글로벌 경기침체와 수출감소, 그리고 중국과의 영토분쟁으로 힘든 시절을 보내고 있는 일본의 9월 소매판매가 자동차 보조금 만료로 예상보다 낮은 0.4%의 성장률을 기록할 것이라는 소식입니다.

며칠 전 8월 일본의 기계주문 감소소식을 전하면서 향후 경기가 호락호락하지 않음을 전한 바 있는데 일본은 석 달 연속 일본정부의 경제평가가 낮아지면서 2009년 금융위기 이후 가장 오랜 기간의 침체를 경험하고 있습니다.

일본도 수십 년 전 침체 초기엔 경제를 살리겠다며 주로 대규모 부동산 부양을 시행해 결국 더 큰 악순환을 만들어 냈는데, 토건족이 여전히 큰 목소리를 내고 있는 한국도 비슷한 과정을 지금도 밟아가고 있어 매우 우려스럽습니다.

Japan’s retail sales rose less than forecast in September as the expiry of government subsidies for car purchases saps consumer demand.

Retail sales rose 0.4 percent from a year earlier, the Trade Ministry said in Tokyo today, after a revised 1.7 percent rise in August. The median estimate of 15 economists surveyed by Bloomberg News was for a 1 percent increase. Sales dropped 3.6 percent from a month earlier.

The report adds to signs that world’s third-largest economy is at risk of contraction in the second half of the year, as slowing global demand and a territorial dispute with China weaken exports. The government last week announced 750 billion yen ($9.4 billion) of stimulus to shore up growth as consumer prices slide and parliamentary gridlock blocks legislation to finance the budget deficit.

“It’s tough to find positive aspects in Japan’s economy,” Hiroaki Muto, a senior economist at Sumitomo Mitsui Asset Management in Tokyo, said before the report. “Consumption in Japan has abruptly declined since the first quarter of this year.”

Car sales in Japan fell last month for the first time in a year as government subsidies for purchases of fuel-efficient cars ended. The government stopped accepting applications for the subsidies on Sept. 21.

More Stimulus

Japan’s Economy Minister Seiji Maehara said Oct. 26 that the government’s stimulus package announced last week would boost gross domestic product by 0.1 percentage point, without specifying over what period. The government hasn’t decided how to fund planned further stimulus steps to be drawn up next month, Maehara said, adding that it’s too early to say how big those extra measures will be.

Maehara said last week that he wants to attend tomorrow’s Bank of Japan policy meeting, at which the bank will decide whether to add monetary stimulus. All but one of 27 economists surveyed by Bloomberg News expect the central bank to add to easing at the meeting.

Japan’s government this month cut its economic assessment for a third straight month, the longest streak since the 2009 global recession, as exports fell for a fourth month in September and machinery orders fell more than expected in August. Morgan Stanley and Citigroup Inc. are among those who expect the economy to contract in the third and fourth quarters of this year.

9월 일본의 소매판매가 예상보다 덜 증가했는데 이는 자동차구매에 대한 정부 보조금이 만료되었기 때문이다.

More Stimulus

지난주 마에하라는 내일 있을 일본은행 정책미팅에 참석을 원하며 거기서 은행은 부양의 시행여부를 결정하게 될 것이다. 블룸버그가 조사한 27명의 이코노미스트 중 한 명을 제외한 나머지 모두는 중앙은행이 이 모임에서 부양책을 내놓을 것이라고 예상했다.

이달 일본정부는 경제평가를 3개월 연속 낮추었는데 이는 2009년 글로벌 침체 이해 가장 오랜 기간 낮춘 것이며 이는 9월에 4달째 수출이 낮아지고 지난 8월 기계주문이 예상보다 더 하락했기 때문이다. 모건스탠리와 시티그룹은 올해 3, 4분기에 일본경제 위축을 예상했었다.

최근 전세계 경기침체에 대한 우려가 다시 커지는 가운데 7월 미국의 소매판매가 예상보다 저조한 모습을 보이면서 향후 큰 매출 시즌인 개학 시즌에도 소비를 끌어내기가 쉽지 않다는 전망이 나오고 있습니다.


