지난 3월 일본의 소매매출이 전년비 8.5%감소하며 13년 만에 가장 큰 하락세를 보였다는 기사입니다.

 

 

3월 11일 지진으로 일본 내 생산과 소비가 크게 감소하리란 예상은 어느 정도 가능했지만 그 파장이 전문가들의 예상보다 큰 상황입니다.

 

 

일반적으로 일본 내 생산이 줄어들면 단순히 한국이나 여타 국가가 이를 금새 대체할 수 있어 국내엔 더 좋은 것 아니냐고 생각할 수 있을 지 몰라도 예를 들어 회로기판에 들어가는 특수 접합제 같이 글로벌 시장의 70%를 일본이 생산하는 이런 매우 기초적인 분야의 경우 대체 제를 찾기도 어렵고 대체 제를 찾는다 한들 이전품질을 달성하기 어려워 이런 회로가 들어간 완성품의 불량률이 올라갈 가능성도 있습니다.

 

 

그런데 이런 기초소자나 산업재료들에서 일본이 담당하고 있는 분야가 수도 없이 많으며 이에 대한 생산차질이 생기면 국내 수입되는 수입물가가 상승하게 되는 겁니다. 단순히 글로벌 자동차업체들이 부품의 조달을 우리나라로 돌린다고 좋기만 한 게 아닌 겁니다.

 

 

어쨌든 가뜩이나 내수침체로 인해 수십 년간 어려움을 겪은 일본에게 글로벌 긴축기조가 본격화되면 더 어려운 시기를 맞이하게 될 것으로 보입니다.

 

 

 


 

 

 

Japan’s Retail Sales Slump Most in 13 Years After Earthquake

 

 

Japan’s retail sales tumbled the most in 13 years last month as the nation’s record earthquake shut stores and discouraged households from spending money.

 

Sales slumped 8.5 percent in March from a year earlier, the biggest decline since March 1998, according to a statement by trade ministry in Tokyo today. The median estimate of 14 economists surveyed by Bloomberg News was for a 6.1 percent drop.

 

Japanese retailers Aeon Co. and Seven & I Holdings Co. say full-year profit may decline after store shelves were left empty because of supply disruptions caused by the March 11 quake. The world’s third-largest economy will contract the most since the financial crisis this quarter, analysts said in a Bloomberg survey this month.

 

“There is concern that lower confidence could lead to a downward spiral of lower consumer spending, weaker economic activity, and declining pay and employment,” David Rea, a Japan economist at Capital Economics Ltd. in London, said before the report. “As the second quarter unfolds we expect a further deterioration in activity and consumer spending.”

 

Confidence among both merchants and households fell the most on record last month, a sign consumers may continue to cut back in the months ahead.

 

Meantime, Toyota Motor Corp. led a record drop in auto sales in March and domestic output plunged 63 percent after disruptions in its supply chains and factory closures. Production will return to normal by December, the automaker said.

 

Prime Minister Naoto Kan unveiled a 4-trillion yen ($49 billion) extra budget last week to rebuild the northeast area that was devastated by the earthquake and tsunami. The spending aims to provide more than 100,000 temporary homes and clean up debris from the disaster.

 

The quake and ensuing tsunami crippled the Fukushima Dai- Ichi nuclear plant operated by Tokyo Electric Power Co., causing radiation leaks and power shortages in eastern Japan.

지난달 일본의 소매매출이 지진으로 인한 매장의 폐점과 가계 지출감소로 인해 13년 만에 가장 크게 하락했다.

 

통상성에 따르면 지난 3월 판매는 전년대비 8.5%하락해 1998년 3월 이래 가장 큰 하락을 기록했다. 블룸버그가 14명의 이코노미스트를 상대로 한 예측 중앙값은 6.1%수준의 하락이었다.

 

Aeon Co.와 Seven & I Holdings Co. 등 일본의 소매기업들의 연 이익은 지난 3월 11일 지진이로 인한 공급차질 때문에 매장진열대가 비면서 하락할 것으로 보인다. 세계 3위의 경제국인 일본의 경제는 이번 지진으로 금융위기 이후 가장 크게 위축될 것이라고 애널리스트가 블룸버그의 이달 조사에서 말했다.

 

이번 보고이전 CEL의 이코노미스트인 David Rea는 이런 낮은 소비자신뢰도는 소비지출을 더 낮추고 경제활동성을 악화시키는 한편 근로자의 급여를 낮출 수 있다는 우려가 있으며 2분기에 소비지출과 경제활동성이 더 악화될 것이라 보고 있다고 말했다.

상인들과 가계 모두의 소비신뢰도는 지난달 기록적으로 하락했으며 이것은 앞으로도 소비자들이 계속해서 소비를 줄일 것을 알리는 신호이다.

 

도요타자동차는 3월 자동차 판매 하락을 이끌고 있는데 국내 공장과 공급 망이 망가진 이후 국내 생산이 63%줄어들었다. 생산은 12월이나 되어야 정상으로 돌아올 것이라고 회사는 말했다.

 

나오토 칸 총리는 지난주 스나미와 지진으로 황폐해진 북동부지역의 재건을 위해 4조엔(490억불)의 추가 예산 집행을 발표했다. 이 예산은 10만개의 임시주택과 재난으로 인한 쓰레기를 치우는데 사용될 것이다.

 

지진과 스나미가 덮쳐 일본 동부지역의 방사능유출과 전력부족을 초래한 후쿠시마 다이이치 원자력 발전소는 도쿄전력에 의해 운영되고 있다.

향후 6개월간의 기업투자의 지표가 되는 일본의 기계주문이 7월 8.8%늘어나 두 달 연속 증가세를 보이고 있습니다.

 

 

기업들이 설비투자를 늘리는 상황은 분명 경제가 나아지고 있다는 신호이지만 계속해서 기업의 투자가 늘어날지에 대해서는 전문가들 사이에서도 이견이 많은 상황입니다.

