일본의 단칸지수가 6분기 만에 반짝 상승을 기록하면서 호재에 목마른 시장에 단비를 내려주고 있지만 실제 올 4분기부터 내년까지 급격한 하락을 겪을 것이라는 전망이 수많은 전문가들에 의해 나오고 있는 상황입니다.

 

 

엔화강세에 따른 수출기업들의 해외이전이 가속화 경향을 보이면서 일본 내 일자리는 더욱 줄어드는 현상이 가시화될 예정이고 이는 다시 소비를 위축시키는 악순환을 겪을 것으로 보이며,

 

이에 대한 고육지책으로 개입한 외환시장에선 바라던 효과는 나오지 않고(미국이 달러화 가치를 계속 낮게 유지코자 하는 한 엔화강세가 누그러지긴 현실적으로 어렵습니다.) 전세계 보호무역 긴장감만 높인 꼴이 되고 있어 이래저래 어려운 처지에 놓인 일본입니다.

 

 

일본뿐 아니라 미국 등 여러 나라가 재정확대와 부양의 한계를 느껴가는 가운데 여러 가지를 느끼게 하는 이번 단칸지수 조사결과 입니다.

 

 


 

 

Japan's Tankan Sentiment Index Climbs Least in Six Quarters

 

 

Confidence among large Japanese manufacturers rose the least since early 2009 in September, and companies forecast that pessimists will outnumber optimists by year-end, as a rising yen threatens the nation’s recovery.

 

The Tankan index of sentiment climbed 7 points in September to 8, the Bank of Japan said in Tokyo today. The figure compares with a 15-point increase in June. Confidence is expected to fall to minus 1 in December, the report said.

 

Stagnating sentiment adds to the case for the Bank of Japan to ease monetary policy as Prime Minister Naoto Kan compiles a stimulus plan to counter the effect of the yen’s 10 percent surge against the dollar this year. The gains forced Murata Manufacturing Co., an electronics components maker, to announce it will cut most temporary jobs and move production abroad.

 

“The BOJ may have little choice but to take some action at its next meeting” on Oct. 4-5, said Norio Miyagawa, senior economist at Mizuho Securities Research and Consulting Co. in Tokyo. “The yen is still on the rise even though the government intervened in currency markets and pledged an extra budget.”

 

Prospects for additional BOJ liquidity injections helped bolster stocks, with the Nikkei 225 Stock Average up 0.3 percent at 10:43 a.m. The yen traded at 83.91 per dollar, from 83.89 before the report was published. Big manufacturers see the currency trading at 89.66 this fiscal year.

 

 

‘Never Thought’

 

“We have to reduce the number of temporary workers in Japan,” Murata President Tsuneo Murata said yesterday in an interview at the company’s headquarters in Kyoto. “We never thought the yen would become this strong.”

 

Confidence among large manufacturers was forecast to climb to 7, according to the median estimate of 19 economists surveyed by Bloomberg News.

 

Politicians have already indicated the BOJ could do more, with Economy Minister Banri Kaieda saying on Sept. 27 that additional liquidity injections by the Bank of Japan may be effective in influencing the yen. Vice Finance Minister Mitsuru Sakurai also said on the same day that increasing government bond purchases is one policy option for the central bank.

 

Authorities intervened in currency markets for the first time since 2004 this month as the stronger yen threatens profits of exporters from Nissan Motor Co. to Canon Inc.

 

Governor Masaaki Shirakawa and his board will deliberate policy at a meeting next week. He reiterated this week that the bank stands ready to take action when necessary. They last eased policy by expanding a credit lending program to 30 trillion yen ($357 billion) on Aug. 30.

 

 

Growth Cooling

 

Recent data point to a tempering rebound in the economy, with growth last quarter decelerating to a 1.5 percent annual pace, compared with 5 percent in the first three months of the year. Exports grew at the slowest pace this year in August.

