지난 10여 년간 거의 물가가 오르지 않아 디플레이션에 빠져있다고 자평하는 일본의 소비자 물가가 7월까지 3개월간 또다시 유가 하락을 이유로 0.3% 하락해 인플레이션율 1%대로 높이기 위해 정책을 펴는 일본중앙은행을 고민에 빠지게 하고 있습니다.

어제도 일본의 소비지출이 올 들어 처음으로 하락해 내수불안이 가중되고 있다는 소식을 전한 바 있는데 맥을 같이 하는 소식입니다.

GDP의 60~80%를 차지하는 일본 내수의 성장부진은 지속적인 물가하락을 가져오고 있으며 이는 어찌 보면 침체 속에서도 일본 국민이 어찌어찌 살아가는 힘이 되고 있는데 반해,

임금상승 등 정상적인 가계소득증가를 통한 내수부양엔 별 관심 없는 정부가 물가만 폭등시켜 놓은 한국은 국민들이 살아가기 정말 어려운 나라가 되어가고 있는 게 최근 수년간의 모습입니다. 취업 등 모든 사정이 하등 일본보다 나을 게 별로 없으며 사정이 이렇다 보니 이럴 바엔 디플레가 오히려 살기 낫다고 생각하는 게 무리가 아닙니다.

이건 여담입니다만 어제 한나라당 유력인사 이야기가 신문에 나왔습니다.

여러 이야기 중 비정규직 문제는 정규직이 양보해야 한다고 주장하고 있는데 수년간 언론을 통해 나왔던 이야기라 사실 같지만 그렇게 믿게 하려고 했을 뿐, 사실 같은 근로자 간 윗돌 빼 아랫돌 메우는 식으로는 절대 비정규직 문제 등 어떤 문제도 해결되지 않을 뿐 아니라 전체적인 소득 하향화를 불러 내수침체를 가속할 뿐입니다.

한국에서 왜곡되어 버린 비정규직에 대한 임금 등 차별은 정책적으로 해결해야 할 문제임이 분명합니다. 또 양당이 서로 치고받는 건 그렇다 쳐도 상대 후보 법인설립 시 가족을 이사 감사로 올렸던 것에 대해 도덕적이지 못하다고 비난하는 건 정말 중소기업 법인 설립의 현실에 대해 전혀 모르는 게 아닌가 합니다.

최근 감사선임 의무조항은 없어졌지만, 만약 이런 어리석은 주장을 현실화하겠다고 이사선임에서 가족을 배제하면 법인설립기업의 어려움만 가중시킬 뿐입니다.

실제 현실에 별로 관심 없는 이런 생각을 하는 분들이 추진하는 경제정책은 결국 양극화를 심화시킬 뿐 크게 기대할 게 없어 보이는 게 사실입니다.

inLN6l6aM53cJapan’s consumer prices fell for a third month in July, underscoring concern that the central bank is too optimistic about the outlook for achieving its 1 percent inflation goal.

Consumer prices excluding fresh food dropped 0.3 percent from a year earlier, the statistics bureau said in Tokyo today. That matched the median estimate in a Bloomberg News survey of economists. The jobless rate stayed at 4.3 percent, a government report showed.

Today’s data may reinforce doubts over the central bank’s efforts to reverse more than a decade of deflation as the European debt crisis hurts Japan’s economy by dragging down exports. Central bank Governor Masaaki Shirakawa last week said that it’s likely the inflation goal will be realized after the end of fiscal 2013.

“Japan is still in a deflationary phase,” Masayuki Kichikawa, Tokyo-based chief economist at Bank of America Merrill Lynch, said before today’s release. “The bad news is that the global slowdown has been prolonged so the BOJ will probably have to delay its time line to achieve the inflation goal.”

Oil prices decreased 8.2 percent from a year earlier in July, according to data compiled by Bloomberg. The drop was the main reason for the decline in consumer prices, Yoshiki Shinke, chief economist at Dai-Ichi Life Research Institute in Tokyo, wrote in a report before the release.

The central bank forecasts a 0.7 percent gain in consumer prices for the year starting in April 2013. The average forecast of 40 economists was a 0.18 percent increase for the same period, according to an August report by the Japan Center for Economic Research.

일본의 7월 소비자물가가 3개월째 하락했는데 이는 일본중앙은행이 1% 인플레이션 목표가 대해 너무 낙관적인 게 아니냐는 우려가 강해지고 있다.

통계청은 오늘 도쿄에서 신선식품을 제외한 소비자물가가 전년대비 0.3% 하락했다고 말했다. 블룸버그가 이코노미스트들을 상대로 조사한 예측 중앙값 결과와 동일했다. 정부보고서에서 실업률은 4.3%를 유지하고 있다.

오늘 자료는 유럽의 부채위기로 일본의 수출이 하락하고 이로 인해 일본경제를 악화시켜 디플레이션이 지속되는 것을 막으려는 일본중앙은행의 노력에 의구심을 더욱 높일 수 있다. 중앙은행장인 마사키 시라가와는 지난주에 인플레이션 목표는 2013년 회계년도 이후에 실현될 수 있을 것 같다고 말했다.

