인도, 러시아와 원자력 협정 체결


   

인도 총리 만모한 싱은 이번 주 모스크바를 방문하여 러시아로부터 우라늄 공급을 지속적으로 보장해줄 민수용 원자력 협정을 체결했다고 로이터가 보도했다.

러시아는 이미 인도에서 다양한 원자력 건설 프로젝트를 추진하고 있다. 러시아는 미국이 인도와 원자력 협정을 체결함에 따라 미국 대기업들이 인도 시장에 진출하기 전에 입지를 강화하려고 한다. 2005년 미국의 부시 대통령과 싱 총리가 체결한 원자력 협정은 1974년 인도의 핵실험으로 유발된 고립을 종식시킨 바 있다. 하지만, 미국의 GE, 도시바 자회사인 웨스팅하우스 등이 새로운 원자력 발전소 건설을 위한 수십억 달러의 계약에 참여하기 위해서는 아직도 해결해야 할 현안들이 여러 가지 남아 있다.

India, Russia to Expand Civilian Nuclear Trade



Indian Prime Minister Manmohan Singh this week is Moscow is set to sign a civilian nuclear cooperation agreement that would guarantee his country continuous access to Russian uranium, Reuters reported (see GSN, Dec. 2).

Russia is already pursuing various nuclear power construction projects in the South Asian state. Construction of reactors at one site us under way (Guy Faulconbridge, Reuters, Dec. 6).

Unlike a nuclear trade deal that India reached last year with the United States, its pending agreement with Russia would allow New Delhi to retain access to civilian nuclear fuel if it carried out new nuclear tests, Asian News International reported (Asian News International/Yahoo!News, Dec. 6).

Meanwhile, India could bolster its image as a responsible nuclear power if its signed the Nuclear Nonproliferation Treaty as a nuclear-weapon state, Newsweek reported. Singh hinted last week that India could take such action if the nation's nuclear weapons were recognized under the pact (see GSN, Dec. 1).

The Nuclear Nonproliferation Treaty, which India has yet to join, currently recognizes five nuclear-weapon states: China, France, Russia, the United Kingdom and the United States.

By signing the document, India could subject Pakistan's nuclear weapons to greater international attention while reducing the pressure New Delhi faces to sign the Comprehensive Nuclear Test Ban Treaty, according to the magazine.

Still, it remains uncertain whether the United States and China would support India's entry into the treaty as a recognized nuclear power (Fidler/Ganguly, Newsweek, Dec. 4).

만모한 싱 인도 총리는 12월 1일 인도가 국제사회에서 핵무기 보유국으로 인정받을 수 있도록 미국이 지원해주기를 바라고 있다고 말했다고 프레스 트러스트 오브 인디아(Press Trust of India, PTI)가 보도했다. 인도가 아직까지 서명하지 않고 있는 핵비확산조약(Nuclear Nonproliferation Treaty)에서는 현재 중국, 프랑스, 러시아, 영국, 미국 등 5개국만을 핵보유국으로 인정하고 있다.


싱 총리는 CNN과 인터뷰에서 "인도가 핵무기 보유국으로 인정받게 될 것을 매우 긍정적으로 보고 있다"고 말했으며, "인도는 핵무기를 보유하고 있지만, 그에 따른 책임을 충실히 이행해 왔다. 인도는 대량살상무기를 한 번도 확산시킨 적이 없는 완벽한 기록을 보유하고 있다"고 덧붙였다.

India Seeks U.S. Help in Getting Nuclear Weapons Recognized



Indian Prime Minister Manmohan Singh said he would like to see Washington assist his nation in achieving international recognition as a nuclear weapon state, the Press Trust of India reported today (see GSN, Nov. 25).

The Nuclear Nonproliferation Treaty, which India has yet to join, currently recognizes five nuclear weapon states: China, France, Russia, the United Kingdom and the United States.

"That would be a very positive development from our point of view," Singh told CNN. "We are a nuclear weapons state, but we are a responsible nuclear power. We have an impeccable record of not having contributed to unauthorized proliferation of these weapons of mass destruction (Lalit Jha, Press Trust of India/Daily News & Analysis, Nov. 30).

U.S. President Barack Obama referred to India as a "nuclear power" in a speech last week.

