may have hurt builders such as Beazer Homes USA Inc.

“The consumer isn’t really leading the recovery, the consumer is going along for the ride,” said Nigel Gault, chief U.S. economist at IHS Global Insight in Lexington, Massachusetts, who correctly forecast the gain in purchases. “As incomes improve, so will spending.” Housing “will show gradual improvement, particularly as the labor market starts to recover.”

Stocks advanced, propelled by rising shares of commodity producers as oil and copper rallied. The Standard & Poor’s 500 Index rose 0.2 percent to close at 1,120.59. The S&P Homebuilder Supercomposite climbed 0.5 percent.

Less Than Forecast

The median estimate of 72 economists surveyed called for a 0.7 percent increase in spending. Projections ranged from gains of 0.4 percent to 0.9 percent. The government revised the October increase in purchases to 0.6 percent from 0.7 percent.

The report also showed incomesclimbed 0.4 percent, the biggest increase since May, and inflation cooled. Wages and salaries grew 0.3 percent last month, the biggest gain since April.

Pay rose as firings eased and companies asked existing staff to work more hours. Payrolls dropped by 11,000 workers in November, the smallest decrease since the recession began in December 2007, and the average number of hours worked climbed by the most in six years, figures from the Labor Department showed earlier this month.

The increases in spending and incomes left the savings rateunchanged at 4.7 percent in November. The rate dropped to a record low 0.8 percent in April 2008.

Prices Steady

The report showed prices stabilized, reflecting discounting by retailers. The Federal Reserve’s preferred price measure, which is tied to spending patterns and excludes food and fuel, was unchanged in November from the previous month, the first time it didn’t increase this year.

Adjusted for inflation, spending climbed 0.2 percent in November. Outlays on services fell 0.1 percent, depressed by a 3.5 percent drop in utility bills. This November was the third warmest in 115 years of record keeping, according to the National Climatic Data Center.

Inflation-adjusted spending on durable goods, such as autos, furniture, and other long-lasting items, climbed 1.2 percent last month, and purchases of non-durables increased 0.6 percent.

Best Buy, the largest U.S. electronics retailer, is promoting discounted notebook computers and $299 flat-screen televisions to lure consumers. As a result, the Richfield, Minnesota-based company will see its gross margin decline by as much as 1 percentage point in the fourth quarter, Chief Executive Officer Brian Dunnsaid on a Dec. 15 conference call with analysts.

Sentiment Rises

Fewer job losses and discounts may be brightening consumers’ moods. The Reuters/University of Michigan final index of consumer sentimentclimbed to 72.5, less than anticipated, from 67.4 in November. The figure was lower than the preliminary 73.4 reading, reported on Dec. 11.

Sales of new houses dropped 11 percent to an annual pace of 355,000, lower than the lowest estimate of economists surveyed by Bloomberg News, the other report from the Commerce Department showed. The median sales price decreased 1.9 percent from November 2008.

Sales were projectedto climb to a 438,000 annual pace, according to the median estimate in a Bloomberg survey.

President Barack Obamaand Congress extended an $8,000 first-time buyer credit and expanded it to include current homeowners in a bid to boost demand. Still, the measure may have pulled sales forward and could result in fewer purchases in coming months, economists said.

Credit’s Influence

“The tax credit put a Band-Aid over the housing problem and in October and November we ripped it off” as it was set to expire, said Mark Vitner, a senior economist at Wells Fargo Securities LLC in Charlotte, North Carolina, who projected sales would fall. “Demand for housing is not likely to pick up on a consistent basis until we start to see some improvement in employment.”

Atlanta-based Beazer last month said orders rose 2.4 percent in the fourth quarter, and early debt repayment contributed to its first quarterly profit in three years.

“We experienced some moderation in negative market trends,” Chief Executive Officer Ian McCarthysaid in a statement. “Elevated unemployment and rising foreclosure activity make it difficult to predict when and to what extent the housing market will sustainably recover.”

U.S. Economy: Spending Increases, New-Home Sales Drop

Less Than Forecast

Prices Steady

Sentiment Rises

Credit’s Influence
