美 부양한계, 주정부 파산허용 논의. 플랜B 본격화되나

The government considers new ways to help ailing states

 

 

 

2년여 전 금융위기가 발발하고 각국이 막대한 부양자금을 쏟아낼 즈음 만약 이렇게 해도 효과가 없을 경우 플랜B가 있느냐에 대한 논의가 있었습니다.

이런 부양의 효과로 작년 한해 일부 경기가 개선된 것처럼 보이자 이런 논의가 줄어들다가 최근 들어 다시 플랜 B에 대한 논의가 부상하고 있습니다.

 

 

우리의 예를 들어 쉽게 말하자면 경기 살린다고 각종 개발사업과 부실기업을 지원하는데 막대한 돈을 풀었는데 결과적으로 실업은 나아지지 않고 유동자금으로 인해 버블위험이 확대되고 있으며 고물가가 창궐하는 가운데 악화되는 재정을 충당하기 위해 월급쟁이를 대상으로 증세에 나서는 부작용이 나타났습니다.

 

 

이런 대책 없는 부양책의 후유증을 줄이면서 무작정 돈 풀기 말고 다른 근본적인 계획을 세워야 한다는 게 플랜 B입니다. 

 

 

미국의 경우 재정위기가 심각한 캘리포니아 주를 비롯 수십 개의 주가 금융위기 이후 연방정부로부터 실업급여지출자금 등 부족한 재정을 메우기 위해 매번 수백억 불의 지원을 받고 있는데 최근 무조건적인 지원보다는 주정부도 파산을 허용하는 방향하고 긴급지원을 받을 경우 세금을 올리도록 하는 방안이 논의되고 있습니다.

 

 

논란이 팽팽한데 표를 의식해야 하는 주지사들 입장에서야 지원받았다고 증세한다는 내용에 거의 찬성하는 사람이 없는 상황입니다.

 

 

기대했던 효과가 없을 경우 쓸 수 있는 차선책에 대한 준비가 사전에 있어야 하는데 우리정부의 경우 사전에 계획하기보다는 매번 현실을 부정하다가 항상 닥쳐서 허둥지둥 하는 모습을 보이고 있어 스스로 신뢰를 까먹고 있습니다.

20110219_usd001“THE era of the bail-out is over,” Patrick McHenry, a Republican congressman, declared on February 9th. His subject was not carmakers or banks, but states. For the past two years the stimulus bill has propped up state governments. This year the states are still in trouble: as the stimulus runs out, they face a collective $125 billion in deficits. But the federal government will not send another infusion of cash and most states require their budgets to be balanced. So politicians in Washington are mulling over new ways to help. Two recent plans present different forms of aid. On February 14th Barack Obama’s budget offered states some short-term relief. That afternoon, congressmen considered letting states go bankrupt.

 

Mr Obama’s plan addresses an imminent problem. As joblessness rose, states borrowed money from the federal government to pay for unemployment benefits. As of this week 30 states between them owed $42.6 billion, according to the Department of Labour. Now they must start to pay off their debts. Under current law, federal taxes on employers will rise automatically in three states—Indiana, Michigan and South Carolina—and more will join them next year. Mr Obama’s plan would let states defer interest and debt payments until 2014, so taxes would not necessarily have to rise when the economy was still weak. In 2014 the federal tax rate would fall, but the tax base would widen.

 

Mr Obama’s proposal would give immediate relief. A state bankruptcy law, on the other hand, would prepare for a possible future calamity: the inability of some states to pay for workers’ pensions and health care. A band of prominent conservatives cheerfully argue that states should be allowed to go bankrupt, so they can restructure such liabilities. Newt Gingrich, a putative Republican candidate next year, has thrown his weight behind the idea. Jeb Bush, Florida’s respected former governor, has added his support.