위기를 만든 본질 자체가 바뀐 부분이 없었고 부양은 지속적인 성장을 이끌어 내기 어렵기 때문에 미래 불확실성이 계속되는 하에서 개선되던 지표들이 다시 악화되는 건 어찌 보면 당연한 일이고,

이에 따라 눈치 보며 말을 아끼던 전문가들이 다시 더블딥 가능성을 들고 지면을 장식할 시기가 가까워지고 있는 듯 합니다.

data Sales at U.S. retailers rose less than forecast and consumer confidence held near an eight-month low, indicating the economic slowdown will persist into the second half of 2010.

Purchasesin July climbed 0.4 percent, led by autos and gasoline, figures from the Commerce Department in Washington showed today. A preliminary sentiment indexfor August rose to 69.6 from 67.8 the prior month, according to data from Thomson Reuters/University of Michigan.

Consumer spending, which makes up 70 percent of the world’s largest economy, is unlikely to pick up in the absence of a recovery in the labor market. Federal Reserve policy makers this week made their first attempt to shore up a recovery they said was likely to be “more modest” than earlier anticipated.

“The numbers are consistent with a sluggish consumer profile,” said Jonathan Basile, an economist at Credit Suisse in New York. “Things just don’t feel good enough in terms of the level of economic activity and the pace of growth. It reinforces the Fed’s concern.”

Stocks fell for a fourth day after the report. The Standard & Poor’s 500 Indexdeclined 0.4 percent to 1,079.25 at the 4 p.m. close in New York. The S&P Supercomposite Retailing Indexdropped 1.4 percent and Treasury securities rose.

Economists forecast retail sales would rise 0.5 percent, according to the median of 77 projections in a Bloomberg News survey. Estimates ranged from a 0.1 percent drop to a 0.9 percent gain. June sales were revised to show a 0.3 percent drop rather than the previously reported 0.5 percent decrease.


Influence on Growth

Excluding autos, gasoline and building materials, which are the figures used in calculating gross domestic product, sales dropped 0.1 percent in July after a 0.3 percent rise the prior month. Economists at Morgan Stanley in New York were among those lowering their estimate for consumer spending this quarter after the report.

J.C. Penney Co., the third-biggest U.S. department-store chain, today lowered its profit forecast for the year, citing an “uncertain” outlook for consumer spending. Kohl’s Corp., the fourth-largest U.S. department-store chain, yesterday lowered its profit forecast for next year.

“We do see a cautious consumer, we see one that’s reluctant to spend,” Kevin Mansell, chairman and chief executive officer at Kohl’s, said in a teleconference.

One reason Americans are hesitating may be because they are concerned about jobs and wages. The share of consumers that believe unemployment will rise over the next year climbed to 32 percent, the highest level this year, the University of Michigan survey showed. Expectations about personal finances dropped to a 17-month low.


Sentiment Forecast

The sentiment gauge was forecast to rise to 69, according to the medianof 65 economists in a Bloomberg survey.

Estimates ranged from 64 to 74. The index averaged 89 in the five years leading up to the recession that began December 2007, and last month’s reading was the lowest since November.

The costof living climbed in July for the first time in four months, pointing to a stabilization in prices that may ease concern a slowdown in growth will spur deflation, or a protracted drop that hurts the economy, figures from the Labor Department also showed today.

The consumer-price index increased 0.3 percent, the most in a year and exceeding the 0.2 percent gain projected by the median forecast of economists surveyed. A gauge excluding volatile food and fuel costs, the so-called corerate, increased 0.1 percent, as projected.


Rents Stabilize

The report showed rents, the biggest component in CPI, increased for a second month, and the cost of clothing, used cars and tobacco climbed. Economists say the lack of inflation gives Fed policy makers scope to leave the benchmark interest rate near zero into 2011 to help invigorate the economy.

“There’s been some firming in core inflation in recent months,” said Julia Coronado, a senior U.S. economist at BNP Paribas in New York, who accurately forecast the 0.3 percent gain in the overall prices. “This takes some pressure off the Fed in terms of deflation.”

