지난 11월 18일 미국에서 첫 출시된 닌텐도의 새로운 가정용 게임기인 위U가 출시되면서 일본에서 3만 엔이 넘는 가격대에도 불구하고 3DS 출시 이후 일본게임시장이 5년 만에 처음 성장했지만 중요한 시장인 미국에서는 전년비 게임기에 대한 소비가 11%나 줄어드는 등 태풍이 되지는 못하고 있습니다.

금융위기 이후 주요시장이었던 미국과 유럽의 수요가 줄고 스마트폰과 테블릿을 이용한 게임이 크게 활성화되면서 위기에 빠졌던 닌텐도는 이번 위U와 기존 3DS를 이용한 새로운 게임들의 보강을 통해 550만대의 위U콘솔과 1,750만대의 3DS를 내년 3월까지 판매하겠다는 계획이지만 전문가들 사이에선 기계가 고가라는 점 때문에 한계가 있을 것이란 의견이 있습니다.

금융위기 초 미국에서 관광이나 레저수요가 줄고 좀 더 저렴하게 여가를 즐길 수 있는 게임기에 대한 수요가 크게 늘어났었고 이후 이마저도 수요가 줄어들었다는 소식을 전한 바 있는데 한때 혁신의 대명사로 불리던 닌텐도가 스마트폰 이라는 저렴한 게임기기에 대해 전혀 대응하지 못하고 있는 상황은 격세지감을 느끼게 합니다.

Nintendo Co. (7974)’s Wii U home video-game console debuted in Japan after sales of its 3DS handheld player drove an expansion of the country’s video-game market in the first half for the first time in five years.

The video-game maker’s first home console since 2006 comes in two versions at 26,250 yen ($318) and 31,500 yen with a 6.2- inch (16 centimeters) touch-screen controller called the GamePad. U.S. customers bought 400,000 units in the first week of sales that started Nov. 18, the company said Nov. 26. Japan sales began Dec. 8.

The high-definition Wii U’s GamePad lets users wirelessly connect to the console so characters can jump between the device and a TV, a feature Kyoto-based Nintendo is betting will help lure players away from smartphones and tablets. Japan, the world’s third-largest economy, is also the fastest growing major video-game market, as demand in the U.S. and Europe slumps.

“Nintendo has a better chance to succeed in Japan, as they have more strongly rooted fans at home,” said Satoru Kikuchi, an analyst at Deutsche Bank AG. Still, “success in the U.S. is required to generate profits.”

Yodobashi Camera Co.’s store in Tokyo’s electronics shopping district of Akihabara opened at 8 a.m. on Dec. 8, the first day of sales, two hours earlier than usual, as about 100 people lined up to buy the Wii U.

U.S. Videogame Sales

“I’ve been waiting for this for so long, and I’m thrilled to finally get it,” Ryoji Iriyama, 41, said after purchasing the console and “Super Mario Bros U” software at Yodobashi Camera. “I’m going to play this with my daughter as soon as I get home.”

U.S. consumers spent 11 percent less on video games, consoles and accessories in November than a year earlier, led by fewer purchases of consoles and handheld players. Retail spending on the products totaled $2.55 billion last month, down from $2.87 billion a year earlier, industry researcher NPD Group Inc. said in an e-mailed statement.

Industrywide sales of videogame machines and software jumped 11 percent to 175.3 billion yen in Japan in the six months ended Sept. 30, according to Enterbrain Inc. Nintendo led the gain after boosting sales of its 3DS handheld by cutting the price and introducing its “New Super Mario Bros. U” and Capcom Co. (9697)’s “Monster Hunter 3 (Tri) G.”

In Japan, Nintendo may face a challenge from its own handheld players, besides competition from smartphones and tablet computers such as Apple Inc. (AAPL)’s iPhone and iPad, said Tomoaki Kawasaki, a Tokyo-based analyst at Iwai Cosmo Holdings Inc. (8707) Nintendo aims to sell 5.5 million Wii U consoles and 17.5 million 3DS players this fiscal year, it said in October.

“Nintendo must offer a very distinctive feature to convince consumers to spend more than 30,000 yen to play with the Wii U,” he said. “Nintendo needs to expand its range of customers.”

지난 10월 기준 중국에 대한 FDI규모가 12개월 내 11번째로 하락을 이어갔는데 이는 일본과의 영토분쟁으로 통상규모가 축소되어 성장이 13년 내 최저치가 예상되고 노동비용이 꾸준히 증가함에 따른 것으로 보고 있습니다.

양국의 영토분쟁이 물론 일본에 더 큰 피해를 주고 있지만 중국에 대한 일본의 투자감소로 중국도 피해가 발생하고 있는 겁니다.

일본 관광청에 따르면 일본을 방문한 중국인 관광객은 10월 기준 30% 정도 줄었고 중국여행을 가려는 일본관광객은 내년 3월까지 70% 가량 감소할 것이라고 발표했습니다.

물론 다른 조사에서는 일부 중국경기회복 징후도 보이고 FDI감소 규모가 크지 않아 별 문제는 없어 보이지만 이런 하락기조는 새로 취임한 시진핑에게 부담이 될 것이 분명합니다. 금융위기 이후에도 비교적 잘 대응해온 중국정부가 어떤 정책기조를 펼칠지 기대됩니다.

중국의 영향력이 예전과 크게 달라진 만큼 우리에게도 큰 영향을 미칠 것이 자명하기 때문입니다.

Foreign direct investment in China fell for the 11th time in 12 months as labor costs rose, a slowdown threatened to drag growth to a 13-year low and a territorial dispute with Japan weighed on trade.

Investment dropped 0.2 percent in October from a year earlier to $8.31 billion, the Ministry of Commerce said in Beijing today. FDI inflows in the first 10 months of the year declined 3.5 percent to $91.7 billion, compared with a slide of 3.8 percent in the first nine months.

The decline highlights challenges for new Chinese leadership headed by Xi Jinping, who took the reins of the ruling Communist Party last week in a once-a-decade power handover, as officials seek to reverse a growth slowdown. The world’s second-largest economy may expand by 7.7 percent this year, the weakest pace since 1999, based on the median estimate of analysts surveyed by Bloomberg News.

“The economic growth model is changing, and some investors may have to relocate to other countries if they are seeking just low costs,” Li Huiyong, chief economist at Shanghai-based SWS Research Co., a securities researcher and consultant, said before the report.

