오늘 진행된 미 연방공개시장위원회 회의 이후 전반적인 미국의 성장전망을 하향 조정했음을 밝혔습니다.

하향 조정된 전망은 비단 올해뿐 아니라 내년 그리고 2013년까지이며 미국의 GDP성장률, 장기 잠재성장률, 실업률 등 경제지표 대부분이 들어 있습니다.

 

 

대표적으로 GDP성장율 예측중앙값(예측 상·하위 3개씩을 뺀 the central tendency forecast )은 지난 6월 예측보다 낮아진 1.6~1.7%를 기록했습니다.

 

 

지난 6월 예측 이후 숨죽이고 있던 연준이 당시 예측치를 모조리 낮춘 배경은 아시다시피 좀처럼 회복세를 보이지 않는 고용시장 및 주택경기 여기에 재정부담과 유럽 발 위기 등 향후 발생할 경기침체 위험이 반영되었다고 보면 맞습니다.

 

 

경기침체로 버냉키가 추가부양을 외친다 해도 내부의 반대 목소리도 높아질 것이고 지난 부양의 효과도 거의 없는 것으로 나타나고 있기 때문에 또다시 시장에만 단기 희소식이 될 겁니다.

 

 

그리스가 EU를 깨지 않으려는 독일 등 주요국들의 뒤통수를 치고 있는 마당에 미국이나 유럽입장에서는 글로벌 경기침체의 해결사로 중국 등이 역할을 해주길 기대하고 있지만,

아직 글로벌 구원자로 나설 생각과 내공이 거의 없는 중국이 나서긴 어렵습니다.

안정에 올인할 수 없었던 것처럼 모두의 기대와 달리 부실과 버블 때문에 중국이 앞으로 성장에 올인해 글로벌 경기를 살리기를 기대하는 건 더 어렵습니다.

Fed Cuts Outlook for 2012, Sees 8.6% Jobless

 

 

Federal Reserve officials lowered their outlook for U.S. economic growth in 2012 and forecast that unemployment will average from 8.5 percent to 8.7 percent in the final three months of next year.

The forecasts were released after the Federal Open Market Committee today acknowledged economic growth “strengthened somewhat” in the third quarter while also citing “continuing weakness” in labor markets and “significant downside risks” to the economic outlook. The committee left unchanged its plans to lengthen the maturity of its bond portfolio and maintain its mortgage-backed securities investments, and keep the federal funds rate in a range of zero to 0.25 percent until mid-2013.

Chicago Fed President Charles Evans dissented in favor of “additional policy accommodation.”

Forecasts for 2012 growth in U.S. gross domestic product from the five Fed Board members and 12 reserve bank presidents centered around 2.5 percent to 2.9 percent, measured from the fourth quarter of this year to the fourth quarter of next year. For this year, the central tendency forecast for U.S. growth was 1.6 percent to 1.7 percent.

At a press conference today, Fed Chairman Ben S. Bernanke said “the pace of progress is likely to be frustratingly slow,” with concerns about Europe contributing to “strains” in financial markets.

The Fed marked down the forecasts as the weak U.S. housing market, unemployment persisting around 9 percent and Europe’s debt crisis sap consumer and investor confidence. The Bloomberg Consumer Comfort Index for the week ended Oct. 23 fell to the lowest in a month, and 95 percent of survey respondents had a negative opinion about the economy, the worst since April 2009.

 

Economy Grew

Some reports in October indicate the recovery strengthened in recent months. The economy grew in the third quarter by 2.5 percent, the fastest pace in a year, as Americans reduced savings to boost purchases and companies increased investment in equipment and software, the Commerce Department reported last week. Growth rose from a 0.4 percent annual rate in the first quarter and 1.3 percent in the second quarter.

FOMC participants said inflation, measured by the personal consumption expenditures price index, would rise at a 1.4 percent to 2 percent rate in 2012, according to the central tendency outlook, which excludes the three highest and three lowest projections. They kept their longer-run inflation goal in a range of 1.7 percent to 2 percent.

Fed officials in June forecast growth of 2.7 percent to 2.9 percent for 2011. Today’s lower central tendency outlook for this year represents the third consecutive downward revision by Fed officials to the 2011 outlook. They also cut their 2012 outlook from a previous forecast of 3.3 percent to 3.7 percent in June.

 

Shaved Estimate

Fed officials also shaved their estimate for the economy’s long run potential growth rate to 2.4 percent to 2.7 percent versus a previous forecast of 2.5 percent to 2.8 percent in June.

The unemployment forecast for next year was higher than participants’ June forecast of 7.8 percent to 8.2 percent. For 2013, participants forecast unemployment of 7.8 percent to 8.2 percent, a higher range than their June central tendency outlook of 7 percent to 7.5 percent.

The FOMC eased policy in August and September without providing investors with new details about their economic outlook.

Before making policy decisions, Fed officials review a staff forecast that isn’t made public. Today’s forecasts show the central bank is realigning its outlook with a series of downgrades already made by private forecasters focusing on weak levels of job creation and shocks to consumer wealth and confidence from financial volatility.

In a survey published Oct. 10 by Blue Chip Economic Indicators, for example, economists expected GDP to rise 1.4 percent this year. JPMorgan Chase & Co. (JPM) economists expect the economy to grow 1.7 percent in the fourth quarter from the same quarter a year earlier. The firm also expects 1.7 percent growth in 2012 on a fourth-quarter to fourth-quarter basis, partly due to “significant fiscal headwind,” said Michael Feroli, chief U.S. economist at JPMorgan Chase & Co.

연준 당국자들이 2012년 미국의 경제성장목표를 낮추고 내년 4분기 실업률이 평균 8.5~8.7%가 될 것이라 전망했다.