The Fed said this week in its policy statement that since its June meeting, “the pace of the recovery in output and employment has slowed. Household spending is increasing gradually, but remains constrained by high unemployment, modest income growth, lower housing wealth and tight credit.”

Central bankers retained their commitment to keep the benchmark interest rate close to zero for an “extended period” and said they will reinvest holdings of agency debt and mortgage-backed securities.


More Inventories


Another report today showed inventories climbed in June, led by gains at retailers that indicate companies may need to cut prices to clear out merchandise as demand slows. The 0.3 percent increase in the value of business
stockpilesfollowed a revised 0.2 percent rise in May, the Commerce Department said.

“It doesn’t look like it will be a good back-to-school season, so that will probably lead to incredible bargains” as companies try to trim stockpiles, said Scott Brown, chief economist at Raymond James & Associates Inc. in St. Petersburg, Florida.

July is typically the slowest month of the third quarter for retailers as they clear out summer merchandise for the back- to-school season, the second-largest sales period after the year-end holidays.

미국 내 소매업자들의 매출증가가 예상보다 저조했으며 소비자 만족도 또한 거의 8개월 째 낮은 수준을 유지하는 등 2010년 하반기에 경제둔화가 지속될 것을 말하고 있다.

상무부에서 오늘 발표한 자료에 따르면 7월 구매는 자동차와 가솔린 등이 주도한 가운데 0.4%증가했다. 톰슨 로이터와 미시간 대의 8월의 예비민감도지수는 전달의 67.8에서 69.6으로 증가했다.


미국 경제의 70%를 차지하는 소비지출은 노동시장회복이 늦어짐에 따라 좀체 나아지지 않고 있다. 연준의 당국자들은 이번 주 경제가 일찍이 예측했던 것보다 더 완만한 회복세를 보이고 있다고 의견을 피력했다.

크레딧스위스의 이코노미스트인 조나선 배실은 이러한 수치가 소비자들이 겪고 있는 어려움을 나타내고 있으며 성장속도와 경제활동 부분에서 충분히 낫다고 느끼기 어려워 연준의 우려를 확대하고 있다고 말했다.

미국인들의 이러한 행태의 원인 중 하나는 일자리와 급여에 대한 우려 때문이다. 미시간 대학의 조사에 다르면 내년에 실업률이 증가할 것이라고 믿는 소비자의 비율이 32%로 증가했다. 개인의 재정상황에 대한 개선기대는 17개월 만에 가장 낮은 수준을 나타냈다.


Sentiment Forecast


블룸버그가 65명의 이코노미스트를 상대로 중앙값을 조사한 것에 따르면 민감도는 69까지 증가할 것으로 예상했으며 범위는 64에서 74까지였다. 2007년 12월 침체가 시작되기 전까지 이 지수의 5년 평균은 89였으며 지난달 수치는 지난 11월 이후 가장 낮은 수준을 기록했다.


노동부의 오늘 자료를 보면 7월 생활비는 4개월 만에 처음으로 올랐는데 물가가 안정된다는 것은 성장둔화와 디플레이션확대 우려나 경기침체연장 가능성이 낮아졌다는 것을 나타낼 수 있다.

소비자물가지수는 0.3%증가했는데 이것은 이코노미스트들을 상대로 조사한 값보다 0.2%초과된 수치이다. 신선식품과 연료비를 제외한 핵심물가는 0.1%증가했다.

 


Rents Stabilize


CPI(소비자물가지수)중 가장 큰 요소인 임대료 부분은 두 달 연속 증가했고 의류, 중고차, 담배가격도 상승했다. 이코노미스트들은 물가상승요인 부족이 연준의 당국자들로 하여금 경기활성화를 위해 기준금리를 2011년까지 0에 가깝게 유지하도록 하고 있다고 말했다.

BNP파리바스의 이코노미스트인 줄리아 코로나도는 최근 몇 개월 간 핵심인플레이션이 일부 상승했는데 이는 연준의 디플레이션에 대한 압박을 줄여주었다고 말했다.