Tensions from the Japanese government’s purchase of disputed islands in the East China Sea have led to protests in China and boycotts by tourists.

All Nippon Airways Co., Japan’s biggest carrier, said Nov. 16 that it will extend capacity cuts on China routes into next month. Chinese visitors to the country slumped 33 percent in October, according to data from the Japan National Tourism Organization, while Japanese trips to China may drop as much as 70 percent until the end of March, said JTB Corp., Japan’s biggest travel agency.

Outbound Spending

China’s non-financial outbound investment in the first 10 months rose 25.8 percent to $58.2 billion, the ministry said. Inbound investment in the first 10 months of 2011 rose 15.9 percent.

The Shanghai Composite Index, China’s benchmark stock gauge, was little changed at 10:06 a.m. local time. The gauge had declined 16.5 percent in the year through yesterday.

Other data are pointing to a growth recovery, with exports rising at the fastest pace in five months and industrial output and retail sales exceeding forecasts.

Economists have scrapped forecasts for any easing of monetary policy in the rest of 2012. Analysts surveyed by Bloomberg News Nov. 14-19 see China holding its reserve- requirement ratio at 20 percent through the end of the year, based on the median estimate. That compares with the median forecast for a 0.5 percentage-point cut in last month’s survey.

Toyota Motor Corp. (7203), Honda Motor Co. (7267) and Panasonic Corp. (6752) reported damage to their operations in China in September as thousands marched in demonstrations sparked by the purchase of islands known as Diaoyu in China and Senkaku in Japan.

Japanese investment in China slowed in October, data from the Commerce Ministry show. Investment rose 10.9 percent in the first 10 months to $6.08 billion, compared with a 17 percent increase in the January-September period to $5.62 billion.

중국에 대한 외국인직접투자(FDI)가 지난 12개월 동안 11번째 하락했는데 이것은 노동비용의 증가와 일본과의 영토분쟁으로 무역규모가 줄고 성장률이 13년래 최저수준으로 하락할 위험 등으로 인한 것이다.

오늘 베이징에서 상무부는 10월 투자가 전년도에 비해 0.2% 하락한 83.1억 불을 기록했다고 말했다. FDI는 연초부터 10월까지 3.5% 하락한 917억 불을 기록했는데 이는 1~9월까지 3.8% 하락한 것과도 비교된다.

중국 벤치마크 주가지수인 SCI지수는 오전 10:06현재 거의 변화가 없었으며 이 지수는 올해 들어 어제까지 16.5% 감소했었다.

다른 자료에서는 수출이 지난 5개월 내 가장 빠르게 증가하고 산업생산과 소매판매가 예상을 초과하는 등 경기회복의 모습이 나타나고 있기도 하다

이코노미스트들의 의견 중 일부는 2012년 남은 기간에 양적완화 정책을 예상하는 의견도 있다. 11월 14일-19일까지 블룸버그가 애널리스트를 상대로 조사한 바에 따르면 이들은 중국이 20%의 지준율을 올해 말까지 유지할 것임을 예상하기도 했다. 조사 중앙값 기준으로 지난달 조사에서는 0.5% 인하를 예상하기도 했었다.

도요타와 혼다 자동차, 파나소닉은 지난9월 그들의 중국 내 영업이 타격을 입었다고 밝혔는데 이는 중국 명 다오위다오, 일본명 센카쿠로 알려진 섬을 일본정부가 매입에 나서면서 수천 명의 시위대의 시위를 부추겼다.

최근 국내 언론을 통해서도 일본 대표 전자회사들인 소니, 파나소닉 등의 경영위기가 자주 보도되었는데 파나소닉은 작년 전체 근로자의 11%인 39,000명을 감원한 데 이어 올해도 하반기 8,000명의 추가감원을 포함해 16,000명 이상을 감원할 계획입니다.

이들은 경쟁자인 삼성전자나 애플에 대적할 히트제품을 내놓지 못하고 있는 가운데 TV 부분의 글로벌 수요가 감소가 올해뿐 아니라 내년까지 이어질 것으로 보이면서 손실 폭이 더 커질 위기에 처해있습니다. 파나소닉은 지난 6월 사업구조조정을 위해 바뀐 사장이 엄청난 비용을 부담하면서도 감원 외엔 방법이 없다는 발표를 하는 상황입니다.

시장이 상위 선두기업에 의해 전체 시장이 지배되는 경향이 심한 전자산업에서 한번 뒤처지면 회복하기가 거의 불가능한 게 사실입니다.

과거 한때 일본 게임기회사가 자신의 경쟁자가 나이키라고 발표할 때 당시 혁신마케팅 사례로 자주 등장했는데 결국 신발이 아닌 스마트폰에 의해 경영이 크게 악화하는 상황은 시대 흐름을 제대로 읽지 못했을 때 나타나는 결과를 보여주는 것 같습니다.

사실 이제 많이 일상화되어 보도되지 않을 뿐 일본뿐 아니라 수많은 글로벌 기업들의 감원이 지금도 계속되는 상황입니다. 그런 상황에 중단기 내 글로벌 경기회복을 논하는 건 사실 시기상조입니다.

어느 국가를 막론하고 능력과 자금력이 있는 소수 기업이나 개인은 이런 위기를 더 도약할 수 있는 계기로 삼겠지만 그렇지 않은 대부분 기업은 그 나마 입지가 더 축소될 가능성이 크기 때문에 이 부족할 수 있는 부분을 지원해 줘야 하는 게 과제가 될 겁니다.

 


 

Panasonic Plans 8,000 Job Cuts Amid Second Straight Loss

Panasonic Corp. (6752) plans to cut 8,000 jobs in the second half of this fiscal year as the Japanese TV maker restructures amid falling demand and a rising yen.

The company, which eliminated 8,871 jobs in the six months ended Sept. 30, is planning further cuts by March 31 to speed up the reforms, Atsushi Hinoki, a Tokyo-based spokesman, said by phone. The expense for the job cuts is already included in the company’s forecast for an annual loss of 765 billion yen ($9.6 billion), he said.