이 전망은 오늘 연방공개시장위원회 이후 발표되었는데 경제에 아직도 중대한 하락위험이 상존하고 노동시장의 약세가 지속되고 있음에도 지난 3분기에 강력한 성장징후가 있었다는 내용이 있다.

위원회는 또 채권 포트폴리오의 만기를 연장하기 위한 계획을 변함없이 가져갈 것이며 모기지 보증증권에 대한 투자도 유지하기로 했다 또 2013년까지 연방기금금리를 0-0.25수준으로 유지할 것이다.

시카고 연방은행장인 찰스 에반스는 추가적 정책추진에 대해 반대를 표시했다.

5명의 연방이사회멤버들과 12명의 연방은행장들이 내놓은 2012년 미국의 GDP성장전망은 올해 4분기부터 내년 4분기까지 2.5~2.9%일 것이며 미국성장률 전망 중앙값은 1.6~1.7% 였다.

오늘 기자회견에서 연준의장인 버냉키는 유럽사태에 대한 우려로 금융시장이 어려워지면서 경기회복이 불만스러울 정도로 느려질 수 있다고 말했다.

2001년 노벨상을 수상했던 스펜스 교수는 연준이 좀 더 강력한 통화확대 정책을 시행해야 하며 경제의 발목을 잡고 있는 부동산 시장활성화를 위해 대출확대에 좀 더 집중해야 한다는 주장을 펴고 있습니다.

 

 

연준 버냉키 의장의 미국 경제정책에 대한 발표가 임박한 가운데 나온 발표라 주목이 되는 면이 있습니다만 결국 더 이상의 양적완화가 미국 재정과 근본적인 경제활성화에 도움이 되지 않을 것이란 주장이 큰 힘을 얻어가고 있는 상황이기도 합니다.

 

 

한동안 바쁜 와중 눈에 띄는 부분은 3차 양적완화에 대한 연준의 입장입니다.

 

 

오늘 젝슨 홀에서 버냉키가 입장정리를 할 것으로 보이고 정부부채 한도 확대 시 3차 양적완화의 필요성을 역설하기도 했지만 미국 재정상황에서 돈을 더 풀겠다고 결정하는 건 매우 어려울 수 있습니다.

 

 

 


 

 

 

World Economy Faces 50% Chance of Renewed Slump, Nobel Winner Spence Says

 

 

 

dataThe global economy has a 50 percent chance of slipping into recession as Europe and the U.S. struggle to grow, according to Nobel laureate Michael Spence.

 

“I’m quite worried,” Spence said in a Bloomberg Television interview in Hong Kong yesterday. “A combined downward dip in Europe and America, which is a good chunk of the industrialized economies, I’m quite sure will take down growth in China particularly, and that will then immediately spread to the rest of the emerging economies.” He put the likelihood of such a scenario “at about 50 percent.”

 

Spence’s remarks follow cuts in global growth forecasts by institutions from Citigroup Inc. to UBS AG as central bankers from around the world gather for a Federal Reserve symposium this weekend in Jackson Hole, Wyoming. Unlike the aftermath of the 2008 global financial crisis when China cushioned the blow with a stimulus program, this time it would only be able to buffer its domestic economy, he said.

 

China “cannot make up for the kind of loss of demand that would go with a downturn in the advanced economies,” Spence said. Because Chinese inflation is running at an official rate of 6.5 percent, a figure many economists say is understated, Beijing would be “pretty close to nuts” to fuel further credit growth, he said.

 

Spence, a professor at New York University’s Stern School of Business who won the Nobel Prize in economics in 2001, said Fed Chairman Ben S. Bernanke, who will speak at Jackson Hole today, has limited room to maneuver.

 

 

‘Awkward Spot’

 

“The Fed is in a very awkward spot, where they have limited additional capacity to do much more than prevent a frail economy and a frail financial system from failing,” he said. “But the expectations of them are so high, and it’s really the government and the fiscal situation and other things which they don’t control that are kind of the main agenda items.”

 

Spence said that the Fed could seek to encourage lending in order to help bolster the real-estate market.

 

“They could focus more attention -- in their capacity as overseer of parts of the banking system -- on the housing sector, whose weakness is a big sea anchor that’s holding the economy back.”

 

Encouraging banks to lend more freely to home buyers or to provide relief to those whose homes are in foreclosure would help unlock consumer spending, he said.

 

“I just think we’ve been dithering on that front and it’s an important enough component of the problem that maybe the Fed could take a leadership role in focusing attention on it,” the Nobel laureate said.

 

The Fung Global Institute yesterday named Spence chairman of its academic board, which oversees the research agenda of the Hong Kong-based independent research institute. He is also a former dean of the Stanford Graduate School of Business in California.

노벨상 수상자인 마이클 스펜스는 유럽과 미국으로 인해 세계 경제가 다시 침체로 빠져들 가능성이 50%라고 말했다. 어제 블룸버그TV와의 인터뷰에서 그는 선진국들 중 대표적이었던 유럽과 미국의 동시 침체하고 중국의 성장률이 하락하게 되면 즉시 나머지 이머징 국가들로 침체가 확산될 것에 대해 크게 우려하고 있으며 그런 시나리오가 실현될 확률이 50%는 된다고 말했다.

 

그의 발언은 와이오밍의 젝슨 홀에서 이번 주말 연준심포지엄에 참석하는 시티그룹과 UBS AG같은 기업들이 글로벌 성장 전망을 낮춘 이후 나왔다. 2008년 글로벌 금융위기 이후 중국이 쿠션역할을 했던 것과 달리 이번에는 단지 그들의 국내경제에 대한 버퍼역할이 가능할 것이라고 그는 말했다.

