비젼 없는 유로존 운전수 메르켈

 

사실상 유로존을 이끌고 있는 메르켈의 비전부족에 대한 비평을 담은 KAL의 카툰입니다

유로존 국가들을 가득 실은 버스에서 그리스가 너무 불편하니 내리게 해 달라는 요청에 운전을 맡은 메르켈이 지금은 내려줄 수 없다고 말하고 이에 그리스가 버스가 너무 불편하고 내리면 굉장히 쾌적할 것이라고 말하는데 마지막 그림에서 보면 실제 버스는 달리고 있는 게 아니라 매우 위태로운 지경인 겁니다.

결국 말하고자 하는 건 그리스가 내려도 죽는다는 게 아니라 운전수인 메르켈이 제대로 된 방향을 제시하지 못하고 있다는 겁니다.

엄청난 책임을 떠맡아야 하는 독일의 입장도 동정이 가지만 좋은 시절에 큰 이익과 막강한 권한을 행사했던 때를 보면 어려울 때 그만큼 책임도 져야 하는 건 어쩔 수 없는 일입니다.

지난 7월 유럽 정상들의 위기 발언들 이후에 바캉스가 끝나 업무에 복귀하기까지인 최근까지 이렇다 할 대책이나 조치가 별로 없던 게 사실입니다.

 

이렇듯 남의 나라 불 보듯 하는 유럽 정상들에 대한 글로벌 각국들의 불만이 쏟아지자 부랴부랴 14번째 위기대응 서밋을 브뤼셀에 모여 열 계획을 세우고 있으며,

유럽구제기금의 활용도를 높이기 위해 EFSF와 ESM 등의 기금을 당장 통합하는 것보다는 두 기금을 모두 활용해 총 9,000억 유로 이상의 자금을 활용하자는 의견과 채권자인 은행들의 5~60%에 달하는 자발적 손실감수 등 많은 현안에 대해 구체적인 논의를 진행할 계획입니다.

 

그리스에서 촉발된 위기가 이제 이태리, 프랑스로 옮겨 붙고 있지만, 단순히 기금을 확충하는 방향으로 해결될 리 만무하며,

또 이렇게 기금을 확충한다는 계획이 각국의 부담을 늘리기 때문에 끝까지 추진력을 가질 수 있을지도 미지수입니다.

 

때문에 기사 아래 브루킹스 연구소에 있는 전직 IMF 관료인 롬바르디의 말처럼 이러한 각국의 합의가 시장안정에 대한 기대를 주는 것 이외에 별 효과가 없을 것이란 전망을 만들어 내고 있는 겁니다.

 

이미 여러 차례 이야기했듯 독일이든 프랑스든 결국 EU 연합을 위해 자신이 적극적으로 손실을 감수하는 행위는 하기 어렵습니다.

Europe Struggles for Crisis Remedy

 

European leaders “have risen to the challenge,” German Chancellor Angela Merkel said. French President Nicolas Sarkozy proclaimed their July 21 summit a “historic turning point” and Luxembourg Prime Minister Jean- Claude Juncker called it the “final package, of course,” to put out the debt inferno.

Then they went on vacation. Before they returned to work, the deal fizzled.

The euro’s stewards are back in Brussels today for an emergency summit struggling to heed the world’s calls to once and for all extinguish what U.S. Treasury Secretary Timothy F. Geithner called the “catastrophic risk” of the debt crisis. A potential Greek default threatens shockwaves that could engulf Italy and France, jolt the banking system and spell havoc for the global economy.

“Buck up, this crisis is going to be with us still for a while,” Barry Eichengreen, an economics professor at the University of California at Berkeley, said on “Bloomberg Surveillance” with Tom Keene and Ken Prewitt. “I fear they’re not going to take the kind of steps to resolve it.”

The gathering marks the interim climax to six days of haggling among finance ministers, central and commercial bankers, chancellors and prime ministers over the shape of Greece’s second bailout, the recapitalization of banks and the retooling of the 440 billion-euro ($612 billion) rescue fund into a more potent weapon.

Two Summits

The 14th crisis summit in 21 months starts with a meeting of all 27 European Union leaders at 6 p.m. The real business gets under way at 7:15 p.m. when chiefs of the 10 non-euro nations depart, leaving the rest to hash out a strategy that they already say requires more work.