 

“There’s a lot of uncertainty about where the economy is headed,” said Yoshiki Shinke, senior economist at Dai-Ichi Life Research Institute in Tokyo. “With companies this cautious, they’re likely to be careful about spending and hiring.”

 

Canon, the world’s largest camera maker, estimates that operating profit will shrink by 4.7 billion yen for every 1 yen the currency strengthens beyond 90 per dollar in the second half of 2010.

 

Even a yen level of 90 to the dollar may not be enough to prevent production draining out of Japan, Toshiyuki Shiga, chairman of the Japan Automobile Manufacturers Association, said Sept. 16. Shiga is also the chief operating officer of Yokohama- based Nissan, Japan’s third-biggest carmaker.

 

Automakers appear to be especially concerned about the outlook and expect the sentiment index to decline 38 points in three months’ time, the biggest drop for the industry since the central bank started tracking confidence by sector in 1992.

 

 

Incentives Ending

 

In addition to the currency, growth may be affected by the ending of incentives for purchases of energy-efficient cars this month. Kan asked his ministers to compile additional measures to supplement a stimulus package he unveiled on Sept. 10. The extra budget for the fiscal year ending March 2011 may be as much as 4.6 trillion yen, a government official said on condition of anonymity earlier this week.

 

Large companies plan to boost spending by 2.4 percent in the year ending March 31, today’s report showed. Economists forecast a 3 percent increase. The figures are based on the new accounting standard for lease transactions. Based on the previous accounting rule, companies planned to increase spending by 4.4 percent in June.

 

 

Weak Momentum

 

“Capital spending is increasing, but the momentum of these gains has been weak,” Dai-Ichi’s Shinke said. “Capital spending isn’t strong enough to make up for the slowdown in exports and fading of stimulus measures.”

 

The Tankan was conducted from Aug. 23 to Sept. 28 and surveyed 11,283 businesses. About 70 percent to 80 percent of the responses were collected by Sept. 7, more than a week before the government intervened in currency markets.

 

“Japan’s economy may experience a severe pullback in the fourth quarter and the first quarter of the next year after last-minute buying of cars boosts consumer spending in the July- September period,” said Seiji Adachi, a senior economist at Deutsche Securities Inc. in Tokyo.

 

“There’s a chance that Japan will dip into a recession.”

일본의 대형 제조업 사이의 만족도 지수가 지난 209년 9월 이래 처음으로 올랐지만 엔화강세로 일본의 회복이 타격을 입어 올 연말까지는 부정적 인식이 강한 상황이다.

 

일본은행은 오늘 단칸지수가 지난 9월 7에서 8로 올랐다고 말했다. 지난 6월엔 14포인트가 증가했었다. 지스는 12월까지 -1까지 하락할 것으로 기대되고 있다고 보고서는 말했다.

 

지지부진한 정체가 계속되자 일본의 나오토 칸 총리는 올해 달러대비 10%이상 상승한 엔화강세 부작

용을 해소하기 한 부양계획을 세우면서 일본중앙은행으로 하여금 양적 완화정책을 쓰도록 했다. 이러한 엔화강세로 전자 컴포넌트 제조사인 무라타 공업은 대부분의 임시직일자리를 없애고 공장을 해외로 옮길 것이라고 발표했다.

 

미주호 증권 조사컨설팅의 이코노미스트인 노리오 미야가와는 지난 10월 4~5일에 일본은행은 선택권이 거의 없지만 다음 미팅 때까지 몇 가지 행동을 취할 수 있을 것이며 정부의 외환시장개입과 추가예산책정에도 불구하고 엔화강세는 여전하다고 말했다.

 

일본은행의 추가유동성 제공소식은 주식시장에 도움이 되고 있는데 니케이225주가평균은 오전 10:43현재 0.3%증가했다. 엔화는 보고서 전 달러당 83.89엔에서 발표 후 83.91엔에 거래되고 있다. 대형 제조사들은 올 연말에 엔화가 달러당 89.66엔에 거래될 것이라고 보고 있다.