 

It is unclear whether either plan is welcome—on the Hill or in state capitols. Mr Obama’s offer should appeal to cash-strapped governors, but has rattled some Republicans. Conservative governors must either accept the president’s help or see taxes rise, hardly an attractive choice. In Indiana federal unemployment taxes are due to climb this year, yet Mitch Daniels, the governor and a possible presidential contender, rejects Mr Obama’s plan. Eric Cantor, the House majority leader, rejects the possibility of either bail-outs or bankruptcies “States can deal with this and have the ability to do so on their own,” he said recently.

 

Bankruptcy is even more controversial. The National Governors Association (NGA) opposes the idea fervently. Bankruptcy raises thorny issues about state sovereignty. Bankruptcy is also unnecessary, argues Raymond Scheppach, the NGA’s director, as states are not in danger of default. Last month analysts at Standard & Poor’s, a rating agency, explained that states would be unlikely to declare bankruptcy even if they could. The main impact of such a law, therefore, might merely be to make borrowing more costly.

헌데 이 계획이 환영 받을 수 있을지는 명확하지 않다. 오바마 대통령의 제안은 돈을 다 사용한 주지사들에게는 어필할 수 있지만 일부 공화당의원들의 저항을 받을 수 있다. 보수적인 주지사들은 대통령의 도움을 받아들이고 세금이 증가하는 것을 봐야 하는데 좀처럼 선택하기 어렵다. 인디애나 연방 실업관련세금들은 올해 상승할 것으로 보이는데 아직 주지사인 미치 다니엘스와 그의 잠재적 도전자들은 대통령의 이런 계획에 반대하고 있다. 하원 다수당의 리더인 에릭 캔터는 긴급구제나 파산을 가능하게 하는 것에 대해 반대하면서 주정부들은 이런 문제를 다룰 수 있으며 능력이 있다고 말했다.

금주 발표될 상공부의 주택거래실적 발표에 앞서 블룸버그가 이코노미스트들을 상대로 조사한 결과에 따르면 7월의 주택판매가 12%감소해 연 501만 채 수준이 될 것이며 이는 2009년 3월 이래 가장 낮은 수치가 될 것으로 보고되었습니다.

 

 

27일 노동부에서 발표될 신규실업급여 신청자는 전주보다 약간 줄어든 상황이지만 여전히 매우 높은 수준을 유지할 것이란 전망이 나오는 가운데 미국경제가 소비와 일자리 창출에 실패하면서 회복을 위해 또 다른 부양이 진행될 것이란 예측이 나오고 있습니다.

 

 

또 다른 재정부양에 대한 공화당의 반대가 극심한 가운데 오바마 대통령의 향후 권한을 좌우할 11월 미국의 선거시즌을 앞두고 연준을 비롯한 미정부가 경기부양을 위해 많은 액션을 취할 것이라는 전망은 가능합니다.

Home sales probably plunged in July, and orders for long-lasting goods climbed for the first time in three months as the U.S. strained to sustain the recovery from the worst recession since the 1930s, economists said before reports this week.

 

Purchases of new and existing houses dropped 12 percent to a 5.01 million annual pace, the lowest since March 2009, according to the median forecast of 54 economists surveyed by Bloomberg News. Durable-goods bookings climbed 3 percent last month, the survey showed.

 

“The economy is stuck in a rut,” said Russell Price, a senior economist at Ameriprise Financial Inc. in Detroit. “We lost the momentum in the second quarter and now we’re really struggling to regain any momentum at all.”

 

Another report this week may show the economy grew from April through June even less than previously estimated, one reason why employment and consumer spending have failed to pick up. Federal Reserve Chairman Ben S. Bernanke may shed more light on policy makers’ outlook this week when he addresses central bankers from around the globe.

 

Bernanke will speak on Aug. 27 at the Fed Bank of Kansas City’s annual symposium in Jackson Hole, Wyoming. Earlier this month policy makers said the recovery was “more modest” than they had projected, prompting them to take additional steps to revive growth. The chairman may provide more insight into the central bank’s decision to maintain its asset holdings in a bid to prevent money from draining out of the banking system.