연준은 6월 이래 이번 주에 경제회복과 고용이 느려지는 추세이며 가계지출은 점차 증가하고 있지만  높은 실업률과 낮은 수입증가, 가계의 낮은 부와 신용긴축은 여전하다고 말했다.


중앙은행들은 기준금리를 0%가깝게 더 오래 유지할 것이며 부채와 모기지 담보증권에 대해 재투자할 것이라고 말했다.


More Inventories

오늘 발표된 또 다른 보고서를 소매업자를 중심으로 6월 재고의 증가를 볼 수 있는데 기업들이 수요가 줄어들면서 물건을 정리하기 위해 가격인하를 할 필요성이 있다. 상무부는 사업재고액이 0.3%증가했다고 말했다.

Raymond James & Associates Inc.의 이코노미스트인 스캇브라운은 개학기간이 오더라도 별로 좋아질 것으로 보이지 않으며 아마도 재고소진을 위해 엄청난 세일을 감행하게 될 것이라고 말했다.

7월은 전형적으로 3분기중 가장 매출이 적은 달이며 개학시즌은 연말기간 이후 두 번째로 큰 판매 기간이며 기업들은 이기간 동안 여름 상품을 정리한다.

올 들어 수개월간 수출주도형 성장과 인센티브제도로 인해 크게 증가되어오던 소매매출이 5월 들어 급격히 감소하는 모습을 보이고 있어 우려를 낳고 있습니다.


이러한 일본 경제의 단기 반등이 오래가기 어려우리란 전망을 한적도 있지만 역시나 아직 회복의 판단을 하긴 일러 보입니다.

이런저런 요인으로 가장 중요한 게 사람들의 심리인데, 단기적 요인으로 기업투자가 일부 늘어나면서 신규 일자리가 나타나고, 잔업증가로 임금이 일부 상승했지만 가계지출은 여전히 매우 약한 수준이라 향후 수요가 늘 거라는 예상을 하기도 어렵습니다.
 



일본 내에서 새로 취임한 나오토 칸 총리에게 많은 기대를 걸고 있지만 일본정치 특성상 오자와 등 실력자들이 여전히 배후에서 권력을 행사하는 상황이라 일본경제의 체질을 바꿀만한 획기적인 뭔가를 기대할 수 있을지 또한 의문입니다.

Japan’s retail sales rose at the slowest pace since January, a sign that government incentives to purchase cars and household appliances are fading.


Sales
advanced 2.8 percent in May from a year earlier, the Trade Ministry said today in Tokyo. The gain was slower than the 4.8 percent median estimate of 14 economists surveyedby Bloomberg News.

The weakening of retail sales contrasts with a pickup in prospects for companies, which may this week project their first increase in capital investment since 2007. Japan’s policy makers are counting on a revival of domestic demand to help end the deflation that’s hampering the economic recovery.


“Consumer spending has been lifted a lot by fiscal measures but they’re set to disappear” and the rebound for retailers will continue to cool, said
Hiroshi Watanabe, a senior economist at the Daiwa Institute of Research in Tokyo. “Japan’s consumption is on a recovery trend as incomes are finally hitting bottom, but the pickup will be very moderate.”

The Topix index of shares fell 0.6 percent at 10:14 a.m. in Tokyo, extending its losses this quarter to 12 percent.

Retail salesslumped a seasonally adjusted 2 percent in May from a month earlier, the biggest drop in five years, today’s report showed.


Cars and machinery led the month-on-month decline. Automobile sales slid 5.9 percent from April and those of household machinery, which includes appliances such as flat- screen TVs, tumbled 7.9 percent.



Shopping Incentives
  

The government has been offering shoppers incentives to buy energy-efficient vehicles and electronics to support the economy. Some of the programs are scheduled to expire this year.


Japan’s export-led recovery is beginning to spur business investment. The Bank of Japan’s quarterly Tankan survey of
corporate sentimentthis week will show companies aim to boost spending by 0.9 percent in the year ending March 31, according to the median estimate of 12 economists surveyed by Bloomberg. That would be the first increase in three years.