 

 

‘Never Thought’

 

무라타의 사장인 츠네오 무라타는 어제 교토 본사에서 진행된 인터뷰를 통해 우리는 일본 내 임시직 일자리의 수를 줄일 것이며 우리는 엔화가 이렇게 강세를 띨지 예상하지 못했다고 말했다.

 

블룸버그가 19명의 이코노미스트들을 상대로 조사한 중앙값은 만족도지수 7까지 오른다는 것이었다.

 

9월 27일 경제장관인 반리 가이에다는 당국자들은 이미 중앙은행이 더 많은 일을 할 수 있도록 할 준비를 하고 있으며 중앙은행에 의한 추가유동성 주입은 엔화에 효과적으로 작용할 것이라고 말했다. 차관인 미스루사쿠라이는 또한 정부채권매입의 증가는 중앙은행을 위한 하나의 정치적 옵션이라고 말했다.

 

당국자들은 이달 2004년이래 처음으로 외환시장에 개입했으며 이는 닛산 자동차, 캐논 등의 수출기업들의 이익이 엔화강세에 의해 피해를 입고 있기 때문이다.

 

중앙은행 총재인 마사키 시라가와와 이사진은 내주 미팅을 예정해 놓고 있다. 그는 중앙은행이 필요한 행동을 취할 준비가 되어있다고 말했으며 마지막 유동성 확대정책은 지난 8월 30일 30조엔(3570억불)의 대출확대프로그램이었다.

 

 

Growth Cooling

 

최근의 데이터를 보면 경기반등이 조정상태를 보이고 있으며 지난 분기 성장률은 연 1.5%까지 줄어들었는데 1분기에 5%를 기록했었다. 지난 8월 수출증가율은 가장 느려졌다.

 

다이이치 생명연구소의 이코노미스트인 요시키 신케는 경제의 불확실성이 너무 많으며 이러한 위험성이 기업으로 하여금 지출과 고용을 더욱 조심스럽게 만들고 있다고 말했다.

 

세계최대 카메라 메이커인 캐논의 영업이익은 1엔이 상승할 때마다 47억엔 씩 줄어들 것이라고 예상하고 있다.

 

일본자동차생산연합의 회장인 토시유키 시가는 9월 16일에 엔화의 수준이 달러당 90엔 수준이라 하더라도 생산설비의 일본유출을 막기는 충분치 않다고 말했다. 토시유키 시가는 니산의 COO이다.

 

자동차 업계에서는 성과와 분기 민감도 지수가 38포인트나 하락한 것에 깊은 우려를 표시하고 있는데 중앙은행이 1992년 지수를 기록한 이래 가장 크게 하락한 것이다.

 

 

Incentives Ending

 

환율에 더해 성장이 이달 에너지효율차량 구매에 대한 인센티브 만료의 효과로 인해 영향을 받게 될 것이다. 나오토 칸 총리와 내각은 지난 9월 10일 추가부양수단을 고려하고 있음을 밝혔다. 2011년 3월 회계년도 말까지 추가예산은 4.6조엔 이상이 될 것이라고 익명을 요구한 관계자가 말했다.

 

오늘 보고서를 보면 대기업들은 올 회계년도 말까지 지출을 2.4%늘릴 계획이다. 이코노미스트들은 약 3%증가할 것이라 보고 있다.이러한 자료는 새로운 회계기준에 의한 것이다. 과거의 회계기준으로 하면 기업들은 지난 6월에 4.4%의 지출을 늘릴 계획이었다.

 

 

 

Weak Momentum

 

다이이치의 신케는 자본지출은 증가하고 있지만 성장세는 약하며, 부양효과의 제거와 수출하락을 만회하기에는 충분하지 않다고 말했다.

 

단칸은 8월 23일부터 9월 28일까지 11,283개 기업을 대상으로 조사되었다.