"As nuclear powers, we can be full partners in preventing the spread of the world's most deadly weapons, securing loose nuclear materials from terrorists, and pursuing our shared vision of a world without nuclear weapons," Obama said in remarks welcoming Indian Prime Minister Manmohan Singh to the United States on Nov. 24, the Press Trust of India reported.

The remark was seen by multiple analysts as an acknowledgment by Washington of India as a nuclear state.

Washington and New Delhi are close to finalizing a nuclear civilian cooperation deal that was signed during the Bush administration. The agreement would provide India access to U.S. nuclear materials and technology in exchange for the country agreeing to open up its civilian nuclear industry to international inspections.

Meanwhile, Canada said that it had finished working out its own civilian nuclear agreement with India on Saturday, Canwest News Service reported.

Canadian Prime Minister Stephen Harper's office said the trade deal would permit Canadian companies to send and receive "controlled" uranium, nuclear technology and parts from India.

Some have objected to the agreement because of India's previous history of utilizing Canadian radiological materials for the development of nuclear arms. Critics have also questioned the security of the country's nuclear sites in the event of a terrorist attack (Chris Cobb, Canwest News Service/Canada.com, Nov. 29).

Though Harper reported on the conclusion of nuclear negotiations to the media, he chose not to share the details of the agreement until it received passage by the Canadian Parliament, Asian News International reported.

"This is a tremendous opportunity for both countries," Harper said on Saturday. "Canada is an integrated supporter of nuclear energy fuel and India, as an expanding economy, has great energy needs. We will be taking time to complete the ratification process."

Harper traveled to India last month where some nuclear deliberations took place.

"Prime Minister Harper had discussed [the nuclear deal] with us when he was in India and he has proven true to his words and the process has been completed in a short period of eleven days," Singh said. "This agreement augurs extremely well for the development of relations between our two countries" (Asian News International/Yahoo!News, Nov. 29).

미국과 인도는 사용 후 핵연료 재처리에 관한 협정을 수 일 내에 마무리 지을 수 있을 것으로 예상되며, 이를 통해 민수용 원자력 협력 협정을 완료할 것으로 보인다고 이코노믹 타임스(Economic Times)가 11월 30일 보도했다.

인도 국가 안보 보좌관 M.K. 나라야난(Narayanan)은 인도와 미국이 사용 후 핵연료 재처리 협상의 최종 단계에 있으며, 모든 쟁점이 거의 해결되었다고 밝혔다. "아직 한 가지 문제가 남아 있지만, 법적 용어를 결정하는 문제일 뿐"이라고 말한 나라야난은 "마무리 짓는데 1주일이나 조금 더 걸릴 것"이라고 덧붙였다.

India, U.S. Close to Completing Fuel Reprocessing Deal

The United States and India are expected to complete negotiations within the next several days on a spent fuel reprocessing agreement that would allow the two nations to move toward finalizing a civilian nuclear trade deal, the Economic Times reported on Monday (see GSN, Dec. 1).

Indian national security adviser M.K. Narayanan said that New Delhi and Washington were at the last stage of fuel reprocessing negotiations with nearly all points of contention resolved.

"There is only one item that is left, but it's a matter of legalese now," Narayanan said. "It will take a week or a little more to wrap it up."

The last area of disagreement pertains to the U.S. right under the trade agreement to withhold reprocessing technologies from India if New Delhi carried out a new nuclear test. New Delhi has promised only to adhere to conditions laid out in its 123 Agreement. The two countries are working out specific language on the matter.

The trade deal was signed by New Delhi and Washington during the Bush administration. It provides India's burgeoning civilian nuclear industry with access to U.S. nuclear technology and materials in exchange for allowing international monitoring of its nuclear energy sector.

The sides have already successfully negotiated deals for operating and securing several Indian nuclear fuel reprocessing sites. Participation by top officials helped resolved several remaining differences.

As part of the 123 Agreement, India has received permission to designate a government site for fuel reprocessing that would be monitored by the International Atomic Energy Agency.

Washington is still waiting for a written promise of nonproliferation from New Delhi that is needed before the U.S. Energy Department can license U.S. nuclear firms to operate in India (Economic Times, Nov. 30).

Meanwhile, India's ruling National Congress Party denied media reports that the country might sign a revised version of the Nuclear Nonproliferation Treaty, the Press Trust of India reported.

"The answer is absolutely no. There is no question of accepting it. The Indian stand has not changed," said party spokesman Abhishek Singhvi.

