저임금을 이유로 생산기지를 옮긴 많은 기업들이 다시 돌아오고 있다는 내용으로 이번 주 이코노미스트 지에서 가장 읽을 만한 기사라 소개해 보고자 합니다.

 

 

BCG의 할 시르킨은 최근 중국에서 새로운 공장을 증설하려는 미국의 다국적기업들에게 중국 이외에 다른 지역을 제안하고 있으며 글로벌 이머징 마켓의 인건비등 각종 비용이 상승하고 있는 상황에서 미국의 소비자에게 공급하기 위한 기업이라면 생산기지를 다시 자국으로 이전하는 게 유리해질 것이라 예상하고 있습니다.

 

 

이에 대한 근거로 2005년부터 2010년까지 중국의 인건비가 69%나 상승했음을 들고 있고 이런 추세라면 2015년엔 미국으로의 공급을 위한 기업일 경우 미국에서 생산하나 중국에서 생산하나 별 차이가 없을 것이란 설명과 캐터필러 사등 다양한 다국적기업이 생산공장을 중국 등지에서 미국으로 옮기고 있다는 사례를 덧붙이고 있습니다.

 

 

또한 총 생산비용에서 인건비가 차지하는 비중이 작거나 줄어들고 있으며, 물류비용의 증가나 아시아의 전염병, 지진 등 각종 불확실성으로 인한 잠재위험 등을 고려할 때 자국과 가까운 곳이 유리하리란 주장이 설득력을 얻고 있습니다.

 

 

물론 향후 이머징 마켓의 수요가 급격히 상승하여 생산기지가 아닌 시장으로서의 입지가 강화되리란 사실과 임금상승과 함께 노동생산성이 함께 높아지고 있다는 점은 다국적기업의 생산기지가 전부 자국으로 이동하지 않을 것이란 반대되는 사실도 말해줍니다.

 

 

이러한 전문가들의 견해는 기업입장에 따라 선택이 달라질 뿐 두 가지 상반된 견해가 모두 맞다 말할 수 있으며, 향후 미국이 제조업을 키우려 들것이기 때문에 미국 내 제조업에 대한 투자는 늘어날 것이란 예상이 가능하지만 그렇다고 해외에 나가있는 기업들이 잠재시장을 버리고 모두 미국으로 백 할 가능성은 별로 없습니다. 명색이 다국적 기업이라면 말이죠..

 

 

아무튼 이번 소식에서도 확인할 수 있는 가장 중요한 사실은 이제 더 이상 저임금만 보고 생산기지 이전을 생각해선 앞으론 지구상 어디서도 답이 없다는 것입니다.

“WHEN clients are considering opening another manufacturing plant in China, I’ve started to urge them to consider alternative locations,” says Hal Sirkin of the Boston Consulting Group (BCG). “Have they thought about Vietnam, say? Or maybe [they could] even try Made in USA?” When clients are American firms looking to build factories to serve American customers, Mr Sirkin is increasingly likely to suggest they stay at home, not for patriotic reasons but because the economics of globalisation are changing fast.

 

Labour arbitrage—taking advantage of lower wages abroad, especially in poor countries—has never been the only force pushing multinationals to locate offshore, but it has certainly played a big part. Now, however, as emerging economies boom, wages there are rising. Pay for factory workers in China, for example, soared by 69% between 2005 and 2010. So the gains from labour arbitrage are starting to shrink, in some cases to the point of irrelevance, according to a new study by BCG.

 

“Sometime around 2015, manufacturers will be indifferent between locating in America or China for production for consumption in America,” says Mr Sirkin. That calculation assumes that wage growth will continue at around 17% a year in China but remain relatively slow in America, and that productivity growth will continue on current trends in both countries. It also assumes a modest appreciation of the yuan against the dollar.

 

The year 2015 is not far off. Factories take time to build, and can carry on cranking out widgets for years. So firms planning today for production tomorrow are increasingly looking close to home. BCG lists several examples of companies that have already brought plants and jobs back to America. Caterpillar, a maker of vehicles that dig, pull or plough, is shifting some of its excavator production from abroad to Texas. Sauder, an American furniture-maker, is moving production back home from low-wage countries. NCR has returned production of cash machines to Georgia (the American state, not the country that is occasionally invaded by Russia). Wham-O last year restored half of its Frisbee and Hula Hoop production to America from China and Mexico.

