미국, 인도와 원자력 협정 적극 이행

 

 

 

 

미국 버락 오바마 대통령은 11월 24일 부시 대통령이 체결했던 인도와의 원자력 거래 협정을 법제화할 것이라고 말했다고 로이터가 보도했다.

 

오바마 대통령은 인도 총리 만모한 싱과 함께 한 백악관 기자회견에서 이와 같은 취지를 밝혔다.

 

오마바 대통령은 "미국의 수출을 증가시키고 양국에 일자리를 창출하게 될 미국-인도 민수용 원자력 협정을 완전하게 이행하기 위해 행정부가 노력하고 있다는 것을 싱 총리에게 재차 단언했다"고 말했다.

 

2005년 싱 총리와 당시 대통령 조지 W. 부시는 인도의 민수용 원자력 분야를 국제 감시 하에 두는 대가로 인도가 미국의 핵 물질과 기술에 접근하는 것을 허용하는 협정에 서명했다. 이를 통해 미국 기업들은 잠재적으로 1500억 달러(약 176조 원)에 달하는 인도 원자력 시장에 진출할 수 있게 되었다고 로이터가 보도했다.

 

이 협정은 핵비확산조약(NPT)에 서명하지 않은 핵무장국인 인도의 특수성으로 인해 논란을 일으킨 바 있다. 아직 많은 세부사항이 확정되지 않고 있다. 인도 국회는 원자력 사고 발생시에 미국 기업의 책임을 최소화하는 새로운 법안을 여전히 논의하고 있다. 양자 간의 핵연료재처리 협정도 서명되지 않은 채로 남아 있다.

 

"협정이 완전하게 효력을 발휘할 수 있도록 세부사항을 마무리 짓는 작업을 진행하고 있다"고 말한 싱 총리는 "이것을 통해 상업적인 기회가 크게 열릴 것"이라고 덧붙였다. 오바마 대통령과 싱 총리는 정상회담에서 원자력 협정을 진전시키게 될 공동 성명에 서명할 것으로 전망되고 있다.

 

싱 총리는 인도가 흠잡을 데 없는 핵비확산 기록을 가지고 있었기 때문에 원자력 분야를 더욱 개발하는데 필요한 이중용도 기술을 도입할 수 있게 된 것이라고 말했다고 인도-아시안 뉴스 서비스가 보도했다. "인도는 핵무기 보유국이지만, 책임감 있는 핵보유국"이라고 CNN을 통해 말한 싱 총리는 "대량살상무기의 무단 확산에 기여하지 않은 완벽한 기록을 가지고 있다"고 강조했다. 싱 총리는 또한 인도에 대한 더 큰 국제사회의 배려가 필요하다고 생각한다고 말했다.

 

한편, 인도 군사령관 디팍 카푸어(Deepak Kapoor)는 남아시아에서 핵전쟁의 가능성은 남아 있다고 말했다고 힌두스탄 타임스가 보도했다. 인도와 적대국인 파키스탄 모두 핵무기를 보유하고 있다. "적어도 인도 대륙 내에서 핵무기가 대기하고 있는 상태에서 제한전의 가능성은 여전히 존재한다"고 안보 현안에 관한 뉴델리 컨퍼런스에 참여한 카푸어가 말했다.

싱 총리는 오바마 대통령이 가능한 빠른 시한 내에 협정을 이행할 수 있도록 해주기를 기대하고 있다고 AFP가 보도했다. 하지만, 현재 이 협정은 오바마 자신의 민주당 내에서 국제 비확산 체계에 나쁜 선례를 남길 수 있다는 반발에 직면해 있다. 한편, 오바마 대통령과 싱 총리는 핵무기 생산을 위한 핵분열성 물질 생산을 금지하는 핵분열성물질감소조약(fissile material cutoff treaty)에 관한 협상을 정기적으로 진행하는 것에도 합의했다.

 

 


 

 

U.S. "Fully" Committed to Indian Nuclear Deal, Obama Says

 

 

U.S. President Barack Obama said today he intends to enact his predecessor's nuclear trade agreement with India, Reuters reported (see GSN, Nov. 20).

Obama spoke at a press conference at the White House with Indian Prime Minister Manmohan Singh.

"I reaffirmed to the prime minister my administration's commitment to fully implement the U.S.-India civil nuclear agreement, which will increase American exports and create jobs in both countries," Obama said.

 

Singh and then-U.S. President George W. Bush in 2005 signed the agreement that would give New Delhi access to U.S. nuclear materials and technology in exchange for opening its civilian nuclear sector to international monitoring. It would give U.S. companies access to the potential $150 billion Indian nuclear energy market, Reuters.