The treaty presently recognizes five nuclear weapon states: China, France, Russia, the United Kingdom and the United States. India has long sought recognition as an acknowledged nuclear power (see GSN, Dec. 1).

"Historically the Indo-U.S. nuclear agreement made us a de jure and a de facto nuclear power without signing the [Comprehensive Nuclear Test Ban Treaty] and the NPT," Singhvi said (Press Trust of India/Express India, Dec. 1).

미국 버락 오바마 대통령은 11월 24일 부시 대통령이 체결했던 인도와의 원자력 거래 협정을 법제화할 것이라고 말했다고 로이터가 보도했다.

 

오바마 대통령은 인도 총리 만모한 싱과 함께 한 백악관 기자회견에서 이와 같은 취지를 밝혔다.

 

오마바 대통령은 "미국의 수출을 증가시키고 양국에 일자리를 창출하게 될 미국-인도 민수용 원자력 협정을 완전하게 이행하기 위해 행정부가 노력하고 있다는 것을 싱 총리에게 재차 단언했다"고 말했다.

 

2005년 싱 총리와 당시 대통령 조지 W. 부시는 인도의 민수용 원자력 분야를 국제 감시 하에 두는 대가로 인도가 미국의 핵 물질과 기술에 접근하는 것을 허용하는 협정에 서명했다. 이를 통해 미국 기업들은 잠재적으로 1500억 달러(약 176조 원)에 달하는 인도 원자력 시장에 진출할 수 있게 되었다고 로이터가 보도했다.

U.S. "Fully" Committed to Indian Nuclear Deal, Obama Says

 

 

U.S. President Barack Obama said today he intends to enact his predecessor's nuclear trade agreement with India, Reuters reported (see GSN, Nov. 20).

Obama spoke at a press conference at the White House with Indian Prime Minister Manmohan Singh.

"I reaffirmed to the prime minister my administration's commitment to fully implement the U.S.-India civil nuclear agreement, which will increase American exports and create jobs in both countries," Obama said.

 

Singh and then-U.S. President George W. Bush in 2005 signed the agreement that would give New Delhi access to U.S. nuclear materials and technology in exchange for opening its civilian nuclear sector to international monitoring. It would give U.S. companies access to the potential $150 billion Indian nuclear energy market, Reuters.

 

The deal proved controversial, as India is a nuclear-armed nation that operates outside of the Nuclear Nonproliferation Treaty.

 

A number of details have yet to be finalized. India's legislative body still needs to discuss a new bill that would minimize U.S. companies liability in the event of a nuclear accident. A bilateral nuclear fuel reprocessing deal also remains unsigned (Reuters I, Nov. 24).

 

"We are currently finalizing the details that will make the agreement fully operational,' Singh said yesterday. "This will open a large area of commercial opportunity."

 

It has been speculated that Obama and Singh during their summit might sign a joint statement on moving the nuclear deal forward (Paul Eckert, Reuters II, Nov. 24).

 

Singh said India's unblemished nuclear nonproliferation record should allow it to receive dual-use technologies to further develop its nuclear sector, the Indo-Asian News Service reported.

"We are a nuclear-weapon state, but we are a responsible nuclear power," he told CNN. "We have an impeccable record of not having contributed to unauthorized proliferation of these weapons of mass destruction."

 

"I think India does require greater consideration of the global community," he said (Arun Kumar, Indo-Asian News Service/Thaindian News, Nov. 23).

 

Meanwhile, India's army head, Gen. Deepak Kapoor, said yesterday that the possibility of nuclear war persists in South Asia, the Hindustan Times reported. Both India and neighboring rival Pakistan possess nuclear weapons.

 

"The possibility of limited war under a nuclear overhang is still a reality, at least in the Indian subcontinent," Kapoor said at a New Delhi conference on security issues.

 

Indian Defense Minister A.K. Antony said he was worried that Pakistani nuclear arms might be acquired by rogue elements.

 

"When there's scarcely any nation that is not affected by terrorism, we stood actively involved in the war on terror," Antony said. "Various developments in the last few months in and around our neighborhood, particularly Afghanistan and Pakistan, thrust South Asia to the center stage of subconventional conflict and instability.

 

"The threat of nuclear weapons falling into [the] wrong hands remains an area of serious concern and consequences of such a situation are unimaginable," he added (Hindustan Times, Nov. 23).