 

 

해외수요는 불확실성이 너무 많아 지속될지 알 수 없는 상황이고 일본내부만 보더라도 전체 기업의 36.7%(우리가 알고 있는 유명한 수출기업인 소니, 파나소닉, 도요타 등을 포함)가 엔화강세로 매출이 줄어들고 있다고 호소하는 상황에서 기업의 투자가 계속될지 알 수 없습니다.

 

 

엔화강세로 수출기업이 어려움을 겪으면서 공장을 해외로 이전하는 수출기업이 늘어나는 반면, 엔화강세로 인한 수입물가 하락과 이로 인한 기업의 이익은 상대적으로 크게 증가하고 있고 물가하락으로 국민들은 소득감소에 따른 충격을 덜 받고 있는 상황입니다.

 

 

환율강세가 기업에 불리하기 때문에 무조건 낮은 화폐가치를 유지해야 한다는 주장은 비교적 대기업인 수출기업위주의 후진적 정책일 뿐이며 다른 한쪽엔 이로 인해 고통 받는 더 많은 기업들과 국민들이 있습니다. 경제는 언제나 양면성이 존재합니다.

Japanese machinery orders rose for a second month in July as overseas demand encouraged investment by companies.

 

Orders, an indicator of business investment in three to six months, rose 8.8 percent from June, when they increased 1.6 percent, the Cabinet Office said today in Tokyo. The median forecast of 25 economists surveyed by Bloomberg News was for a 2 percent gain.

 

The growth in corporate outlays spurred by growing profits and sales may come under threat by the yen’s advance to a 15- year high against the dollar. Bank of Japan Governor Masaaki Shirakawa said yesterday he is “well aware” that the currency is affecting exports and signaled policy makers are ready to implement further stimulus if needed.

 

“Capital spending is gradually recovering on the back of improvements corporate profits,” Yoshiki Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo, said before the report. “But the recovery pace in business investment remains dull, lacking enough power to become the driving force of the economy.”

 

About half of Japan’s manufacturers say the recent strengthening of the yen is hurting their sales, a survey by Teikoku Data Ltd. released last week showed. Some 47.4 percent of manufacturers and 36.7 percent of all companies are seeing lower sales because of currency movements, the report said.

 

 

‘Increasing Risk’

 

“We see an increasing risk of firms becoming more cautious about new investment because of uncertainties about global demand, as well as due to adverse impacts from yen appreciation and stagnant stock prices,” said Takehiro Sato, Japan economist at Morgan Stanley MUFG Securities Co. in Tokyo.

 

Sony Corp. Chief Executive Officer Howard Stringer said last week that the currency’s appreciation is a “huge handicap for us.” The Bank of Japan last week bolstered a credit program and Prime Minister Naoto Kan pledged fresh stimulus to help protect the economy.

 

A stronger yen makes Japan’s exported goods more expensive for foreign buyers, which is prompting some manufacturers to move production abroad to reduce currency risk.

 

Nissan Motor Co., Japan’s third-largest automaker, began selling a Thai-made March compact car in July to counter the rising yen. Panasonic Corp., the maker of Viera televisions, said Aug. 20 it will move part of its plasma display panel production to Shanghai.

 

Economists predicted that the government will likely revise up its estimate of the second-quarter economic growth on Sept. 10, after a report last week showed that companies cut spending at the slowest pace since 2007.

 

Gross domestic product expanded 1.5 percent on an annualized basis last quarter, compared with a preliminary reading of 0.4 percent, according to the median forecast of 20 economists surveyed by Bloomberg News.

 

Companies’ sales rose 20.3 percent in the second quarter, the biggest increase since 1980, a finance ministry report showed last week. Profits climbed 83.4 percent, moderating from a record 163.8 percent gain in the first quarter.

일본의 지난 7월 기계주문이 기업들의 투자증가로 인한 해외수요증가로 두 달 연속 증가했다.

 

3~6개월 이후의 사업투자지표로 사용되는 기계주문은 1.6%증가한 지난 6월부터 8.8%가 상승했다고 오늘 정부가 발표했다. 블룸버그 뉴스에서 25명의 이코노미스트를 상대로 예상한 중앙값은 2%상승이었다.

 

기업의 이익과 매출이 증가함으로 인한 기업의 성장은 달러대비 15년 만에 최고가치를 기록중인 엔화가치상승의 위협에 놓여있다. 일본중앙은행의 총재인 마사키 시라가와는 어제 환율이 수출에 미치는 영향에 대해 잘 알고 있으며 당국자들은 필요하다면 더 많은 부양수단을 사용할 수 있음을 시사했다.

 

다이이치생명연구소의 이코노미스트인 요시키신케는 자본지출은 기업의 수익이 개선되면서 점차 회복될 것이라고 오늘 보고서 발표 이전에 이야기했다. 그는 그러나 사업투자의 회복속도는 여전히 느린 상황이며 경제를 활성화하기엔 충분하지 않다고 말했다.

엔화강세는 외국의 바이어들에게 일본산 제품을 좀더 비싸게 사도록 만들고 있는데 이로 인해 일부 제조업체들은 환율위험을 피해 생산기지를 해외로 옮기려 하고 있다.

 

일본에서 세 번째로 큰 자동차 회사인 닛산 자동차는 지난 7월부터 환 위험을 피하기 위해 태국에서 자동차 March를  생산하기 시작했다. Viera텔레비전을 생산하는 파나소닉은 지난 8월 20일 PDP의 부품생산을 상하이로 옮길 것이라고 발표했다.

 

지난주 2007년이래 기업들의 지출삭감이 가장 적다는 보고서 이후 이코노미스트들은 정부 9월 10일에 발표하는 경제성장의 예측을 다시 올려 잡을 것이라고 예측했다.