 

The deal proved controversial, as India is a nuclear-armed nation that operates outside of the Nuclear Nonproliferation Treaty.

 

A number of details have yet to be finalized. India's legislative body still needs to discuss a new bill that would minimize U.S. companies liability in the event of a nuclear accident. A bilateral nuclear fuel reprocessing deal also remains unsigned (Reuters I, Nov. 24).

 

"We are currently finalizing the details that will make the agreement fully operational,' Singh said yesterday. "This will open a large area of commercial opportunity."

 

It has been speculated that Obama and Singh during their summit might sign a joint statement on moving the nuclear deal forward (Paul Eckert, Reuters II, Nov. 24).

 

Singh said India's unblemished nuclear nonproliferation record should allow it to receive dual-use technologies to further develop its nuclear sector, the Indo-Asian News Service reported.

"We are a nuclear-weapon state, but we are a responsible nuclear power," he told CNN. "We have an impeccable record of not having contributed to unauthorized proliferation of these weapons of mass destruction."

 

"I think India does require greater consideration of the global community," he said (Arun Kumar, Indo-Asian News Service/Thaindian News, Nov. 23).

 

Meanwhile, India's army head, Gen. Deepak Kapoor, said yesterday that the possibility of nuclear war persists in South Asia, the Hindustan Times reported. Both India and neighboring rival Pakistan possess nuclear weapons.

 

"The possibility of limited war under a nuclear overhang is still a reality, at least in the Indian subcontinent," Kapoor said at a New Delhi conference on security issues.

 

Indian Defense Minister A.K. Antony said he was worried that Pakistani nuclear arms might be acquired by rogue elements.

 

"When there's scarcely any nation that is not affected by terrorism, we stood actively involved in the war on terror," Antony said. "Various developments in the last few months in and around our neighborhood, particularly Afghanistan and Pakistan, thrust South Asia to the center stage of subconventional conflict and instability.

 

"The threat of nuclear weapons falling into [the] wrong hands remains an area of serious concern and consequences of such a situation are unimaginable," he added (Hindustan Times, Nov. 23).

프랑스, 파키스탄과 원자력 협정은 불가


   

최근 파키스탄이 프랑스와 인도가 체결한 것과 비슷한 수준의 "전략적 관계"를 형성하기 위해 노력하고 있는 가운데, 한 프랑스 고위 당국자가 파키스탄과 민수용 원자력 협력을 체결하는 일은 없을 것이라고 단호하게 선언했다.


파키스탄 외무장관 샤 마무드 쿠레쉬(Shah Mahmood Qureshi)는 프랑스가 파키스탄과 민수용 원자력 협정을 체결하기로 결정했다고 한 주장에 대해 질문을 받자 이번 보도된 성명에는 진실성이 결여되어 있다고 하면서 그 주장을 일축했다.
 

하지만 프랑스 당국자는 "그런 사안은 파키스탄과의 협상에서 거론된 적도 없다. 프랑스는 파키스탄에 있는 핵무기의 안전을 강화하기를 원할 뿐이며, 인도와 같은 민수용 원자력 협정이 체결되는 일은 없을 것"이라고 밝혔다.


프랑스 대통령 사르코지와 파키스탄 대통령 아시프 알리 자르다리(Asif Ali Zardari)의 회담이 있은 직후, 쿠레쉬 외무장관은 프랑스가 2008년에 인도와 체결한 것과 동일한 수준의 민수용 원자력 협정을 파키스탄에 제의했다고 발표했다.


그 당시, 프랑스 정부는 파키스탄 핵무기의 안전성을 보장하는데 관심을 가지고 협상을 시작한 것으로 보인다. 하지만, 파키스탄 원자력 분야의 실상을 파악한 후에 프랑스는 현재의 상황에서 그와 같은 협정을 유지할 수 없다는 것을 분명하게 알게 된 것이다. 이러한 상황에서 가까운 장래에 있을 것으로 보이는 사르코지 대통령의 파키스탄 방문도 진행중인 테러와의 전쟁에 대한 지원을 강화하는 모습을 보여주기 위한 것에 불과할 것이다.


쿠레쉬 외무장관은 프랑스가 긴급한 파키스탄의 전력난을 해결하기 위해 파키스탄에 민수용 원자력 기술을 제공할 준비가 된 것으로 발표했다고 말한 바 있다. 하지만 프랑스 정부의 발표에 따르면, 프랑스가 준비하고 있었던 국제 협약은 파키스탄이 최상의 안전과 보안을 달성할 수 있도록 핵안전 분야에서 협력하는 것으로 드러났다.