Panasonic shares this month plunged to the lowest in at least 38 years and Moody’s Investors Service said it will review its debt for a potential downgrade after Japan’s third-biggest employer predicted a loss this fiscal year. The Osaka-based company eliminated almost 39,000 jobs in the past year, or about 11 percent of its staff, as Japanese electronics makers struggle amid competition with Samsung (005930) Electronics Co.

“They have no choice but to cut more jobs, given the enormous loss,” said Yoshihiro Okumura, a general manager at Chiba-Gin Asset Management Co. “Further job cuts were expected. What is more important going forward is to realign its businesses and show investors a clear picture for revival.”

Reuters reported the job cuts earlier.

Panasonic’s American depositary receipts fell 4.3 percent to $4.63 at the close in in New York.

Apple, Samsung

The loss forecast, projected last month, was 30 times bigger than analysts estimated and prompted the Osaka-based company to skip a dividend for the first time since 1950 because of an “urgent need” to improve its financial position. It would be the company’s second straight loss.

“It’s positive that the company is promoting reform at a faster pace than the market expected,” said Kazuharu Miura, an analyst at SMBC Nikko Securities Inc. in Tokyo.

Panasonic and smaller Sharp Corp. are among Japanese consumer-electronics makers failing to come up with hit products to challenge Samsung and Apple Inc. (AAPL) Sony Corp. (6758) and Panasonic are valued at near three-decade lows as investors remain unconvinced that Japan’s TV makers can rebound from slumping demand, falling prices and mounting losses.

The bulk of Panasonic’s projected loss for the year ending in March will come from 440 billion yen of restructuring expenses, more than 10 times greater than what the company projected earlier. That includes a writedown of goodwill on businesses such as solar, lithium-ion batteries and mobile phones, the company said.

“The situation is worse than we had expected earlier, and we have a severe outlook for the second half,” Chief Financial Officer Hideaki Kawai said at an Oct. 31 briefing. Panasonic has no plan to cut jobs in significant numbers, he said then.

Credit Ratings

With 321,896 workers on its payroll as of Sept. 30, Panasonic trails Toyota Motor Corp. (7203)’s 328,762 workers as of June 30 and Hitachi Ltd. (6501)’s 327,325 as of Sept. 30, according to data compiled by Bloomberg.

On Nov. 1, Moody’s placed Panasonic’s Baa1-rated long-term senior unsecured bond and issuer ratings, as well as its shelf registration, on review for downgrade. Japan Rating and Investment Information Inc. said it placed Panasonic on monitoring and may downgrade its current A+ rating by more than one level.

The maker of Viera TVs and Lumix cameras promoted Kazuhiro Tsuga to president in June after the 56-year-old executive led a restructuring of the unprofitable TV business.

Losses from TVs at Panasonic totaled 349 billion yen in the past four fiscal years, according to an estimate by Yuji Fujimori, an analyst at Barclays Plc in Tokyo. Sony’s TV business is forecast to lose money for a ninth straight year.

TV Demand

Global TV demand is expected to remain little changed in 2013 after shipments of all TV types declined more than 4 percent this year, researcher DisplaySearch said last month. Japan’s deliveries plunged 77 percent in the second quarter, according to the researcher.

Anti-Japan sentiment in China may lead to a 100 billion-yen decline in sales and a 30 billion-yen decline in operating profit for the current fiscal year, Kawai said last month.

Protests disrupted operations in September at Panasonic’s three factories in China, where the company generated about 14 percent of its sales in the first quarter.

A dispute over islands in the East China Sea claimed by both countries sparked the anti-Japan protests, halting local output by Japanese manufacturers and reducing demand for their products in the world’s second-largest economy.

파나소닉과 더 작은 샤프 같은 일본 전자제품 소비재 메어커들은 삼성전자와 애플에 대항하는 인기 제품을 만들어내는데 실패했다. 소니와 파나소닉은 30년 만에 가장 낮은 주가를 기록하고 있으며 일본의 TV메이커들 손실증가와 가격하락, 수요감소로부터 다시 회복할 수 있다는 확신을 주지 못하면서 투자자들의 불안으로 이런 결과를 낳았다.

파나소닉의 3월까지 1년간의 목표손실은 구조조정비용으로 4,400억 엔이 발생할 것인데 이것은 초기 회사의 목표보다 10배 이상 늘어난 수치다. 여기에는 태양광과 리튬이온 배터리 그리고 휴대폰등과 같은 사업의 평가절하가 포함되어 있다고 회사는 말했다.

Viera TV와 Lumix 카메라를 생산하는 파나소닉은 지난 6월 부진에 빠진 TV사업을 구조조정하기 위해 Kazuhiro Tsuga를 사장으로 선임했다.

Japan’s retail sales rose less than forecast in September as the expiry of government subsidies for car purchases saps consumer demand.

Retail sales rose 0.4 percent from a year earlier, the Trade Ministry said in Tokyo today, after a revised 1.7 percent rise in August. The median estimate of 15 economists surveyed by Bloomberg News was for a 1 percent increase. Sales dropped 3.6 percent from a month earlier.

The report adds to signs that world’s third-largest economy is at risk of contraction in the second half of the year, as slowing global demand and a territorial dispute with China weaken exports. The government last week announced 750 billion yen ($9.4 billion) of stimulus to shore up growth as consumer prices slide and parliamentary gridlock blocks legislation to finance the budget deficit.

“It’s tough to find positive aspects in Japan’s economy,” Hiroaki Muto, a senior economist at Sumitomo Mitsui Asset Management in Tokyo, said before the report. “Consumption in Japan has abruptly declined since the first quarter of this year.”

Car sales in Japan fell last month for the first time in a year as government subsidies for purchases of fuel-efficient cars ended. The government stopped accepting applications for the subsidies on Sept. 21.

More Stimulus

Japan’s Economy Minister Seiji Maehara said Oct. 26 that the government’s stimulus package announced last week would boost gross domestic product by 0.1 percentage point, without specifying over what period. The government hasn’t decided how to fund planned further stimulus steps to be drawn up next month, Maehara said, adding that it’s too early to say how big those extra measures will be.

Maehara said last week that he wants to attend tomorrow’s Bank of Japan policy meeting, at which the bank will decide whether to add monetary stimulus. All but one of 27 economists surveyed by Bloomberg News expect the central bank to add to easing at the meeting.