지난 20일에 연준의 베이지북이 발표되었습니다.


늦었지만 지난 20일의 베이지북을 잠시 살펴보면 내용은 지난 9월 발표자료와 크게 달라진 점이 없습니다.

올 하반기 베이지북의 내용은 미국경제의 소강상태가 지속되고 있다고 정리할 수 있습니다.



근본적인 개선 지표인 실업과 임금, 부동산 부분은 여전히 악화된 상황에 일부 산업별 지수의 자연스런 개선과 소강상태가 지속되는 상황입니다.



이런 자료를 보면서 언제나 주의할 점은 데이터는 과거의 자료일 뿐 미래를 예측하지 못한다는 점인데 추세자료로만 활용하면 될 뿐 이 자료를 바탕으로 앞으로도 계속 악화 또는 양화가 계속되리라 예상하는 건 무리입니다.

Summary*

 

Reports from the twelve Federal Reserve Districts suggest that, on balance, national economic activity continued to rise, albeit at a modest pace, during the reporting period from September to early October.

 

Manufacturing activity continued to expand, with production and new orders rising across most Districts. Demand for nonfinancial services was reported to be stable to modestly increasing overall. Consumer spending was steady to up slightly, but consumers remained price-sensitive, and purchases were mostly limited to necessities and nondiscretionary items. New vehicle sales held steady or rose during the reporting period; sales of used automobiles were strong as well. Activity in the travel and tourism sector picked up.

 

Housing markets remained weak with most Districts reporting sales below year-ago levels. Reports on prices suggested stability, however. Conditions in the commercial real estate sector were subdued, and construction was expected to remain weak. Lending activity was stable in most Districts. Agricultural conditions were generally favorable, and above-average yields were expected in most reporting Districts. Activity in the energy sector continued to expand.

 

Input costs, most notably for agricultural commodities and industrial metals, rose further. Shipping rates increased, and retailers in some Districts noted rising wholesale prices. However, prices of final goods and services were mostly stable as higher input costs were not passed on to consumers. Wage pressures were minimal.

소비지출은 조금씩 늘고 있지만 여전히 가격에 민감해 꼭 필요한 물건을 위주로 소비가 제한되어 있다.

신규자동차 판매는 정체되어 있지만 중고차의 판매는 비교적 강세를 띄고 있다. 관광부문의 활동성은 증가했다.

 

주택시장은 대부분의 지역에서 지난해 수준 이하의 판매를 보이고 있다.

가격은 대체로 안정적이지만 상업부동산부분은 여전히 하락하고 있고 건설은 여전히 약한 수준을 보이고 있다.

대부분의 지역에서 대출은 안정세를 보이고 있고 농업무문은 대부분의 지역에서 평균이상을 기대하고 있다. 에너지 부문의 활동성은 계속해서 증가하고 있다.

 

대부분의 농산물과 금속 등 원가를 차지하는 부분의 가격은 오르고 있다.

해상운용운임은 증가하고 있고 일부 지역에서 소매상들은 도매가를 올리고 다.

그러나 제품과 서비스의 가격은 소비자들에게 비용이 전가되지 않고 안정된 모습을 보이고 있다. 임금상승압력은 여전히 낮다.

미국의 재정악화 우려가 현실화 되고 이에 따라 각종 재정부양 인센티브 효과가 사라지면서 잠시 회복되는 듯 보이던 미국의 경기가 다시 하락하고 있습니다.


금주 발표되는 공식 자료이전에 블룸버그에서 조사한 자료에 따르면 미국의 소매매출이 두 달 연속 하락세를 기록할 것이며 소비자물가는 두 달째 하락, 생산자물가는 석 달째 하락해 인플레이션이 문제가 아니라 디플레이션을 걱정해야 하는 상황입니다.

금융위기의 직접적인 타격을 받았고 버블붕괴로 소비수요가 위축된 것이 큰 원인이긴 하지만 버블을 다시 살릴 순 없는 노릇이고 실업과 구조조정, 비정규직 확대 등으로 인한 가계소비급감에 대한 대책을 중장기적으로 준비해야 할 것으로 보입니다.

Retail sales in the U.S. fell in June for a second month and industrial production cooled, signs the expansion will moderate in the second half, economists said before reports this week.

Purchasesfell 0.3 percent after a 1.2 percent decline in May, according to the median estimate of 59 economists in a Bloomberg News survey ahead of figures due July 14. Production at factories, mines and utilities declined 0.1 percent last month, the Federal Reserve may report the next day.

Target Corp.and Gap Inc.were among retailers whose sales in June trailed forecasts as limited hiring and reduced housing wealth restrain spending, which accounts for 70 percent of the economy. Few price pressures and signs of slower growth encouraged Fed policy makers last month to renew a pledge to hold interest rates close to zero.

“Consumer spending is subdued and economic growth isn’t going to be as strong as we’ve had,” said Brian Bethune, chief U.S. financial economist at IHS Global Insight in Lexington, Massachusetts. “With employment still weak and asset prices under pressure, the drumbeat of downbeat news is holding things down. Inflation isn’t an issue for the Fed.”