 

중국은 선진국들의 수요감소로 인한 손실을 감당할 수 없다고 스펜스는 말했다. 그는 중국의 인플레이션이 공식적으로 6.5%이지만 많은 경제학자들이 이를 평가절하되었다고 말하고 있으며 베이징은 대출을 더 늘리기 위해 위험한 상황으로 가고 있다고 말했다.

원재료 가격 상승이 점차 일반 상품가격 상승으로 확산되면서 미국의 5월 소비자 물가 상승률이 전달대비 0.2% 상승했는데 이는 예상보다 큰 폭의 상승이며,

식료품과 에너지비용을 제외한 핵심물가지수는 0.3% 증가해 월간 상승 기준으로 2008년 7월 이래 가장 큰 상승폭을 기록했습니다.

 

 

지속적인 부양을 부르짖는 버냉키 연준 의장은 최근까지도 인플레이션의 증가가 많지 않다며 저금리를 유지할 뜻을 밝히고 있지만,

연준 내외부의 수많은 전문가는 이런 버냉키 의장의 의도에 대해 큰 우려를 표하고 있습니다.

 

 

일각에서는 디플레 위험이 줄었다며 반기는 기색이 없는 건 아니고 소비심리 위축으로 인플레가 지속될 수 없다는 주장도 있지만,

금융위기 이후 지속되어온 사실상의 디플레상황에서 임금이 늘지 않는 소비자들이 그나마 버틸 수 있었던 힘은 낮은 물가였지만 일단 물가가 급격히 오르기 시작하면 연준도 저금리와 통화완화 정책을 지속하기 어려워집니다.

유가와 식료품을 제외한 핵심물가 상승률이 낮다고 안심할 수 없는 게 결국 나머지 일반 제품까지 이런 가격요인이 다 반영되게 되기 때문에 정부와 한은이 외부요인 탓하며 손 놓고 앉아 있어선 안 된다고 이야기한 바도 있지만 결국 미국이나 한국이나 여타 공산품 및 서비스까지 물가상승이 확산되는 모습입니다.

 

 

언론에 한은 김중수 총재와 박근혜 한나라당 전 대표 사이의 가계부채와 금리인상문제를 두고 벌인 대화에서 `지금의 금리정책에 대해 시간이 흐르면 평가받을 것'이라고 말한 김 총재와 최근 행정부와 더 긴밀한 관계를 형성하겠다고 나선 한은의 모습에서 뭔가 더 잘못되는 걸 발견합니다.

같은 정책이라도 효과를 보려면 집행자의 진정성 이란 게 중요한데 여전히 말로만 위기관리 말로만 민생을 부르짖는걸 보면서,

결국 어영부영하다 또다시 문제가 터지면 국민은 늘 듣던 것처럼 `해봤지만 안되더라.' 하는 변명만 듣게 될 겁니다.

 

 

당국자들이 문제는 제대로 파악하고서도 언제나 엉뚱한 해법을 내놓는 건 그 문제로 인해 피해를 보는 분들에 대한 관심보다 다른 목적을 찾기 때문입니다.

Consumer Prices in U.S. Increase More Than Estimated on Raw-Material Costs

 

 

dataThe cost of living in the U.S. rose more than forecast in May as prices for everything from autos to hotel rooms climbed, signaling raw-material expenses are filtering through the economy.

 

The consumer-price index increased 0.2 percent last month and was up 3.6 percent from May 2010, the biggest year-over-year advance since October 2008, according to figures from the Labor Department today in Washington. Another report showed factory production rebounded last month, easing concern the industry that helped propel the U.S. out of the recession was stagnating.

 

Prices excluding food and fuel climbed 0.3 percent in May, the biggest one-month gain since July 2008, highlighting efforts by companies like McDonald’s Corp. (MCD) and Abercrombie & Fitch Co. (ANF) to charge customers more. The report may concern Federal Reserve policy makers like Chairman Ben S. Bernanke who are trying to maintain record stimulus while avoiding inflation.

 

“Economic growth will continue to accelerate and inflation should accelerate with it,” said Omair Sharif, an economist at RBS Securities Inc. in Stamford, Connecticut. “The Fed is going to have to start worrying.”

 

A third report showed manufacturers in the New York region unexpectedly turned pessimistic in June, a sign the industry still faces parts shortages following the disaster in Japan.

 

 

Shares Drop

 

Stocks dropped as European officials failed to agree on a rescue plan for Greece and on concern over the slowdown in the New York Federal Reserve Bank’s Empire State Index. The Standard & Poor’s 500 Index fell 1.7 percent to 1,265.42 at the 4 p.m. in New York. Treasury securities rose, sending the yield on the benchmark 10-year note down to 2.97 percent from 3.10 percent late yesterday.

 

The median forecast of 79 economists surveyed by Bloomberg News projected consumer prices increased 0.1 percent in May. Estimates ranged from declines of 0.2 percent to gains of 0.4 percent. Economists projected the core gauge, which excludes food and energy, would rise 0.2 percent.

 

The core CPI climbed 1.5 percent from May 2010, the most since January 2010.

 

The gain in May core prices was led by a 1.1 percent advance in the cost of new vehicles, which may reflect supply shortages caused by the disaster in Japan. At the same time, the cost of other goods and services also advanced. Hotel rates climbed 2.9 percent last month, clothing prices increased 1.2 percent and recreation expenses increased 0.3 percent.

 

 

Pass-Though

 

“We’re seeing a broad-based bleed-through of energy and commodity-price pressures into components throughout the core,” said John Herrmann, a senior fixed-income strategist at State Street Global Markets LLC in Boston, who correctly forecast the gain in core inflation. “The Fed has to be more adamant about their credibility as an inflation fighter.”