 

도이치 증권의 이코노미스트인 세이지 아다시는 일본경제는 3분기 소비지출 증가 이후 4분기와 내년 1분기에 심각한 후퇴를 경험하게 될 수 있으며 일본경제가 침체로 빠져들 수 있다고 말했다.

일본의 비즈니스 민감도를 나타내는 단칸지수의 회복세가 느려진 것으로 밝혀졌습니다. 일본은행에 의해 1만여 개의 기업을 대상으로 조사한 바에 따르면 단칸지수는 -24를 기록했는데, 마이너스는 경제에 대한 비관론이 낙관론보다 우세하다는 뜻입니다.


지난 3월 -58을 기록해 최저를 기록한 이후 차츰 회복세를 보여왔었는데 그 회복세가 느려지고 있다는 것이 이번 조사결과의 주요 이슈입니다.


조사내용상 대기업과 중소기업간에 경제를 바라보는 일정한 갭이 있긴 했지만 일본경제가 다시 침체로 미끄러져 들어가고 있다는 현실에서 약간의 희망을 찾고자 하는 게 전문가들과 기업들의 현재 모습입니다.

Dec. 14 (Bloomberg) -- Confidence among Japan’s largest manufacturers rose the least since the economy emerged from its worst postwar recession as companies become more concerned the yen’s gains will erode profits.

The Tankan index of sentiment among big makers of products including cars and electronics climbed nine points to minus 24 in December, the Bank of Japan said in Tokyo today. The median forecast of 19 economists surveyedby Bloomberg News was minus 27. A negative number means pessimists outnumber optimists.

Stocks fell as the report showed large companies planned deeper spending cuts to protect earnings that are under threat from a currency that climbed to a 14-year high against the dollar last month. Sony Corp., forecasting a second straight annual loss, said last month that it will eliminate jobs, close a factory and transfer some touch-panel production to China.

“For companies to keep high profit margins, they have no choice but to keep cutting costs,” said Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “The economy has reached its bottom, but it will stay at more or less the same level for some time.”

The index improved 15 points in September and 10 points in June, when it climbed from a record low of minus 58. It was last positive in June 2008. The economy grew for the first time in five quarters in the April to June period.



Service Companies


Confidence among large service companiesgained to minus 22 from minus 24, today’s report showed. The central bank surveyed 10,116 companies between Nov. 9 and Dec. 11.

The Nikkei 225 Stock Averagefell 0.8 percent to 10,030.88 at the lunch break in Tokyo. The gauge has dropped more than 4 percent since the end of August.

The yen traded at 88.60 per dollar from 89.31 before the report was published and a 14-year high of 84.83 on Nov. 27. Large manufacturers expect the Japanese currency to trade at 92.93 in the year ending March 2010, today’s report showed, stronger than their previous forecast of 94.50.

Prime Minister Yukio Hatoyamaand central bank Governor Masaaki Shirakawa, fresh from unveiling emergency measures to fight deflation, will look at the report for hints of corporate optimism at a time when global emergency spending is running out.

Hatoyama unveiled a 7.2 trillion yen stimulus package on Dec. 8, his first since coming to power in September. The plan includes employment subsidies, loan guarantees and incentives to buy energy-efficient products.



Slowdown Begun


“The Tankan shows that Japan’s slowdown has already begun, although it will avoid a double-dip recession,” said Kyohei Morita, chief economist at Barclays Capital in Tokyo. “The effects of stimulus measures undertaken by the previous administration are wearing off and the current government’s measures will do little to spur the economy.”

The survey showed a gulf between large and small companies. Large manufacturers and service companies expect to be less pessimistic in three months, while their smaller counterpartssaid the outlook will worsen.

Shirakawa said this month the yen’s advance and falling stock prices may have “adverse effects” on corporate sentiment. The central bank released a 10 trillion yen ($113 billion) credit program on Dec. 1, a move that Deputy Prime Minister Naoto Kansaid helped weaken the yen.