The Commerce Department’s retail sales report will show purchases excluding automobileswere unchanged last month, according to the survey median.

Auto sales fell to an annual pace of 11.1 million vehicles last month from May, industry datashowed. General Motors Co. and Ford Motor Co., the two largest U.S. automakers, reported lower-than-anticipated sales.


European Debt Crisis

Europe’s debt crisis, which has pushed share prices lower and shaken consumer and business confidence, poses a risk to the U.S. recovery. The Standard & Poor’s 500 Indexhas fallen 11 percent from its April 23 high. The S&P Supercomposite Retailing gaugeis down 20 percent from this year’s peak on April 26.

“Less supportive” financial conditions were cited by Fed officials on June 23, when they reaffirmed forecasts for a “moderate” pace of growth and kept interest rates unchanged. Minutes of the meeting are due on July 14, and policy makers will also release their updated economic forecasts.

The outlook for household spending also reflects the waning of government incentives such as rebates to buy energy-efficient appliances that spurred retail sales earlier this year.


While an industrywide measure of sales at stores open at least a year rose in June for the 10th consecutive month, results trailed analysts’ estimates. Sales last month at 30 chains rose 3.1 percent after a 2.7 percent gain in May, Retail Metrics Inc. said on July 8. Analysts estimated a 3.5 percent increase.


Target, American Eagle

Minneapolis-based Target, the second-largest U.S. discount retailer, reported a gain that included strong demand for food and clothing and “particularly soft” purchases of electronics and music.

Teen clothing chain American Eagle Outfitters Inc.posted a drop from a year earlier compared with forecasts for an increase, and said weak sales necessitated deeper promotions. Sales were unchanged at Gap, the San Francisco-based owner of Gap, Banana Republic and Old Navy stores.


“June was a difficult month with lighter traffic than we anticipated,” Gap’s Chief Financial Officer
Sabrina Simmonssaid in a July 8 statement.

Department stores fared better last month as price cuts and record high temperatures on the East Coast pushed more shoppers into air-conditioned malls. Nordstrom Inc., J.C. Penney Co. and Macy’s Inc. topped analysts’ average estimates.


Consumer Spending Forecast

Economists trimmed projections for consumer spending this year, to an average of 2.4 percent from 2.5 percent a month ago, according to a Bloomberg monthly survey taken July 1 to July 8. They also marked down the 2010 growth estimate and said the jobless rate, which reached a 26-year high of 10.1 percent in October 2009, will average 9.6 percent this year.

Manufacturing, which has fueled the recovery that began in the middle of 2009, also is settling into a more sustainable pace as companies see less need to rebuild inventories and wait for demand to strengthen.

Economists forecast a July 15 report from the Fed will show a drop in industrial production in June after a 1.3 percent surge the previous month.

The same day, regional Fed figures are forecast to show New Yorkarea factories expanded at a slower pace in July, while manufacturing growth in the Philadelphiaregion was little changed.


Inflation receded in June, Labor Department reports are forecast to show. The consumer price index declined 0.1 percent in June after falling in May, according to the Bloomberg survey before the July 16 report. Excluding food and energy,
coreconsumer prices rose 0.9 percent from the same month in 2009, matching the smallest year-over-year gain since 1966, the survey showed.

Import pricesdeclined for a second month, while producer costswere down for the third consecutive time, reports earlier in the week may show.

지난 6월 미국의 소매판매가 두 달 연속 하락했고 산업생산도 줄어 경제확장이 하반기에는 주춤할 것이라고 이번 주 보고서가 나오기 전에 이코노미스트가 말했다.



블룸버그가 59명의 이코노미스트들을 상대로 한 조사에 따르면 구매는 지난 5월 1.2%하락한 이후 0.3%하락할 것으로 예측되었다. 공장과 광산, 시설의 생산은 지난달 0.1%감소했다고 연준의 보고서가 내일 이야기 할 것이다.



고용과 가계자산이 줄면서 경제의 70%를 차지하는 소비지출이 억제되었고 Target Corp.과 Gap Inc.과 같은 기업들의 예상 매출규모도 줄었다. 낮은 가격인상압력과 저성장신호로 인해 지난달 연방정부는 제로금리를 재확인 했다.



IHS Global Insight의 이코노미스트인 브라이언 베툰은 소비지출이 줄고 경제성장이 강력하리란 예상이 어려워졌다면서 고용은 여전히 약하고 자산가격은 하락압력 속에 있으며 인플레이션이 연준의 관심은 아니라고 말했다.



조사의 중앙값에 의하면  상무부의 소매판매 보고서는 자동차를 제외한 구매가 지난달에 변함이 없을 것이라고 예측되었다.



산업데이터를 보면 지난 5월부터 지난달까지 자동차 판매는 연 1110만대수준으로 하락했고 GM과 포드 등 기업들의 매출은 예상을 하회했다.




European Debt Crisis



소비자와 비즈니스만족도를 흔들고 저물가를 확산시키고 있는 유럽의 부채위기는 미국의 회복을 위험하게 하고 있다. S&P500지수는 4월 23일 이후 11%나 하락했다. S&P 수퍼콤포짓 소비지수는 지난 4월 26일 상한을 친 이후 20%나 하락했다.