Japan’s government this month cut its economic assessment for a third straight month, the longest streak since the 2009 global recession, as exports fell for a fourth month in September and machinery orders fell more than expected in August. Morgan Stanley and Citigroup Inc. are among those who expect the economy to contract in the third and fourth quarters of this year.

Japan’s machinery orders fell more than expected in August, a sign that companies will cut back spending as global demand slows.

Orders, an indicator of capital spending in three to six months, declined 3.3 percent after rising 4.6 percent in July, the Cabinet Office said today in Tokyo. The median of 26 estimates in a Bloomberg News survey was for a 2.3 percent drop.

Today’s data follow government reports last month showing declines in industrial output and exports, underscoring the risk of a contraction in gross domestic product. In an interview in Tokyo, Japanese Prime Minister Yoshihiko Noda yesterday called for talks to contain economic damage from a dispute with China over East China Sea islands.

“There’s a growing number of people who are pessimistic about the economic outlook,” Jun Kawakami, an economist at Mizuho Securities Co. in Tokyo, said before the report. “It’s really hard to see any signs that companies will increase capital spending.”

Japanese shares fell, with the Nikkei 225 Stock Average headed for an 11-week low, on the machinery order data and a cut to Spain’s debt rating by Standard & Poor’s.

The Nikkei 225 Stock Average dropped 0.6 percent to 8,547.99 as of 9:20 a.m. in Tokyo, its lowest since July 26. The broader Topix Index slid 0.5 percent to 713.54, with more than two stocks falling for each that rose.

Contraction Threat

JPMorgan Chase & Co. said in a report last week that the dispute with China may knock 0.8 percentage point off Japan’s gross domestic product in the October-December period and hasten a slide in the current account. The brokerage joins Morgan Stanley and Bank of America Merrill Lynch in predicting Japan’s economy will shrink for two consecutive quarters through the end of December.

The Bank of Japan (8301) today released minutes of a meeting last month where policy makers unexpectedly expanded monetary easing. During the discussions, one member advocated increasing the size of the central bank’s purchases of “risk assets,” the record showed. One said that the nation faces stagnant gross domestic product or very limited growth for the time being.

중-일간 다오위다오(센카쿠열도)에 대한 분쟁이 오늘 베이징 에서의 양국 외무당국자 미팅을 통해 한숨을 돌리는 양상인데 어떠한 합의점을 찾을 수 있을지 알 수 없습니다.

대개 이런 분쟁의 경우 양측의 체면을 살려줄 수 있는 선에서 마무리하는 게 보통이지만 영토문제에 대해 매우 강경한 중국과 이미 일본 정부차원에서 매입을 승인한 일본은 서로 양보하기가 사실상 어려운 상황입니다.

수십 년 전 잘못된 한일간 협정을 통해 독도 근해 200해리를 주장하지 못하고 겨우 근방만 가지고 있는 역사적 사실 등으로 봤을 때 한번 정해진 영해는 그 해안선을 바꾸기가 쉽지 않기 때문에 양측의 합의는 매우 어려울 것으로 보입니다.

Diplomats from China and Japan are meeting today amid rising tensions over a territorial dispute, as dozens of Chinese and Taiwanese vessels approached the islands at the center of the spat.

Japanese Vice Foreign Minister Chikao Kawai meets with Chinese counterpart Zhang Zhijun in Beijing in a sign the two countries are attempting to ease tensions over the islands, known as Senkaku in Japanese and Diaoyu in Chinese. The meeting began this morning, the official Xinhua News Agency said.

As many as 50 Taiwanese fishing boats and 10 patrol vessels as well as five Chinese government boats are in or near what Japan calls its “contiguous zone,” the Japanese Coast Guard said in a statement. Six Taiwanese patrol boats entered waters claimed by Japan this morning, the Coast Guard said.

Today’s meeting is the first since protests in China last week damaged operations for Japanese companies such as Toyota Motor Corp. (7203) and Aeon Co. Japan’s purchase of the islands this month exacerbated the worst diplomatic crisis since 2005, which has threatened a $340 billion trade relationship between Asia’s two biggest economies.

Separately, Japan’s de facto envoy to Taiwan will visit Taipei today to discuss the dispute over the East China Sea islands claimed by all three governments. Tadashi Imai is president of Japan’s Interchange Association, which represents the Japanese government in Taiwan in the absence of formal diplomatic relations.

Taiwanese Vessels

Japan’s Coast Guard is using hoses against 48 Taiwanese vessels that entered the Japanese-administered waters, Chief Cabinet Secretary Osamu Fujimura told reporters today in Tokyo. He said the situation should be dealt with “calmly” to ensure good Japan-Taiwan ties. Fujimura said yesterday the government protested “at a high diplomatic level” after Chinese vessels entered the waters.

The last time senior Japanese and Chinese officials met was Sept. 9, when Japanese Prime Minister Yoshihiko Noda discussed the island issue briefly with Chinese President Hu Jintao on the sidelines of the Asia Pacific Economic Cooperation Summit in Vladivostok, Russia. Hu told Noda that any Japanese move to buy the islands would be considered “illegal and invalid,” according to a statement on the Chinese Foreign Ministry website.

Noda’s government reached a deal to purchase the islands from a private Japanese owner on Sept. 11.

양국간 영토분쟁으로 인한 긴장감이 높아지고 있는 가운데 중국과 일본의 외교관들이 오늘 만난다. 수십 척의 중국과 대만의 배들이 다오위다오로 근접한 상태다.

일본은 섬나라라는 특성상 영토에 대한 극심한 트라우마가 있으며 이를 이용하는 것을 지겹도록 반복하는 특이한 국가입니다.

지난4월 도쿄도지사인 신타로가 중국과 분쟁중인 센카쿠 섬에 대해 민간기금으로 이를 매입해 민간이 소유하겠다고 한 이후 의회가 이를 승인하면서 촉발된 중-일 영토분쟁이 중국의 거센 항의와 중국 내 시설물 들에 대한 파괴행위가 격해지며 확대되고 있습니다.

아직 일부 지역이긴 하지만 도요타와 혼다 같은 일본차 브랜드의 중국 내 딜러샵들이 당장 피해를 입었고 칭다오 지역에서 매장을 운영하는 AEON의 jusco 수퍼마켓이나 여타 일본기업의 레스토랑들, 백화점들이 시위대의 공격을 받고 있습니다.