 

블룸버그가 20명의 이코노미스트를 상대로 한 예측중앙값에 따르면 GDP는 지난 분기 연 1.5%증가했다고 예측했는데 지난번 사전조사에서는 0.4%증가를 예측했었다.

 

지난주 재무성 장관의 보고서에는 기업의 매출증가가 2분기 20.3%를 기록해 1980년이래 가장 큰 폭의 증가를 나타냈다고 나타났다. 이익증가는 83.4%를 기록해 지난 1분기 163.8%를 기록한 이후 완화되고 있다.

지난 6월 1.1%하락을 기록한 일본의 산업생산이 이코노미스트들의 예상을 뒤엎고 7월에 0.3%의 상승을 이뤄냈지만, 엔화강세로 이익을 까먹는 기업들이 늘고 아시아시장의 수요가 위축되면서 이를 본격적인 회복의 신호로 보는 전문가는 많지 않아 보입니다.

 

 

이러한 상황에 일본이 어제 비교적 대규모의 재정부양책을 발표했습니다. 아이러니한 건 이를 두고도 그다지 좋은 평가가 나오지 않는다는 사실인데 이러한 재정부양의 효과가 지속적이지 않을 것이라는 분석이 많기 때문입니다.

 

 

그나마 일본의 경우는 미래산업과 기술을 위한 재정지출도 함께 확대하는 상황이라 비록 단기적으론 상승하기 어렵더라도 언젠가 어려운 시기가 지나고 나면 다시 큰 도약을 이룰 가능성도 있습니다.

Japan's July Industrial Production Unexpectedly Advances Amid Yen's Gain

 

 

Japan’s industrial production unexpectedly advanced in July, evidence that the yen’s climb to a 15-year high has yet to discourage companies from increasing output.

 

Factory output rose 0.3 percent from June, when it fell 1.1 percent, the Trade Ministry said in Tokyo today. The median estimate of 27 economists surveyed by Bloomberg News was for a 0.2 percent drop.

 

Economists said companies will start cutting output as demand slows amid slower expansions in China and the U.S., Japan’s largest export destinations. The central bank bolstered a credit program yesterday and Prime Minister Naoto Kan pledged fresh stimulus to help protect the economy from slower growth and fallout from an appreciating currency.

 

“Declines in production will likely accelerate this quarter amid an export slowdown,” Kyohei Morita, chief economist at Barclays Capital in Tokyo, said before the report. “Japan’s economy will probably be able to avoid dipping into a recession, although production may stall” toward the end of the year, he said.

 

The yen’s advance to a 15-year high against the dollar is threatening earnings of companies from Toyota Motor Corp. to Sony Corp. Japan’s export-fueled rebound is losing steam after gross domestic product expanded at the slowest pace in three quarters. Government reports this month showed that exports grew at the slowest pace this year in July and machinery orders rose less than economists forecast.

 

 

More Action

 

The BOJ will boost the amount of funds in the facility by 10 trillion yen to 30 trillion, the bank said yesterday. Governor Masaaki Shirakawa said in a press briefing that he is ready to take more action if necessary, and cited risks to the bank’s view that the economy will remain on a recovery track.

 

Japan’s currency has climbed against all of its 16 major counterparts in the past month as concern the global recovery will falter boosted demand for the yen as a refuge. Kan said on Aug. 27 that the government is “ready when necessary to take bold measures” in the currency market.

 

“The headwinds of a stronger yen and slower foreign demand are blowing,” said Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “Companies’ output for foreign demand may slow, weighing on overall production.”

 

Every one-yen gain in the Japanese currency against the dollar reduces Toyota’s annual operating profit by 30 billion yen, according to the world’s biggest carmaker. Sony, which generates more than 70 percent of revenue outside of Japan, says it loses about 2 billion yen of annual operating profit for each yen gain against the U.S. currency.

 

 

Economic Plan

 

Kan unveiled an economic plan yesterday that includes extending incentive programs to buy energy-saving electronic appliances and housing, measures to help graduates to find jobs, and support for small and midsized businesses affected by the yen’s gain. Some of the government’s incentives programs were scheduled to expire this year.

 

“The recovery in production is running out of steam as exports to Asia are slowing and the effects of the government incentives are waning,” said Naoki Tsuchiyama, a market economist at Mizuho Securities Co. in Tokyo.

지난 7월 일본의 산업생산이 기대치 못한 상승을 보였는데 15년 만에 최대를 기록하고 있는 엔화강세가 아직 기업의 생산증가를 위축시키지 않고 있다는 증거다.

 

공장생산은 지난 6월 1.1%하락한 이후 0.3%증가했다고 통상성 장관이 오늘 말했다. 블룸버그 뉴스가 2 7명의 이코노미스트들을 상대로 조사한 중앙값은 0.2%하락하는 것이었다.

 

이코노미스트들은 일본의 최대시장인 중국과 미국의 수요확대가 위축되면서 기업들이 생산량을 감소하기 시작했다고 말했다. 일본경제의 보호를 위해 일본은행은 어제 대출프로그램을 강화했고 나오토 칸 총리는 신규 부양을 선언했다.

 

바클래이스 캐피탈의 이코노미스트인 교헤이 모리타는 생산감소는 수출하락으로 이번 분기에 가속화될 것이다. 올해 말까지 생산위축에도 불구하고 일본경제는 침체로 진행되는 것을 피할 수 있을 것이라고 말했다.

 

엔화는 15년 만에 최고수준으로 상승하면서 도요타와 소니 등 일본기업들의 이익에 위협을 주고 있다. 3분기 내 GDP확장이 가장 느린 이후 일본의 수출을 근간으로 한 회복력이 사라지고 있다. 정부는 이달 보고서를 통해 지난 7월 수출이 올해 내 가장 느린 성장을 보이고 있으며 각 주문도 이코노미스트들의 예상보다 적게 증가했다고 발표했다.