성장률 정체로 인해 금리를 유지하기로 한 연준은 6월 23일 재정지원을 줄일 것이라고 천명했다. 7월 14일 회의에서 당국자들은 그들의 전망을 업데이트 했다.



전년도 에너지효율 가전 등에 대한 인센티브를 실시했던 것도 그러한 인센티브가 사라지자 가계소비지출에 반영되고 있다.




Target, American Eagle



미국에서 두 번째로 큰 할인점은 식료품과 의류의 수요가 강했고 전자제품과 음악의 구매가 적었다고 보고했다. 젊은이를 상대로 한 의류체인인 American Eagle Outfitters Inc.는 전년도에 비해 증가된 예상을 하락해서 공지했다. GAP, 바나나리퍼블릭, 올드네이비 등을 소유한 GAP의 매출은 변함이 없었다.



지난 7월 8일 GAP의 CFO인 사브리나 시몬스는 6월은 기대했던 것보다 어려운 달이었다고 말했다.



백화점매장은 기록적인 고온과 할인행사 등으로 고객들이 에어컨이 설치된 백화점으로 대거 몰려들었다. Nordstrom Inc., J.C. Penney Co. and Macy’s Inc.등은 애널리스트들의 평균 예상과 비슷했다.




Consumer Spending Forecast



이코노미스트들은 전달 2.5에서 2.4로 올해의 소비지출목표를 삭감했다. 2010년 성장예상 하락과 함께 2009년 10월 10.1%로 26년 만에 가장 높은 수치를 기록했던 실업률도 올해 평균 9.6%를 기록할 것이라 예측했다.



2009년 중반부터 시작된 회복의 견인차 역할을 하고 있는 이러한 추세를 지속하기 위해 제조업은 강력한 수요로 인해 재고를 다시 확충하면서 기다려야 한다는 기업들의 시각이 줄고 있다.



이코노미스트들은 연준이 산업생산이 전달 1.3%상승한 이후 6월에 하락했다고 발표할 것이라 예측했다. 지역연준 중 뉴욕지역의 공장들은 7월 더 느린 확장추세를 기록한 반면 필라델피아 지역의 제조업 성장률은 거의 변화가 없었다.



지난 6월 노동부 자료를 보면 인플레이션 우려는 가라앉고 있다 소비자물가지수는 지난 5월 하락 이후 6월에도 0.1%하락했다. 음식과 에너지를 제외한 핵심 소비자물가는 2009년 동월에 비해 0.9%상승했으며 연단위 증가추세로는 1966는 이래 가장적은 증가세이다.



수입물가는 2개월째 하락했으며 생산자물가는 석 달 연속 하락했다고 금주 발표되는 보고서에서 볼 수 있을 것이다.

일본경제가 최근의 중국 등의 수요증가로 인한 수출증가세에도 불구하고 내수소비증가에 어려움을 겪으면서 1분기 GDP성장률이 예상치 보다 낮아 일본중앙은행에 대한 일본정부의 압력이 가중될 것이라는 소식입니다.

 

 

 

전세계 많은 국가에서 그렇듯, 부양의 마지막 효과를 보고 있는 일본도 최근 물가하락세가 진정되는 등 경제에 건전한 시그널이 감지되고 수출증가효과로 일부에선 노동시장이나 임금도 개선을 기대하고 있는 눈치입니다.

 

 

 

그러나 여전히 많은 기업에서 장기적 불확실성으로 인해 투자에 대해 소극적인 입장이며 이에 따라 노동시장이나 소비에 획기적인 개선을 기대하기 어려운 상황입니다.

 

 

 

장기적 전망이야 어떻든 그나마 최근의 수출호조로 인한 성장률 상승으로 한숨을 돌린 하토야마 정부입장에서는 어쩔 수 없이 부양에 매달릴 수 밖에 없는 안타까운 상황입니다.

Japan’s economy grew less than forecast in the first quarter as an export-led recovery failed to stoke consumer spending, putting pressure on the central bank to do more to end deflation as it begins a two-day meeting.
 
 

Gross domestic product rose 4.9 percent in the three months to March at an annualized rate, up from 4.2 percent in October to December, the Cabinet Office said in Tokyo today. Unadjusted for price changes, so-called nominal GDP gained 1.2 percent on a quarterly basis, the most in a decade, as trade rebounded.

 

 

Stocks fell and Finance Minister Naoto Kan said he expects the Bank of Japan to support an economy that’s not yet in a self-sustained recovery. The comeback in world trade, spurred by China’s demand, is helping countries across Asia, with Singapore today reporting GDP jumped an annualized 38.6 percent and Taiwan forecast to say its expansion accelerated in the first quarter.

 

 

“As long as demand from emerging economies remains strong, Japan’s economy will stay on a recovery track,” said Hiroaki Muto, a senior economist at Sumitomo Mitsui Asset Management Co. in Tokyo. The direction of overseas economies poses “a major risk factor,” he said after Europe’s debt crisis has deepened concern about the durability of global growth.