 

BCG predicts a “manufacturing renaissance” in America. There are reasons to be sceptical. The surge of manufacturing output in the past year or so has largely been about recovering ground lost during the downturn. Moreover, some of the new factories in America have been wooed by subsidies that may soon dry up. But still, the new economics of labour arbitrage will make a difference.

 

Rather than a stampede of plants coming home, “higher wages in China may cause some firms that were going to scale back in the US to keep their options open by continuing to operate a plant in America,” says Gary Pisano of Harvard Business School. The announcement on May 10th by General Motors (GM) that it will invest $2 billion to add up to 4,000 jobs at 17 American plants supports Mr Pisano’s point. GM is probably not creating many new jobs but keeping in America jobs that it might otherwise have exported.

 

Even if wages in China explode, some multinationals will find it hard to bring many jobs back to America, argues Mr Pisano. In some areas, such as consumer electronics, America no longer has the necessary supplier base or infrastructure. Firms did not realise when they shifted operations to low-wage countries that some moves “would be almost irreversible”, says Mr Pisano.

 

Many multinationals will continue to build most of their new factories in emerging markets, not to export stuff back home but because that is where demand is growing fastest. And companies from other rich countries will probably continue to enjoy the opportunity for labour arbitrage for longer than American ones, says Mr Sirkin. Their labour costs are higher than America’s and will remain so unless the euro falls sharply against the yuan.

 

 

There’s no place like home

 

The opportunity for labour arbitrage is disappearing fastest in basic manufacturing and in China. Other sectors and countries are less affected. As Pankaj Ghemawat, the author of “World 3.0”, points out, despite rapidly rising wages in India, its software and back-office offshoring industry is likely to retain its cost advantage for the foreseeable future, not least because of its rapid productivity growth.

 

Nonetheless, a growing number of multinationals, especially from rich countries, are starting to see the benefits of keeping more of their operations close to home. For many products, labour is a small and diminishing fraction of total costs. And long, complex supply chains turn out to be riskier than many firms realised. When oil prices soar, transport grows dearer. When an epidemic such as SARS hits Asia or when an earthquake hits Japan, supply chains are disrupted. “There has been a definite shortening of supply chains, especially of those that had 30 or 40 processing steps,” says Mr Ghemawat.

 

Firms are also trying to reduce their inventory costs. Importing from China to the United States may require a company to hold 100 days of inventory. That burden can be handily reduced if the goods are made nearer home (though that could be in Mexico rather than in America).

 

Companies are thinking in more sophisticated ways about their supply chains. Bosses no longer assume that they should always make things in the country with the lowest wages. Increasingly, it makes sense to make things in a variety of places, including America.

시르킨은 2015년쯤이 되면 제조업체들에겐 미국 내 소비를 위한 생산에 있어 미국과 중국의 차이가 사라질 것이라고 말했다. 임금상승은 중국에서 올해 17%가까이 계속 상승할 것이지만 여전히 미국에 비해서는 낮은 수준이다. 생산성은 현재 양국에서 지속적으로 증가하고 있다. 또한 달러대비 위안화 가치가 점차 강세를 띨 것이다.

 

2015년은 멀지 않았다. 공장들은 짓는데 시간이 걸리고 장치 운반하는 데도 수년이 걸릴 수 있다. 그래서 기업들은 오늘날 향후 생산지역을 미국과 가까운 곳에서 찾을 계획을 하고 있다. BCG의 일부 기업들의 사례에서 이미 공장과 일자리가 미국으로 돌아오고 있다. 땅을 파거나 미는 차량을 생산하는 캐터필러 사는 굴착기의 생산의 일부를 해외에서 텍사스로 옮겼다. 미국에서 가구를 만들고 있는 샤우더는 생산기지를 저임금 국가에서 미국으로 옮기고 있다. NCR은 현금인출기계의 생산을 조지아로 다시 옮겼다. 지난해 웜오는 프리스비와 훌라후프의 생산 중 절반을 중국과 멕시코에서 미국으로 옮겼다.