 

Abercrombie & Fitch’s Chief Financial Officer Jonathan Ramsden said on June 8 that rising costs would narrow the teen retailer’s second-quarter profit margins. The apparel industry is facing higher costs for cotton, oil and Asian labor. Abercrombie plans to raise U.S. prices in early September, Ramsden said.

 

Food costs increased 0.4 percent, today’s report showed. The 1.5 percent jump in meats, poultry, fish and eggs was the biggest since November 2003.

 

McDonald’s, the world’s largest restaurant chain, said last week that U.S. sales at stores open at least 13 months advanced 2.4 percent, the smallest monthly gain since February 2010. The Oak Brook, Illinois-based company has raised prices over the past year to offset surging meat costs, which analysts said prompted customers to buy cheaper items on the menu.

 

 

Bernanke’s View

 

Fed Chairman Bernanke said the U.S. economy, which slowed in the first quarter, will likely pick up as fuel costs fall and as factories in Japan recover from the March earthquake and tsunami. There isn’t “much evidence that inflation is becoming broad-based or ingrained,” Bernanke also said at a June 7 speech in Atlanta.

 

The central bank’s preferred price gauge, which excludes food and fuel, rose 1 percent in April from a year earlier. Fed policy makers aim for long-run overall inflation of 1.7 percent to 2 percent, according to their April forecast.

 

Fed officials are discussing whether to adopt an explicit target for inflation, according to people familiar with the discussions. Policy makers have argued that greater clarity on inflation could benefit labor markets by helping the central bank anchor price expectations even when rates are low.

 

 

Factory Production

 

Output at factories, mines and utilities rose 0.1 percent in June after no change the prior month, figures from the Federal Reserve showed. Factory production climbed 0.4 percent, led by the biggest gain in business equipment output in four months.

 

Manufacturing may pick up in coming months as Japan recovers. Overseas demand and business spending may also spur sales of U.S.-made equipment and technology, helping bolster the industry that’s been a mainstay of the recovery.

 

“Underlying manufacturing activity is relatively healthy,” said Sharif. “We are going through a little bit of soft patch that will fade over the next couple of months.”

 

The Federal Reserve Bank of New York’s general economic index dropped to minus 7.8, the lowest level since November, from 11.9 in May. Readings greater than zero signal expansion in the so-called Empire State Index, which covers New York, northern New Jersey and southern Connecticut.

 

Also today, the National Association of Home Builders/Wells Fargo sentiment index fell to 13 in June, a nine-month low, from 16 the prior month. The drop indicates housing will remain a weak spot in the economy.

Consumer Prices in U.S. Increase More Than Estimated on Raw-Material Costs

State Street Global Markets LLC의 John Herrmann은 에너지와 상품가격이 다른 핵심물가의 상승을 압박하고 있는 것으로 보고 있으며 연준은 인플레이션과의 파이터로서 그들의 역할에 대해 더 단호한 입장을 가져야 한다고 말했다.

버냉키 미 연준 의장이 6월말까지 진행하기로 한 2차 자산매입프로그램이 끝나더라도 만기도래 채권에 대한 재투자를 지속할 것이며 이로 인한 경제 충격은 없을 것이라고 발표했습니다.

 

 

부양을 위해 시장에 투입되어야 하는 자금은 천문학적으로 늘어나는데 경제는 좀처럼 살아나지 않으면서 재정만 악화되고, 인플레이션 기조가 심각해져 글로벌 경제권역들이 긴축에 나서고 있음에도 실업률 등 전체적인 국내 경기가 살아나지 않아 쉽사리 금리인상에도 나설 수 없는 미국은 상당히 혼란스러울 수 밖에 없습니다.

 

 

기사에 소개된 몇 가지 발언들을 봐서도 이런 분위기를 알 수 있는데,

 

최근의 이런 인플레이션 기조가 식료품과 에너지가격 상승에 따른 일시적인 현상이란 버냉키의 발언과 낮은 기준금리가 결국 물가상승을 부채질 할 것이라고 말하는 각 지역 연방은행장들의 상반된 의견, 올해 안에 결국 연준도 자산매입 중단을 선언할 것이며 2012년에는 이런 모기지자산과 국채 등을 팔 수 밖에 없을 것이라는 수십 명의 이코노미스트들 대부분의 의견 등이 이런 것들 입니다.

 

 

어쨌든 변하지 않는 중요한 사실은 모든 왜곡된 상황은 정상화 과정을 거칠 수 밖에 없다는 사실이며 미국도 비정상적인 부양을 지속할 수 없는 상황이 조만간 도래하게 될 겁니다.

 

 

 


 

 

 

Bernanke Says Ending Bond Buying Won’t Have Major Impact

 

 

bFederal Reserve Chairman Ben S. Bernanke said the end of the Fed’s $600 billion bond-buying program in June probably won’t have a “significant” effect on financial markets or the economy, and the central bank will likely continue reinvesting maturing debt after June.

 

“We are going to complete the program at the end of the second quarter,” he said at his first press conference following a policy meeting. “The end of the program is unlikely to have a significant effect on financial markets or the economy.”

 

Bernanke spoke after the central bank today reiterated its view that surging commodity prices are likely to have a transitory effect on inflation and agreed to finish its program of large-scale asset purchases on schedule. U.S. stocks rose, sending benchmark indexes to almost three-year highs, and Treasuries fell after the Fed renewed its pledge to keep rates low for an “extended period.”

 

In his press conference, Bernanke said the central bank is likely to continue reinvesting its securities holdings, including mortgage-backed securities, as they mature even after June.

 

“We are going to continue to reinvest maturing securities, both Treasuries and MBS, so the amount of securities that we hold will remain” approximately constant, he said. “The amount of monetary policy easing should remain constant going forward from June.”