 

 

Japan’s benchmark Nikkei 225 Stock Average dropped 0.7 percent to 10,113.50 at the lunch break in Tokyo, bringing its slide in the past month to 7.2 percent. Against the euro, the yen strengthened to 113.14. Its 11 percent climb versus the European currency in the past month threatens to make its exports to the region more costly.

 

 

 

Nissan, Tokyo Electron

 

 

In the first quarter, companies from Nissan Motor Co. to Tokyo Electron Ltd. reaped the benefits of the trade recovery as they forecast higher profits and spending. The rebound also did start feeding into wages and the labor market. Earnings rose for the first time in 22 months in March and the ratio of job openings to applicants advanced for a third month.

 

 

Consumer spending rose 0.3 percent in the first quarter, slowing from the previous period’s 0.7 percent gain, today’s report showed.

 

 

“The data raises concern about the outlook for consumption” as fiscal stimulus efforts wear off, said Muto at Sumitomo Mitsui. “The improvement in wages is still lagging behind and failing to take over the role of locomotive.”

 

 

Business spending gained 1 percent, less than the fourth quarter’s 1.3 percent. Housing investment climbed 0.3 percent, the first increase in five quarters.

 

 

The 4.9 percent annualized growth rate followed a revised 4.2 percent expansion in the previous quarter, today’s report showed. The median forecast of 21 economists surveyed by Bloomberg News was for a 5.5 percent gain in GDP last quarter.

 

 

 

 

Bring Inflation Back

 

 

Tokyo Electron said last week that it would return to profit this fiscal year and more than double capital spending to 35 billion yen. Nissan, Japan’s third-largest automaker, forecast profit will more than triple this fiscal year as auto demand recovers in North America and sales grow in China.

 

 

“The best thing Japan can do is to bring inflation back to their economy,” Huw McKay, a senior international economist at Westpac Banking Corp. in Sydney, said in a Bloomberg Television interview. Sustained nominal GDP growth will help stoke inflation expectations and start to narrow the nation’s fiscal deficit, he also said.

 

 

Aeon Co., Japan’s second-biggest retailer, said in April that it would cut prices of as many as 500 products. The Chiba- based company forecasts profit will rise as much as 22 percent this fiscal year as cost reductions offset weak consumer outlays.

 

 

 

Price Declines Moderate

 

 

Price declines in Japan did moderate last quarter, with the domestic demand deflator falling 1.9 percent, the smallest drop in a year, today’s report showed. From the previous three months, it rose for the first time in seven quarters.

 

 

“This suggests Japan is passing through the worst phase of deflation, although it will take time until the nation fully overcomes it,” said Takahide Kiuchi, chief economist at Nomura Securities Co. in Tokyo. “Deflationary pressure is easing gradually.”

 

 

Faster growth would provide some relief for Prime Minister Yukio Hatoyama, whose public support has tumbled ahead of an upper-house election to be held in July.

 

 

Kan’s remarks in a press briefing in Tokyo today indicated the government will maintain pressure on the Bank of Japan to take more action. The central bank, which starts a two-day policy meeting today, will probably keep the benchmark interest rate at 0.1 percent, all 16 analysts said in a separate survey.

 

 

Kan, who is also deputy prime minister, said that he expects the Bank of Japan to support the economy with “flexible and appropriate” policy and that officials must be “cautious” about calling the recovery self-sustaining.

 

 

“The BOJ’s unlikely to change their policies as a result of the GDP report,” Kyohei Morita, chief economist at Barclays Capital in Tokyo, said before the report. “As long as deflation continues, the government’s going to continue demanding more from the BOJ to beat deflation.”

 

 

Governor Masaaki Shirakawa’s board pledged to help lenders provide credit at its previous meeting in April. The bank may announce an outline of the lending plan at this week’s meeting, according to six of 16 economists surveyed by Bloomberg.

일본의 수출주도의 경제회복이 1분기 소비를 불러일으키는데 실패하여 성장이 예상보다 적게 이루어짐에 따라 정부는 디플레이션을 끝내기 위해 중앙은행에 더 많은 압력을 행사할 것이다.

 

 

3월 까지 1분기 GDP성장율은 연 4.9%로서 작년 4분기 4.2%보다는 높다고 정부당국자는 말했다.

 

nominal GDP라고 불리는 물가변동을 적용하지 않은 수치는 무역이 살아남에 따라 10년간 최대인 분기 1.2%상승을 기록했다.

 

 

주가는 하락했는데 재무부장관인 나오토 칸은 경제가 아직 자생적 회복을 하지 못하므로 중앙은행이 경제에 더 많은 지원을 하길 기대한다고 말했다. 중국의 수요증가로 인한 세계 무역회복은 아시아 전역에 도움을 주고 있으며 오늘 싱가폴의 보고서에 따르면 GDP는 38.6%증가했고 대만은 1분기에 성장이 가속화 되었다고 말했다.

Westpac Banking Corp.의 국제 이코노미스트인 Huw McKay는 블룸버그 tv인터뷰에서 일본이 할 수 있는 최선은 인플레이션을 일으키는 것이며 nominal GDP성장 지속은 기대인플레이션을 높이는데 도움을 주고 국가의 재정적자를 줄이는데 도움을 줄 것이라고 말했다.