 

 

Sales Drop

 

Sales of previously owned homes slumped 13 percent in July to a 4.68 million annual rate, according to the survey median before an Aug. 24 report from the National Association of Realtors. Commerce Department figures the following day will show demand for new houses was little changed at a 330,000 annual rate, the survey showed. New-home sales reached a record- low 267,000 pace in May, the month after a government tax credit expired.

 

The incentive worth as much as $8,000 propelled demand earlier in the year as buyers rushed to qualify ahead of the April 30 deadline for signing contracts and original June 30 deadline for closing deals. Sales have since plunged, indicating Americans lack the confidence to take on such a large purchase.

 

“There is definitely a pullback in demand,” Richard Dugas, chief executive officer of Pulte Group Inc., said in an interview Aug. 20. “We really need the economy to improve and job creation to take hold before people feel comfortable stepping into a home.”

 

 

Builder Outlook

 

Pulte, the largest U.S. homebuilder by revenue, on Aug. 4 reported its first quarterly profit since 2006 after a tax benefit and sales boost from its purchase of Centex Corp.

 

Orders for goods meant to last at least three years increased in July after falling 1.2 percent and 0.7 percent in the previous two months, economists project another Commerce Department report on Aug. 25 will show.

 

Business investment in capital equipment, including computers and machinery, is one of the remaining bright spots in the economy.

 

That may explain why shares of machinery makers are outperforming builder shares and the broader market. The Standard & Poor’s Supercomposite Machinery Index has climbed 10 percent so far this year, compared with a 12 percent drop in the S&P Supercomposite Homebuilder Index. The S&P 500 Index is down 3.9 percent since Dec. 31.

 

Since the advance estimate for second-quarter growth was released on July 30, reports have shown the trade deficit swelled in June more than the government had projected, inventories grew at a slower pace and there was less of a rebound in commercial construction.

 

 

Less Growth

 

The Commerce Department’s update on Aug. 27 will therefore show gross domestic product grew at 1.4 percent pace, the weakest quarter of the recovery that began in the middle of last year, rather than the 2.4 percent rate calculated last month.

 

Claims for jobless benefits, due from the Labor Department on Aug. 26, retreated to 491,000 last week from a nine-month high of half a million the prior week, the survey showed. The surge in applications over the past month indicates the labor market may be taking a turn for the worse as the economy slows.

 

President Barack Obama last week seized on the jump in claims to draw attention to stalled legislation aimed at helping small businesses.

 

The Democrats have proposed a plan that would ease the terms of loans guaranteed by the Small Business Administration and provide $12 billion in tax breaks to small businesses. Action was blocked by Republicans who criticized the proposal as being similar to the $700 billion bank bailout of 2008.

 

Jobs and the economy are likely to be key issues in November elections that will determine which political party controls congress for the next two years of Obama’s term.

AFI의 이코노미스트인 러셀 프라이스는 경제가 틀을 벗어나지 못하고 있으며 2분기에 우리는 성장동력을 잃었고 지금은 이러한 성장을 다시 얻기 위해 고군분투하고 있다.

Sales Drop

 

7월 기존 소유주택의 판매는 13%하락한 연 468만 채가 될 것이라고 전미부동산연합의 8월 24일 보고서이전 조사결과 밝혀졌다.이번 조사에서 상무부의 자료에서 신규주택의 수요가 연 33만 채로 거의 변화가 없는 모습을 보일 것이다. 지난 5월 정부의 세제 혜택이 만료된 이후 신규주택판매는 26.7만대를 기록해 최저수준을 기록했다.

 

약 8천 달러 이상의 인센티브는 4월 말까지 계약을 맺고 6월 말까지 거래를 마치는 조건으로 수요를 이끌어냈었다. 인센티브 만료 이후 판매는 미국인들이 대형구매를 하기 위한 만족도가 부족하다는 것을 의미한다.