 

BCG는 미국에서 제조업의 르네상스가 일어날 것으로 예측했다. 여기에는 회의적인 시각들도 있다. 지난해 제조업생산증가는 지난 수년간 하락했던 것들이 회복되는 것이었을 뿐이고 게다가 미국 내 신규 공장들 중 일부는 정부보조에 의한 것인데 이런 자금은 금새 동날것이다. 하지만 여전히 노동이동의 새로운 경제는 차이를 만들어낼 것이다.

 

공장들이 미국으로 다시 우르르 돌아오기 보다는 중국에서의 임금상승이 미국에서의 규모를 줄일 계획에 있던 일부 기업들이 미국에서의 생산을 그대로 유지하도록 하도록 할 수 도 있다고 하버드 비즈니스 스쿨의 게리 피사노는 말했다. 지난 5월 10일 GM이 향후 17개 미국공장에 20억불을 투자해 4,000명의 일자리를 늘릴 것이라고 발표한 것도 피사노의 견해를 지원하고 있다. GM은 아마도 많은 신규 일자리를 만들어내진 않겠지만 미국 내 일자리를 유지하긴 할 것이다.

 

중국의 임금이 크게 증가하더라도 일부 다국적 기업들은 많은 일자리를 다시 미국으로 가져오기 어려울 것이라는 사실을 발견할 것이라는 피사노는 주장했다. 소비자가전 같은 일부 부문에서 미국은 더 이상 공급기지나 인프라스트럭쳐를 필요로 하지 않는다. 기업들은 저임금국가로 생산기지를 옮기면서도 거의 돌이킬 수 없다는 사실을 깨닫지 못했다고 피사노는 말했다.

 

많은 다국적기업들은 그들의 신규 공장들을 이머징 마켓에서 짓게 될 것이다. 미국으로의 수출이 아니더라도 이머징 마켓 자체의 수요가 빠르게 늘어나고 있기 때문이다. 그리고 다른 선진국들의 기업들은 이런 국가들에서 미국보다는 더 길게 노동이동을 통한 수익기회를 지속적으로 즐길수 있을 것이라고 시르킨은 말했다. 그들의 노동비용은 미국의 것보다 더 높고 위안화에 대해 유로화가 크게 하락하지 않는 한 이런 상황은 지속될 것이라고 시르킨은 말했다.

 

 

There’s no place like home

 

노동이동으로 인한 기회는 중국과 기본적인 제조업분야에서 빠르게 사라지고 있다. 다른 분야와 국가들은 아직 영향이 적다. “World 3.0”의 저자인 Pankaj Ghemawat은 인도의 임금이 급격히 상승하고 있지만 그것은 소프트웨어와 지원사업 부문이고 생산성이 급격히 상승하는 이유로 향후에도 비용적으로 상당한 이익을 얻을 수 있다고 말했다.

 

그렇다 하더라도 선진국을 중심으로 증가하고 있는 다국적기업들은 자국에서 가까운 곳에서 그들의 사업을 하는 것이 더 이익이 된다는 사실을 보기 시작했다. 많은 제품생산에서 노동은 총 비용에서 차지하는 비중이 작거나 줄어들고 있다. 복잡한 공급 망들이 해외에 설치되는 것은 많은 기업들이 알고 있는 것보다 더 위험할 수 있다. 유가 상승으로 운송비가 증가했다. SARS같은 전염병이 아시아를 휩쓸거나 일본에서 일어난 지진으로 인해 공급 망이 망가졌다. Ghemawat은 공급 망을 작게 생각하더라도 전체 생산에서 30~40단계의 진행을 거친다고 말했다.

 

기업들은 또한 그들의 재고비용을 줄이기 위해 노력한다. 중국으로부터 미국으로 수입하기 위해 기업은 약 100일간 물품을 보관해야 한다. 이런 부담은 만약 상품이 자국과 가까운 곳에 위치한다면 상당부분 줄어들 수 있다.(이 때문에 생산시설이전은 미국보다는 차라리 멕시코가 될 수 있다.)