 

 

Monetary Stimulus

 

When the Fed begins unwinding its record monetary stimulus, “it’s very likely that an early step would be to stop reinvesting all or part of the securities which are maturing,” he said. “That step, though a relatively modest step, does constitute a policy tightening,” Bernanke said.

 

Bernanke has signaled he’ll maintain record stimulus until job growth accelerates and the recovery is robust enough to withstand tighter credit. The Fed chief has said he expects that a surge this year in fuel and food costs will have only a passing inflationary impact, differing with Fed regional bank presidents who say low borrowing costs may push up prices.

 

The Fed left its benchmark interest rate in a range of zero to 0.25 percent, where it’s been since December 2008. The central bank will keep reinvesting proceeds of maturing mortgage debt purchased in the first round of large-scale asset purchases that lasted from December 2008 to March 2010.

 

 

Forecasts Changed

 

Policy makers, in a release after the statement, lowered their forecasts for economic growth this year and raised estimates for a key gauge of inflation that excludes volatile food and energy prices. The projections of governors and regional bank presidents were released three weeks sooner than prior practice.

 

The range of estimates for growth this year was cut to 3.1 percent to 3.3 percent, from 3.4 percent to 3.9 percent in January. Estimates for the personal consumption expenditures index, minus food and energy, ranged from 1.3 percent to 1.6 percent, up from a prior range of 1 percent to 1.3 percent.

 

Fed officials’ central tendency forecast for the average unemployment rate in the final three months of 2011 fell to 8.4 percent to 8.7 percent versus 8.8 percent to 9.0 percent in January. Their estimate for unemployment at the end of 2012 was in a range of 7.6 percent to 7.9 percent versus 7.6 percent to 8.1 percent in January.

 

“The labor market is improving gradually,” Bernanke said at the press conference. “The longer it goes on, the more confident we are.”

 

 

‘Deep Hole’

 

“We are digging ourselves out of a deep hole,” Bernanke said, referring to the jobs lost during the recession.

 

The Fed’s commitment to record stimulus contrasts with the interest-rate increase this month by the European Central Bank and tightening this year by the biggest emerging-market economies, including China, Brazil and India, which face faster inflation.

 

Bernanke became the first Fed chairman to conduct a press briefing following an FOMC decision when he took the microphone at the Fed’s headquarters. His counterparts in Europe, Japan, the U.K. and Canada already hold regular news conferences.

 

The press conference, broadcast on television and the central bank’s website, marks one of Bernanke’s biggest efforts to improve the Fed’s connections with the public and demystify the institution, which as recently as 1993 didn’t announce its monetary-policy decisions. Bernanke said in February that the central bank was weighing benefits of more transparency against the risk that his remarks would trigger unwanted fluctuations in financial markets.

 

 

Tighten Credit

 

Increases in employment and inflation are helping drive calls to tighten credit. Payrolls have increased by an average 149,000 a month for the past six months, while the unemployment rate has dropped by 1 percentage point since November to 8.8 percent, a two-year low.

 

Federal Reserve Bank of New York President William C. Dudley, the FOMC’s vice chairman, reiterated in a speech April 1 that a faster pace of job growth is “sorely needed” and that even with 300,000 new jobs per month, the labor market would still have “considerable slack” at the end of 2012.

 

Janet Yellen, vice chairman of the Fed’s Board of Governors, said April 11 that the increase in food and fuel costs will have only a temporary impact on prices and consumer spending, and warrants no reversal of monetary stimulus.

 

 

Gas Price Rose

 

Food and beverage prices rose in the first quarter by the most since 2008, based on the Labor Department’s Consumer Price Index, while the cost of regular-unleaded gasoline has increased by 26 percent this year to $3.88 a gallon as of yesterday.

 

The increases helped slow U.S. growth to a 2 percent pace in the first quarter, according to the median estimate of analysts surveyed by Bloomberg News, from 3.1 percent in the prior period. The government releases preliminary figures tomorrow.

 

The Commerce Department’s personal consumption expenditures price index, excluding food and energy, rose 0.9 percent in February from a year earlier. Policy makers have a long-run goal for total inflation of about 1.6 percent to 2 percent annually.

 

Economists say the Fed is at least a few months away from starting to reverse the stimulus. Most of the 44 economists surveyed by Bloomberg News from April 20 to April 25 said the central bank this year will probably halt its policy of replacing maturing mortgage debt with Treasuries. The majority of respondents also said the Fed will announce a plan next year of selling mortgage bonds and Treasuries among its assets.

블룸버그의 애널리스트들에 대한 조사에 따르면 이러한 물가상승은 미국경제의 1분기 성장율을 전 분기 3.1%에서 2%수준으로 낮출 것이라고 조사되었다. 정부는 내일 이와 관련된 자료를 발표할 예정이다.

 

상무부의 음식과 에너지를 제외한 개인소비지출물가지수는 지난 2월에 전년대비 0.9%올랐다. 당국자들은 장기적으로 총 인플레이션 목표를 연 1.6%에서 2%수준으로 잡고 있다.

늦었지만 지난 20일의 베이지북을 잠시 살펴보면 내용은 지난 9월 발표자료와 크게 달라진 점이 없습니다.

올 하반기 베이지북의 내용은 미국경제의 소강상태가 지속되고 있다고 정리할 수 있습니다.



근본적인 개선 지표인 실업과 임금, 부동산 부분은 여전히 악화된 상황에 일부 산업별 지수의 자연스런 개선과 소강상태가 지속되는 상황입니다.

Manufacturing activity continued to expand, with production and new orders rising across most Districts. Demand for nonfinancial services was reported to be stable to modestly increasing overall. Consumer spending was steady to up slightly, but consumers remained price-sensitive, and purchases were mostly limited to necessities and nondiscretionary items. New vehicle sales held steady or rose during the reporting period; sales of used automobiles were strong as well. Activity in the travel and tourism sector picked up.