일본은행은 어제 10조 엔에서 30조 엔에 달하는 자금을 지원한다고 밝혔다. 마사키 시라가와 총재는 언론 브리핑을 통해 필요하다면 좀더 많은 액션을 취할 준비가 되었다고 말했다.

 

일본 엔화는 글로벌 회복이 어려울 것이란 우려로 인해 피난처로서의 수요확대로 지난달 16개 주요 통화국 대비 가장 크게 올랐다. 지난 8월 27일 나오토 칸은 정부가 외환시장에서 필요할 때 사용할 수 있는 수단을 가지고 있다고 말했다.

 

엔화강세는 도요타의 연간 영업이익을 300억 엔까지 하락시켰다고 도요타가 말했다. 이익의 70%이상이 해외에서 발생하는 소니의 경우 엔화강세로 연간 영업이익에서 약 20억 엔 가량 손실을 입었다고 말했다.

칸은 어제 에너지효율이 높은 가전제품의 주택구입시 인센티브를 연장하고 졸업생들의 일자리를 도우며 엔화강세로 인해 피해를 입는 중소기업을 지원하는 것을 포함한 경제계획을 밝혔다. 정부의 인센티브 프로그램 중 일부는 금년 말이 만기이다.

 

미즈호 증권의 이코노미스트인 나오키 츠키야마는 아시아에 대한 수출이 위축되는 상황에서 생산회복은 어려워질 것이고 정부의 인센티브효과는 줄어들고 있다고 말했다.

지난 6 일본의 실업률이 5.3%까지 상승했으며 공장생산도 5월에 비해 예상치 못하게 1.5%하락했다는 자료가 일본 통계국에 의해 발표되었습니다.


각국의 부양책으로 올 초부터 수출을 중심으로 일본 경제가 일부 회복되면서 지난달 나오토 칸 총리가 부채축소와 재정안정을 우선목표로 발표했는데 6월 실적이 다시 하락하자 재정안정을 위한 이러한 조치가 당분간 보류될 것이란 전망이 나오고 있는데,

그간 일본경제를 이끌던 수출도 각국의 부양축소와 인센티브 만료로 인한 수요감소, 강엔 등으로 타격을 입으면서 이미 도요타 등 자동차 기업들은 다시 생산규모 축소를 계획하는 상황입니다.


전세계가 재정악화와 인플레이션 부담으로 중장기적 저성장국면으로의 진입에 암묵적으로 동의한 상황에서 우리정부의 시각도 상당부분 바뀌는 양상이지만, 성장보단 지키는데 좀 더 적극적인 자세가 필요해 보입니다.

Japan’s unemployment unexpectedly rose for a fourth straight month and industrial production fell the most in more than a year, signaling the economic expansion is poised to slow.

The jobless rateclimbed to a seven-month high of 5.3 percent in June, a statistics bureau report showed today in Tokyo. Factory outputslid 1.5 percent from May, compared with the median forecast in a Bloomberg News survey of economists for a 0.2 percent gain. Meantime, consumer pricesexcluding fresh food declined 1 percent from a year before.

Today’s data may make it tougher for Prime Minister Naoto Kanto build support for his plans to rein in the government’s budget deficit as parliament gathers for the first session since he took office. The Bank of Japan may also come under increased pressure to step up monetary stimulus as a rising yen threatens to contribute to deflation.

“We have to start worry about a slowdown,” said Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “Kan will be forced to shelve pursuit of fiscal consolidation and the Bank of Japan will also come under more pressure to take additional monetary policy action.”

Japan’s Nikkei 225 Stock Averagedropped 1.4 percent to 9,563.75 as of 10:16 a.m. in Tokyo. The yen climbed for a third day to 86.62 per dollar, bringing its advance since the start of May to about 8 percent.



Earnings Evidence


The slump in Japan’s production is a contrast with reports from several of the nation’s companies that indicated an improved outlook. Sony Corp.and Panasonic Corp., the world’s largest consumer-electronics makers, signaled Japanese technology companies are withstanding slowing European demand and the stronger yen after raising their earnings forecasts. Fujitsu Corp. also raised its profit projections.

Household spending rose 0.5 percent in June from a year before, snapping a two-month decline, a separate report showed today. The increase in the jobless rate last month came in part as the number of people out of the labor force declined, indicating more people are starting to look for work.

“We should brace for the economy falling into a soft patch toward the first quarter of next year,” said Yoshimasa Maruyama, a senior economist at Itochu Corp. in Tokyo. “Kan will have to tread a very delicate line in handling economic policies and fiscal consolidation.”



Fiscal Target


Kan last month pledged to cap spending and bond sales over the next three years as part of plans to curtail the world’s largest public debt. Economic and Fiscal Policy Minister Satoshi Araitold reporters after today’s data that the recovery is intact.
 

Japan’s expansion slowed to an annual 1.9 percent pace in the second quarter from the first quarter’s 5 percent, according to the median estimate of economists surveyed by Bloomberg News.

Economists forecast the unemployment rate would stay at 5.2 percent, according to the median estimate in a Bloomberg survey.


A separate report today indicated job prospects are improving. The job-to-applicant ratio rose to 0.52 in June, meaning there are 52 job openings for every 100 candidates, the most since March 2009.

Automakers and electronics manufacturers led the drop in production, which was the steepest since February 2009, as demand from abroad weakened. Exports grew at the slowest pace this year in June, a report showed this week.


Production Outlook

Manufacturers surveyed by the Trade Ministry plan to cut output by 0.2 percent in July and increase it by 2 percent in August. The ministry kept its view that output is rebounding, while adding that it is “pausing in some areas.” Production rose 1.4 percent in the three months to June, the slowest gain since the first quarter of 2009.

The planned expiry of government incentives to purchase cars may weigh on factory output just as growth slows in China and the U.S. Japan’s biggest carmakers are already preparing to scale back in anticipation of an end to the stimulus.