 

일본의 두 번째 소매기업인 Aeon Co.는 지난 4월 500개 이상의 품목의 가격을 인하했다. Aeon Co.는 비용감소로 인해 이번 회계년도 이익이 22%이상 상승할 것이라고 말했다.

최근 각국의 수출이 늘고 경제가 살아나는 듯한 모습을 보이는 이유 중 큰 것이 중국의 수요확대와 기업들의 비용절감이며 일본의 경우도 마찬가지 인데, 최근 중국의 버블위험이 커지면서 경기부양을 위해 취했던 환율, 통화, 재정정책을 일부 조정하려는 분위기가 급격히 나타나고 있습니다.

 

 

정부의 경기부양이 지속적인 효과를 가지지 못한다는 사실은 이미 누구나 알고 있는 사실이고, 각국이 더 이상 투하할 재정이 부족한 상황에서 중국마저 발을 빼기 시작한다면 오랜만에 들려오는 각국의 수출확대와 성장확대 전망들이 또다시 암울해 질 가능성은 언제든 상존합니다.

 

 

이럴 때 버블을 만들어 성장하는 경제가 아닌 미래를 대비하는 경제체질로 바꾸는 정책을 좀 더 연구하는 게 좋을 텐데, 여전히 기업투자가 적으니 버블을 키워서라도 성장하자는 정책에 정부가 매달려 있는걸 보면 안타깝습니다.

March 11 (Bloomberg) -- Japan’s economy expanded less than initially estimated in the fourth quarter as companies pared spending and stockpiles as deflation deepened.

 

Gross domestic product rose at an annual 3.8 percent pace, slower than the 4.6 percent reported in preliminary figures last month, the Cabinet Office said today in Tokyo. The GDP deflator, a gauge of price trends, fell a record 2.8 percent.

 

The report suggests business spending remains the weak link of an economic recovery that has begun to spread from exporters to households. Renewed demand in Asia is helping Japanese companies such as Canon Inc. and Honda Motor Co., which may minimize an economic slowdown in the coming months as government stimulus measures fade.

 

“A rebound in capital investment is key for Japan’s economy to regain momentum,” said Mari Iwashita, chief market economist at Nikko Cordial Securities Inc. in Tokyo. “While declines in investment are coming to a halt, it’s hard to tell when companies will start to beef up spending again.”

 

The yen traded at 90.46 per dollar at 9:47 a.m. in Tokyo from 90.40 before the report. The Nikkei 225 Stock Average rose 0.7 percent.

 

The median estimate of 29 economists surveyed by Bloomberg News was for 4 percent growth on an annualized basis. The economy grew 0.9 percent in the fourth quarter from the previous three months, slower than the 1.1 percent first reported.

 

 

‘Receded Slightly’

 

“Concerns about a double-dip recession have receded slightly,” Keisuke Tsumura, a parliamentary secretary at the Cabinet Office, told reporters in Tokyo. “There are budding signs for self-sustained recovery.”

 

Private inventory shaved 0.1 percentage point from growth, after the initial report showed it added to GDP, the main reason for today’s revision. Automakers may have responded to higher demand by paring stockpiles, Tsumura said. Capital spending rose 0.9 percent in the three months through December from the previous quarter, compared with a 1 percent increase estimated last month.

 

About a third of factory capacity is sitting idle and falling prices are squeezing profit margins, prompting companies such as Sony Corp. to cut costs to protect their earnings. Sony last month narrowed its forecast for a net loss, saying it is approaching its target of trimming 330 billion yen ($3.7 billion) in costs by eliminating jobs and shutting factories.

 

 

Providing Incentives

 

The government has been providing incentives to buy energy- efficient cars and home appliances. Prime Minister Yukio Hatoyama unveiled a 7.2 trillion yen stimulus package in December. Consumer spending, which makes up about 60 percent of the economy, climbed 0.7 percent, unchanged from the initial report, the government said today.

 

An increase in household outlays may not last as government stimulus measures fade and a shortfall in demand keeps suppressing prices, said Hiroshi Watanabe, a senior economist at Daiwa Institute of Research in Tokyo. “The stimulus program gives a one-shot boost to the economy, but it won’t substantially increase consumer spending,” he said.

 

Finance Minister Naoto Kan last week renewed calls for the Bank of Japan to help arrest deflation, saying he hopes prices will rise this year. Bank of Japan Deputy Governor Hirohide Yamaguchi said last month that prices may not be improving as quickly as he had expected.

The drop in the GDP deflator, the broadest measure of prices in the economy, was the largest since comparable data were made available in 1955. The government initially reported a 3 percent decline in the gauge.

 

 

‘Worst-Case Scenario’

 

“The deflator number really is terrible at the moment,” said Richard Jerram, chief economist at Macquarie Securities Ltd. in Tokyo. “The worst-case scenario is that if you never get out of deflation, you’re running an economy with interest rates that are persistently too high, which damages growth and also makes it impossible to stabilize public finances.”