 

Housing markets remained weak with most Districts reporting sales below year-ago levels. Reports on prices suggested stability, however. Conditions in the commercial real estate sector were subdued, and construction was expected to remain weak. Lending activity was stable in most Districts. Agricultural conditions were generally favorable, and above-average yields were expected in most reporting Districts. Activity in the energy sector continued to expand.

 

Input costs, most notably for agricultural commodities and industrial metals, rose further. Shipping rates increased, and retailers in some Districts noted rising wholesale prices. However, prices of final goods and services were mostly stable as higher input costs were not passed on to consumers. Wage pressures were minimal.

주택시장은 대부분의 지역에서 지난해 수준 이하의 판매를 보이고 있다.

가격은 대체로 안정적이지만 상업부동산부분은 여전히 하락하고 있고 건설은 여전히 약한 수준을 보이고 있다.

대부분의 지역에서 대출은 안정세를 보이고 있고 농업무문은 대부분의 지역에서 평균이상을 기대하고 있다. 에너지 부문의 활동성은 계속해서 증가하고 있다.

 

대부분의 농산물과 금속 등 원가를 차지하는 부분의 가격은 오르고 있다.

해상운용운임은 증가하고 있고 일부 지역에서 소매상들은 도매가를 올리고 다.

그러나 제품과 서비스의 가격은 소비자들에게 비용이 전가되지 않고 안정된 모습을 보이고 있다. 임금상승압력은 여전히 낮다.

잭슨 홀에서 40개국이상의 중앙은행장과 이코노미스트들이 참석해 열린 심포지움에서 참석자들 사이에서 위기 이후 자산버블과 부채확대를 해결을 위한 중앙은행의 역할에 대한 다양한 의견과 반론이 제기되고 있습니다.

 

 

 

영국은행 부총재인 찰스빈은 규제수단이 붐을 억제하는데 가장 효과적이라는 의견을 피력한 반면, 스탠포드대의 존테일러 교수는 각종 규제수단의 남발이 오히려 중앙은행의 금리 결정에 초점을 흐리고 있으며, 사실상 연준이 버블을 조장했으며 아예 처음부터 버블을 키워서는 안 된다고 말했습니다.

 

 

 

이 밖에도 여러 참석자들이 다양한 의견을 쏟아내고 있는 가운데,

 

중국처럼 경기과열이 우려되는 상황에선 각종 긴축 수단이 절실하고, 우리의 경우 이번 DTI규제 완화처럼 다시 버블을 키우는 정책을 사용해서라도 경기를 살리려 하는 것처럼 각국의 이해관계가 다른 만큼 하나의 베스트 솔루션 이라는 게 나오는 건 사실상 어려워 보입니다.

 

 

 

단지 이번 심포지움을 통해 각국의 중앙은행 당국자가 가지고 있는 생각을 엿보는 기회로 삼을 수 있을 듯 합니다.

Central bankers and economists at a Federal Reserve symposium clashed over how to best contain asset-price bubbles three years after a crash in U.S. housing prices led to the worst global recession since World War II.

 

Bank of England Deputy Governor Charles Bean told the meeting in Jackson Hole, Wyoming, yesterday that regulatory tools would be most efficient at deflating a boom without inflicting broad economic damage. Stanford University Professor John Taylor, creator of an interest-rate-setting formula used by central banks, said the tools are “unproven” and using them may cause central bankers to lose focus on adjusting rates properly.

 

“In a sense, the Fed caused the bubble” in home prices, said Taylor, a former Treasury undersecretary for international affairs. “A priority would therefore be not to create bubbles in the first place,” he said in an interview during a break.

 

The disagreement highlights the challenges Fed Chairman Ben S. Bernanke and other central bankers face as they seek to sustain the global recovery through unprecedented stimulus measures while not encouraging investors to take excessive risks. Kansas City Fed President Thomas Hoenig, the conference’s host, has warned this year that the Fed’s near-zero rate policy risks creating new, potentially destructive price bubbles.

 

The discussions are especially timely because of possible bubbles in Treasury bonds and housing debt that may expose investors to the risk of an interest rate increase, Harvard University Professor Martin Feldstein said during a conference break.

 

 

‘Big Risk’

 

“It could well be that anybody’s who’s buying 20-year, 30- year Treasuries is taking a big risk,” said Feldstein, who chaired former President Ronald Reagan’s Council of Economic Advisers from 1982 to 1984. “Those prices could come down. I think the Fed is keeping those rates below any kind of long-term equilibrium.”

 

The yield on the 10-year Treasury note slid on Aug. 25 to 2.4158 percent, the lowest level since January 2009. The yield rose to 2.64 percent on Aug. 27 after Bernanke said in the opening speech at Jackson Hole that the “preconditions” for growth in 2011 are “in place.” The yield on the 30-year bond was 3.6896 on Aug. 27, down from 4.8395 on April 5.

 

The debate, part of the annual mountainside symposium in Grand Teton National Park, followed a presentation the previous day from Northwestern University Professor Lawrence Christiano, who said the Fed should consider smoothing U.S. stock market booms by tightening monetary policy in response to credit growth.

 

 

Done Little

 

Yesterday, Bean, 56, followed with a 49-page paper arguing in part that if the Fed had raised interest rates higher last decade, it would have done little to damp the housing boom or limit the fallout that followed.

 

“Monetary policy is too weak and ill directed to moderate a credit and asset-price boom without inflicting unacceptable collateral damage,” Bean said. “Instead if central banks want to manage credit growth and asset prices in order to avoid future financial instability, another instrument is necessary, and that’s obviously macroprudential policy.”