“Production will slow because exports are losing steam,” said Hiroaki Muto, a senior economist at Sumitomo Mitsui Asset Management Co. in Tokyo. “Japan will probably go into an economic lull next year, although it may avoid a double-dip recession.”

Japan Growth to Slow as Unemployment Rises, Production Drops


일본의 실업률이 넉 달 연속 기대치 못한 증가세를 이어가고 있으며 산업생산은 지난 1년 내 최대폭 하락해 경제확장의 폭이 줄어들고 있다는 신호가 되고 있습니다.

Earnings Evidence

Japan’s slowing recovery from its worst postwar recession is signaling the world’s second-biggest economy may be too weak to sustain the higher consumption taxes under consideration by Prime Minister Naoto Kan.

Reports this week showed the jobless ratereached a five- month high in May, and wages, factory output and household spending fell, showing little sign of revival in domestic demand more than a year after the economy stopped shrinking. A gain in the Tankan business-sentiment index today reflects a post- recession rebound in manufacturers’ earnings led by exports.

The risk is that without an end to deflationand rebound in spending, the economy won’t be able to withstand the higher levy Kan plans in as soon as two years. Kan, facing midterm elections July 11, is in danger of repeating the error of his late predecessor Ryutaro Hashimoto, whose 1997 tax rise helped cause a recession, according to Morgan Stanley MUFG Securities Co.

“Hashimoto raised taxes as soon as he thought the economy had gained back just a bit of its health, and that ended up sinking the Japanese economy into a bottomless abyss,” said Akio Makabe, an economics professor at Shinshu University in Matsumoto, central Japan, who has written books on behavioral finance. “If the government doesn’t get its priorities straight, we’ll see another 1997.”

Evidence of a weakening rebound has contributed to a sell- off in Japan’s equities, with the Nikkei 225 Stock Averagelosing 6.8 percent in the past two weeks, to 9,382.64 at yesterday’s close in Tokyo.


Eroding Support


Kan is also feeling the impact, with eroding public support before the vote for the upper house of parliament. His approval rating fell to 50 percent last week, 18 percentage points lower than when he took office last month, a Nikkei newspaper poll showed June 26.

The poll was taken on June 24-25, days after the premier said he would consider an increase in the sales tax to 10 percent from the current 5 percent. Tax changes will be unveiled “soon,” the government said in a medium-term fiscal strategy June 22. The administration also pledged to balance the budget by fiscal 2020 and cap public spending for the next three years.

Policy makers need to implement a pro-growth overhaul of business regulations and prod the Bank of Japan to stimulate credit expansion before considering a tax increase, according to Morgan Stanley and Barclays Capital.


“More aggressive monetary and regulatory policies are needed in Japan if 1997-style economic consequences of fiscal retrenchment are to be avoided,” Morgan Stanley economists led by
Robert Feldman, who previously worked at the U.S. Federal Reserve, wrote in a report yesterday.


Setting the Goal


“Strengthening the economy is the goal here -- fiscal rehabilitation is only a result of that,” said
Kyohei Morita, chief economist at Barclays Capital in Tokyo. He also advocates cutting corporate taxes, a move Kan is also considering.


Koji Miyahara
, president of the Japanese Shipowners’ Association and chairman of Nippon Yusen K.K., said last month that the country’s companies need a corporate tax cut to continue competing in the global economy. The government should “offset the loss” of revenue from the corporate tax cut by increasing the sales tax, he said.

Sales taxes can be an effective way of raising revenue in developed economies, according to the International Monetary Fund. More than half of gross domestic product typically comes from consumer spending in the developed world.


Fighting Deflation

Higher sales taxes, introduced gradually, could help the economy by spurring inflation expectations, according to Masamichi Adachi, an economist at JPMorgan Chase & Co. in Tokyo. An annual 1 percentage point increase from next year, eventually reaching a 20 percent level, would minimize the impact on consumer spending, he said.

“When people get used to the fact that the consumption tax rises a percentage point every year, they’ll begin to assume that prices will keep rising,” Adachi said. “That way, deflationary expectations will turn into inflationary ones.”

In 1997, Hashimoto boosted the consumption levy by 2 percentage points, an increase followed by a recession that led to his resignation. Kan, 63, has said he’s considering the opposition Liberal Democratic Party’s proposal to double it to 10 percent, and called for cross-party talks on the issue.

Japan’s dilemma is echoed around the world in developed nations with swelling public debt loads and historically high unemployment.


U.K., U.S.


The U.K. plans to boost its value-added tax to 20 percent from 17.5 percent in January. Spain is raising its main VAT rate in July to 18 percent from 16 percent. By contrast, American officials have warned that policies need to sustain a recovery in domestic demand.


Morgan Stanley analysts, who weren’t immediately available to respond to questions, said Japan’s economy is in worse shape than 1997, when the jobless rate was around 3.3 percent compared with 5.2 percent now. Deflation is more entrenched, with consumer prices slumping 1.2 percent in May, more than the 0.5 percent drop on the eve of the tax increase 13 years ago.

“Vulnerability to premature tightening is high,” the bank’s economists said.

올 들어 수개월간 수출주도형 성장과 인센티브제도로 인해 크게 증가되어오던 소매매출이 5월 들어 급격히 감소하는 모습을 보이고 있어 우려를 낳고 있습니다.


이러한 일본 경제의 단기 반등이 오래가기 어려우리란 전망을 한적도 있지만 역시나 아직 회복의 판단을 하긴 일러 보입니다.

이런저런 요인으로 가장 중요한 게 사람들의 심리인데, 단기적 요인으로 기업투자가 일부 늘어나면서 신규 일자리가 나타나고, 잔업증가로 임금이 일부 상승했지만 가계지출은 여전히 매우 약한 수준이라 향후 수요가 늘 거라는 예상을 하기도 어렵습니다.
 