Spending Cuts


Large enterprises plan to cut capital spendingby 13.8 percent this fiscal year, the worst reading for a December survey, compared with the 10.8 percent decline the Tankan showed three months ago.

Even amid a resurgence in export demand thanks to some $2 trillion in global stimulus spending, more than a third of the country’s factory capacity is sitting idle, giving firms less reason to expand purchases of plant and equipment.

Recent reports have also pointed to slower growth. Gross domestic productrose an annualized 1.3 percent last quarter, a third lower than the government’s initial report and consumer confidence fell for the first time this year in November.

Falling prices have been squeezing profit at home, prompting the government to declare last month that the country is back in deflation and push the Bank of Japan to do more to spur the economy.



Asian Demand


Not all analysts say the outlook is dim for companies, as demand from Asia helps exports and production. Reports last week showed the recovery in China, Japan’s biggest market, gathered pace: Factory output grew more than economists estimated in November and exports fell the least in more than a year.

Elpida Memory Inc.Chief Executive Officer Yukio Sakamoto said last week the chipmaker may return to profit for the first time in three years thanks to higher demand. Tokyo Electron Ltd.Chairman Tetsuro Higashisaid on Dec. 3. orders at the world’s second-largest maker of chip-manufacturing equipment will exceed the company’s forecast this quarter.

“The Tankan survey indicated companies are seeing little chance for a slide back into recession,” said Susumu Kato, chief economist at Calyon Securities in Tokyo. “The economic recovery is resilient, helped by strong Asian demand.”

일본 최대 제조업체들 사이에서의 경제만족도가 엔화강세로 인한 이익하락의 우려와 함께 침체이래 경기가 회복되기 시작한 이후 가장 적게 상승했다.

일본은행은 자동차와 전자를 포함한 제조업메이커들 사이의 단칸지수가 12월에 9포인트 상승해 마이너스24를 기록했다고 말했다.

블룸버그가 19명의 이코노미스트를 상대로 조사한 바에 따르면 마이너스 27을 예상했었다. 마이너스의 수치는 비관론자가 낙관론자의 수를 능가했다는 의미이다.


지난달 14년 만에 달러대비 엔화가 강세를 보인 이후 이러한 환율로부터 이익을 지키기 위한 대기업들의 지출삭감 규모가 커졌다는 소식 이후 주식시장은 하락했다. 2년 연속 손실을 예상하고 있는 소니는 지난달 감원과 공장폐쇄를 시행하고 일부 터치패널 생산을 중국으로 이전하겠다고 말했다.

RBS Securities Japan Ltd.의 이코노미스트인 준코 니시오카는 기업들이 높은 이익을 유지하기 위해서는 원가절감 외에는 방법이 없으며 경제는 바닥에 닿았지만 지금 수준에서 좀더 길거나 짧게 머무를 수 있다고 말했다.

지수는 마이너스58로 최저를 기록했었는데 이후 10포인트 오른 6월부터 9월까지 15포인트 개선되었는데 일본경제는 지난 4월부터 6월까지 5분기 만에 처음으로 성장했었다.




Service Companies


일본은행이 11월 9일부터 12월 11일까지 10,116개 기업을 대상으로 조사한 바에 따르면 대형 서비스 기업들의 만족도는 오늘 보고서에 의하면 마이너스 24에서 마이너스22로 상승했다.

니케이 225주가평균은 점심시간 현재 0.8%하락한 10,030.88을 기록했는데 이것은 지난 8월말 이후 4%이상 하락한 것이다.

이 보고서 발간 전 엔화는 달러당 89.31엔에 거래되다가 88.60엔에 거래되고 있으며 지난 11월27일에 14년 만에 가장 높은 84.83엔까지 도달했었다. 대형 제조사들은 일본엔화가 2010년 3월 까지 달러당 92.93엔으로 거래되리라 기대하고 있다고 오늘 뉴스는 보고했으며 이전에 94.50엔이 될 것이라고 했던 것보다 더 강해진 것이다.