 

The discussion represents a shift from debate before the crisis, when Bernanke and his predecessor, Alan Greenspan, “advocated something closer to benign neglect during the boom phase, coupled with aggressive relaxation if an asset-price bust occurred,” Bean said.

 

Former Fed Vice Chairman Alan Blinder, who delivered remarks on Bean’s paper, said the preference for regulatory intervention in credit bubbles may represent the “dim outlines of a new consensus developing on this question.”

 

 

Combination of Strategies

 

Bernanke may have a combination of the strategies in mind. In a January speech, he said the Fed’s low interest rates didn’t cause the housing bubble and the best response to the problem would have been “regulatory, not monetary.” At the same time, he said that if the next wave of regulation proves “insufficient to prevent dangerous buildups of financial risks, we must remain open to using monetary policy as a supplementary tool for addressing those risks.”

 

Putting the two together is essential, Henry Kaufman, president of New-York based Henry Kaufman & Co., said during the debate. “If that prudential responsibility is to work at all, it has to work with monetary policy, and therefore the Federal Reserve’s role has to be a coordinated role,” said Kaufman, a former Salomon Inc. vice chairman and Fed economist.

 

 

 

No Sure Thing

 

Using regulation isn’t a sure thing, some participants said. Randall Kroszner, a former Fed governor, said it was politically difficult to tackle the housing boom because “it could be contrary to many other government policies” intended to make housing more affordable. Other political interests “may make it very difficult for the central bank to get in the crosshairs,” Kroszner, now a professor at the University of Chicago’s Booth School of Business, said during the debate.

 

 

Taylor said regulatory tools, such as requirements for banks to raise more capital, are “unproven” compared with interest rates.

 

 

The effectiveness of rates against a bubble may depend on how much of it was due to financial advances, said Agustin Carstens, governor of Mexico’s central bank.

 

 

“The bubble that we saw was based on huge innovation,” Carstens said during the audience discussion period. Without such advances, the sensitivity to interest-rate movements “would be quite different.”

 

 

The disagreements among the attendees, which included central bankers from more than 40 countries, may not be resolved any time soon.

 

 

“The debate is still going on and won’t be over in the short run,” Pier Carlo Padoan, chief economist at the Organization for Economic Cooperation and Development, said in an interview during a break.

이날 잭슨 홀에서는 잉글랜드은행의 부총재인 찰스빈은 규제수단의 활용이 경제의 충격 없이 버블을 낮추는 가장 효과정인 수단이라 말했다. 스탠포드 대학의 존 태일러 교수는 규제수단은 증명된 바 없으며 그것들의 사용으로 인해 중앙은행들이 적절한 금리책정의 초점을 잃을 수 있다고 말했다.

 

 

태일러 교수는 어떤 면에서 보면 연방은행이 주택가격 버블을 일으킨 것이며 중요한 건 처음부터 버블을 만들어선 안 된다는 것이라고 휴식시간 인터뷰를 통해 말했다.

 

 

글로벌 경기회복을 위해 전례 없는 부양책을 쏟아내고 있는 상황에 직면한 벤 버냉크 연준의장과 다른 중앙은행들간 입장차이도 존재하는데 이번 컨퍼런스의 호스트인 캔사스시티의 연방은행장인 토마스 호니그는 올해 연준의 제로금리정책이 잠재적으로 자산버블의 붕괴를 불러올 새로운 리스크를 만들고 있다고 경고했었다.

 

 

하버드 대학의 마틴 팰드스테인 교수는 쉬는 시간에 채권과 주택대출이 투자자들에게 이자율상승의 위험에 처할 수 있게 하는 버블가능성 때문에 이러한 논쟁은 적절하다고 말했다.

 

 

 

‘Big Risk’

 

1982년부터 1984년까지 로날드 레이건의 경제자문위원회의의장을 지난 펠드스테인 교수는 20~30년짜리 채권을 구매하는 것은 매우 큰 위험을 가지는 것으로서 그것들의 가격은 하락할 수 있는데 장기평형을 위해 연준이 낮은 금리를 유지하고 있다고 생각한다고 말했다.

 

 

10년 만기 채권수익률은 8월 25일 현재 2.4158까지 하락해 2009년 1월 이후 가장 낮은 수준이다. 버냉키가 잭슨 홀에서 2011년 성장률에 대한 사전조건에 대한 기조연설 이후 8월 27일에 수익률은 2.64%로 올랐다. 8월 27일 현재 30년 만기 채권의 수익률은 3.6896으로 지난 4월 5일 4.8395보다 낮은 수준이다.

 

 

Grand Teton National Park에서 연린 이번 심포지움의 한 부분으로 진행된 이번 논의는 전날 연준이 대출증가에 대해 유동성긴축정책을 통한 주식시장조정에 대해 심사숙고 해야 한다는 로렌스 크리스티아노 노스웨스턴대 교수의 전날 발표 이후 이루어졌다.

 

 

 

Done Little

 

 

어제 56세의 빈은 49페이지의 자료를 통해 만약 지난 10년간 연준이 금리를 더 높였다면 주택 붐으로 인한 위험을 줄이고 좋지 못한 상황이 제한되었을 것이라고 말했다.

 

 

빈은  통화정책이 너무 엄청난 붕괴위험 없이 직접적으로 부채와 자산버블을 완화시키기엔 너무 약하고 병든 상황이며, 대신에 만약 중앙은행이 미래의 재정위험을 피하기 위해 대출증가와 자산가격을 관리하길 원한다면 또 다른 기관이 필수적이며 미시적 정책을 활용해야 한다고 말했다.

 

 

전 연준 부의장인 앤런 블린더는 신용버블을 막기 위한 규제책들의 논의가 이러한 질문에 대한 새로운 발전의 흐릿한 모습을 구체화 할 것이라고 말했다.