일본에 있어 1위 수출국인 중국에서의 일본제품 불매운동이 확산되는데 일본정부와 기업들이 적잖이 당황하고 있는 상황인데 사태 이후 중국 내 자동차 판매가 급감한 사이 유럽과 한국산 차의 판매량이 10% 이상 증가하고 있는 상황입니다.

이러한 분쟁으로 연간 무역규모 3,000억 불 이상의 양국관계가 크게 악화될 것으로 보이는데 그렇다고 전체 거래규모 자체가 크게 줄어들 가능성은 많지 않아 보입니다. 어차피 정치와 경제는 각각의 이해관계에 따라 따로따로 진행될 가능성이 크기 때문입니다.

아무튼 이래저래 어려운 처지에 놓이게 된 일본인데 문제는 스스로 제 발등을 찍는 경우도 상당히 많다는 것이며 정말 일본에 대한 해법은 내놓기가 어렵습니다.

복심이야 어쨌건 우리 입장에선 어설픈 정치적 쇼가 어떤 부작용으로 나타나는지 배울 수 있는 사례이며 독도문제를 시도 때도 없이 건드리는 일본과의 관계에서 우리가 어떻게 대응해야 하는지 전략을 짤 수 있는 좋은 공부거리 입니다.

 


 

China-Japan Dispute Over Islands Risks $340 Billion Trade

 

China and Japan’s worst diplomatic crisis since 2005 is putting at risk a trade relationship that’s tripled in the past decade to more than $340 billion.

Toyota Motor Corp. (7203), Honda Motor Co. (7267) and Panasonic Corp. (6752) reported damage to their operations in China as thousands marched in more than a dozen cities on Sept. 16 after Japan last week said it will purchase islands claimed by both countries. Protesters called for boycotts of Japanese goods and in some instances smashed store fronts and cars.

Tensions between China and Japan further complicate policy makers’ efforts to fortify growth in Asia’s biggest economies as the European debt crisis saps demand for exports. Panasonic and Canon Inc. (7751) yesterday said they’re shutting some plants in China through today and the China Automobile Dealers Association said the protests will hurt sellers of Toyota, Honda and Nissan Motor Co. cars in China more than Japan’s March 2011 earthquake.

“The escalating dispute is adding one more layer of uncertainty,” said Liu Li-Gang, a Hong Kong-based economist at Australia & New Zealand Banking Group Ltd. (ANZ), who previously worked at the World Bank. “Japan is now more reliant on China for economic growth than vice versa. Its already weak economic recovery may falter. China will suffer less.”

In 2011, China was the largest market for Japanese exports, while Japan was the fourth-largest market for Chinese exports. China’s shipments to Japan totaled $148.3 billion last year as it imported $194.6 billion of Japanese goods, according to Chinese customs data.

Disputed Islands

Tokyo Governor Shintaro Ishihara triggered the dispute in April when he said he may use public funds to buy the islands, known as Diaoyu in Chinese and Senkaku in Japanese, from a private Japanese owner. Tensions escalated after Japan’s cabinet approved the purchase of the islands for 2.05 billion yen ($26 million) on Sept. 11. China has said it doesn’t accept the move.

Sales of Japanese-branded passenger cars fell last month in China, compared with gains of more than 10 percent for German, American and South Korean vehicles according to the China Association of Automobile Manufacturers. China is the world’s largest car market.

Toyota and Honda both reported that fires damaged their dealerships in the eastern Chinese city of Qingdao. Separately, Phoenix Satellite Television Holdings Ltd. (2008) showed footage of Japanese cars that had been overturned, with their windshields smashed by protesters.

Many dealerships in China that sell Japanese cars have shut after some outlets were attacked and vandalized, said Luo Lei, deputy secretary general of the China Automobile Dealers Association.

Ransacked Stores

Protesters in Qingdao ransacked a Jusco supermarket and a Heiwado Co. (8276) department store in the city of Changsha was attacked, the Kyodo News Agency reported.

Shares of Ajisen China Holdings Ltd. (538), an operator of Japanese ramen restaurants in China, fell the most in more than fourth months in Hong Kong trading yesterday. Aeon Stores (Hong Kong) Co. (984), the Hong Kong-listed unit of Japan’s Aeon Co. that operates Jusco supermarkets in China, fell the most in more than three months.

The declines were the result of concerns that the two companies’ sales would be hurt by the dispute over the islands and that some of their stores may be vandalized, Linus Yip, chief strategist at First Shanghai Securities, said by phone.

Equity markets were shut for a public holiday in Japan yesterday.

‘Illegal Protests’

In the southern city of Guangzhou, police said they detained seven people for vandalizing a Japanese-brand car on Sept. 16 and held another three for smashing an unidentified store front. The northern city of Xi’an banned “illegal” protests in some areas and said any vandalism in the name of “national interest” won’t be allowed, according to a statement posted on the local public security bureau’s website.

Panasonic yesterday said it’s temporarily closing plants in the cities of Qingdao, Suzhou and Zhuhai. The electronics maker is checking on damage at its Qingdao and Suzhou facilities, spokesman Atsushi Hinoki said.

Canon spokesman Hirotomo Fujimori said the company was closing two of its plants in Guangdong province and one in Jiangsu province through today to ensure the safety of employees. No damage has been reported at the plants, he said.

Manchurian Incident

September 18 is the anniversary of the Mukden Incident, also known as the Manchurian Incident, which took place in 1931 near what is now the Chinese city of Shenyang and led to the Japanese invasion of the northeastern portions of China.

The protests this month have come as economic growth in China moderated in the second quarter to the slowest pace in three years.

That’s already led Komatsu Ltd. (6301), the world’s second-biggest maker of construction equipment, to cut its annual profit forecast as a Chinese government campaign to rein in home prices has depressed demand. Of Komatsu’s 1.98 trillion yen revenue in the year through March, about 14 percent came from China, according to data compiled by Bloomberg.

Hitachi Construction Machinery Co. (6305), the third-biggest maker of building equipment, said in July that it expected sales of excavators built by foreign suppliers in China to drop 20 percent to 56,000 units in the year to March 2013, following a 37 percent slide the previous year.

Japanese Investment

That hasn’t stopped Japanese investments in China. Foreign direct investment by companies from Japan surged 19.1 percent from a year earlier to $4.73 billion in the first seven months of this year, according to the Chinese Ministry of Commerce. By comparison, investment from the European Union fell 2.7 percent and funds from the U.S. rose 1 percent during the same period.