 

Pulte Group Inc의 CEO인 리차드 듀가즈는 8월 20일 인터뷰를 통해 수요는 감소하고 있으며 우리는 일자리 창출을 통한 경제의 개선이 필요하다고 말했다.

 

 

Builder Outlook

 


8월 4일 미국최대 주택건설회사인 Pulte의 수익보고에 다르면 centex corp.의 매입으로부터 매출향상과 절세를 받은 2006년이래 처음으로 분기 수익을 기록했다. 8월 25일 발표될 상무부의 자료에서 내구재주문은 지난 두 달간 1.2%와 0.7%하락한 이후 7월에는 증가할 것으로 이코노미스트들은 예상하고 있다.

 

컴퓨터와 기계를 포함한 장비에 대한 사업투자는 경제의 앞날을 밝게 해주는 요인중하나이다. S&P의 수퍼콤포짓 기계지수는 올해 10%증가했는데 이와 비교해 주택건설지수는 12%하락했다. S&P500지수는 지난해 12월 31일 이후 3.9%하락했다.

 

2분기 성장이 증가할 것이라는 전방이 발표된 7월 30일 이후 지난 6월의 무역적자가 정부예상보다 더 크게 증가했으며 재고증가가 더 느려졌고 상업부동산 건설의 덜 증가했다는 내용이 보고되었다.

8월 27일 업데이트되는 상공부의 자료에서는 GDP가 1.4%증가해 지난해 중반 경기반등이 시작된 이래 가장 약한 수준을 보이고 있으며 지난달 2.4%보다 적은 수치가 될 것이라 예측되고 있다.

 

8월 26일 노동부의 실업수당신청자는 사전조사결과 50만에 육박해 9개월 만에 최고수준을 기록한 지난주보다 줄어든 491,000명이 될 것이다. 지난달 구직자가 증가했다는 것은 악화된 노동시장이 반전될 수 있다는 것을 의미한다.

 

지난주 버락 오바마 대통령은 실업급여 신청자가 늘자 정체되어 있는 중소기업에 대한 지원법안에 지원을 촉구했다.

 

민주당은 중소기업에 대한 보증기간 완화와 120억불에 달하는 세금감면에 대한 법안을 제안했는데 공화당이 2008년 은행에 대한 긴급구제자금 7,000억불과 유사한 제안에 대한 비판을 제기하며 진행이 정지되어 있는 상황이다.

 

일자리와 경제는 오바마의 남은 2년의 임기 동안 의회를 통제할 수 있게 하는 11월 선거를 결정짓는 주요이슈이다.

공화당 상원의원들로 인해 민주당의 실업급여 연장 등의 법안이 부결됨에 따라 당장 이번 주부터 1백만 명의 실업급여가 중단되고 향후 30만 명의 근로자가 해고될 것이란 전망이 나오고 있습니다.


매우 흥미로운 상황인데 지난 1월, 중국의 경기과열 소식을 전하며 미국도 민주당 상원의원수가 감소하면서 부양책들이 예전처럼 쉽사리 통과되기 어려울 것이란 예상을 전했는데 결국 재정적자를 심화시킬 부양책들의 통과가 난항을 겪고 있습니다.

이번 법안 통과가 부결됨으로 해서 실업은 더욱 늘게 될 공산이 크고 현재 다시 악화되는 모습을 보이는 미국의 부동산 시장 등 소비시장이 더 얼어붙을 가능성도 높습니다.


재정을 악화시킬 수 밖에  없는 지원의 한계를 여실히 보여주는 상황이 미국 등 여러 국가에서 보여지고 있는데, 앞뒤 안 맞는 무리한 성장계획에 재정을 투입하기 보다는 가계의 부담을 줄이고 잠재성장률을 높이는 방향으로 정책방향을 잡아야 하는데 늦은 감이 있습니다.







Republicans Block Unemployment Aid Extension, Buyout Tax Boost



Senate Republicans killed legislation to extend unemployment benefits, provide aid to state governments and increase taxes on buyout fund managers, saying it would add too much to the federal deficit.