일본 내에서 새로 취임한 나오토 칸 총리에게 많은 기대를 걸고 있지만 일본정치 특성상 오자와 등 실력자들이 여전히 배후에서 권력을 행사하는 상황이라 일본경제의 체질을 바꿀만한 획기적인 뭔가를 기대할 수 있을지 또한 의문입니다.

Japan’s retail sales rose at the slowest pace since January, a sign that government incentives to purchase cars and household appliances are fading.


Sales
advanced 2.8 percent in May from a year earlier, the Trade Ministry said today in Tokyo. The gain was slower than the 4.8 percent median estimate of 14 economists surveyedby Bloomberg News.

The weakening of retail sales contrasts with a pickup in prospects for companies, which may this week project their first increase in capital investment since 2007. Japan’s policy makers are counting on a revival of domestic demand to help end the deflation that’s hampering the economic recovery.


“Consumer spending has been lifted a lot by fiscal measures but they’re set to disappear” and the rebound for retailers will continue to cool, said
Hiroshi Watanabe, a senior economist at the Daiwa Institute of Research in Tokyo. “Japan’s consumption is on a recovery trend as incomes are finally hitting bottom, but the pickup will be very moderate.”

The Topix index of shares fell 0.6 percent at 10:14 a.m. in Tokyo, extending its losses this quarter to 12 percent.

Retail salesslumped a seasonally adjusted 2 percent in May from a month earlier, the biggest drop in five years, today’s report showed.


Cars and machinery led the month-on-month decline. Automobile sales slid 5.9 percent from April and those of household machinery, which includes appliances such as flat- screen TVs, tumbled 7.9 percent.



Shopping Incentives
  

The government has been offering shoppers incentives to buy energy-efficient vehicles and electronics to support the economy. Some of the programs are scheduled to expire this year.


Japan’s export-led recovery is beginning to spur business investment. The Bank of Japan’s quarterly Tankan survey of
corporate sentimentthis week will show companies aim to boost spending by 0.9 percent in the year ending March 31, according to the median estimate of 12 economists surveyed by Bloomberg. That would be the first increase in three years.


Meanwhile, spending by households remains too weak to stamp out deflation.
Consumer pricesexcluding fresh food fell for a 15th month in May, the statistics bureau said last week.


Workers have had some relief in recent months, with wages climbing in March and April and job prospects picking up. There were 88
newly advertised jobsin April for every 100 people who started looking for work that month, the most in more than a year. Paychecks gained 1.6 percent in April as staff worked more overtime to keep up with rising demand.


Consumers More Confident


Consumer confidence
gained in May to the highest level since October 2007 even as Europe’s sovereign-debt crisis roiled markets across the globe. Sentiment about jobs led the increase, the survey showed.

Economist Yoshiki Shinkesaid the improving labor market will prompt people to open their purse strings.
 

“Before, it was just the household appliances and the cars that were selling” under the incentive program, Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo, said before today’s report. “Now we’re beginning to see that gradually spread to clothes and services.”

일본의 실업률이 지난 12월 5.2%에서 1월 4.9%로 하락했다고 통계청이 발표했습니다. 보도자료상에 그 요인에 대해서는 자세히 기술되지 않았기 때문에 이런저런 이유를 생각해 볼 수 있겠지만 지금 같은 시기에 무역수지가 일부 줄고 늘고, 실업률이 일부 오르락내리락하는 것에 큰 의미를 둘 필요는 없어 보입니다.


일반적으로 경기후행을 한다고 알려진 고용에 대한 신규일자리 지표가 일부 개선되는 모습이지만 문제는 높은 임금을 받는 양질의 일자리가 상대적으로 줄어들어 가계소득이 개선되지 않고 결국 기업실적 하락으로 이어지는 악순환의 고리를 타고 있다는 것입니다.


어제 일본 3대 은행 중 하나인 미즈호 은행이 내년부터 신규 졸업자에 대한 고용을 30%이상 줄이겠다는 발표하는 등 신규고용 소식 이상으로 들려오는 기업의 감원 소식에 가계는 쉽사리 지갑을 열기 힘든 상황이며 이러한 현상은 비단 일본 뿐 아니라 미국, 우리나라에서도 나타나고 있습니다.

March 2 (Bloomberg) -- Japan’s unemployment rate unexpectedly fell in January.

 

The jobless ratedropped to 4.9 percent from a revised 5.2 percent in December, the statistics bureau said today in Tokyo. The median forecast of 25 economists surveyed by Bloomberg News was for the rate to be unchanged from a preliminary 5.1 percent.

 

A decline in the unemployment rate is one of the first signs that a rebound in exports is starting to benefit workers, whose job prospects falter last year during Japan’s worst postwar recession. It may still be too early to expect “clear improvements” in the labor market because companies still have excess workers, said economist Tatsushi Shikano.

 

“The job market is no longer worsening,” Shikano, senior economist at Mitsubishi UFJ Securities Co. in Tokyo, said before today’s report. “But I’m afraid the recovery from here will be weak.”

 

The unemployment figures were revised to reflect a change in seasonal adjustments, the government said. Household spending climbed 1.7 percent in January, a separate report showed today.

 

In other signs the labor market is past its worst, the job- to-applicant ratiorose to 0.46, meaning there are 46 positions for every 100 candidates, the Labor Ministry said today.

 

Historical figures revised to reflect new seasonal adjustments showed it was the first increase since September.

 

The same report showed there were 85 newly advertised jobs in January for every 100 people who started looking for a job that month, marking a second monthly increase. Analysts regard the gauge as a leading indicator of employment.



Prolonged Stagnation


Even so, Japan is likely to see a prolonged stagnation in employment because of deflation, Tetsufumi Yamakawa, chief Japan economist at Goldman Sachs Group Inc., wrote in a report. Slumping prices are squeezing profit margins, requiring firms to slash costs, he said.

 

Consumer prices excluding food and energydropped 1.2 percent in January, matching December’s record decline, the government said last week. Finance Minister Naoto Kanrenewed calls on the Bank of Japan to help arrest deflation yesterday, saying he hopes prices will rise this year, while Financial Services Minister Shizuka Kameisaid the bank could underwrite government debt to fund fiscal stimulus needed to support the economy.