Protesters also called for a boycott of Japanese goods after demonstrations swept Chinese cities in 2005 in a row over school textbooks that critics said downplayed Japan’s wartime atrocities, prompting some companies from the nation to reconsider investment plans for China.

That didn’t prevent Chinese imports from Japan surging 15.2 percent in 2006, almost triple the previous year’s pace.

The trade and economic interests of the world’s second- and third-biggest economies have become increasingly intertwined, said ANZ’s Liu. An escalation of the dispute could deal “a blow to the Asian economy and the global one as a whole,” he said.

‘Illegal Protests’

남부지방 광주에서는 경찰이 일본자동차를 파괴하려는 7명을 체포했으며 가계를 부수려 하던 3명을 붙잡았다고 발표했다. 북부의 시안에서는 일부 지역에서 불법시위를 금지했으며 국익이라는 이름의 어떠한 파괴행위도 허용하고 있지 않다고 지방 공안 웹사이트에 발표했다.

어제 파나소닉은 칭다오와 수주 그리고 주하이의 도시들의 공장들에 대해 임시 폐쇄한다고 말했다.회사는 칭다오와 수주의 공장들에 대한 피해를 확인 중이라고 대변인인 Atsushi Hinoki 가 말했다.

중국 내 일본투자는 중단되지 않았다. 올해 처음 7개월 동안 일본으로부터의 기업들의 외국인 직접투자규모는 전년에 비해 19.1%증가한 47.3억불을 기록했다고 중국 상무부에서 말했다. 이와 반대로 EU로부터의 투자는 2.7% 감소했으며 미국으로부터의 자금은 같은 기간 1% 늘어나는데 그쳤다.

시위대들은 전쟁기간 동안의 일본의 만행에 대한 내용이 축소 왜곡된 학교 교과서에 대한 항의로 진행된 2005년 시위 이후 일본제품에 대한 보이콧을 요구하고 있으며 이로 인해 일부 기업들이 중국에 대한 투자계획을 다시 생각하게 만들었다.

얼마 전 일본이 한국으로 말하면 부가가치세인 소비세를 고령화에 따른 재정부담완화를 이유로 현재 5%에서 점진적으로 증액할 것이란 소식을 전해 드렸었는데 최근 일본의 부동산 시장의 거래가 증세를 앞두고 많이 늘어나고 있다는 소식입니다.

이번처럼 2014년으로 소비세 증세시기가 정해지면 그때까지는 세제혜택을 받는 것과 마찬가지이므로 미래의 소비까지 끌어들여 거래가 한때 늘어나게 됩니다.

그러나 역사적으로 봤을 때 그 시점 이후에는 더욱 급격한 시장침체를 경험하게 됩니다. 소비주체가 이미 미래소비를 당겨 소비했기 때문에...

당장 2014년부터 5%에서 8%로, 2015년에는 10%로 소비세가 늘어나게 되자 주택시장이 더 악화할 것으로 예상한 관련 기관 및 단체들이 모기지에 대한 세제혜택을 현행 10년에서 15년으로 늘리고 체납에 대한 경감률도 높여달라고 것을 요청하고 있는 상황입니다.

Japan May Add Mortgage Tax Benefits to Cushion Slow Sales

 

Japan may extend mortgage tax benefits by five years and raise the deduction rate to cushion an expected slowdown in home sales in 2014 when a consumption tax increase takes effect.

The finance and land ministries are in talks on a plan that would save the average home buyer as much as 10 million yen ($128,000) in 2014, compared with 3 million yen this year, the Nikkei newspaper said Sept. 1 without citing the source of the information. Details will be decided later this year, it said.

Home sales may slow, retarding economic growth, when the sales tax jumps to 8 percent from 5 percent, Nikkei said. Property and fund association groups are seeking a tax reduction for home buyers to counter any slowing of the housing market.

“This is better than doing nothing,” Masaaki Kanno, chief economist at JPMorgan Securities Japan Co., said yesterday in a telephone interview. “Numbers show the economic outlook started deteriorating already, and this is doing little more than to patch over the problem temporarily.”

The plan will call for extending to 15 years from 10 the tax benefit for new home buyers starting in 2014 and raising the deduction to as much as 2 percent of the outstanding mortgage balance from 1 percent, Nikkei said. The government will consider further benefits from 2015 when the sales tax jumps to 10 percent, it said.

Prime Minister Yoshihiko Noda in August won parliamentary approval for a boost in the sales tax to ease the government’s reliance on debt to cover the rising costs of care for Japan’s aging population.

Housing Loans

New housing loans jumped 14.7 percent from a year earlier in the second quarter, the biggest gain since March 2006, buoying a housing market entering its third decade of deflation. About 1.3 trillion yen of extra home purchases are expected before the tax increase takes effect in 2014, according to estimates by NLI Research Institute, a Tokyo-based research and consulting unit of Nippon Life Insurance Co.

Housing investment rose 3.8 percent, the first increase in five years, to 13.1 trillion yen in the fiscal year ended March 31, according to government data. Japan’s banks offered 2.98 trillion yen of new loans for home purchases in the three months ended June 30, according to the Bank of Japan.

Housing investments surged to almost 28 trillion yen in April 1996, ahead of the most-recent increase in the sales tax to 5 percent from 3 percent, according to NLI Research. Last- minute home buying ahead of that tax boost totaled 2.4 trillion yen.

History shows any gain may be temporary: Japan entered a 20-month recession after the tax was raised in 1997. Housing investments declined to about 19 trillion yen a year after the surge, according to NLI.

일본이 소비세 증가의 효과가 나타날 2014년에 기대되는 주택판매 침체를 막기 위해 모기지 세제혜택을 향후5년까지 더 연장하고 공제율을 높일 것으로 보인다.

금융과 토지관련 정부부처들은 2014년에 평균 1천만 엔 이상의 주택을 구매하는 매입자를 보호하기 위한 계획을 논의하고 있는데 올해는 3백만 엔 이었다고 익명을 요구한 제보를 바탕으로 니케이 신문이 9월 1일 보도했다.