유키오 하토야마 총리와 중앙은행장인 마사키 시라가와는 글로벌 부양효과가 사라지는 것에 대비해 디플레이션과 싸우기 위한 새로운 긴급수단을 발표했다.

하토야마는 지난 9월 정권을 잡은 이후 12월 8일에 7.2조엔 규모의 부양책을 발표했다. 이 계획에는 실업보조, 채무보증, 에너지효율제품에 대한 구매 인센티브 등이 포함되어있다.



Slowdown Begun

Barclays Capital의 이코노미스트인 쿄헤이 모리타는 단칸지수는 일본이 더블딥을 피할 수 있다 하더라도 이미 경제가 하락하기 시작했다는 것을 보여주고 있으며 과거 정부와 현재 정부에서의 부양책의 효과가 경제에 미치는 효과가 거의 없었을 수 있다는 것을 알려준다고 말했다.


이 조사는 대기업과 소기업간에 갭을 보여주었다. 대형 제조기업과 서비스 기업들은 작은 기업들이 앞으로 더 성과가 줄어들 것이라고 예측 한데 반해 석 달 전보다 부정적인 전망이 줄어들었다.

이달 엔화강세와 주식가격 하락이 기업민감도의 부작용으로 작용할 것이라고 시라가와는 말했다. 중앙은행은 12월 1일 10조 엔의 대출프로그램을 발표했으며 이러한 조치는 나오토칸 부총리가 엔화약세가 도움이 된다고 말한 이후 이루어졌다.



Spending Cuts

수출업자들은 투자계획규모를 줄이고 있다. 대기업은 올해 회계 년도 말까지 13.8%의 자본지출을 줄일 계획을 가지고 있는데 지난 3개월 전 단칸조사에서 보였던 10.8%감소보다 악화된 것이다.

약 2조 달러이상의 글로벌 경기부양책이 시행되면서 수출수요가 다시 증가되었지만 그럼에도 불구하고 일본 공장생산능력의 1/3이상은 여전히 놀고 있으며 기업들은 시설과 장비의 구매를 줄이고 있다.

최근 보고서에서도 성장이 느려지는 것으로 나타났는데 지난 분기 GDP는 연 1.3%늘어난 것으로 나타났는데 정부의 초기 보고서 보다 1/3로 낮아진 것으로서 올해 11월엔 올 들어 처음으로 소비자 만족지수가 하락했다.

물가하락은 가계의 이익을 압박하고 있으며 지난달 정부는 디플레이션과 싸우기 위해 일본은행이 경제에 더 많은 돈을 풀라고 압력을 가했다.



Asian Demand

모든 애널리스트가 아시아로부터의 수요로 인한 수출과 생산의 도움에 대해 부정적으로 보고 있는 것은 아니다. 지난주 보고서는 일본의 최대 시장인 중국의 공장 생산이 지난 11월에 이코노미스트들이 예상했던 것보다 늘었으며 수출은 1년여 보다 더 적게 하락했다고 말했다.

Elpida Memory Inc.의 CEO인 유키오 사카모토는 지난주에 높은 수요로 인해 지난 3년 만에 처음으로 이익으로 돌아설 것이라 말했다. 반도체 제조장비업체 중 세계에서 두 번째로 큰 Tokyo Electron Ltd.의 회장인 테수로 히가시는 12월 3일에 주문이 올해 분기 예상을 초과할 것이라 말했다.

Calyon Securities의 이코노미스트인 수수무 카토는 단칸조사는 침체로 미끄러져 들어가는 상황에서 기업들에 약간의 기회를 예상할 수 있게 하고 있으며 경기회복에서 아시아의 강력한 수요에 의한 도움이 중요하다고 말했다.