 

Nisshinbo Holdings Inc.said last month it will eliminate 150 positions at its Nisshinbo Industries unit as it aims to reduce its domestic facilities. Business deteriorated as a result of falling prices, according to the maker of textiles and chemical products.

 

Best Denki Co., a consumer electronics retailer, said yesterday it will shut 63 stores by February 2012 and is in talks with its labor union to cut jobs. The company may pare about 1,000 jobs, or 20 percent of its workforce, through an early retirement program and a reduction in new hiring, Kyodo News reported yesterday, citing unidentified sources.

 

Others are trimming their hiring plans. Mizuho Financial Group Inc., Japan’s third-largest bank by market value, has announced that it will hire 34 percent fewer graduates for the fiscal year starting April 2011.

일본의 1월 실업률이 예상보다 크게 감소했다.


오늘 도쿄의 통계청이 밝힌 자료에 따르면 실업률은 지난 12월 5.2%에서 4.9%로 하락했다. 블룸버그에서 25명의 이코노미스트를 상대로 한 사전조사에 따르면 실업률은 5.1%정도에서 거의 변화가 없을 것으로 조사되었었다.


이러한 실업률의 감소는 지난해 최악의 경기침체를 겪는 동안 어두웠던 일자리전망을 가지고 있던 근로자들에게 수출증가로 인한 이득이 되기 시작한 첫 번째 신호 중 하나이다. 그러나 이코노미스트인 Tatsushi Shikano는 기업들이 여전히 근로자 과잉상태이기 때문에 노동시장이 명확하게 개선되길 기대하긴 아직 너무 이르다고 말했다.


그는 노동시장이 더 이상 악화되지는 않을 것이지만 약한 회복세가 지속되리란 사실이 두렵다고 말했다.


정부관계자는 실업률 통계는 계절적 요인을 반영한 수치이며 다른 보고서는 가계지출은 지난 1월 1.7%증가했다고 말했다.


노동시장이 최악의 상황은 지났다고 하는 또 다른 사인은 일자리/지원자 비율이 0.46으로 증가했다고 노동부장관이 오늘 말했다. 이것은 46개의 일자리에 대해 100명의 지원자가 있다는 것이다.


같은 보고서에서 지난 1월 100명의 구직자에 대해 85개의 신규 일자리가 홍보되었으며 이것은 두 달째 증가한 것이다. 애널리스트들은 이것을 고용시장의 주요 지표로 인식한다.



Prolonged Stagnation


그렇지만 골드먼삭스의 Tetsufumi Yamakawa 이코노미스트는 그가 쓴 보고서를 통해 디플레이션 때문에 고용시장 침체가 장기화될 것이라 예상하고 있다. 물가하락은 기업의 이익을 줄이고 이것은 다시 기업의 비용절감으로 이어진다는 것이다.


음식과 에너지를 제외한 소비자물가는 지난 1월에 12월에 비해 1.2%하락했다고 정부는 지난주 말했다. 나오토 칸 재무부 장관은 어제 디플레이션을 막기 위해 일본중앙은행에 도움을 재 요청하면서 올해 물가가 오르기를 기대한다고 말했다. 또한 금융서비스장관인 Shizuka Kamei는 경제를 부양하는데 필요한 정부 채를 은행이 인수할 수 있다고 말했다.


지난달 Nisshinbo Holdings Inc.는 국내 설비의 감소를 위해 Nisshinbo 산업에서 150명의 일자리를 줄일 것이라 발표했다. 섬유와 화학업종에 따르면 물가하락의 결과 사업성이 악화되고 있다.


소비자 전자제품 소매업자인 Best Denki Co.는 어제 2012년 2월 까지 63개 점포를 폐쇄하고 노동조합에 감원을 통보했다. 회사는 전체인력의 20%인 1,000명을 감원할 계획이며 조기퇴직프로그램과 신규고용감축을 진행할 것이라고 확인되지 않은 소식통을 인용해 교도통신이 어제 보도했다.


다른 곳에서도 고용계획 축소가 이루어지고 있는데 일본에서 3번째로 큰 은행인 Mizuho Financial Group Inc.은 2011년 4월 회계년도부터 졸업생에 대한 고용을 34%축소할 것을 발표했다.

재무장관인 나오토 칸이 지난달 경기회복에 중앙은행의 역할강화를 주장하고 나선 이후 일본은행은 즉각 10조 엔의 대출확대계획을 발표했었습니다 .


경기회복과 디플레이션극복을 고려했다고 하지만 어찌됐든 정부압력에 의한 즉각적인 조치였음을 부정할 수 없는 가운데 오늘 다시 중앙은행장인 마사키 시라가와 총재가 통화완화 정책을 지속할 것임을 밝혔습니다.


한국과는 다르게 비교적 인플레위협에서 자유로운 일본이기 때문에 통화정책 완화와 재정확대정책을 펴는데 당장은 큰 부담은 없겠지만, 이제는 다들 아시다시피 또 다른 장기 후유증의 가능성은 높아진다고 볼 수 있습니다.

Jan. 18 (Bloomberg) -- The Bank of Japan will persist with its easy monetary policy to defeat deflation and sustain the economic recovery, Governor Masaaki Shirakawasaid.

“The Bank of Japan recognizes it is a crucial challenge for Japan’s economy to overcome deflation and return to a sustainable growth path with price stability,” Shirakawa said at the bank’s quarterly meeting of regional branch managers in Tokyo today. “The central bank is aiming to maintain an extremely accommodative financial environment.”

Shirakawa was speaking for the first time since Finance Minister Naoto Kanindicated he wants the central bank to do more to bolster prices and support the economy. The recovery from Japan’s worst postwar recession has been driven by exports as weak spending at home exacerbates deflation.