Meanwhile, spending by households remains too weak to stamp out deflation.
Consumer pricesexcluding fresh food fell for a 15th month in May, the statistics bureau said last week.


Workers have had some relief in recent months, with wages climbing in March and April and job prospects picking up. There were 88
newly advertised jobsin April for every 100 people who started looking for work that month, the most in more than a year. Paychecks gained 1.6 percent in April as staff worked more overtime to keep up with rising demand.


Consumers More Confident


Consumer confidence
gained in May to the highest level since October 2007 even as Europe’s sovereign-debt crisis roiled markets across the globe. Sentiment about jobs led the increase, the survey showed.

Economist Yoshiki Shinkesaid the improving labor market will prompt people to open their purse strings.
 

“Before, it was just the household appliances and the cars that were selling” under the incentive program, Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo, said before today’s report. “Now we’re beginning to see that gradually spread to clothes and services.”

일본의 소매판매가 지난 1월 이래 가장 느린 속도로 증가했는데 이것은 가전제품과 자동차에 대한 정부의 인센티브가 사라지면서 나타난 현상이다.


5월 판매는 전년비 2.8%증가했다고 통상성 장관이 오늘 말했는데 블룸버그가 14명의 이코노미스트들을 상대로 조사한 중앙값인 4.8%보다 낮은 성장률이다.


2007년이래 자본투자를 처음으로 증가시키려는 계획을 세우려는 기업들의 예상과 달리 소매매출은 약화되고 있다. 일본의 정치인들은 경제회복을 방해하고 있는 디플레이션을 끝내기 위한 내수회복을 추진중이다.


다이와 연구소의 이코노미스트인 히로시 와타나베는 소비지출이 재정지출에 의해 많이 증가했지만 그것이 이제 사라져가고 있으며 기업들의 반등세는 계속해서 줄어들 것이다. 일본의 소비회복은 소득이 바닥을 침으로 해서 살아나고 있었지만 회복은 매우 느릴 것이다.

도쿄시장에서 토픽스 인덱스는 오전 10:14현재 0.6%하락했는데 이번 분기까지 12%손실을 기록했다.

지난 5월 계절적 요인이 적용된 전달대비 2%의 소매판매의 침체는 5년 만에 가장 큰 하락세라고 오늘 보고서가 말했다.

Shopping Incentives
  


정부는 경제부양을 위해 에너지 절약형 자동차와 가전 제품 구매 시 인센티브를 제공해왔었다.

일본의 수출주도형 회복은 기업의 투자를 늘리기 시작했다. 블룸버그가 12명의 이코노미스트를 상대로 조사한 이번 주 발표되는 일본은행의 분기별 단칸조사 결과는 3월말까지 0.9%지출을 늘렸을 것으로 예상된다.

그렇지만 가계소비는 여전히 디플레이션에서 벗어나지 못 할만큼 매우 약한 수준이다. 신선식품을 제외한 소비자물가는 지난 5월까지 15개월째 하락했다고 지난주에 통계청이 말했다.


근로자들은 최근 사정이 조금 나아졌는데 지난 3월과 4월 임금이 오르고 일자리 전망이 높아졌기 때문이다. 지난 4월 일자리를 찾기 시작한 100명을 기준으로 88개의 신규일자리 공고가 나왔는데 이것은 1년전보다 훨씬 더 높아진 수치다. 지난 4월의 월급은 1.6%증가했는데 수요증가로 인한 잔업이 늘었기 때문이다.


Consumers More Confident


지난 5월 소비자 만족도는 유럽의 국채위기가 시장전반으로 확산된 이후 2007년 10월 이래 가장 높은 수준을 기록했으며 일자리에 관한 민감도가 이러한 증가를 이루었다고 조사결과는 나타내고 있다.

요시키 신케 이코노미스트는 노동시장의 개선이 사람들의 지갑을 열 수 있을 것이라고 말했다.

다이이치 생명연구소의 이코노미스트인 신케는 전에는 인센티브 프로그램 하에서 가전제품과 자동차의 판매를 볼 수 있었지만 앞으로는 점차 의류와 서비스로 확산되는 것을 볼 수 있을 것이라고 말했다.