 

The government’s options to combat falling prices have been limited by its swelling debt burden, the largest in the industrialized world. Kan said yesterday maintaining fiscal discipline is a significant challenge for policy makers. The central bank has kept the benchmark interest rate at 0.1 percent since December 2008.

 

Still, some companies are benefiting from rebounding demand in Asia, particularly China, the world’s fastest-growing major economy and Japan’s biggest overseas market. Canon, the world’s biggest camera maker, forecasts sales volume will rise 10 percent in China this year, Masaya Maeda, director of the company, said this week. Honda Motor’s sales in China rose 40 percent in February from a year earlier.

 

Exports increased 5 percent from the previous quarter, unchanged from the preliminary figures. Net exports, or shipments minus imports, added 0.5 percentage point to growth, the same as last month’s reading.

 

Some reports for January indicate the export revival is filtering to workers. The unemployment rate dropped to a 10- month low of 4.9 percent and wages climbed for the first time in 20 months.

보고서는 경기회복분위기가 수출에서 가계로 확산되기 시작하고 있지만 기업투자가 여전히 약한 상황이며 아시아로부터의 수요 재창출이 캐논과 혼다 같은 기업들에 도움을 주고 있어 정부의 부양수단이 사라지면서 나타나는 경제둔화는 최소화될 것으로 본다고 전했다.

 

Nikko Cordial Securities Inc.의 이코노미스트인  Mari Iwashita는 자본투자확대가 일본경제를 다시 일으키는데 중요한 역할을 할 것이며 투자감소가 끝나더라도 언제쯤 다시 기업들의 투자가 늘어날지는 말하기 어렵다고 말했다.

 

엔화는 도쿄 시장에서 아침 9:47 현재 달러당 90.46엔에 거래되고 있는데 보고서 발표 전엔 90.40엔에 거래되었다. 니케이 225주식평균은 0.7%상승했다.

하락하는 물가와 싸우기 위한 정부의 옵션은 세계에서 가장 큰 산업화된 국가에 과도한 부채부담을 불러오게 되어 제한된다. 어제 나오토 칸은 재정억제지속은 의원들에겐 중대한 도전이라고 말했다. 중앙은행은 2008년12월 이래 0.1%의 금리를 계속 유지하고 있다.

 

그러나 일부 기업들은 아시아, 특히 세계에서 가장 빠르게 성장하고 있으며 일본의 최대 해외시장인 중국으로부터의 수요회복으로 인해 다시 이익이 늘고 있다. 세계최대 카메라 제조업체인 캐논은 올해 중국에서의 매출규모가 10%이상 상승할 것으로 보고 있다고 회사의 이사인 Masaya Maeda가 이번 주에 말했다. 2월에 혼다 자동차의 중국 내 매출은 작년 초 대비 40%상승했다.

일본의 실업률이 지난 12월 5.2%에서 1월 4.9%로 하락했다고 통계청이 발표했습니다. 보도자료상에 그 요인에 대해서는 자세히 기술되지 않았기 때문에 이런저런 이유를 생각해 볼 수 있겠지만 지금 같은 시기에 무역수지가 일부 줄고 늘고, 실업률이 일부 오르락내리락하는 것에 큰 의미를 둘 필요는 없어 보입니다.


일반적으로 경기후행을 한다고 알려진 고용에 대한 신규일자리 지표가 일부 개선되는 모습이지만 문제는 높은 임금을 받는 양질의 일자리가 상대적으로 줄어들어 가계소득이 개선되지 않고 결국 기업실적 하락으로 이어지는 악순환의 고리를 타고 있다는 것입니다.


어제 일본 3대 은행 중 하나인 미즈호 은행이 내년부터 신규 졸업자에 대한 고용을 30%이상 줄이겠다는 발표하는 등 신규고용 소식 이상으로 들려오는 기업의 감원 소식에 가계는 쉽사리 지갑을 열기 힘든 상황이며 이러한 현상은 비단 일본 뿐 아니라 미국, 우리나라에서도 나타나고 있습니다.

March 2 (Bloomberg) -- Japan’s unemployment rate unexpectedly fell in January.

 

The jobless ratedropped to 4.9 percent from a revised 5.2 percent in December, the statistics bureau said today in Tokyo. The median forecast of 25 economists surveyed by Bloomberg News was for the rate to be unchanged from a preliminary 5.1 percent.

 

A decline in the unemployment rate is one of the first signs that a rebound in exports is starting to benefit workers, whose job prospects falter last year during Japan’s worst postwar recession. It may still be too early to expect “clear improvements” in the labor market because companies still have excess workers, said economist Tatsushi Shikano.

 

“The job market is no longer worsening,” Shikano, senior economist at Mitsubishi UFJ Securities Co. in Tokyo, said before today’s report. “But I’m afraid the recovery from here will be weak.”

 

The unemployment figures were revised to reflect a change in seasonal adjustments, the government said. Household spending climbed 1.7 percent in January, a separate report showed today.

 

In other signs the labor market is past its worst, the job- to-applicant ratiorose to 0.46, meaning there are 46 positions for every 100 candidates, the Labor Ministry said today.

 

Historical figures revised to reflect new seasonal adjustments showed it was the first increase since September.