“The Bank of Japan’s assessment so far is that the economy will stay on a moderate recovery track and it wants to watch how things will develop,” said Hideo Kumano, chief economist at Dai-Ichi Life Research Institute and a former BOJ official. Still, “the bank seems ready to take action should the economy be exposed to renewed shocks,” he said.

The yen was little changed, trading at 90.78 per dollar at 11:47 a.m. in Tokyo from 90.77 late Jan. 15 in New York and about 7 percent weaker than the 14-year high of 84.83 reached on Nov. 27. The Nikkei 225 Stock Averageslid 1.8 percent, paring gains over the past 12 months to 31 percent. The yield on Japan’s 10-year bond fell 1 basis point to 1.31 percent.



Return to Growth


Gross domestic product in Japan is forecast to expand 1.4 percent in 2010 after a projected 5.3 percent contraction last year, according to the median estimate of economists surveyed by Bloomberg News.

“Japan’s economy is picking up, although there isn’t yet sufficient momentum to support a self-sustaining recovery in domestic private demand,” Shirakawa said today. He said the global economy started to mend around the second quarter of 2009 and “has been recovering at a moderate pace recently.” World financial markets are also improving, he said.

Kan, who took over as finance minister this month, said on Jan. 14 that are “still various policy measures that could be taken” by the central bank and the government. He said today that he can’t rule out the chance of another economic slump.

“The risk of falling into a double-dip recession hasn’t been completely erased yet,” Kan told reporters in Tokyo. The Diet session beginning today “should prioritize the economic and fiscal situation,” he said.



Record Budget


Kan will seek lawmakers’ approval for Prime Minister Yukio Hatoyama’s record 92.3 trillion yen ($1 trillion) proposed budget for next fiscal year.

The Bank of Japan released a 10 trillion yen credit program last month after Kan urged it to ease monetary policy when he was economy minister. Shirakawa told the branch chiefs that the central bank will continue to “consistently” work toward defeating deflation and achieving sustainable growth.

The heads of the central bank’s regional offices will publish their joint economic report, similar to the Federal Reserve’s Beige Book, at 2:30 p.m. in Tokyo. Heads of the branches of Osaka, Nagoya, Sapporo and Fukuoka will brief reporters about their economies later this afternoon.

Shirakawa and his colleagues said last month that they don’t tolerate price declines, spurring expectations they won’t raise the benchmark overnight lending ratefrom 0.1 percent until inflation returns to the world’s second-largest economy.

일본은행이 디플레이션을 막고 경기회복을 지속하기 위한 통화 완화정책을 지속적으로 시행할 것이라고 마사키 시라가와 일본은행 총재가 말했다.

시라가와는 오늘 도쿄에서 열린 분기 지역매니저 회의에서 일본은행은 일본의 디플레이션을 극복하고 물가안정 속에서 지속적인 성장을 이루는데 큰 도전에 직면해 있으며 중앙은행은 수용적인 재무환경을 유지하는데 초점을 맞추고 있다고 말했다.

이것은 재무장관인 나오토 칸의 중앙은행이 경제지원을 위해 더 많은 일을 하길 원한다는 발언 이후 시라가와 총재의 첫 번째 연설이었다. 최악의 경기침체인 일본은 가계소비감소로 인한 수출악화에 의해 진행되고 있으며 이로 인해 디플레이션이 악화되고 있다.

Dai-Ichi Life Research Institute의 이코노미스트인 히데오쿠마노는 지금까지 일본은행의 평가는 경제가 서서히 회복국면에 들어가는 것을 지켜보는 차원이었으나 이제 중앙은행이 경제에 새로운 충격을 주기 위해 행동을 취할 준비를 하고 있는 것으로 보인다고 말했다.

됴쿄 주식시장에서 오늘 11:47 현재 엔화는 달러당 90.78엔으로서 1월 15일 뉴욕에서 90.77엔 당시와 거의 변화가 없었는데 이것은 지난 11월 27일 달러당 84.84엔까지 오른 이후 7%가량 하락한 것이다. 니케이 225주식평균은 1.8%하락했는데 지난 12개월간 31%가량 상승했다. 10년 만기 엔화채권 수익률은 1베이시스 포인트 하락한 1.31%이다.


Return to Growth

블룸버그의 조사에 따르면 일본의 GDP는 지난해 5.3%하락 예상 이후 2010년에 1.4%증가할 것으로 예상되었다.

오늘 시라가와는 일본 국내 민간수요가 자가 성장할 수 있도록 하는 모멘텀이 아직은 충분치 않지만 일본경제는 회복되고 있다고 말했다. 그는 세계경제가 2009년 2분기부터 개선되고 있으며 최근까지도 이러한 완만한 회복이 이어지고 있다 또 세계 금융시장 또한 개선되고 있다고 말했다.

재무장관인 나오토 칸은 1월 14일 정부와 중앙은행이 시행할 수 있는 다양한 수단이 아직 있다고 말했다.도쿄에서 칸은 리포터에게 더블딥 하락위험은 아직 완전히 사라지진 않았으며 오늘부터 시작되는 The Diet session 에서는 경제와 재정상황에 우선순위를 두어야 한다고 말했다.


Record Budget

칸은 다음 회계연도 예산인 유키오 하토야마 총리의 92.3조엔(1조달러)의 예산을 국회의원들의 승인을 요청할 예정이다.


나오토 칸이 경제장관이었을 때 통화확대정책을 주장한 이후 지난달 중앙은행은 10조 엔의 대출 프로그램을 발표했다. 시라가와 총재는 지사장들에게 중앙은행은 계속해서 디플레이션을 극복하고 지속적인 성장을 이루기 위한 일을 할 것이라고 말했다.

중앙은행의 지역사무소들의 수장들은 오후 2:30분에 도쿄에서 미국 연준의 베이지북과 유사한 보고서를 공개할 예정이다.