The cancellation of a finance ministers’ meeting to precede the summit underscored the holes in the plan. The finance chiefs will now meet at an as-yet undetermined time after the summit to complete its main elements, including safeguarding banks and writing down Greek debt, according to an EU official.

Global exasperation with Europe’s response is deepening, with politicians from Australia to North America prodding the euro area to get ahead of the crisis before it infects the world economy. A Group of 20 meeting in Cannes, France, on Nov. 3-4 is Europe’s self-imposed deadline.

‘Europe Must Deliver’

Europe must “deliver on the commitments they’ve made,” Geithner said in Wilmington, North Carolina, yesterday. “They’re saying a lot of the right things and they’re clearly working on it and they’re moving with a greater sense of urgency. That’s all welcome, but until we see what they come together with, it’s a little hard to evaluate.”

Before arriving in Brussels, some leaders have unfinished business at home. Merkel, the biggest contributor to Europe’s bailouts, has to win parliamentary approval of her anti-crisis strategy, while Italian Prime Minister Silvio Berlusconi strains for more budget cuts.

Greece, recipient of 110 billion euros as the first crisis victim last year, is counting on bond investors to accept “voluntary” losses as high as 60 percent and on euro governments and the International Monetary Fund to lend at least 109 billion euros more to enable it to pay its bills.

Writedowns Up to 60%

“We’re currently debating 50 percent to 60 percent in Europe,” Luxembourg’s Juncker said in an interview in Zurich yesterday. “We’ll have parallel talks in Brussels with banks and we’ll need to see what’s the result of a voluntary participation.”

Strikes, tear gas and 120,000 tons of uncollected garbage on the streets of Athens accompanied the Greek parliament’s approval of more austerity measures, as Greek citizens’ tolerance of EU-mandated budget cuts was stretched to the breaking point.

Greece’s bond writedowns will determine the amount of damage to European banks, which need around 100 billion euros of extra capital, the EU estimated last week.

What started in Greece and spread to Ireland and Portugal now stalks Italy, the third-biggest euro economy. European officials expect Berlusconi to show up in Brussels with specifics on containing pension spending and a timeline for meeting deficit-reduction targets.

Italian Yields

Berlusconi has yet to complete an austerity package whipped together on an August weekend that led the European Central Bank to start buying Italian bonds. The gains from that support have evaporated. Ten-year Italian notes yield 389 basis points more than benchmark German bunds, the same as on Aug. 4.

The Frankfurt-based central bank has bought 169.5 billion euros in bonds so far, starting with Greece, Ireland and Portugal last year, then extending the coverage to Italy and Spain. The increasingly controversial policy contributed to decisions by both Germans on its council to quit this year.

Euro-area leaders are debating how to obtain an ECB commitment to maintain the purchases without appearing to give orders to the politically independent central bank, three people familiar with the deliberations said.

ECB involvement is crucial because mechanisms to scale up the government-financed rescue fund -- the European Financial Stability Facility -- won’t be ready immediately after the summit and may not deliver enough, the people said.

More Talks Needed

Talks on boosting the EFSF’s 440 billion-euro war chest have centered on two models -- using it to insure bond sales and to fund a special investment vehicle that would court outside money, including from the IMF. Discussions of the second option only began this week, the people said. Its effectiveness would hinge on negotiations with credit-rating companies and international investors, they said.

Debate is continuing over how to pair a planned 500 billion-euro permanent fund with the current pool, which is scheduled to be wound down even though its loans for Greece’s second bailout package will run for up to 30 years.

Leaders will consider amending or scrapping a clause in the statutes of the permanent fund, the European Stability Mechanism, that caps lending during the transition phase between the two funds at 500 billion euros. One proposal is to leave the EFSF’s commitments -- 150 billion euros and counting --untouched by the cap.

In case the EFSF is fully spent once the ESM takes over, getting rid of the limit would give Europe twin funds with combined clout of 940 billion euros. Also up for debate is whether to tone down the ESM’s provisions for bondholder burden- sharing, the people said.

“Europe is finally moving in the right direction but there is a sense that the remedies will fall short of the shock and awe response that is required to stabilize market expectations,” Domenico Lombardi, a former IMF official now at the Brookings Institution in Washington, said yesterday on Bloomberg Television.