 

The same report showed there were 85 newly advertised jobs in January for every 100 people who started looking for a job that month, marking a second monthly increase. Analysts regard the gauge as a leading indicator of employment.



Prolonged Stagnation


Even so, Japan is likely to see a prolonged stagnation in employment because of deflation, Tetsufumi Yamakawa, chief Japan economist at Goldman Sachs Group Inc., wrote in a report. Slumping prices are squeezing profit margins, requiring firms to slash costs, he said.

 

Consumer prices excluding food and energydropped 1.2 percent in January, matching December’s record decline, the government said last week. Finance Minister Naoto Kanrenewed calls on the Bank of Japan to help arrest deflation yesterday, saying he hopes prices will rise this year, while Financial Services Minister Shizuka Kameisaid the bank could underwrite government debt to fund fiscal stimulus needed to support the economy.

 

Nisshinbo Holdings Inc.said last month it will eliminate 150 positions at its Nisshinbo Industries unit as it aims to reduce its domestic facilities. Business deteriorated as a result of falling prices, according to the maker of textiles and chemical products.

 

Best Denki Co., a consumer electronics retailer, said yesterday it will shut 63 stores by February 2012 and is in talks with its labor union to cut jobs. The company may pare about 1,000 jobs, or 20 percent of its workforce, through an early retirement program and a reduction in new hiring, Kyodo News reported yesterday, citing unidentified sources.

 

Others are trimming their hiring plans. Mizuho Financial Group Inc., Japan’s third-largest bank by market value, has announced that it will hire 34 percent fewer graduates for the fiscal year starting April 2011.

Japan’s Unemployment Rate Unexpectedly Falls to 4.9%


일본의 1월 실업률이 예상보다 크게 감소했다.


오늘 도쿄의 통계청이 밝힌 자료에 따르면 실업률은 지난 12월 5.2%에서 4.9%로 하락했다. 블룸버그에서 25명의 이코노미스트를 상대로 한 사전조사에 따르면 실업률은 5.1%정도에서 거의 변화가 없을 것으로 조사되었었다.


이러한 실업률의 감소는 지난해 최악의 경기침체를 겪는 동안 어두웠던 일자리전망을 가지고 있던 근로자들에게 수출증가로 인한 이득이 되기 시작한 첫 번째 신호 중 하나이다. 그러나 이코노미스트인 Tatsushi Shikano는 기업들이 여전히 근로자 과잉상태이기 때문에 노동시장이 명확하게 개선되길 기대하긴 아직 너무 이르다고 말했다.


그는 노동시장이 더 이상 악화되지는 않을 것이지만 약한 회복세가 지속되리란 사실이 두렵다고 말했다.


정부관계자는 실업률 통계는 계절적 요인을 반영한 수치이며 다른 보고서는 가계지출은 지난 1월 1.7%증가했다고 말했다.


노동시장이 최악의 상황은 지났다고 하는 또 다른 사인은 일자리/지원자 비율이 0.46으로 증가했다고 노동부장관이 오늘 말했다. 이것은 46개의 일자리에 대해 100명의 지원자가 있다는 것이다.


같은 보고서에서 지난 1월 100명의 구직자에 대해 85개의 신규 일자리가 홍보되었으며 이것은 두 달째 증가한 것이다. 애널리스트들은 이것을 고용시장의 주요 지표로 인식한다.



Prolonged Stagnation


그렇지만 골드먼삭스의 Tetsufumi Yamakawa 이코노미스트는 그가 쓴 보고서를 통해 디플레이션 때문에 고용시장 침체가 장기화될 것이라 예상하고 있다. 물가하락은 기업의 이익을 줄이고 이것은 다시 기업의 비용절감으로 이어진다는 것이다.


음식과 에너지를 제외한 소비자물가는 지난 1월에 12월에 비해 1.2%하락했다고 정부는 지난주 말했다. 나오토 칸 재무부 장관은 어제 디플레이션을 막기 위해 일본중앙은행에 도움을 재 요청하면서 올해 물가가 오르기를 기대한다고 말했다. 또한 금융서비스장관인 Shizuka Kamei는 경제를 부양하는데 필요한 정부 채를 은행이 인수할 수 있다고 말했다.


지난달 Nisshinbo Holdings Inc.는 국내 설비의 감소를 위해 Nisshinbo 산업에서 150명의 일자리를 줄일 것이라 발표했다. 섬유와 화학업종에 따르면 물가하락의 결과 사업성이 악화되고 있다.


소비자 전자제품 소매업자인 Best Denki Co.는 어제 2012년 2월 까지 63개 점포를 폐쇄하고 노동조합에 감원을 통보했다. 회사는 전체인력의 20%인 1,000명을 감원할 계획이며 조기퇴직프로그램과 신규고용감축을 진행할 것이라고 확인되지 않은 소식통을 인용해 교도통신이 어제 보도했다.


다른 곳에서도 고용계획 축소가 이루어지고 있는데 일본에서 3번째로 큰 은행인 Mizuho Financial Group Inc.은 2011년 4월 회계년도부터 졸업생에 대한 고용을 34%축소할 것을 발표했다.