니케이는 소비세가 5%에서 8%로 높아지면 주택판매가 더 저조해질 것이라고 말했다. 부동산과 펀드 연합그룹들은 주택시장침체를 막기 위해 주택구매자들로 하여금 세제혜택을 주는 방안을 요구하고 있다.

JP모건증권의 이코노미스트인 마사키 카노는 이러한 조치는 아무것도 하지 않는 것보다는 나으며 경제수치들이 이미 악화되기 시작했고 이것은 문제를 임시적으로 약간이나마 나아지게 하려는 조치라고 말했다.

이러한 계획을 통해 2014년부터 신규주택 구매자들에 대한 세제혜택을 10년에서 15년으로 연장하고

주택투자는 3.8% 늘었는데 이것은 5년 내 처음 증가한 것이며 정부자료에 따르면 3월 31일 회계연도 끝까지 13.1조 엔이 투자될 것이라고 말했다. 일본의 은행들은 6월 말까지 주택구매를 위한 2.98조 엔의 신규대출을 집행했다고 일본중앙은행이 말했다.

주택에 대한 투자는 소비세가 3%에서 5%로 증가하기 직전인 1996년 4월 28조 엔을 기록해 최고로 증가했었다고 NLI연구소가 말했다. 총 2.4조 엔의 세금증가를 앞두고 주택구매가 몰렸다.

지난 10여 년간 거의 물가가 오르지 않아 디플레이션에 빠져있다고 자평하는 일본의 소비자 물가가 7월까지 3개월간 또다시 유가 하락을 이유로 0.3% 하락해 인플레이션율 1%대로 높이기 위해 정책을 펴는 일본중앙은행을 고민에 빠지게 하고 있습니다.

어제도 일본의 소비지출이 올 들어 처음으로 하락해 내수불안이 가중되고 있다는 소식을 전한 바 있는데 맥을 같이 하는 소식입니다.

GDP의 60~80%를 차지하는 일본 내수의 성장부진은 지속적인 물가하락을 가져오고 있으며 이는 어찌 보면 침체 속에서도 일본 국민이 어찌어찌 살아가는 힘이 되고 있는데 반해,

임금상승 등 정상적인 가계소득증가를 통한 내수부양엔 별 관심 없는 정부가 물가만 폭등시켜 놓은 한국은 국민들이 살아가기 정말 어려운 나라가 되어가고 있는 게 최근 수년간의 모습입니다. 취업 등 모든 사정이 하등 일본보다 나을 게 별로 없으며 사정이 이렇다 보니 이럴 바엔 디플레가 오히려 살기 낫다고 생각하는 게 무리가 아닙니다.

이건 여담입니다만 어제 한나라당 유력인사 이야기가 신문에 나왔습니다.

여러 이야기 중 비정규직 문제는 정규직이 양보해야 한다고 주장하고 있는데 수년간 언론을 통해 나왔던 이야기라 사실 같지만 그렇게 믿게 하려고 했을 뿐, 사실 같은 근로자 간 윗돌 빼 아랫돌 메우는 식으로는 절대 비정규직 문제 등 어떤 문제도 해결되지 않을 뿐 아니라 전체적인 소득 하향화를 불러 내수침체를 가속할 뿐입니다.

한국에서 왜곡되어 버린 비정규직에 대한 임금 등 차별은 정책적으로 해결해야 할 문제임이 분명합니다. 또 양당이 서로 치고받는 건 그렇다 쳐도 상대 후보 법인설립 시 가족을 이사 감사로 올렸던 것에 대해 도덕적이지 못하다고 비난하는 건 정말 중소기업 법인 설립의 현실에 대해 전혀 모르는 게 아닌가 합니다.

최근 감사선임 의무조항은 없어졌지만, 만약 이런 어리석은 주장을 현실화하겠다고 이사선임에서 가족을 배제하면 법인설립기업의 어려움만 가중시킬 뿐입니다.

실제 현실에 별로 관심 없는 이런 생각을 하는 분들이 추진하는 경제정책은 결국 양극화를 심화시킬 뿐 크게 기대할 게 없어 보이는 게 사실입니다.

Consumer prices excluding fresh food dropped 0.3 percent from a year earlier, the statistics bureau said in Tokyo today. That matched the median estimate in a Bloomberg News survey of economists. The jobless rate stayed at 4.3 percent, a government report showed.

Today’s data may reinforce doubts over the central bank’s efforts to reverse more than a decade of deflation as the European debt crisis hurts Japan’s economy by dragging down exports. Central bank Governor Masaaki Shirakawa last week said that it’s likely the inflation goal will be realized after the end of fiscal 2013.

“Japan is still in a deflationary phase,” Masayuki Kichikawa, Tokyo-based chief economist at Bank of America Merrill Lynch, said before today’s release. “The bad news is that the global slowdown has been prolonged so the BOJ will probably have to delay its time line to achieve the inflation goal.”

Oil prices decreased 8.2 percent from a year earlier in July, according to data compiled by Bloomberg. The drop was the main reason for the decline in consumer prices, Yoshiki Shinke, chief economist at Dai-Ichi Life Research Institute in Tokyo, wrote in a report before the release.

The central bank forecasts a 0.7 percent gain in consumer prices for the year starting in April 2013. The average forecast of 40 economists was a 0.18 percent increase for the same period, according to an August report by the Japan Center for Economic Research.

BOA메릴린치의 이코노미스트인 마사유키는 일본은 여전히 디플레이션 상황이며 안 좋은 소식은 글로벌 경기침체가 길어지면서 일본중앙은행이 인플레이션 목표치 달성 년도를 계속 연기하려 한다는 점이라고 보고서 발표 전에 말했다.

블룸버그 자료에 따르면 7월 유가는 전년대비 8.2% 하락했다. 이러한 하락은 소비자물가 하락이 주요한 요인이라고 다이이치 생명연구소의 이코노미스트인 요시키 신케가 오늘 발표 전 보고서에 썼다.

중앙은행은 회계연도 시작일인 2013년 4월까지 소비자물가가 0.7% 오를 것을 예상하고 있는데 JCER의 8월 보고서에 따르면 40명의 이코노미스트의 평균 예상은 같은 기간 0.18% 오르는 것이다.

내수를 살리기 위해 4월부터 시작된 친환경 자동차에 대한 일본정부의 보조금이 8월 말 현재 겨우 10% 정도 남은 것으로 알려지자 향후 소비위축이 본격화될 것이며 이번 분기 1% 수준인 경제성장이 연말에 오히려 (-)로 돌아갈 수도 있을 것이란 우려가 나오고 있습니다.