그리스정부가 더 많은 긴축을 시행하는 것에 동의한 데 대해 아테네 거리는 시위와 최루탄 그리고 12만 톤의 쓰레기가 덮고 있는데, EU의 요구로 예산을 삭감하고 이러한 조치가 그리스 국민들의 고통을 한계에 다다르게 했기 때문이다.

그리스 채권에 대한 상각은 약 1,000억 유로의 추가 자금이 더 필요한 유럽은행들이 얼마나 큰 손실을 감수 할 것인가로 결정될 것이라고 지난주 EU가 예측했다.

그리스에서 시작된 위기는 아일랜드와 포르투갈로 퍼졌고 지금은 유로경제권내 3위인 이태리로 번지고 있다. 유럽의 당국자들은 브위셀에서 베를루스코니 총리가 연금지불에 대한 내용과 재정적자 감축목표시한 등 구체적인 내용을 보여주길 기대하고 있다.

Italian Yields

베를루스 코니는 지난 8월에 유럽중앙은행이 이태리의 채권을 사들일 당시 시작한 긴축 패키지를 아직 완성하지 못하고 있다. 지원으로부터 얻은 것도 효과가 사라졌다. 10년 만기 이태리 채권수익률은 389 베이시스포인트로서 독일의 것보다 더 높으며 지난 8월 4일과 비슷한 수준으로 돌아왔다.

지난해부터 중앙은행은 그리스와 아일랜드, 포르투갈의 채권 1,695억 유로 어치를 매입했다. 그리고 이를 이태리와 스페인으로 확대하고 있다. 이러한 지원정책에 대해 논란이 증가하고 있는데 이로인해 올해 끝나는 위원회의 양 독일인들이 결정하는데 영향을 받고 있다.

유로지역 리더들은 중앙은행의 정치적 독립성에 영향을 주지 않으면서 ECB가 채권구매를 계속할 수 있도록 하는 방법에 대해 논의 중이라고 세 명의 관계자가 신중하게 말했다.

ECB의 관여는 유럽의 재정안정을 위해서 각 정부의 구제기금 출원규모를 늘려가는 매커니즘으로써 서밋 이후에 즉시 준비되지 않을뿐더러 충분히 조달되지 않을 수 있기 때문에 중요하다고 사람들은 이야기 했다.

More Talks Needed

말이 나오고 있는 EFSF의 4,400억 유로의 자금은 채권매각보증과 IMF를 포함한 외부자금에 대한 특별투입용에 중점을 두고 있다. 두 번째 옵션에 대한 논의는 이번 주부터 시작되었다고 관계자는 말했다. 그 효과는 신평사와 국제 투자자들과의 협상에 따라 결정될 것이라고 그들은 말했다.

그리스에 대한 두 번째 구제패키지 대출이 최대 30년까지 집행될 수 있음에도 불구하고 현재 5,000억 유로로 계획중인 펀드의 스케줄이 순탄치 않을 수 있다는 논쟁이 계속되고 있다.

최종적으로 유럽은 옳은 방향을 선택하겠지만 시장안정기대에 필요한 반응 외에 효과는 낮을 것이라고 전 IMF관료이며 현재 브루킹스 연구소의 Domenico Lombardi가 어제 블룸버그 TV와의 인터뷰에서 말했다.

미국 재무장관인 가이스너가 유럽이 스스로 긴급한 조치와 노력은 하지 않고 이미 많은 문제에 직면해 있는 미국의 도움만을 요청하고 있으며,

스스로 적극적인 조치에 나서야 미국이 이에 대해 고려할 수 있다는 입장을 밝혔습니다.

 

유럽당국자들이 유럽의 파산위기 은행에 대한 구제방안을 논의하기로 했다는 내용에 간밤 시장이 반등에 성공했지만, 후속조치의 성사여부, 유럽의 구제기금의 엄격한 사용과 투자자들의 손실확대에 대한 메르켈 총리의 발언, 오늘아침 스티브 잡스의 사망소식, 여전한 유럽의 불안 등 소식은 시장의 반등을 반짝 상승에 그치게 할 겁니다.