 

기업들은 그들의 공급 망을 관리하기 위해 더 나은 방법을 생각하고 있다. 기업대표들은 더 이상 저임금 국가에서 만들어야 한다고만 생각하진 않는다. 미국을 포함한 다양한 지역을 고려하는 상황이 증가하고 있다.

일본경제가 최근의 중국 등의 수요증가로 인한 수출증가세에도 불구하고 내수소비증가에 어려움을 겪으면서 1분기 GDP성장률이 예상치 보다 낮아 일본중앙은행에 대한 일본정부의 압력이 가중될 것이라는 소식입니다.

 

 

 

전세계 많은 국가에서 그렇듯, 부양의 마지막 효과를 보고 있는 일본도 최근 물가하락세가 진정되는 등 경제에 건전한 시그널이 감지되고 수출증가효과로 일부에선 노동시장이나 임금도 개선을 기대하고 있는 눈치입니다.

 

 

 

그러나 여전히 많은 기업에서 장기적 불확실성으로 인해 투자에 대해 소극적인 입장이며 이에 따라 노동시장이나 소비에 획기적인 개선을 기대하기 어려운 상황입니다.

 

 

 

장기적 전망이야 어떻든 그나마 최근의 수출호조로 인한 성장률 상승으로 한숨을 돌린 하토야마 정부입장에서는 어쩔 수 없이 부양에 매달릴 수 밖에 없는 안타까운 상황입니다.

Japan’s economy grew less than forecast in the first quarter as an export-led recovery failed to stoke consumer spending, putting pressure on the central bank to do more to end deflation as it begins a two-day meeting.
 
 

Gross domestic product rose 4.9 percent in the three months to March at an annualized rate, up from 4.2 percent in October to December, the Cabinet Office said in Tokyo today. Unadjusted for price changes, so-called nominal GDP gained 1.2 percent on a quarterly basis, the most in a decade, as trade rebounded.

 

 

Stocks fell and Finance Minister Naoto Kan said he expects the Bank of Japan to support an economy that’s not yet in a self-sustained recovery. The comeback in world trade, spurred by China’s demand, is helping countries across Asia, with Singapore today reporting GDP jumped an annualized 38.6 percent and Taiwan forecast to say its expansion accelerated in the first quarter.

 

 

“As long as demand from emerging economies remains strong, Japan’s economy will stay on a recovery track,” said Hiroaki Muto, a senior economist at Sumitomo Mitsui Asset Management Co. in Tokyo. The direction of overseas economies poses “a major risk factor,” he said after Europe’s debt crisis has deepened concern about the durability of global growth.

 

 

Japan’s benchmark Nikkei 225 Stock Average dropped 0.7 percent to 10,113.50 at the lunch break in Tokyo, bringing its slide in the past month to 7.2 percent. Against the euro, the yen strengthened to 113.14. Its 11 percent climb versus the European currency in the past month threatens to make its exports to the region more costly.

 

 

 

Nissan, Tokyo Electron

 

 

In the first quarter, companies from Nissan Motor Co. to Tokyo Electron Ltd. reaped the benefits of the trade recovery as they forecast higher profits and spending. The rebound also did start feeding into wages and the labor market. Earnings rose for the first time in 22 months in March and the ratio of job openings to applicants advanced for a third month.

 

 

Consumer spending rose 0.3 percent in the first quarter, slowing from the previous period’s 0.7 percent gain, today’s report showed.

 

 

“The data raises concern about the outlook for consumption” as fiscal stimulus efforts wear off, said Muto at Sumitomo Mitsui. “The improvement in wages is still lagging behind and failing to take over the role of locomotive.”

 

 

Business spending gained 1 percent, less than the fourth quarter’s 1.3 percent. Housing investment climbed 0.3 percent, the first increase in five quarters.

 

 

The 4.9 percent annualized growth rate followed a revised 4.2 percent expansion in the previous quarter, today’s report showed. The median forecast of 21 economists surveyed by Bloomberg News was for a 5.5 percent gain in GDP last quarter.