자동차 판매가 주도해온 7월 일본 소비는 전년 비 0.8% 하락해 8개월 만에 처음 하락세를 기록했으며 수출둔화와 내수부진이 겹쳐 일본 자동차 회사들이 자동차 보조금 지급 같은 부양을 더 해달라고 정부에 요청하는 상황입니다.

금융위기 이후 글로벌 부양정책의 1단계가 마무리되던 2009년부터 결국 인센티브라는 게 미래소비를 끌어다 쓰기 때문에 몰핀 효과 뿐이라는 설명을 자주 했는데 일본뿐 아니라 거의 대다수의 나라가 대규모부양 능력을 상실한 채 언 발에 오줌 누기 식 부양을 계속하고 있습니다. 결국, 효과가 없을 겁니다.

사면초가인 일본경제는 현재 답이 없다는 이야기를 자주 했었는데, 이번 독도 사태는 국내외 수십중고를 겪고 있어 울고 싶은 일본의 뺨을 때린 격으로 밖에 안 보입니다. 독도문제를 포함해 이 정부 들어 벌어진 수많은 부담은 적어도 수년간은 계속 부담이 될 것으로 보입니다.

Japan’s retail sales fell more than economists forecast in July as a winding down of government subsidies for car purchases threatens to further damp consumer spending in coming months.

The 0.8 percent decline from a year earlier was the first drop in eight months and compared with the median estimate of a 0.1 percent fall in a Bloomberg News survey of 13 economists. From a month earlier, sales slid 1.5 percent, according to data released by the trade ministry in Tokyo today.

Weakness in consumer spending and declining exports may make it harder for the government to prevent the economic contraction forecast for this quarter by Bank of America Merrill Lynch and Credit Suisse Group AG. Most of 274.7 billion yen ($3.5 billion) of subsidies for purchases of fuel-efficient cars is spent, with RBS Securities Japan Ltd. saying the program may run out of money next month.

“We can expect a plunge in spending in the fourth quarter because of the end of eco-car subsidies,” Masamichi Adachi, a senior economist at JPMorgan Securities in Tokyo and a former central bank official, said before today’s report.

The yen traded at 78.72 per dollar as of 9:07 a.m. in Tokyo, little changed from before the release.

Smaller summer bonuses for workers this year may have contributed to the sales decline. Payouts by large companies, often equivalent to several months’ pay, fell 2.5 percent after rising in the previous two years, according to the Japan Business Federation, also known as Nippon Keidanren.

Weaker Outlook

The Cabinet Office downgraded its assessment of the domestic economy for the first time in 10 months on Aug. 28 after shipments to the European Union fell 25 percent in July from a year earlier. Private consumption accounts for about 60 percent of Japan’s gross domestic product.

The Japanese economy, the world’s third-biggest, will grow 1 percent this quarter on an annualized basis after a 1.4 percent expansion in the previous three months, according to the median estimate of analysts surveyed by Bloomberg News. A minority of analysts forecast a contraction.

Japan passenger vehicle sales will drop as much as one- fifth in the next quarter from a year earlier, after growing about 53 percent in the first seven months, according to analysts at BNP Paribas and IHS Automotive. Only about 10 percent of the money allocated for car subsidies rolled out from April remained unspent as of Aug. 27, according to the trade ministry.

Carmakers such as Nissan Motor Co. (7201) are calling for additional stimulus as they lose state aid of as much as 100,000 yen per vehicle.

7월 일본의 소매판매가 이코노미스트들의 예상보다 크게 하락했는데 자동차 구매에 대한 정부의 보조금 감소는 향후 수개월간 소비지출을 둔화시킬 위험이 있다.

전년비 0.8% 하락했는데 이는 지난 8개월 내 처음 하락한 것이며 지난달 블룸버그가 13명의 이코노미스트를 상대로 조사한 예측중앙값은 0.1% 하락이었다. 판매는 1.5% 하락했다고 오늘 발간된 무역부 자료에 나타났다.

소비지출 약세와 수출 감소는 정부로 하여금 메릴린치와 크레딧스위스가 발표한 이번 분기 경기위축 예상을 막기 어렵게 만들고 있다. 정부는 고연비 자동차 구매를 위한 2,747억 엔 상당의 보조금의 대부분을 사용했으며 RBS증권은 다음달이면 이 돈이 바닥날 것이라고 말했다.

JP모건 증권의 이코노미스트인 마사미치 아다시는 우리는 친환경차 보조금의 만료 때문에 4분기에 지출이 감소할 수 있을 것이라 보고 있다고 어제 보고서 발표 전에 말했다.

엔화는 오전 9:07현재 달러당 78.72엔에 거래되고 있으며 보고서 발표전과 거의 차이가 없다.

올해 줄어든 여름 보너스도 소매판매 감소에 영향을 미치고 있다. 대기업들의 보너스는 종종 몇 달치 급여에 맞먹을 만큼 많은데 지난 2년간 증가한 이후 2.5% 하락했다고 일본의 게이단렌으로 알려진 JBF가 말했다.

Weaker Outlook

정부는 7월 EU로의 수출이 25%줄어든 이후 8월 28일 열달 만에 처음으로 내수경제평가를 낮추었다. 민간소비는 일본의 GDP의 약 60%를 담당하고 있다.

세계3위 경제국인 일본의 경제는 전분기 1.4% 증가한 이후 이번 분기 연 1% 증가수준이 될 것이라고 블룸버그가 애널리스트들을 상대로 조사한 예측중앙값결과 나타났다. 애널리스트 중 소수는 성장위축을 예상했다.

일본 승용차판매는 다음분기에 전년에 비해 1/5이상 하락할 것으로 예상된다. BNP파리바스와 IHS 오토모티브 애널리스트들에 의하면 올해 7월까지는 약 53% 늘어났다. 무역부에 따르면 지난 4월부터 시작해 8월 27일까지 남아있는 자동차 보조금은 약 10% 가량이라고 말했다.

닛산자동차 같은 자동차 회사들은 차마다 10만 엔 이상을 보조해주는 정부보조를 잃을 수 있기 때문에 추가부양을 요구하고 있다.