인도적 원조


프랑스는 지역의 테러단체인 탈레반과 전쟁을 벌이고 있는 파키스탄을 지원하기 위한 인도적 차원에서 1,200만 유로를 제공하기로 약속했다. 하지만, 인도에게 있어서 이 성명은 우려할 만한 것인데, 왜냐하면 프랑스가 전력 분야에서 이익을 추구하기 위해 파키스탄의 확산 기록을 간과하려는 것으로 보일 수 있기 때문이다.


덧붙여 말하자면, 프랑스 원자력 대기업 아레바는 차세대 EPR 원자로를 개발하고 있으며, 원자력의 수요가 있는 시장을 탐색하고 있다. 아레바는 이미 인도에 EPR 2기를 건설하고 있기도 하다. 인도는 파키스탄과 마찬가지로 핵비확산조약(NPT)에 서명하지 않고 있지만, 파키스탄과 달리 원자력공급국 그룹으로부터 면제를 받을 수 있었는데, 그것은 완벽한 비확산 기록을 가지고 있었기 때문이다.


프랑스 당국자는 인도와 체결한 원자력 협정은 가능한 가장 광범위한 방법으로 구현될 것이라고 말했다. 프랑스가 인도에 재처리 기술을 제공하지 않는 이유에 대한 대답으로 그 당국자는 "그것은 포괄적으로 처리될 수 있지만, 사실상 인도가 NPT에 가입하지 않은 상황이 국제 조약을 준수해야 하는 프랑스 입장에서 분명히 문제가 되기 때문"이라고 답했다.

France not for India-like nuclear pact with Pakistan; Top French government official says no truth in Qureshi statement

Much as Pakistan has been trying to project in recent months that France’s initiative for a “strategic relationship” with it was on the same lines as that with India, a top French government official made it categorically clear that in no case would it include a civil nuclear cooperation deal.

In response to a query as to whether Pakistan Foreign Minister Shah Mahmood Qureshi’s claim that Paris had decided to initiate a civil nuclear cooperation agreement with Islamabad, the official dismissed it outright saying there was no truth in that statement.

Talking to The Hindu here, he said: “I can say that nothing like it is on the table. We [France] would like to ensure safety of Pakistan’s nuclear arsenal but there is no question of getting into an India-like civil nuclear pact with them. Nothing like it is happening.”

Almost immediately after French President Sarkozy’s meeting with Pakistan President Asif Ali Zardari in May, Mr Qureshi had gone on record that France had made an offer to Islamabad for a civil nuclear deal on the same lines as had been initialled with India in 2008.

At that point of time, the French government qualified its initiative as being interested in ensuring the “safety” of Pakistan’s nuclear weapons. Following the dismissal of Pakistan’s claim of a full-fledged agreement in the nuclear field, it is now clear that France cannot afford to have such a deal with it under the present circumstances.

In the event, President Sarkozy’s likely visit to Pakistan in the near future, as has been talked about earlier, would be more as a show of solidarity in its ongoing initiative against terrorism.

Mr Qureshi, it may be recalled, had stated earlier that France had expressed its readiness to civil nuclear technology to Pakistan to help it in tackling the acute power crisis.

According to the French government, it was ready within the framework of its international agreements “to co-operate with Pakistan in the field of nuclear safety” and ensure that “the Pakistani programme can develop in the best conditions of safety and security.”



Humanitarian aid

France has pledged 12 million euros humanitarian aid for Pakistan and also reiterated its support for Islamabad’s fight against Taliban and other terror groups in the region.

The statement, therefore, was a matter of concern in India as it appeared that France was tending to overlook Pakistan’s proliferation record merely to further its business interests in the power sector.

Incidentally, France’s nuclear giant Areva is developing the new-age EPR reactors and is scouting for markets where there is demand for nuclear energy. It is already building two such EPR reactors in India.

Though India, like Pakistan, has not signed the NPT, it has succeeded in getting a clean waiver from the Nuclear Suppliers Group last year to carry out civil nuclear commerce, mainly on the strength of its impeccable track record on the non proliferation front.

The French official noted that the nuclear deal with India would be implemented in the “broadest possible way.”

Asked why France did not want to supply reprocessing technology to India, he said: “It will be comprehensive but the fact that India has not signed NPT is obviously a concern because what we do has to be in keeping with our international commitments.”