The vote was 57-41 in favor of the measure with 60 needed to advance it. Democrats had repeatedly trimmed the bill in an effort to gain votes. The version voted on today would have added $33 billion to the deficit, a fraction of previous proposals, though Republicans said the cost-cutting didn’t go far enough.

Senate Majority Leader Harry Reid, a Nevada Democrat, said earlier today that if the legislation failed, lawmakers would move on to other matters. He said the chamber could revisit the matter later if Republican support emerged.


“We can’t pass it unless we get some Republicans,” Reid said. “It’s up to them.”

Senate Minority Leader Mitch McConnell, a Kentucky Republican, said “the only thing Democrats are insisting on in this debate is that we add to the debt.”


The impasse means unemployment benefits will be cut off to more than 1 million Americans by the end of this week, according to the Labor Department.

The House plans to vote today on a separate Senate-passed measure postponing a 21 percent cut in Medicare payments to doctors until December. The postponement was included in the jobs bill and lawmakers decided to act separately as that measure remained stalled in the Senate.



Republicans Needed


Lawmakers have been working on the jobs plan for more than a month. An initial draft would have added more than $130 billion to the deficit.

Democrats, who control the Senate with 59 votes, needed support from at least one Republican to bring the bill to the floor for a final vote. Democrats focused on winning over Maine Republican Senators Olympia Snowe and Susan Collinsafter Nebraska Democrat Ben Nelsondemanded that any legislation not add to the deficit.

The legislation would provide $16 billion in aid to states, raise taxes on the share of profits paid to executives of buyout firms and extend unemployment benefits through November. It also would revive a group of expiring business tax cuts, extend municipal bond subsidies and extend a deadline to close home purchases under the government’s first-time homebuyer tax credit plan.

Economist Mark Zandihas projected that, without additional aid, states will likely have to fire 300,000 employees.

통과되기 위해 60표가 필요한 상황에서 57-41로 투표가 결정되었다. 민주당원들은 표를 얻기 위해 예산을 삭감했으며 오늘 투표한 안건의 버전은 330억불의 재정적자가 추가되는 것으로서 지난번 제안의 일부에 불과했지만 공화당의원들은 비용삭감이 충분치 못했다고 말했다.


상원 대표인 해리리드 네바다 주 민주당상원의원은 오늘 아침 만약 법안이 부결되면 다른 방법을 찾을 거라고 말하며 공화당원 중 일부는 우리 편이었지만 법안이 통과될 수 는 없었다고 말했다.

노동성에 따르면 이번 실업급여가 이번 주로 끝남에 따라 백만 명 이상의 미국인의 수혜가 끊길 것이라고 말했다.

의원들은 이번 일자리 계획에 대해 1달이상 작업을 했으며 초기 안은 재정에 1300억불이상을 더하는 안이었다.

상원의 59표를 조정하는 민주당원들은 최종 투표를 위해서는 적어도 1표 이상의 공화당 지원이 필요했다. 네브라스카의 민주당의원인 벤 넬슨이 어떤 법안도 재정적자를 증가시켜서는 안 된다고 요구한 이후 민주당은 메인 주의 공화당상원의원인 올림피아 스노우와 수잔 콜린스를 설득하는데 집중해왔다.

이 법안은 11월까지 실업급여를 연장하고 바이아웃 기업의 최고경영자에게 이익의 일부로 내는 세금을 올리는 것으로 각주에 약 160억불을 지원하게 된다. 또한 비즈니스 세금감면 만료되는 그룹을 다시 재개하고 지자체 채권에 대한 보조를 연장하고 정부의 첫 주택구매자에 대한 세금감면에서의 주택구매 만료시기를 연장하는 것들이 포함되어 있다.

이코노미스트인 Mark Zandi는 새로운 자금의 추가 없이는 30만 명의 근로자가 해고될 것이라고 말했다.