 

 

 

 

Bring Inflation Back

 

 

Tokyo Electron said last week that it would return to profit this fiscal year and more than double capital spending to 35 billion yen. Nissan, Japan’s third-largest automaker, forecast profit will more than triple this fiscal year as auto demand recovers in North America and sales grow in China.

 

 

“The best thing Japan can do is to bring inflation back to their economy,” Huw McKay, a senior international economist at Westpac Banking Corp. in Sydney, said in a Bloomberg Television interview. Sustained nominal GDP growth will help stoke inflation expectations and start to narrow the nation’s fiscal deficit, he also said.

 

 

Aeon Co., Japan’s second-biggest retailer, said in April that it would cut prices of as many as 500 products. The Chiba- based company forecasts profit will rise as much as 22 percent this fiscal year as cost reductions offset weak consumer outlays.

 

 

 

Price Declines Moderate

 

 

Price declines in Japan did moderate last quarter, with the domestic demand deflator falling 1.9 percent, the smallest drop in a year, today’s report showed. From the previous three months, it rose for the first time in seven quarters.

 

 

“This suggests Japan is passing through the worst phase of deflation, although it will take time until the nation fully overcomes it,” said Takahide Kiuchi, chief economist at Nomura Securities Co. in Tokyo. “Deflationary pressure is easing gradually.”

 

 

Faster growth would provide some relief for Prime Minister Yukio Hatoyama, whose public support has tumbled ahead of an upper-house election to be held in July.

 

 

Kan’s remarks in a press briefing in Tokyo today indicated the government will maintain pressure on the Bank of Japan to take more action. The central bank, which starts a two-day policy meeting today, will probably keep the benchmark interest rate at 0.1 percent, all 16 analysts said in a separate survey.

 

 

Kan, who is also deputy prime minister, said that he expects the Bank of Japan to support the economy with “flexible and appropriate” policy and that officials must be “cautious” about calling the recovery self-sustaining.

 

 

“The BOJ’s unlikely to change their policies as a result of the GDP report,” Kyohei Morita, chief economist at Barclays Capital in Tokyo, said before the report. “As long as deflation continues, the government’s going to continue demanding more from the BOJ to beat deflation.”

 

 

Governor Masaaki Shirakawa’s board pledged to help lenders provide credit at its previous meeting in April. The bank may announce an outline of the lending plan at this week’s meeting, according to six of 16 economists surveyed by Bloomberg.

일본의 수출주도의 경제회복이 1분기 소비를 불러일으키는데 실패하여 성장이 예상보다 적게 이루어짐에 따라 정부는 디플레이션을 끝내기 위해 중앙은행에 더 많은 압력을 행사할 것이다.

 

 

3월 까지 1분기 GDP성장율은 연 4.9%로서 작년 4분기 4.2%보다는 높다고 정부당국자는 말했다.

 

nominal GDP라고 불리는 물가변동을 적용하지 않은 수치는 무역이 살아남에 따라 10년간 최대인 분기 1.2%상승을 기록했다.

 

 

주가는 하락했는데 재무부장관인 나오토 칸은 경제가 아직 자생적 회복을 하지 못하므로 중앙은행이 경제에 더 많은 지원을 하길 기대한다고 말했다. 중국의 수요증가로 인한 세계 무역회복은 아시아 전역에 도움을 주고 있으며 오늘 싱가폴의 보고서에 따르면 GDP는 38.6%증가했고 대만은 1분기에 성장이 가속화 되었다고 말했다.

 

스미모토 미스이 자산운용의 시니어 이코노미스트인 Hiroaki Muto는 이머징 국가들의 강력한 수요에도 일본의 경제는 회복이 정체를 보일 것이라고 말했다. 해외에서 발생한 주요 위험 요소는 유럽의 부채위기가 점차 심해지면서 전세계 경제성장의 견고함에 대해 우려가 커지는 것이라고 말했다.

 

일본의 니케이225주가평균은 점심시간 현재0.7%하락한 10,113.5를 기록했다. 유로화에 대해서는 엔화가 강세를 보여 유로당 113.14엔을 기록했다. 지난달에 비해 11%증가한 것으로서 이 지역에 대한 수출 시 더 많은 비용이 소요될 위험이 있다.