 

 

 

Combination of Strategies

 

 

버냉키는 이러한 전략들을 조합할 것으로 보인다. 지난 1월 연설을 통해 그는 연준의 낮은 금리가 주택버블을 유발하지 않았으며 이러한 문제에 대한 최상의 대응이라고 말했다.동시에 그는 다음 규제가 금융 리스크의 위험스런 생성을 예방하는데 부족한 것이 드러나면 이러한 위험에 대한 대응방법으로서 통화정책의 사용가능성을 열어둘 것이라고 말했다.

 

 

이러한 논의가 진행되는 동안 Henry Kaufman & Co.의 사장인 헨리 커프만은 연준이 모든 일에 대해 세심히 고려한다면 통화정책에 대해서도 고려해야 하며 연준은 조정자의 역할을 해야 한다고 말했다.

 

 

 

No Sure Thing

 

일부 참석자는 규제사용이 정답은 아니라는 의견을 밝혔는데 전 연방은행장인 Randall Kroszner는 좀더 많은 주택을 공급 코자 하는 다른 많은 정부의 정책과 비교될 수 있기 때문에 주택경기 붐을 위축시키는데 정치적 어려움이 있으며 다른 정치적 요인들이 중앙은행이 목적을 달성하기 매우 어렵게 만들 수 있다고 말했다.

 

태일러는 은행으로 하여금 더 많은 자본을 확충토록 하는 것 같은 규제수단이 이자율 조정을 통한 수단과 비교해 증명되지 않았다고 말했다.

 

멕시코의 중앙은행장인 어거스틴 카스텐스 버블에 대응하기 위한 금리의 효과는 얼마나 금융이 선진화 되어있는가에 의존하는 경향이 있다고 말했다.

 

그는 자산버블이 거대한 개혁에 기반되었다고 보고 있으며 이자율 변동의 민감도를 증가시키는 상황이 없다면 완전히 다른 상황이 되었을 것이라고 말했다.

 

40개국이상의 국가의 중앙은행장들을 포함한 참석자들간에 의견불일치는 금방 풀릴 문제가 아닐 것으로 보인다.

 

OECD의 수석이코노미스트인 Pier Carlo Padoan은 휴식시간 인터뷰를 통해 이러한 논의는 아직 갈 길이 멀고 단기간에 끝날 문제가 아니라고 말했다.

경기회복신호가 나타남에 따라 금리인상목소리가 점차 커지고 있는 미국에서 연준이 재할인율을 0.25%올리면서 출구전략에 대한 간 보기에 들어간 것으로 보입니다.

 

 

연준이 재할인율을 올린 데는 여러 가지 이유가 있을 텐데 그만큼 시중 유동성이 풍부해졌다는 것이 표면적인 이유이고, 비정상적인 긴급조치들 중 가장 파괴력이 적은 재할인율조정이나 모기지증권 매각 같은 부분부터 슬슬 정상화 수순을 밟으면서 시장반응을 살피는 간 보기에 들어간 것으로 보이며, 금리인상 압력을 줄이고 시기를 늦추기 위한 작업으로 볼 수도 있습니다.

 

 

일부에서 회복신호가 있긴 하지만 대량실업, 부동산 등 자산가치 하락, 부실채권 등의 문제가 여전히 산적해 있는 상황에서 직접적으로 긴축에 돌입하긴 당분간 어려운 게 사실입니다.

 

 

하지만 이러한 비정상적인 저금리와 이로 인한 양적 완화정책은 한계를 드러내기 마련이며 이러한 상황이 지속될 것이라 예상하고 어떤 투자에 나서는 것은 매우 위험합니다.

미국 중앙은행인 연방준비제도(연준.Fed)는 일반 시중은행에 긴급 단기자금을 대출할 때 적용하는 금리인 재할인율을 연행 연 0.50%에서 0.75%로 0.25%포인트 인상한다고 18일 발표했다.

 

이번 조치는 19일부터 시행된다.

 

재할인율은 은행간 단기자금 시장에서 돈을 구하지 못한 은행들이 연준의 대출창구를 통해 자금을 빌릴 때 물어야 하는 일종의 벌칙성 금리다.

 

벤 버냉키 연준 의장은 최근 의회에 제출한 통화정책방향에 관한 성명에서 조만간 재할인율을 인상하겠다는 입장을 밝힌 바 있다.

 

재할인율 인상은 연준이 유동성 흡수를 위한 출구전략의 시행을 위해 단계적인 수순을 밟기 시작한 것으로 해석된다.

 

연준은 "재할인율을 인상한 것은 금융시장의 여건이 지속적으로 개선됨에 따라 시중은행들의 자금조달이 순조롭게 이뤄지고 있는데 따른 것"이라고 설명했다.

 

재할인율은 연준의 정책금리인 연방기금금리(현행 연 0∼0.25%)에 연동해 움직이는데, 과거에는 연방기금금리와 재할인율간 격차가 1.00%포인트였으나 금융위기 발생 직후인 2008년 12월 격차가 0.25%포인트로 좁혀진 이후 지금까지 그대로 유지돼 왔다.

 

연준이 재할인율을 인상함으로써 단기자금 시장에서 자금을 구하지 못한 은행이 연준을 통해 자금을 빌릴 때 종전보다 높은 금리를 물어야 하며, 이는 은행이 가계 및 기업에 대출할 때 적용하는 금리를 부분적으로 인상시키는 효과를 내게 된다.

 

그러나 연준은 단기자금 시장이 금융위기 때와 비교해 상당한 정도로 정상화됐다고 판단해 재할인율을 인상했기 때문에 연준의 재할인 창구에 의존해야 하는 은행들은 과거보다 크게 줄어들어 은행의 실세 대출금리 인상 효과도 제한적일 것으로 보인다.