 

그리스에 이은 이태리의 신용등급 강등과 덩달아 위험해진 최대 채권국인 프랑스, 여전히 암울한 스페인 등이 속한 EU를 독일 혼자 떠 받치는 건 말도 안 되는 일이니 당연히 미국의 도움을 요청하겠지만,

미국 또한 실업이 줄고 가계소득이 높아지지 않는 한 경제회복이 요원한 상황에서 재정위기로 긴축을 외치는 매파의 목소리가 높아 이러지도 저러지도 못하는 상황입니다.

 

갑자기 위기가 더 커진 것으로 각 언론이 보도하고 있지만 유럽에서의 상황은 예상대로 흘러가고 있으며 EU체제에 대한 불안은 점차 현실화 되고 있습니다.

U.S. Treasury Secretary Timothy F. Geithner said today that Europe has been moving “too slowly” in dealing with its financial crisis, and that the U.S. government has been forceful and aggressive in communicating its views to European leaders.

“They recognize they’ve been behind the curve of this, that they’re moving too slowly,” Geithner said at the Washington Ideas Forum at the Newseum. “They’re moving not as fast as markets move in today’s environment, and they have to do more to build more confidence that they are going to act to hold this thing together.”

Signals that European politicians may step up efforts to aid banks and push investors to accept bigger losses as part of a Greek bailout reflect international pressure to end the debt crisis and domestic opposition to expanding rescues. Moody’s Investors Service late yesterday followed its three-level downgrade of Italy by warning that euro-area nations rated below the top Aaa level may see their rankings cut.

Geithner said Europe has the financial resources to deal with its sovereign debt crisis and the question is one of moving “more quickly and more forcefully,” which he expects Europe to do. Geithner is scheduled to take part in a meeting of Group of 20 nations finance ministers and central bankers on Oct. 14-15 in Paris.

Geithner said Europe requested U.S support through the International Monetary Fund and by means of Federal Reserve swap lines with the European Central Bank.

“We will have some views about what makes sense in that context and we have been very forceful and aggressive in communicating those views, but my experience has largely been they welcome the support for giving and they welcome the advice while they like to remind people that the U.S. has a lot of challenges to do, too,” Geithner said.

German Chancellor Angela Merkel said that Europe’s rescue fund will only be used as a last resort to save banks and that investors may have to take deeper losses as part of a Greek rescue.

Domestically, Geithner said the U.S. caused an “enormous damage to our credibility in the world in allowing a financial system to get to the point where it did.”

He urged Congress to act on President Barack Obama’s $447 billion American Jobs Act proposal.

“If Congress does not act then growth will be weaker here and with growth weaker we will be vulnerable to other things happening that are beyond our control,” Geithner said. “You can think about this as protection from the challenges we’re facing, seeing Europe grapple with.”

 

 

Jobs Plan

Obama unveiled his jobs plan Sept. 8 in an address to a joint session of Congress. It would extend and expand a payroll tax that expires at the end of this year, increase infrastructure spending, offer more aid to cash-strapped state governments and extend jobless benefits.

Geithner said today that bankers “resent the huge amount of anger they’ve been subjected” to and would like the government to heal the public’s confidence in them.

“They react to what is pretty modest, common sense observations about the system as if they are deep affronts to the dignity of their profession. And I don’t understand why they are so sensitive,” he said.

미국 재무장관인 티모시 가이스너가 오늘 금융위기에 대해 유럽이 너무 느리게 반응하고 있다고 말했는데 미국정부는 유럽정상들에게 그간 공격적이고 강력한 대응을 요구해 왔다.

가이스너는 워싱턴 아이디어스 포럼에 참석해 그들은 위기의 뒤에서 너무 느리게 반응하고 있다는 사실을 알게 되었지만 오늘날의 시장환경 변화보다 빠르게 움직이지 못하고 있으며 그들이 함께 만족할만한 행동을 하기 위해 더 많은 것을 해야만 한다고 말했다.

유럽의 당국자들은 은행을 지원하고 부채위기를 끝내기 위한 구제확대에 대한 국내의 반대압력이 높아지는 상황을 고려해 그리스에 대한 구제로 인한 손실의 일부를 투자자들에게 부담하도록 하는 시그널을 보내고 있다. 무디스는 어제 이태리의 3단계 신용등급 강등 이후 향후 등급이 더 하락할 수 있다고 말했다.