1분기에 닛산자동차에서 도쿄 일렉트론 같은 기업들은 무역량 회복으로 인한 이익을 봤으며 더 많은 수익과 지출을 예상했다. 이러한 회복은 또한 노동시장과 임금을 나아지게 만들었다. 지난 3월 22개월 만에 처음으로 기록한 이익율이 증가했고 구직자에 대한 일자리 비율도 3개월 동안 증가했다.

 

 

1분기 소비지출은 0.3%증가했는데 오늘 보고서에 따르면 과거 기간의 0.7%상승에 비해선 증가속도가 감소했다.

 

 

Muto는 이 데이터는 재정부양축소에 따라 소비에 대한 우려가 높아지고 있으며 임금의 개선은 여전히 더딘 상황이고 아직 충분한 역할을 가지지 못하고 있다고 말했다.

 

사업 지출은 1%증가했는데 지난 4분기 1.3%보다 줄었다. 주택투자는 0.3%증가했는데 5분기 만에 처음으로 증가한 것이다.

지난주 도쿄 일렉트론은 올해 회계년도 이익을 기록할 것이며 두 배에 이르는 350억엔 이상의 자본지출을 시행할 것이라고 말했다. 일본의 세 번째 자동차 메이커인 닛산은 예상이익이 북미의 수요증가와 중국의 판매 증가에 다라 올해 회계년도 보다 세배이상 증가할 것이라고 말했다.

 

Westpac Banking Corp.의 국제 이코노미스트인 Huw McKay는 블룸버그 tv인터뷰에서 일본이 할 수 있는 최선은 인플레이션을 일으키는 것이며 nominal GDP성장 지속은 기대인플레이션을 높이는데 도움을 주고 국가의 재정적자를 줄이는데 도움을 줄 것이라고 말했다.

 

일본의 두 번째 소매기업인 Aeon Co.는 지난 4월 500개 이상의 품목의 가격을 인하했다. Aeon Co.는 비용감소로 인해 이번 회계년도 이익이 22%이상 상승할 것이라고 말했다.

일본의 물가하락은 국내수요의 디플레이터가 1.9%하락해 1년 중 가장 적게 하락하는 등 지난 분기부터 완화되는 추세라고 오늘 보고서에서 볼 수 있다. 지난 분기부터는 7분기 만에 처음으로 증가했다.

 

노무라증권의 이코노미스트인 Takahide Kiuchi는 일본은 디플레이션의 최악의 상황을 통과하고 있는 중이며 완전히 이겨내기까지는 더 많은 시간이 필요하다. 또 디플레이션압력은 점차 사라지고 있다고 말했다.

 

빠른 성장은 유키오 하토야마 총리에게 일부 도움이 될 것이다.

 

오늘 도쿄에서 이루어진 언론과의 인터뷰를 통해 나오토 칸 재무장관은 정부가 일본중앙은행이 더 많은 액션을 취하도록 압력을 지속적으로 행사하겠다고 말했다. 오늘 two-day정책 미팅을 시작하는 중앙은행은 벤치마크 이자율을 0.1%로 유지할 것으로 보인다고 16명의 애널리스트 들은 말했다.

 

부총리인 나오토 칸은 일본은행이 좀 더 유연하게 경지지원을 해줄 것으로 기대하며 관계자들은 자생적 회복에 관해 좀더 주의를 기울여야 한다고 말했다.

 

바클레이스 캐피탈의 이코노미스트인 Kyohei Morita는 일본은행이 GDP보고서의 결과 때문에 자신들의 정책을 바꾸지는 않을 것이며 디플레이션이 계속되는 만큼 정부는 지속적으로 일본은행으로 부터 디플레이션과 싸우기 위한 더 많은 요구를 할 것이라고 말했다.

 

일본은행의 Masaaki Shirakawa총재의 이사회는 4월 미팅에서 대출자들에게 신용공급을 통해 돕겠다고 밝혔다. 블룸버그의 16명의 애널리스트에 대한 조사에 따르면 은행은 이번 주 미팅에서 대출계획에 대한 아웃라인을 발표할 것이다.
